Sub:- Final rate of fuel surcharge for the year 1998-99

( 1 )

The Board of Director of the Corporation by circulation

dt. 31.7.2000 has resolved the final rate of fuel surcharge for the
year 1998-99 as 110.27 paise per unit (One Hundred Ten point
twenty Seven Paise per Unit) under the provisions of the Cost
Variation and Fuel Adjustment Clause appearing in The Tariff
for Supply of Electricity-1985 as amended from time to time.
The bill of all Non-domestic Service (Schedule NDS/LT2), Public Street Lighting (Schedule PSL/LT-3), Small Industrial
Service (Schedule SP/LT-5), Medium Industrial Service (Schedule
MP/LT-6), Bulk Supply for Mixed Load (Schedule ML/LT-7), and
Large Industrial Load (Schedule LP/HT-1) for the year 1998-99
i.e. for the billing month of May 98 to April 99 be revised
accordingly. The final rate of fuel surcharge as approved by the
Jodhpur Discom is to be levied after making adjustment of
provisional rate of fuel surcharge already billed during the above
period. The prevailing provisional rates during the above period
were as under :(i)
For the billing months of May, 1998 to August,
1998 at the rate of 95 Paise/Unit as per notification No. 1821 dt.
30.6.97 (Comml-276).
(ii)
From the billing months of Sept. 1998 to April 1999
at the rate of 102 Paise/Unit as per notification No. 2399 dt.
28.8.98 (Comml-402).
Further RESOLVED that arrear bills for the difference
between the final rate determined as above and the provisional
rates be issued @ 15.27 P/Unit for the billing months of May, 98
to August, 98 and @ 8.27 P/Unit for billing months of September,
98 to April, 99 and it be ensured that the arrears of fuel surcharge
be recovered by the first week of September, 2000 or if the
consumer wishes, three monthly instalments can be allowed with
18% interest from Sept. 2000.

The details of calculations i.e. the figures of various

components of the formula of fuel surcharge are also to be
furnished to the consumers alongwith the bills. Such details
alongwith calculations are enclosed herewith.

guidelines, scope, basis of arriving at settlement and method

CIRCULAR
Sub : Recovery of Security Deposit from State/Central Govt.
Deptts/Undertakings.
References are being received from various State/Central
Govt. Deptts. representing against the notices being received by
them from the Jodhpur Vidyut Vitran Nigam Ltd., demanding
security deposit from them as they are exempted from security
deposits. The matter has been examined and in order to remove
all doubts amongst the field officers existing provisions of
requirement of security deposit in respect of State/Central
Government Departments, Public Sector Undertakings and
Railways are reiterated as under : ( 11 )

(1)
All State and Central Government Departments are
exempted from payment of security deposit.
(2)
All Public Sector Undertakings, Municipalities, Panchayats
etc. are not exempted from payment of security deposit.
(3)
Railways are not exempted from payment of security
deposit.
The consumers as at item 2 & 3 above, having
connections under any category, shall be required to pay security
deposit at par with all other normal consumers i.e. equivalent to
two months consumption charges or minimum charges,
whichever is higher.

Sub: Recovery of enhanced/additional security from Industrial Consumers.

An order No. RSEB/DCO/C.I/F.4 (117)/Pt.IX/D.675 Dt. 62-2000 (Comml-509) was issued on the subject vide which
considering financial limitations of consumers as represented by
them to pay enhanced/additional security, it was instructed that
three equal monthly installments may be allowed with levy of
18% interest per annum to consumers, for payment of enhanced/
additional security deposits, in case the consumer requests for
the same.
Various Industries Associations have represented that due
to tight financial position and the persistent recession in the
market, industrialists are not in a position to bear the burden of
