The Ohio Revised Code requires each county to establish an emergency management agency. The local agency is required to plan for and coordinate the response to emergencies at the local level. Local elected officials and safety services personnel are the first line of responders except for hazard specific tasks assigned directly to the state, like radiological exposure assessment. The mission statement addresses mitigation, preparedness, response and recovery functions at every level before, during and after a disaster. When an emergency exceeds the capacity of local response agencies, the county emergency management agency requests the assistance of the Ohio EMA. If the disaster exceeds the resources of the state, then the governor can request aid from the federal government through the Federal Emergency Management Agency. Natural disasters, such as flashflooding, have resulted in six local declarations of a state of emergency, four of which have resulted in Presidential declarations in which the President has responded by declaring Monroe County a federal disaster area and freeing up money for recovery efforts since January 1996. Monroe County has been declared a federal disaster area ten times since 1964 either from flooding, high winds or winter storms. The Ohio EMA is dedicated to fostering a partnership between all agencies charged with preparing, responding, recovery and mitigating to an emergency. This partnership will allow the entire emergency management community - local, state and federal to respond to all hazards affecting Ohio citizens.

Medical Escort Program is designed to provide persons 60 and older with individualized transportation, with the driver providing one-to-one assistance with ambulation and the securing of services, to and from out-of-county medical appointments. Transportation is provided on a cost share or donation basis. The senior is often in need of greater assistance, usually due to a disability or limited ambulation. Activities - monthly activities are planned and a schedule of these activities is available at the center. Golden Buckeye Card - statewide discount card. Supportive Services - assistance completing paperwork, making appointments, etc. HEAP - Assistance for income eligible seniors to apply for credit on winter utilities. See GMN Tri-County CAC, Inc. AAA8 provides telephone and in-home assessments or Longterm Care Consultations to determine eligibility to available programs or services. Home Energy Assistance HEAP is designed to aid low-income persons in the payment of winter heating bills. The program has two basic components. The regular component is handled at the State HEAP office and this agencys only involvement is in the taking of applications. The emergency component is the responsibility of GMN. To become eligible for the emergency component a client must have a shut-off notice or have 10 days supply of bulk fuel (coal, oil, wood) or less, as well as being income eligible. Clients with a shut-off notice from a PUCO regulated company must also be enrolled on the Percentage of Income Payment Plan (PIP). Contact: Janice Miller 472-0828 Home Weatherization Program (HWAP) HWAP provides various home insulation services designed to reduce energy consumption through diagnostic testing of the house. Household must be income eligible or have an automatic eligibility through assistance by HEAP, SSI, or AFDC. The program is open to owners and rentals but certain restrictions may apply. Senior Companion Program The Senior Companion Program provides Senior volunteers, 60 and older to assist, infirm, elderly persons in their homes and provide companionship. The companion receives a stipend for services, four hours a day, five days a week, to an assigned home. Companions must meet income guidelines to be eligible. GMN is a volunteer station for the program which administers the program in Monroe County. Program Director: Michele Hollins 740-472-1312 Senior Community Service Employment Program (SCSEP) GMN is a host agency and provides supervision to enrollees who are employed at job sites within the agency and the community. Contact Michele Hollins. S.C.S.E.P. The Senior Community Service Employment Program is a work experience program designed to aid economically disadvantaged persons. To be eligible you must be 55 or over and meet income guidelines. Enrollees work 20 hours per week. Senior Commodities Each month income eligible 60+ seniors receive USDA commodities, which are delivered to the Senior Center for distribution. Income is at the 130% Poverty Income Guidelines. Contact: Michele Hollins 472-1312 Head Start Program GMN Head Start provides comprehensive services to lowincome children ages 3-5. Services provided without charge to families and their children continue to affect a positive impact on the children as they enter public schools and grow to adulthood. Ten percent of the children enrolled can be from over income families. Ten percent of the local programs funded slots must be reserved for children with disabilities. Head Starts components provide education, nutrition, health and social services. Limited transportation for children, and parent involvement is also part of the Head Start experience. Opportunities are provided for parents to become involved in decision making through the Policy Council. Each child enrolled will receive breakfast and/or lunch and a snack that meets 1/3 of the daily nutritional requirements. Many classes provide bus transportation to and from the center. Clark Early Head Start GMN Early Head Start is a program that provides comprehensive services to low income infants/toddler and pregnant women. Early Head Start provides education on nutrition, development, health, and provides special services. The main goal of the pro-

gram is to help families become more self-sufficient. This is achieved by mobilizing communities to provide the resources and environment necessary to ensure a comprehensive, integrated array of services and offer support to families. Early Head Start provides a safe and developmentally enriching environment which promotes growth of infants and toddlers. Early Head Start provides service to infants, toddlers, and pregnant women in the three county area. GMN Tri-County CAC, Inc. - Project Partnership Contact: Misty Tolzda 472-0828. Project Partnership provides support services to kindergarten to eighth grade at-risk students and their families. Case Managers placed in the elementary schools help these students overcome difficulties hindering their personal and social growth. Case Managers also focus on educational, informational and referral services that will meet the needs of the whole family. This program is operated in Monroe County with TANF eligible students. The program is designed to provide the following intervention strategies: appropriate personal behavior, proper social interaction skills, conflict resolution, community service, asset building activities and parent education programs. These support services will allow students to become responsible for their own behavior, develop age appropriate social skills, demonstrate respect for themselves, their peers and authority figures, become more proficient in their decision making skills which will enhance their academic achievements. Parents and families will experience less stress through school difficulties and negative behaviors of children, and in return families who are new members of the workforce will make the transaction easier and ensure employment opportunities are more retainable through the reduction of negative behaviors at home and school.

Marietta St., Woodsfield, OH 43793 740-472-0828 Project Trust is a Child Assault Prevention Program that provides vital information on child abuse and neglect and prevention con-cepts and strategies to the entire community. Child Abuse Workshops (CAP) are provided to elementary students, and pre-school students. Parent and Teacher workshops are conducted and public forums are held for any interested adults in the community. Speaking engagements are also provided on this topic and the program. Informational and educational flyers are available to the general public at all times. Project Trust is targeted to the awareness and prevention of child abuse and neglect. The major goal of the program is to provide educational workshops, and information community wide that will keep every child safe, strong and free. Homelessness Prevention Program - Misty Tolzda, Program Director. Missi Wickham, Guernsey Program Services Assistant, Christy Taylor, Monroe/Noble Program Services Assistant. The Homelessness Prevention Program is designed to assist those households who are currently homeless, or at imminent risk of becoming homeless. The program provides temporary partial assistance to households who have income necessary to sustain their family; but who have encountered recent difficulties which put their family at risk of losing housing. Services available through the program are Financial Assistance, Housing Relocation, Casemanagement, Budgeting Class, Renters Education, Landlord Mediation, and Referral Services. Households must meet income and other guidelines to qualify. Appointments are required. The L.I.F.E. Program (Learning is for Everyone) - The L.I.F.E. Program is 1) an Academic Program to help high school students graduate with the highest GPA possible by providing tutoring and enrichment classes, 2) a Social & Cultural Program giving students opportunities to visit other areas of Ohio and surrounding states, while exploring history and other cultures, and 3) a Career Orientation Program that encourages students to set life goals and discover the types of occupations they might best be suited for. The L.I.F.E. Program offers students the opportunity to visit a different college campus each month, Enrichment Courses one Saturday per month, community services projects, assistance with

employment needs, stipends for on-the-job training programs, after school or in-school tutoring, a 3-week residential experience living on campus and attending classes in June, and a Reward Trip to a major city for a fun-filled weekend for those who meet all program requirements. GMN Wireless Broadband - GMN Wireless Broadband provides affordable high-speed Internet access along with dialup access to the residents of Monroe County. The Broadband Community Center provides 26 high-speed Internet accessible computer workstations for public use. The Broadband Community Center also offers college accredited courses through Belmont Technical College and Washington State Community College, as well as free mini-courses through Jobs Etc. GMN Healthy Smiles Dental Clinic - GMN Healthy Smiles is a full-service dental office that serves patients from Guernsey, Monroe and Noble counties. GMN Healthy Smiles is an in network provider of MetLife, Delta Dental, Unison, Molina, Caresource, and Ohio Medicaid. GMN Healthy Smiles also accepts all other insurance patients and private pay patients as well. The office is equipped to accept CareCredit, which is a no interest or low interest payment plan option for those who qualify. Services provided include cleanings, exams, x-rays, extractions, restorations, root canals, crown/bridge work, dentures and partials. New patients are welcome.
