WEEKEND CRICKET MAGAZINE!!!

WEEKEND CRICKET magazine was started with the intention of (a) Encouraging local talent by providing a write-up and publishing the pictures of those who have performed well during the weekend games; (b) being the voice of the players with reference to cricket administration in Southern California, in particular, and bring about changes for the good of the game; and (c) help promote the game. This is a magazine provided free of cost to the readers. There is no manpower and therefore, it is not possible to cover all the areas where cricket is played in Southern California without the cooperation of the teams playing in grounds outside of Woodley Park. WEEKEND CRICKET magazine management expects cooperation from the clubs, to send to the publisher, pictures of players who have scored a Century; players who got 5 or more wickets in a match; and any other outstanding performance to enable us to include this in the magazine. It is not the old days where one has to take a picture, develop and print the same. More or less everyone in a team has a cell phone with a built camera. This should make it easy to take a picture and email the same. What is needed is a designation of an individual in the club to perform this function. WEEKEND CRICKET management has been debating whether to continue publishing this magazine or not. In the absence of input from clubs, it is not possible to do justice to the magazine. The purpose of the magazine, in our opinion, is not fully served as we are not getting input. Also, the magazine envisioned that by drawing the attention of the administration to the players problems, such as having good practice nets, a decent turf pitch to play the match on and an even outfield, administration will promptly act to remedy the situation. Unfortunately, all these are going to deaf ears. The President of SCCA is telecommuting and/or having town hall meetings. May be, since we elected these people we may have to go with the saying What cannot be Cured has to be endured. How true it is in this years SCCA Administration.

Only positive outcome appears to be that some clubs after reading the magazine have changed. We wrote about a clubs unpleasant behavior on the field and, in their next game, the match summary from the losing team says that their behavior in this game was exemplary. We are glad we could make a difference, however small it may be. Match summary written by the teams (mostly by winning teams) at the end of the game confines to that particular game and not to the previous game(s). If a team fails to write a summary and/or fails to include an incident that took place in that game, they have lost their chance to officially voice their concern. This is not an academic institution and there is no make-up test!

ICC DECISIONS!!!
By K.C.S. Rao It appears that finally ICC has started to recognize the players need, the ground conditions, umpires dilemma and other matters associated with playing International games when they recently made some crucial decisions. As is always the case, any change irrespective of its being good or bad is resented. These changes are no exception. It is not surprising when ICC allowed Affiliate countries, otherwise known as minnows to compete in the ensuing World Cup Cricket alongside Full member nations. After the conclusion of the World Cup 2011, a ruling was made that minnows will not be allowed to participate in 2015 World Cup. Minnows, particularly countries like Ireland, Netherland and others protested this ruling. ICC, perhaps, was surprised to see the enormous and unconditional support the affiliate countries had. May be, the original decision was made taking into consideration the gate collections at such events. ICC should think of other ways to handle the low attendance situation rather than not playing these countries. Relegation of the bottom two teams at each tournament would help solve this problem. See more details on this at the latter end of this article. Logically, ICCs original ruling excluding minnows from 2015 World Cup made no sense whatsoever since that gives a platform (a) to promote cricket in these countries; and (b) compete with Full members to seek improvement in the status. Minnows like Ireland, Netherland, and others performed well in 2011 World Cup as well as in the 2007 World Cup in West Indies. In fact, the performance of some of the cricket-playing countries such as Bangladesh in the recently concluded World Cup was disappointing. ICC conducts tournaments for Affiliate countries grouping them into various divisions. To qualify to play in the World Cup, the Affiliate team has to perform well in each division and get promoted to the next division. The top two teams of the highest division qualify to play in the World Cup. This has been working well so far and there was no need to make any changes at this time. In fact, ICC could go one step further to witness competitive and good cricket by introducing relegation of the bottom two teams of the World Cup, irrespective of whether they are from cricket-playing countries or Affiliate countries. This would provide incentive to teams like Bangladesh to perform well to retain their cricket-playing country (Test playing) status. Additionally, audience will show interest in the outcome of the game(s) till the last ball of the tournament, both at the championship level and the relegation level. Other decisions made at the recently concluded ICC meeting held in Honking included the following: No runners in international cricket. New balls from both ends in One-Day Internationals. Creation of a Twenty-20 International rankings table from October 1, 2011. Batting and bowling power-plays to be taken between overs 16 and 40. Captains to be suspended after only two over-rate breaches in a year as opposed to the existing three. Batsmen can be dismissed obstructing the field if they change their course while running to prevent a runout chance. Bowlers will be allowed to run out a non-striker backing up unfairly.

Lots of criticisms and comments have come on these rulings from past cricketers, journalists and others. Some of the comments do merit consideration. In any case, unless and until it is tried out for a season, one cannot conclusively say these are best for cricket. On paper, it appears that, when implemented, these rulings should help improve fairness of the game. In the absence of an accepted method to test the fake from the real injury to the player, the writer tends to agree with the ruling that no runner should be allowed for an injured. Either he plays with the injury or he does not. I know the batting side will suffer. Because while fielding, the same team is allowed a substitute field in the place of injured (who may be a better fielder than the injured!). Alternative, the writer agrees with the suggestion made by former Indias Captain Kapil Dev that such an injured batsman if comes back as number eleven batsman be allowed a runner. This precludes providing a runner in any other position excepting when an injured batsman bats at Eleven. It is observed that none of the Captains that participated in the recently concluded World Cup knew the implications of both batting and bowling power-plays. No one utilized it properly to enhance teams performance. By the new ruling, the Captains at lease would start thinking about the power-play and use it during the course of the game, rather than at the 45th over. Every team would automatically start pushing the score in the last five overs, depending on the number of wickets in hand. This ruling is a good move for the betterment of the game. Agreed that a captain should be aware of the over rate, at all times. If the Captain fails to enforce the over-rate, he, along with the team, should be penalized. Present ruling of suspending the captain after three such violations becomes immaterial when you play a limited number of game. (only 3-Tests or 4-Tests, 3-ODIs or 5 ODIs). Reducing the number of violations to two games prior to suspension seems reasonable. When Sri Lankan National Cricket Team was bombed in Pakistan the author had written in one of the past issues of AMERICAN CRICKETER published from Florida, USA, that it is high time ICC takes appropriate action to de-recognize the Cricket Administration of countries where the Countrys government is involved in their functioning. Pakistan, Sri Lanka and Zimbabwe were the countries that made that list, at that time. It appears that ICC believes in Better Late than Never policy and has since come up an ultimatum to the Cricket Board of Countries where government of that country has the last say. This should have been done immediately after Sri Lanka incident in Pakistan. Then there would not have been the issue of match-fixing by bowling intentional no ball, etc. It is hoped that ICC means what it says and strictly enforces his own ruling in this regard. Lesser independently administered boards are better than having more boards with government control. Cricket cannot grow like this. The other burning issue before the ICC is the Decision Review System (DRS). AMERICAN CRICKETER magazine carried an article on the pros and cons of DRS during Indias tour of Sri Lanka. Either totally mechanize the process without any human involvement or go back to old days. Half knowledge is dangerous in any field. Hope good sense prevails when finally a decision is made on this issue. It appears this is the first time that ICC has taken time to consider all issues in front of them and came up with solutions in one sitting. This is moving in the right direction. Waiting to see the enforcement of these changes prior to saying hats off to ICC!
