1. Use Case Name
Running Allowance 1.1 Brief Description This Use Case will calculate the running allowance of freight. System will calculate allowances according to the business rules. Running allowances means the allowances ordinarily granted to non-gazetted Railway servants for the performance of duty directly connected with the charge of moving trains. The staff drawing running allowances is not entitled to daily allowance. Running Allowance is admissible to running staff, which includes drivers, firemen, shunters, guards, brakes men and Tower Wagon drivers. 3.1 Basic Flow This use case will start when the pay sheet clerk chooses to do the allowance calculation 3.1.1 Mileage calculations for on train Allowances The figures modified or edited by the pay sheet clerk in the system are summed up, and total Mileage, Overtime, and Night duty and etc earned by the Crew is arrived at. This information is stored in a record for the ready reference of the crew.

Case C In the case of ballast and Material and Crane Specials and light Engines on mechanical account, the computation of kilometer-age will be at the rate 20 kms / hrs subject to a maximum of 200 kms for prescribed hours of duty, the period being reckoned from " signing on" to " signing off 20 kms per Hrs subjected to a maximum of 200 kms Ghat section allowance shall not be admissible Case D 25 kms per Hrs without any maximum limits Ghat section allowance shall not be admissible Case E Running staff working through Goods trains and Shunting / Van goods trains will be paid shunting duty at the following rates for such shunting at each station/point shall be. Assistant Guard Case H Mileage at the rate of 15 Km per Hrs. 6

When shunters are employed for shunting duties on shunting engines, they shall be admissible at the rate of 15 kms per hour work taken from Sign ON to Sign OFF. Case I Allowance For Working Rajdhani Express Staff working in Rajdhani Express of the respective will be given mileage on the basis of monthly kms of the rajdhani link or the highest kms earned of any other mail express link of theat shed which ever is more. In case of Mail express links this shall not be applicable and they shall be paid as per the normal link. Case J The running staff deputed to the work the special trains of the President, Prime Minister and foreign dignitaries should be paid one day's extra pay and the staff utilized as advance pilots should be paid halfa-day's extra pay. (One day pay = (Basic x 1.3 + DA)/30) Case K Actual Km earned Inflation of this Km age on account of Ghat Section or Incentive scheme etc, is not admissible to such staff. 3.1.2 Out Station Rest Allowance (Km) if(out station restHRs >=16 and <24) then mileage=70 if(out station restHRs >=24 and <40) then mileage=140 and so on for each 24 hrs of rest 70 extra Km will be given

3.1.4 Night Duty Allowance - (22:00 pm -6:00 am) monthly calculation

3.1.5 National Holiday Allowance In case of Crew doing any duty on Holidays (12 in a calendar year) or one day before or after the holiday he will be paid holiday allowance. The duty can be of any duration even 1 min duty. Allowance rates are Goods Pilot Rs. 140 Shunter - Rs. 140 Asst Goods Pilot Rs. 85 Passenger Driver Rs. 140 Mail Express Driver - Rs. 140 3.1.6 Accident Allowance (This allowance is applicable for those crew which are stuck up on their respective trains due to accident of some different train on that same route) At the time of accident, allowance is admissible for train detention exceeding 8 hrs on Account of accident, he will get 70kms 8 to 24hrs 70kms 24 to 48hrs 140kms (Assumption: - No crew can stay Beyond 48 hrs at accident area) 3.1.7 Train Cancelled / TA Cancelled - waiting allowance Crew signed ON but is not given a train to work is paid at the rate of 15 Kms / hr subjected to a maximum of 10 Hrs. The rounding of is done to the nearest Hour. i.e 30 min = 0 Hrs, 31 min = 1Hr, 1 Hr 30 Min = 1 Hr, 1Hr 31 Min = 2 Hrs and so on.

3.1.8 Outstation Duties 3.1.8.1 Transfer of the employee HQ (HQ count is reduced) No outstation allowances are admissible 3.1.8.1.1 Permanent Transfer 3.1.8.1.2 Temporary Transfer 3.1.8.2 Special Duty at Outstation (HQ count is not reduced)

3.1.8.2.1 On Higher posts This allowance is paid to the staff who is deputed to work temporarily at stations other than headquarter station, at the rate of outstation (detention allowance) for each day reckoned from the day of arrival at the outstation. 1 - 14 Days 70Kms Extra over and above his actual working After 14 days the 70 kms shall not be admissible. 3.1.8.2.2 On Same or Lower Post This allowance is paid to the staff who is deputed to work temporarily at stations other than headquarter station, at the rate of outstation (detention allowance) for each day reckoned from the day of arrival at the outstation. 1 - 60 Days 70 Kms Extra over and above his actual working After 60 days the 70 kms shall not be admissible. 3.1.9 Allowance For Taking over and Making over of Shunting Staff It is related to ON duty time which shall come through TA and type of Train pulling for Loco Pilots are, Main Line (-15min), Yards (-30min), Sheds (-45min), Others (- 60 min). Train pulling for Guards are, Main Line (-35min), Yards (-60 Min), Sheds (not applicable - 0), Others (- 60 min). 3.1.10 Pre departure and post arrival allowance No mileage shall be admissible if a train has been given. The Hrs shall be as per Sign ON to Sign OFF. In case a train is not given and the Train / TA is cancelled than it shall be dealt as Train Cancellation (3.1.7) 3.1.11 Officiating Allowance When running staff are put to officiate in a "running" post for 30 days or less, they will be paid pay admissible in the lower grade plus running allowance at the rates and on the conditions applicable to the higher grade in which they officiate enhanced by 15% of the kilometer-age actually performed for every such higher grade. For cases of > 30 days officiating an exception report shall be generated by the system till the BIO data of the employee has to be manually corrected to higher grade by the supervisor concerned. 3.1.12 Allowance in-lieu-of running room facility

a) This allowance is granted to the staff whose stay at the station, where running room facility is not provided, exceeds four hours from the time he "signs off" at the station. b) This allowance is also admissible at roadside stations irrespective of whether the train terminates there or not. c) When the staff takes rest in the running rooms where cooks are not provided, they should be given this allowance at half the rate. d) The rates effective from 1-5-1998 are as under: These rates are given for every 24 Hrs or part there off reckoned from the time of signing off at outstation subject to the period of rest exceeding four hours between arrival and train departure timings :Category Drivers Guards Shunters Firemen Asst Guards Rates in Rs 18 18 13 11.20 11.20
