Bei ihrem neuen, zentralen Verwaltungsstandort setzt die
80 000-Einwohner-Gemeinde Uccle südlich von Brüssel auf
­Ressourceneffizienz und Wiederverwendung. Mit rund 450 Mit-
arbeitern ist sie in den ehemaligen Hauptsitz einer Maschinen-
baufirma gezogen. Der vierteilige Bürokomplex aus den 70er-
Jahren steht etwas außerhalb des Ortszentrums an einer viel
befahrenen Ausfallstraße zwischen Wohn- und Gewerbegebie-
ten; im Westen führt eine Bahnlinie vorbei. Umgeben ist er von
einer parkartigen Grünanlage mit altem Baumbestand.
Für die Architekten des Büros Archipelago, Sieger eines
zweistufigen Wettbewerbs 2015, war das Grün ebenso erhal-
tenswert wie die markante Bestandsfassade aus tragenden
Betonfertigteilen. Konkrete Vorgaben des Bauherrn in diese
Richtung gab es indes ebenso wenig wie in puncto Energie­
einsparung. Ausschlaggebend für den Wettbewerbsgewinn, so

With their new central administration facility, the municipality of
Uccle, located south of Brussels and home to 80 000 residents,
sets a signal for resource efficiency and adaptive re-use: Together
with its roughly 450 staff members, it moved into the former
headquarters of an engineering firm. The office complex, struc-
tured into four parts and built in the 1970s, is located outside of
the city centre along a heavily frequented arterial road situated
between residential and commercial areas. To the west, railway
tracks pass the site, which is surrounded by a park-like green
space featuring old trees.
For the architects and their office archipelago, winner of
a two-stage competition in 2015, the green space was worth
­preserving, just as the striking existing facade, consisting of
load-bearing prefabricated concrete elements. Neither did the
client issue any specifications in this regard, nor in terms of

Projektleiter Gilles Goffin, sei vor allem die klare Trennung
öffentlicher Besucherströme und interner Bereiche in weiten
Teilen des Gebäudes gewesen. Der ehemalige Haupteingang
im Westen sowie der zentrale Erschließungstrakt stehen nun
den Angestellten zur Verfügung. Für die Bürgerinnen und
­Bürger schuf das Architektenteam einen neuen Eingangs­
bereich mit dahinter liegender Aufzugs- und Treppenhalle an
der Rue Stalle im Südosten. Dort und nur dort mussten einige
Geschossdecken entfernt werden. Ansonsten blieb die Stahl­
betonstruktur weitgehend erhalten; nur die verschmutzten Fas-
sadenelemente wurden durch Sandstrahlen gereinigt. Auch
beim Innenausbau wurde detailliert überprüft, was erhaltens-
wert war. Geblieben sind zum Beispiel die Aufzüge und die
Mauerwerkswände rund um die Gebäudekerne, aber auch
große Teile der Außenanlagen und der Rohrleitungen im Inne-
ren. Erneuert werden mussten die Heizungs- und Lüftungs­
technik, die Glasfassaden, der Dachaufbau sowie Wand- und
Bodenbeläge samt Estrich. Teils waren sie aus energetischen
Gesichtspunkten nicht mehr brauchbar, teils asbestverseucht.

An Stelle der alten, bronzefarbenen Sonnenschutzverglasun-
gen sind nun deutlich transparentere Gläser in bronzefarben
eloxierten Aluminiumrahmen getreten. Die davor angebrachten,
geschosshohen Betonfertigteilrahmen im Abstand von 4,05 m
gliedern nicht nur die Fassade, sondern tragen auch die
Geschossdecken. Ein Fensterflügel pro Fassadenelement lässt
sich jeweils manuell öffnen. Wenn das geschieht, schaltet ein
Fensterkontakt automatisch die Lüftung und Heizung für den
dahinter liegenden Bereich aus, um Energie zu sparen. In den
Büroebenen zwischen dem ersten und vierten Obergeschoss
wechseln sich Großraumabschnitte und Zellenbüros so ab,
dass in der Regel höchstens sechs Personen in einem Bereich
zusammensitzen. Nur im Erdgeschoss, wo viel Publikumsver-
kehr herrscht, und im zurückgesetzten Dachgeschoss ist die
Raumaufteilung großflächiger. Hier oben befinden sich unter
anderem das Bürgermeisterbüro, der Ratssaal sowie die Sit-

energy savings. As project manager Gilles Goffin states, the
decisive aspect for winning the competition was, most of all,
the clear separation between public visitor flows and internal
areas throughout large parts of the building. The former main
entrance in the west, as well as the central circulation tract,
are now exclusively available to staff members. For the public,
the architects created a new entrance area leading to an
­elevator and staircase hall facing the Rue Stalle in the south-
east. Only in this area, some parts of the floor slabs had to
be demolished. Aside from this intervention, the architects
­preserved the reinforced concrete structure to a major degree,
while the grimy facade elements were cleaned by sandblasting
them. For the interior finishes, they surveyed in detail what was
suitable for preservation. For instance, the elevators and the
masonry brick walls surrounding the building cores remained,
yet also large parts of the landscaping and the pipe network
on the interior. The mechanical heating and ventilation system
required renewal, as well as the glass facades, the roof con-
struction and coverings of walls and floors, including screed.

Either they were no longer usable due to energy conservation
concerns, or they were contaminated with asbestos. The
old, bronze coloured sun protection glass was replaced with
­significantly more transparent glazing set into bronzed ano-
dised aluminium frames. The floor-to-floor height prefabricated
concrete frames with their 4.05 m intervals and situated in front
of the glazing both structure the facade and bear floor slab
loads. One window sash each per facade element can be
opened manually. In such cases, a window sensor automati-
cally shuts down the ventilation and heating in the area adja-
cent to it, in order to conserve energy. On the office levels
between the first and fourth floor, open plan offices and cell
offices alternate. Typically, no more than six individuals occupy
any one area. On the ground floor, where visitors frequent
the building, as well as on the recessed top floor, the spatial

zungs- und Veranstaltungssäle der Stadtverwaltung. Vor der
Pfosten-Riegel-Fassade dieses Geschosses brachten die Archi-
tekten Lochblechpaneele an, um die großen Säle und die eben-
falls hier oben untergebrachten Technikräume äußerlich zu ver-
einheitlichen. Mit motorisch betriebenen Faltläden lässt sich die
Außenhülle stellenweise öffnen.
Trotz der vielen, aufgrund des außen liegenden Tragwerks
unvermeidlichen Wärmebrücken ist der Primärenergiebedarf des
Gebäudes durch die Sanierung um mehr als die Hälfte gesunken.
Geheizt und gekühlt werden die Räume über Metall-Lamellen­
decken, hinter der sich auch die Lüftungsleitungen verbergen. Die
Decken sind an eine Wärmepumpenanlage angeschlossen, die

nise the large halls and the building services spaces, also
located here. Motorised folding shutters permit opening the
building envelope in certain areas.
Despite the many thermal bridges caused by the exterior
load-bearing structure, the renovation led to a reduction of
­primary energy consumption of the building by more than one-
half. Heating and cooling of interiors is achieved by metal slat
ceilings, which also conceal ventilation ducts. Ceilings are

ihrerseits eine ungewöhnliche Wärme- und Kältequelle anzapft:
Der Brüsseler Wasserversorger Vivaqua stattet im Zuge ohnehin
notwendiger Sanierungen die Abwasserkanäle der Region mit
Wärmetauschern aus Polyethylen aus und macht sie so für die
Gebäudeheizung und -kühlung nutzbar. Das hat zwei Vorteile:
Erstens herrschen in der Kanalisation ganzjährig etwa konstante
Temperaturen, was optimal für den Wärmepumpenbetrieb ist, und
zweitens sind die Wärmetauscher deutlich kostengünstiger als
Modelle aus Edelstahl, die bisher für derartige Zwecke genutzt
wurden. Rund 25 % des gesamten Wärme- und Kältebedarfs in
der Stadtverwaltung lassen sich auf diese Weise einsparen. Das
entspricht rund 40 – 60 t CO2 pro Jahr. JS
­connected to a heat pump system that, in return, relies on an
unusual source of heating and cooling: In the course of neces-
sary renovations, Brussels’ water provider Vivaqua equipped
its regional sewer systems with heat exchangers consisting of
polyethylene, which in follow serve to heat and cool buildings.
This poses two advantages. First, in the sewers, temperatures
remain constant throughout the year. This is an optimal precondi-
tion for operating heat pumps. Second, the new heat exchangers
are more cost efficient than the stainless steel models that had
previously been in use. This way, roughly 25 % of the overall
heating and cooling demands of the municipal administration
can be saved. This equals roughly 40 to 60 t of CO2 per year. JS
