Wiley 1999).

Theoretical /Conceptual Framework Profit is a financial benefit that is realized when the amount of revenue gained from a business activity exceeds the expenses, costs and taxes needed to sustain the activity. Any profit that is gained goes to the business's owners, who may or may not decide to spend it on the business. (http://www.investopedia.com/terms/p/profit.asp) Economic history shows that profit seeking has played a major role in the economic advancement in free-enterprise economic systems. It is one of the chief reasons for operating a business like selling milkfish product (Lexicon Universal Encyclopedia Edwards, E.O ET all. 1999) Since milkfish is relatively cheaper compared to other fish products, it is considered as the top diet Filipino households. Thus, selling milkfish is a lucrative endeavor. It is therefore, the aim of this study to evaluate the profitability of the milkfish vendors in order to gain baseline data regarding their status.

Rationale and Background of the Study Sual is a first class in the province of Pangasinan, Philippines. According to the latest census, it has a population of 29,925 people in 5,444 households. The municipality of Sual is provided with a natural port wherein boats can enter into and remain safe during typhoons. For Sual, when developed will serve as the window of the west and where products could be sold and transported to all parts of the world as when she was a port of entry during the Spanish time. Sual today can bask well under the sun as the only municipality where General Emilio Aguinaldo embarked in going to Hongkong to fulfill a provision of the Pact of Biak-na-Bato to go into self-exile. Sual was founded on May 20, 1805 when Don Rafael Maria Aguilar was Governor-General of the Philippines. Before that year however, Labrador was part and parcel of Sual. It was during the year 1834 when Domingo Villanueva was the Gobernadorcillo that the first parochial church was erected in the southeastern part of the Poblacion now the Catholic cemetery. Sual, Pangasinan the operation of fish cages here will now be regulated by the municipal government to ensure the sustainability of the industry. The fish

cages, which generate about 25% of the total bangus production in Pangasinan, began to proliferate in the coastal areas here since 1996 and there are now about 400. The ordinance will bring the number down to300, which a government study identified to be ideal for sustainable operations. The cages, currently scattered irregularly at the sea, will also be re-positioned into rows of 100. At a tax rate of P10,000 per cage, the municipal government projects an annual income of P3 million from the fish cages. Sual got its name in the following story. Two Spaniards were visiting the town and they happened to see a native who was digging a hole with a spade. They asked him in Spanish, " Como se ilama este pueblo," meaning what is the name of this town. They looked at the spade and thinking that they were asking for the spade, he answered, "sual." The Spaniards taking the word to be the name of the place, called it Sual. http://bolinaopangasinan.net84.net/sual_pangasinan.html This study hope to determine the profitability of milkfish vendors in Sual, Pangasinan.
