Dubai an attractive cosmopolitan society Every city thrives on local culture. So does Dubai. The fact that the population is comprised of more expatriates than locals, it breathes free as a cosmopolitan society. The sudden rise, rise and rise of the towers in the country's firmament, multinational cuisine in food courts, harmless entertainment zones, cinema, subdued pub culture and modest behaviour of citizens' sum up current Dubai's status. Sure, it is happening in one part of the world but for only those who can afford its ostentatious luxury villas, secure homes and power of spending at annual shopping festivals the city organises. It is a haven for neighbouring country tourists who wish to experience 'western lifestyles'. Since Muslims are getting visas to travel abroad with great difficulty to western countries for holidays, Dubai is an excellent vacation option. They can savour the whiff of another civilization as long as they holiday in the Emirate. Dubai as a destination is not for the intrepid traveller. Nor is it for the American backpacker who lives on 5 USD a day and moves on the road to experience the local culture smell and taste. The odd Londoner would like to experience the sunny weather the city provides. Dubai is strict when it comes to drug consumption. So it is not hip and happening as other pub cultures of the world for the young and trendy. Despite it being a haven for drug smugglers at one time. The city is basking in economic glory at the moment. It is allowing expatriates and foreigners to buy freehold property on lease for 99 years. How many of them would choose a holiday home in Dubai once the villas are made? Only time will tell. Meanwhile the government is keen on promoting an investor-friendly image. They are allowing a slice of Arabian way of life to be consumed by foreigners, very cautiously. They are yet to open their hearts to the rest of the world. But the process has begun. Trade unions are illegal in Dubai. Freedom of expression is restricted. No one can change jobs on their own. Local sponsors still hold sway over expatriates working in the city. Those working there do have small measures of freedom. They can still go to clubs, pubs and sip cocktails in the evening. But remember during Ramadan, (month of fasts) no one can eat out during the day. Everything is closed as per Islamic law. Dubai is still not ready to allow foreigners the pleasure of following their hunger and thirst while the locals observe fast and pray five times. Foreigners do respect the law of the land if they have relocated to the region for better opportunities. Unskilled labor is still paid badly, despite a booming economy. No one protests, anyone doing so gets promptly deported. Some of the most exotic architectural marvels are likely to make Dubai an attractive option. The Burj Al Arab is vying for an iconic status and visitors just as the London's massive Millennium Dome attracts tourists.

Dubai as an Education Hub Education in the largest sense is any act or experience that has a formative effect on the mind, character or physical ability of an individual. In its technical sense, education is the process by which society deliberately transmits its accumulated knowledge, skills and values from one generation to another. A rapid rise in population has necessitated a considerable investment in education. Today, the UAE offers a comprehensive education to all male and female students from kindergarten to university, with education for the countrys citizens being provided free at all levels. There is also an extensive private education sector, while several thousand students, of both sexes, pursue courses of higher education abroad at Government expense.

Indeed, now that the educational infrastructure is in place, the focus is on ensuring that the youth of the country are ready to meet the challenges of the twenty-first century workplace. In addition, to ensure that there are enough jobs for these emerging graduates, emiratisation of the workforce is being encouraged by the Government, especially in the private sector, where UAE nationals account for a very small percentage of the total workforce.
