Name:
The name of the organization will be LaaL Brigade with the basic aim of striving for the rights of oppressed classes in Pakistan.

Ideology:
The Laal Brigade is a Socialist Organization and will seek to actively promote socialism in Pakistan.

Objectives:
To fight against the neo-colonial, decadent and parasitic capitalist system, to uproot the remnants of feudalism in Pakistan and to strive against foreign imperialists for an independent, secular, and socialist Pakistan. To carry on the legacy started by The Association of Progressive Writers to challenge the capitalist and imperialistic injustices that have plagued our country. To strive for a socialist society through an active participation in all fields of science, art and politics. To fight against all forms of religious extremism and narrowmindedness. To work for and educate the working masses of Pakistan by creating class solidarity and class consciousness. To educate the youth of Pakistan with respect to socialism and to spread the message of the Progressive Writers Movement to the widest possible audience.

Modus Operandi:
In order to struggle for the aforementioned objectives The Laal Brigade will: a) Connect itself with the working class, the poorest sections of the peasantry and the revolutionary sections of the youth of Pakistan. b) Align itself with trade unions, peasant organizations, and revolutionary students organizations and all other progressive groups to create revolutionary class consciousness in these organizations through active theoretical and practical work. c) Struggle for workers economic and political rights such as minimum wage, working hours, access to educational and healthcare facilities, and political participation and representation. 3

d) Fight for the emancipation of women to ensure gender equality in Pakistan. e) Support the just and democratic demands of oppressed nationalities and minorities to correct the historical injustices that have befallen them. While striving to achieve the aforementioned objectives through the modus operandi stated above the Laal Brigade will always seek guidance from the scientific principles of Marxism-Leninism.

Organization Symbol:

Organization Membership
(i) Any Pakistani, male/female, 16 years or above can be a part of the organization. They have to agree to, and abide by the

organizations rules and regulations and should be willing to pay their levy. (Details to follow). (ii) An effort should be made to, bring on board the maximum number of Pakistanis who are willing to strive for the rights of the oppressed classes.

Responsibilities of the members:


(i) To be an active member of the local chapter of the organization and to do so in a disciplined manner and utmost loyalty to the oppressed masses of Pakistan To obtain knowledge of Socialism through active study. To not only understand the objectives themselves but to actively rally them out to the people of Pakistan. To put the interests of oppressed masses of Pakistan and the organization before ones own personal interests. To serve the people of Pakistan with enthusiasm and interest by keeping a strong, working, regular communication with them. To bring into the knowledge of the organization the popular aspirations of the toiling masses of Pakistan. Keep friendly relations with other members and to work in a very friendly and productive manner with all comrades. To help each other, even in personal matters, as if dealing with ones own personal issues. To motivate members within the organization, so that the enthusiasm and emotions of the organization never fizzle out. To be a disciplined and hard working member of the organization by devoting ones individual talents to the collective goals of the organization.

Rights of members:
(i) (ii) (iii) (iv) To be a part of any meeting and any movement within the organization To be an active part in the policy making and decisions of the organization To voice your opinions on the workings of the organization To bring forward ones viewpoint, in case of a political disagreement in a democratic manner. Nonetheless, the decisions once taken by the majority are to be followed and defended irrespective of ones personal views. Any appeal or complaint can be forwarded directly to the central working committee of the organization.

Levy and monthly fund:


Each member must display commitment to the organization by voluntarily contributing an amount (to be stated on the membership form) every month in his/her relevant committee to fund the activities of the organization since the organization will not be relying on any external sources of funding. The funds will be collected and managed by deputing a democratically elected member as the Finance Secretary who will be directly answerable to the organization.

Democracy within the organization


The Laal Brigade will be constructed on the principles of Democratic Centralism. This means that the Laal Brigade will democratically elect committees, through secret balloting to organize the affairs of cells, district committees, provincial committees and a central working committee through the following process:

CELL
i) The basic unit of the Laal Brigade will be known as a cell. A cell may be constructed by 3-7 members in any factory and other industrial area, village, Mohalla, educational institution and at all other places where members feel that it is of utmost importance to create a cell. Every cell must conduct an election at least once a year to elect a secretary who will be in charge of the affairs of the cell. In matters related to the cell the secretary will hold one vote and must represent the collective will of the cell as a whole. The cell will actively inform the higher committees regarding issues pertaining

to the masses. This will ensure that the higher committees will be constantly in touch with the aspirations of the masses. A cell meeting must be held at least once every two weeks. The responsibilities of the cell will be as follows: a) To actively execute the decisions taken by higher committees. b) To propagate the aims and aspirations of the organization as a whole. c) To help and support the efforts of the district committee in achieving its objectives. d) To engage the sympathizers of the organization in the daily activities of the cell so as to raise their political consciousness. e) To constantly try to induct new members into the cell and the organization.

DISTRICT COMMITTEE
ii) The District Committee will be elected through a yearly conference which will include ALL the members of the various cells within a certain district. The District Committee will then elect a Secretary to manage the affairs of the District Committee. The number of district committee members will be decided in accordance with the population of a given district but must not exceed 30% of the total membership in a given district and must not be less than 20% of the total membership. The secretary will prepare the agenda for each meeting and will constantly remain in touch with the secretaries of all cells in the D.C. The secretary will also be responsible for reporting the activities of all cells to the District Committee in every meeting. The secretary will be in charge of calling and chairing a meeting at least once every month. The responsibilities of the District Committee will be as follows: a) To help and support the efforts of the provincial committee in achieving its objectives by ensuring that the goals set by the Provincial Committee are carried out and transferred to the level of the cell. b) To propagate the aims and aspirations of the organization as a whole. c) To actively execute the decisions taken by higher committees. d) To keep an eye on the problems of the masses in a given district and to chalk out plans for the various cells to address those issues. e) To constantly report to the relevant provincial committee with respect to the activities of the District Committee. 7

f) To report any issues and problems associated with achieving the goals that have been set by the Provincial Committee directly to the secretary of the relevant provincial committee. g) To present a final yearly report at the annual District Conference to debate on the working of the District Committee throughout the previous year and a presentation on the suggested future course of action. This will be followed by the elections of a new District Committee.

PROVINCIAL COMMITTEE
iii) The Provincial Committee will be elected through a yearly conference which will include delegates from the District Committees of the relevant province. For every three members a district committee will be allowed one delegate to the yearly conference of the Provincial Committee. The Provincial Committee will then elect a Secretary to manage the affairs of the District Committee. The number of provincial committee members must not exceed 30% of the total membership in a given province and must not be less than 20% of the total membership. The secretary will prepare the agenda for each meeting and will constantly remain in touch with the secretaries of D.Cs within the province. The secretary will also be responsible for reporting the activities of the District Committees to the Provincial Committee in every meeting. The secretary will be in charge of calling and chairing a meeting at least once every two months.

The responsibilities of the Provincial Committee will be as follows: a) To help and support the efforts of the central working committee in achieving its objectives by ensuring that the goals set by the CC are carried out and transferred to the level of the Districts. b) To propagate the aims and aspirations of the organization as a whole. c) To actively execute the decisions taken by the CC. d) To keep an eye on the problems of the masses in a given province and to chalk out plans for the various districts to address those issues. e) To constantly report to the central committee with respect to the activities of the Provincial Committee and its corresponding District Committees. f) To report any issues and problems associated with achieving the goals that have been set by the Central Committee directly to the General Secretary of the organization.

g) To present a final yearly report at the annual Provincial Conference to debate on the working of the Provincial Committee throughout the previous year and a presentation on the suggested future course of action. This will be followed by the elections of a new Provincial Committee.

Central working committee


The Central Working Committee (CC) will be elected through a yearly congress which will include all members of the organization. In order to constitute a legal congress at least 51% of the membership of the Laal Brigade must be present at the congress. The congress will then elect the CC. The C.C will then elect the General Secretary of the organization to manage the affairs of the Laal Brigade as a whole. The number of central committee members will be decided in accordance with the objective situation that has been assessed and reported by the existing Central Committee. The General Secretary will prepare the agenda for each meeting and will constantly remain in touch with the party as a whole through the PCs. The General Secretary will also be responsible for reporting the activities of the PCs to the Central Working Committee in every meeting. The secretary will be in charge of calling and chairing a meeting at least once every three months. The responsibilities of the Central Committee will be as follows: a) To chalk out a detailed yearly line of action for the organization. b) To devise and formulate plans for all provincial committees. c) To actively execute the decisions by continuously monitoring the performance of the organization. d) To keep an eye on the problems of the masses in Pakistan and prepare plans to address those issues. e) To explain the decisions and goals of the CC to all members of the organization through the relevant committees. f) To ensure that the morale and revolutionary enthusiasm of the members is continuously reinvigorated. g) To present a final yearly report at the annual Congress to debate on the working of the Laal Brigade throughout the previous year and a presentation on the suggested future course of action. The Congress will have the right to amend the Constitution of the Laal Brigade through a 2/3rds majority and will prepare a detailed document on the present political economic situation of the country to be circulated amongst the masses. This will be followed by the elections of a new CC.
