EVALUATION OF HIV AIDS SURVEILLANCE SYSTEM IMPLEMENTATION AND INTERVENTION IN BANTUL DISTRICT, YOGYAKARTA PROVINCE, INDONESIA, 2010

Introduction: HIV-AIDS was placed as a priority health problem in Bantul District. There were 71 HIV cases and 16 AIDS cases found throughout the year 2010. Surveillance system has not been able to reduce the incidence and overcome the problem of hidden cases reporting. This study aimed to evaluate the implementation of surveillance systems, to intervene against the weaknesses found, and re-evaluate the impact of the intervention. Method: Respondents were those who responsible for HIV-AIDS surveillance in all health centers in Bantul District. The initial evaluation was a qualitative descriptive exploratory research to evaluate the resources, implementation of system, and attributes of surveillance. After intervention in the form of training, participant's knoeledge were evaluated using pre and post test design that was tested statistically. Improvement after 3 months is done by observing the percentage increase in several indicators. Result: The HIV AIDS surveillance system is still not running well. The main weakness are: 100% of respondents did not understand about HIV-AIDS surveillance system; 88.2% thought that there are not enough data sources and health centers are still passive. 100% respondents stated that there are no forms of data collection and no reporting forms, while the Bantul Health Department state that the forms are exist; and 17.6% health centers still do not report the HIV AIDS suspect to the Bantul Health Department. The assessment of the attributes concluded that surveillance systems has been received and timely, but still not simple, not flexible, not sensitive, and not representative. With the training, there are significant differences between the average score of pre and post test. 3 months after intervention, there were improvements in report completeness and the availability and the use of forms. Conclusion and Recommendation: The intervention has succeeded in improving the understanding, use of forms, and completeness of reporting. But the system is still dealing with other problems such as difficulty in identifying high risk, high number of hidden cases and the time delay of onset and diagnosis. Therefore, the Bantul Health Department needs to innovate in the strategy of finding, preventing, and combating HIV/AIDS and encourage the health centers to be more active and involve more parties including the private sector.
