Allen & Clarkes Anti-Doping Work

Allen & Clarke is New Zealands leading public policy consulting firm, with a strong reputation for excellence in formulating and implementing public policy and legislation on behalf of governments. While Allen & Clarke specialises in policy analysis and development, and the design of legislative and regulatory instruments, we are also experienced in project management and strategic planning. Based in Wellington, New Zealand, Allen & Clarke has two directors, seven senior associates, and seven permanent associates as well as an extensive database of additional associates on call as required. Allen & Clarke has extensive experience providing policy support to the New Zealand government in anti-doping. This support has included the development of anti-doping legislation, the provision of policy support for the acceptance of the UNESCO International Convention Against Doping in Sport and the drafting of various policy documents.

Examples of Allen & Clarkes recent anti-doping work include: Allen & Clarke provided policy support relating to New Zealands acceptance of the International Convention Against Doping in Sport, including the preparation of briefings for the New Zealand delegation to the UNESCO General Conference, managing sector consultation, and the drafting of the National Interest Analysis, Cabinet papers and the Select Committee briefing. Allen & Clarke provided policy support to Sport and Recreation New Zealand (SPARC) in the development of the Sports AntiDoping Act 2006 and the development of New Zealands Anti-Doping Rules. Allen & Clarke undertook a review of the antidoping policies of New Zealands National Sporting Organisations (NSOs) to assess their levels of compliance with the WADA Code. Allen & Clarke drafted a sector-wide Coordination Plan to support the work of the different agencies working in New Zealands anti-doping sector and organised an inter-agency meeting between these agencies. Allen & Clarke staff attended the Australian AntiDoping Stakeholder WADA Code Review Forum in Canberra in June 2006.

Brent Rapson LLB, MPhil (Development Studies) Brent is an experienced project manager and policy advisor. He has provided extensive policy support to Sport and Recreation New Zealand since 2005, with a particular emphasis on antidoping work. He led SPARCs work on New Zealands acceptance of the UNESCO Convention and undertook an extensive review of the anti-doping polices of New Zealands NSOs.
