A conceptual framework is based on generally accepted methods, practises, etc.

A theoretical framework deals with interelated theories which must be presented in more detail as they are not totally tangible. For example in educating ROTING is a conceptual method. Proficency tests are conceptual methods. You don't necessarily need to define or present these in as much detail. You can simply make reference to them. In education there are also various theories about learning. These are your theoretical concepts. The frameworks details these in essay form as they relate to the question posed. You have to go into more detail and justification for the theoritical aspects. Now there are a variety of theories bandied about, as to why foreign students don't do well on say the Stanford-Binet test, which is a proven conceptual method of evaluation. The same thing applies to the IQ test, which is also a proven conceptual method of evluation. These are accepted "industry standards" and so they don't necessarily have to be detailed, explained and defined as much as the THEORIES as to WHY these tests don't work well for foreign students. That you must get into in heavy detail, citing reference, cross reference and the interrelated theories used by those postulating the theories about why the Standford or Regents or IQ tests are ineffective. In some cases it might be good to get into detail on the concepts. If you are doing a thesis on the Merits of PRofeciency Testing in America asking if there is truly a difference in results between foreign born and US born students you might have to get into the background on the design of the STandford test, even though it's a self evident concept. Your job would be to weight the merits of the accepeted concept of the industry norm in testing vs the theortical evidence that attempts to shoot down this norm and using standard methods of logical and apprasal come to a conclusion. Your theoritical framework would be a very long abstract detailing how the variouis theories interrelate and draw a conclusion. You can re-work your question and stick to one side of the coin or do both sides, which is more complex and really becomes a dissertation you have to prove by designing your

own system of proofs. The Thesis is merely a presention of your understanding of the answer to the question based on research and evulation. In a common Thesis a system of proofs can be as simple as using recognized concepts to draw a conclusion. In a Dissertation you need to present NEW proofs that draw a conclusion. In one Thesis I read, which was entirely conceptual, it had to draw a conclusion on woman filmmaker Dorthoy Arzner. Femmist Filmmaker or Woman Doing a Man's Work? She defined the concept of Femminist Filmmaker from the commonly accepted concepts held by people. She then had to analyze the content of each film Arzner made. She then had to draw a conclusion based on this, which was Arzner was a woman doing a man's work. The point here is keep it simple. That was enough to get her a Masters Degree in Cinema. In my little excercise in Education the naysayers have hypotheses and theories, but they have not provided any conceptual findings that shoot down the testing system.
