On Monday, July 4, the First United Methodist Church, 424 Main Street (corner of Main & 5th St.) Laurel, Md., will hold a luncheon at 2:00 pm followed by a Patriotic Musical "Land of the Free" at 3:00 pm. Our son, Ronald Shoupe, in his senior year at the University of Maryland in mechanical engineering, made the Dean's List this semester. Ron and Nancy Shoupe Orwood Lane We would love to share our wonderful news with our neighbors! Laura Paine was married to Jonathan Almonte on June 5th at Brookside Gardens, Wheaton, Maryland. We will continue to live here in Montpelier. Laura Almonte Churchfield Lane Mr. and Mrs. Kenneth Stack Jr. are pleased to announce that their son, Kenneth Francis Stack III, graduated from the University of Maryland with a double major in Education and History and their youngest son, Tommy Stack, graduated from St. Mary of the Mills School where he received the Father Keesler Award. Tommy will be attending DeMatha Catholic High School in the fall.

Board of Trustees Meeting Minutes
April 12, 2011 Trustees in Attendance: Paul Buehler, Richard Dengler, Bob Derrick, Dave Eisenberg, Lillian Fazio, Tim Jacobs and Jack Keating. Trustees Absent with Cause: Patricia Douville, and Tony Fleming. Community Members Present: Don Keister, Mary Derrick, and Mary Hughes President B. Derrick called the meeting to order at 7:05 PM. There was a quorum to conduct business. Secretarys Report: Tricia Douville The minutes of the March 2011 board meeting were reviewed and amended. Trustee Keating made a motion to accept the amended minutes. Trustee Jacobs seconded the motion and it passed unanimously. Treasurers Report: Lillian Fazio $165,000 collected to date. Two deposits have been made to ING - $25,000 and $50,000. If anyone would like to receive the statements early, she can send them in pdf format. Trustee Keating and M. Hughes requested them. $722 donated to the swim team by the membership. ACCC: Michael Boddie, Chairperson Trustee Keating reported on three simple approvals done online. Several fines went out for boats and trailers brought out of storage early. Trustee Derrick asked for the committee to inventory houses that appear to be abandoned/overgrown/ foreclosed so that attempts can be made to locate banks or parties responsible for the properties. Communications Committee: Tim Jacobs, Chairperson The date on the bylaws online has been corrected. Two new online ads are on the website. Advertisers seem to be very happy with it.

Trustee Jacobs was billed for the website again so he will try again to have it billed to the association.

Facilities Committee: Richard Dengler and David Eisenberg, Co-Chairpersons Two Broken swings have been ordered ($241.96). The security lights come on at night and the gates are locked every night, but vandalism still occurs. Lock was replaced on the tennis court, but the combination is the same. There is a new contract to clean tennis courts- 6 times at $10 per hour. Trash and field will be cleaned Thursday or Friday. There is a problem with recycling at the pool. Trustee Dengler will ask the gate person if they could take the recycle bins to the street for Wednesday pick-up. The Committee budgeted $999 to replace the dead shrubs out front, dead plants in the island and 8 planters and $2,000 for nuts and bolts and $5,000 for unplanned esoteric events. A plan is needed for the area around the tennis courts also. The back hill has been cleaned ($225). Trustee Dengler felt that planting the back hill was unnecessary and difficult to maintain. Trustee Buehler discussed installing bleachers and Trustee Derrick felt that low maintenance, spreading perennials would be useful. Planting the back hill was budgeted to be $2,000. Pool Committee: Paul Buehler, Chairperson The treasurer has paid Lighthouse $2,000. $4,400 will be paid after the health department inspection and opening. They have been asked to paint swim team lane lines while the pool is empty. Painting is free, but tiles might look better but may damage the white coat. Trustee Buehler will check to make sure all repairs are made before it is refilled.

Deerfield Community Center Meeting of April 7, 2011

Pool Committee budgeted $8,000 for: Foosball tables ($600), tall umbrellas, picnic tables, sunguard structures, shade structures, concrete pad, backstroke poles. The backstroke poles should be a swim team expense. Trustee Derrick reiterated that expenditures over $1,000 need three bids. Trustee Buehler made a motion to approve the expenditures under $1,000 and Trustee Jacobs seconded the motion. After discussion, Trustee Buehler amended the motion to approve the purchase of 1) Foosball table (not to exceed $600); 2) Grill (not to exceed $600); 3) Two lifeguard umbrellas ($178); 4) Four tall umbrellas ($1,000). Trustee Jacobs seconded the motion and it was approved unanimously. The Executive Committee reviewed four bids and approved American Pools bid ($13,900) to repair the skimmers ($1,350), leak in the baby pool ($3,200), new 15 hp pump/strainer/impeller ($9,000). Trustee Derrick will sign the final contract.

OLD BUSINESS: Trustee Keating said someone from Deerfield would attend a board meeting to discuss our gift offer. NEW BUSINESS A member asked about inconsistent actions by the ACCC. He reported that someone was fined $50 for installing an oversized shed, while some else was fined $500. Trustee Keating explained that the two issues were actually very different. The size of the shed in the first matter was within the permitted size and the owner submitted an approval form. The owner in the second matter has refused delivery of correspondence with the ACCC, and a committee member hand-delivered the correspondence. All attempts to work with the owner have been rebuffed. There seem to be fewer vultures in the neighborhood. The letter to Eastbourne neighbors has been finalized and will be sent tomorrow. A member asked about the bushes around the tennis courts. Trustee Keating discussed the ongoing plans to improve that landscaping. He explained that $25,000 was going to resurfacing and possibly $3,000 for fixing low spots; replacing the fence would cost $14,000; and needed repairs at the pool were $14,000. Replacing the fence was pushed back for a while and the tennis committee can begin suggesting and estimating what is needed. A new pad will be put in for the drinking fountain while other concrete work is done at the pool. The old windscreen will be disposed of, benches will be repaired and a runner put under the benches to they dont sink. Two tennis players present did not think that lights should be installed at the tennis courts.

Security Committee: Richard Dengler, Chairperson Two robberies occurred lately (Royal Ridge and Oxwell). No one got into the house in the first one, and nothing was taken in the second. The non-emergency number has been very unresponsive to calls from the community and Trustee Dengler will discuss this with the police chief. Neighborhood Watch Program Meeting will be April 27. Security cameras were approved a while ago for use at the pool. The logistics and placement have not been worked out. Protocols are needed for the next meeting. Trustee Keating asked for the doors at the pool to be rekeyed.

Board of Trustees Meeting Minutes
May 10, 2011 Trustees in Attendance: Paul Buehler, Richard Dengler, Bob Derrick, Patricia Douville, Dave Eisenberg, Lillian Fazio, Tim Jacobs, Jack Keating and Tony Fleming. Trustees Absent with Cause: None. Community Members Present: Michael Boddie, Bev Jacobs, Peg Stainer, and Mary Hughes President B. Derrick called the meeting to order at 7:03 PM. There was a quorum to conduct business. Secretarys Report: Tricia Douville The minutes of the April 2011 board meeting were reviewed. Trustee Keating made a motion to accept the minutes. Trustee Dengler seconded the motion and it passed unanimously. Treasurers Report: Lillian Fazio Trustee Fazio distributed copies of the Balance Sheet, Expenses by Vendor and Profit and Loss statement. $18,200 transferred to the ING reserve account. $171,674 collected to date with $21,905 still uncollected. Trustee Fazio questioned a deposit of $175 from T. Jacobs, but he was not present. ACCC: Michael Boddie, Chairperson M. Boddie reported on the last ACCC meeting. Several

fines were issued for trailers and campers coming out of storage early. Two were appealed and forgiven by the committee. The committee recommended that starting in 2012, trailers, boats, and recreational vehicles be allowed to come out of storage on April 1 (currently May 1) and return to storage on November 1 (no change in this date). Trustee Keating made a motion to accept the recommendation of the ACCC to change the date for trailers, boats, and recreational vehicles to come out of storage from May 1 to April 1 through November 1 effective 2012. The motion was seconded by Trustee Jacobs and passed unanimously. No feedback has been received by the ACCC on the vulture letter which was sent to neighbors. Trustee Douville reported that there are fewer birds roosting in the neighborhood. The board asked the committee to note vacant homes in the neighborhood during their regular surveys. Communications Committee: Tim Jacobs, Chairperson Trustee Fleming asked board members to write for the website. As an example, Trustee Fleming suggested Trustee Dengler could write an article about the

sized shed. R. Lenart seconded the motion and it passed with T. Shrewsbury abstaining. 9314 Montpelier Drive There has been no response to the Certified letter (Cease and Desist regarding the fence which is falling down in sections and the mold on the house siding) nor the priority mail letter imposing a $100 a month fine on April 1, 2011 and invitation to attend the April 7 meeting to discuss the fine or compliance. T. Shrewsbury volunteered to try to speak with the owner. 8911 Royal Ridge Lane No response to request (2/8) that branches be removed from yard. The house appears to be abandoned and the owner has an alternate address. T. Byrd made a motion to resend the letter to the new address. R. Lenart seconded the motion and it passed unanimously. 9207 Twin Hill Lane R. Lenart reported that the trailer is back today, but he will see if it is removed again. New Business: 12316 Shadetree Lane- Owner requested approval to install pavers over existing patio and sidewalk, deck and 6 foot trellis. T. Byrd made a motion to approve the request. R. It will be stored appropriately as soon as possible. T. Byrd made a motion to approve the waiver. T. T. Jaehnigen announced his intention to resign from the committee. T. Byrd made a motion for T. Jaehnigen to remain on the committee, but in an inactive position for one year. R. Lenart seconded the motion and it passed with T. Jaehnigen abstaining. The next meeting of the ACCC will be Thursday, May 5, 2011 at 7:00 PM at Deerfield Community Center. neighborhood watch program. The raffle was postponed until the next newsletter cycle. Trustee Fazio asked if the Groupsite is being paid for by someone on the committee or the MCA. Trustee Fleming will look into it for her. Facilities Committee: Richard Dengler and David Eisenberg, Co-Chairpersons $625 spent on the back hill so far (handout supplied to the board). Japanese Maples were planted also and there is approximately $300 left. The picnic table by the playground will be moved by volunteers. 49 trees and bushes need to be removed from the tennis court area, and dumpster area, and stumps grinded. Bids were solicited and Trustee Dengler recommended Adirondack. Trustee Dengler made a motion to accept Adirondacks bid to clean out the marked bushes and trees and grind the stumps (Sections A, B, C, D & E), including the large tree on the left side of the playground, not to exceed $5,000. Trustee Eisenberg seconded the motion and it passed unanimously. Trustee Derrick asked that the debris, branches, etc. be removed. Brickman will be asked to remove the leaves. Due to the infrequent nature of this major landscaping overhaul this will be listed as a capital expenditure. Swings are in, but another old one broke. Trustee Dengler has a replacement. Trustee Eisenberg will inspect them to make sure that no others need replacement. Locks need to be changed and will be within the next two weeks. Lights have been fixed. Trustee Dengler explained that the contractor gate lock is at the volleyball court so Brickman can access the grass in the pool area. Pool Committee: Paul Buehler, Chairperson Pump and strainer will be replaced tomorrow and the pool filled after that. Need to check while it is being filled to check for leaks. The baby pool and skimmers were fixed. Guard meeting date has been scheduled and Trustee Buehler will send out that date to the board. Gate attendants will also be invited. Swim team has three home meets this summer. Trustee Fazio asked if there are any new gate attendants being hired this year and is there a selection process. Trustee Keating asked for Trustee Dengler to request police radar on Montpelier Drive. Trustee Fleming requested an article on the Neighborhood Watch program for the website. Tennis Committee: Lillian Fazio, Chairperson Trustee Fazio thanked Trustees Keating and Dengler for the fence painting. Trustee Fazio will contact the contractor to let him know that the painting is done and the resurfacing can begin. Wind screens will go up after resurfacing. The Tennis Committee indicated there is not enough interest in night play to install lights at the tennis courts. The possibility of offering tennis lessons was discussed. Free or MCA subsidized lessons might be offered. OLD BUSINESS: Standard operating procedures were discussed. Every board member should write their own. A line in the Governing Documents has been corrected in the online version. It is still missing in the printed copy. NEW BUSINESS Trustee Fazio asked if the Gypsy Moth Fund is still needed. It was created by a special assessment. Trustee Fazio will check with entomologists to see if the gypsy moth is still a problem. She will also check with the accountant to see if the money can be legally used for another purpose. Trustee Keating reported that the new pad and line was rerouted for the tennis courts water fountain. A hose bib on the water fountain would be useful to water plants around the tennis courts. As a security measure, the handle will be the removable kind so it can be given to those responsible for watering. The executive committee approved a $500 donation from the Benevolent Fund to the family of the burnedout house on Cedarbrook. Trustee Fleming announced another meeting of the Bradford Tree Removal Group on Thursday at the Deerfield Recreation Center. Trustee Fleming thanked the community members who stepped up to organize the Spring Community Yard Sale. The social committee discussed having a yard sale in the Fall. The next board meeting will be held on Tuesday, June 9, 2011 at 7:00 PM at Deerfield Recreation Center, preschool room. The motion was made and seconded to adjourn at 8:14 pm. Deerfield Community Center Meeting of May 5, 2011

Committee Members Present: Michael Boddie, Toni Byrd, Brian Dennis, Ron Lenart, Pauline Pettitt, and Tim Shrewsbury. Committee Members Absent: Diana Sowle and Jack Keating. Community Members Present: S. Habig, R. Obenschain, and Ms. Tran. The meeting was called to order at 7:05 PM. T. Shrewsbury made a motion to accept the April 2011 minutes. The motion was seconded by T. Byrd and passed unanimously. Old Business: 12203 Brittany Lane There is a hole in the side of the house, overgrown shrubbery, a bush or tree (8 feet) has fallen over onto the house, debris in the driveway, and rotten fascia board. T. Byrd made a motion to send the homeowner a letter that they are in violation of Article V, Sections 1 and 2 and Article VI, Section 1 and request a timeline for completion. R. Lenart seconded the motion and it passed unanimously. 12403 Eastgate Lane Member purchased an RV and it was delivered in April. R. Lenart made a motion to waive the $250 fine imposed for having the trailer in the driveway before May 1. T. Byrd seconded the motion and it passed unanimously. 8814 Gramercy Lane No response to $250 fine (4/8/11) for bringing trailer out of storage early. 9314 Montpelier Drive P. Pettitt and B. Dennis will visit to owner regarding the violations of the broken fence and mold on the siding and the $100 a month fine which started on April 1, 2011. 9302 Montpelier Lane Member appealed the $500 fine for proceeding without prior approval, oversized shed, and fine of $500 a month for failure to remove the shed. M. Boddie, T. Byrd and T. Shrewsbury will inspect the shed and report back to the committee. 8723 Oxwell Lane The fine of $250 for bringing trailer out of storage early was waived as the trailer was being loaded for a train show.

B. Dennis made a motion to accept the request to provide a one car driveway extension around the garage. T. Shrewsbury seconded the motion and it was passed unanimously. A question was asked if approval was needed to install a wind turbine. If allowed by the county and state, approval of neighbors should be requested. 12223 Valerie Lane Thank you for the dumpster notification. 9210 Twin Hill Lane Car with blocks behind the wheels/tires in driveway. P. Pettitt made a motion to allow trailers, boats, and recreational vehicles to come out of storage April 1 effective 2012. T. Shrewsbury seconded the motion and it passed unanimously. The guidelines will be amended. The board will be notified of the committees recommendation. T. Byrd asked how long the burned out debris from the house fire on Cedarbrook should be expected to sit in the driveway. M. Boddie will investigate. At the Boards request, the committee will note houses which appear vacant, abandoned or for sale. P. Pettitt and T. Shrewsbury will survey the section previously assigned to T. Jaehnigen. If anyone expresses an interest in joining the committee, a ninth member could take on this section. The next meeting of the ACCC will be Thursday, June 2, 2011 at 7:00 PM at Deerfield Community Center. The meeting adjourned at 8:10 PM.

New Non-Emergency Number for Police, Fire, EMS 301-352-1200


Prince George's County residents are asked to use a new public safety non-emergency dispatch phone number, 301-352-1200, to report non-urgent incidents that require the dispatch of police, fire, EMS or sheriff personnel. Previous non-emergency numbers will continue to be in use. The new number follows the county's emergency dispatch facility move in May from Landover to the new facility in Bowie. T. Jacobs asked that the money placed in our checking account be designated toward KIDS WATER PARK As of 5/10, we have collected $ 171,664 in 2011 assessments. There are still $ 18,025 uncollected assessments. On May 27, the MCA attorney and I appeared in Court in Upper Marlboro to defend an action brought against a member for non-payment of assessment dues. The Court awarded the MCA $914.40. Gypsy Moth Fund- I have contacted several people from USDA and they all feel there is no imminent danger from another gypsy moth infestation. Perhaps it is time to place these funds into Reserve. GLO in the GARDEN


Hi neighbor, I hope you are sitting in your garden, surrounded by beautiful flowers, birds chirping, perhaps the sound of water from a fountain or pond, enjoying the fruits of your labors. Over the years I have read many books and articles on gardening and in general they have been helpful, but often not specific to this particular area. Maryland is in Zone 7, sheltered by the Chesapeake Bay. We have the four seasons and can create interest and beauty in all seasons with a little preplanning. I thought it might be helpful to my neighbors to share some lessons I have learned, many the hard way. Now through August the days can be hot, the nights muggy, with too much or too little rain. You could use this time to start a compost pile. Just locate an inconspicuous section of your property that gets six or more hours of sunlight a day. Collect grass clippings, leaves and table leavings of fruit and vegetables for the pile. Do not, however, put any leaves that have black spot or fungus in the mulch pile as they will just spread the disease. Don't worry about adding weeds because the sun will "cook" the mulch so that the internal temperature will inactivate the weeds. The rain will steam the mulch. After several weeks you will discover mulch that can be added to the clay soil to break up the soil and give more aeration to your plants. Whenever I want to start a new bed of flowers the easy way, I cover the hard pan clay with several sheets of newspaper, supporting the edges with outdoor 4 x 8 length treated wood @ $3.00 each, fill in with my mulch then place my plants and add additional soil. Rich and easy! Speaking of fungus, due to the hot humid nights of the summer, roses have a hard time staying alive and well. Roses need to be placed in areas where there is good air circulation, no other plants touching them and have "dry" feet. They should get six hours of sunlight each day. Cut off the faded roses and pick off any yellow leaves with black spot on them. DO NOT put the leaves in the compost pile, place them in a bag and dispose in the trash. Spray the leaves of your roses with fungenex alternating with orthenax weekly. If you would like to try "going natural" instead, make nicotine or tobacco tea and pour over roses weekly. In the fall when nights become cooler, you will be enjoying more pristine roses. This is also the time of the year to plan for the fall season. Perhaps you are thinking of improving the landscape of your property. Many of the plants that are original to the house have long ago passed their prime. In planning, note where there is morning sun/shade and where there is afternoon sun or shade. Don't block the view of the front of your homes entrance. The front entrance should say "welcome". Choose plants that will not cover your windows, but rather soften and bring interest to the windows. Look for plants that are native to this area and drought tolerant. Decide what "look" or style garden you want, formal or relaxed. Shop the nurseries for value and quality, then in the fall purchase the larger foundation plants. Although the MCA Covenants state in Article IV Uses: Section 5. Parking/Storing of Vehicles and Boats No Passenger Vehicles, Camping Trailers or Commercial Vehicles shall be stored on any Lot except in the garage or carport the ACCC has struggled with the definition of parking versus stored. Several years ago, the ACCC decided that an unregistered car was stored while a registered car was parked and began to ask for proof of registration of cars under cover in order to enforce the covenant.
