10.0 MAINTENANCE TOOLS AND EQUIPMENTS.

INTRODUCTION This specification covers the functional requirements for the design, manufacture, installation, test and commissioning of the BMS system for the operation of New ACC Building.

2.0 SCOPE OF WORK CONTRACTOR shall be responsible for the design, supply, delivery, manufacture, quality control, testing and commissioning of the BMS system for New ACC Building.

CONTRACOR shall be responsible for all site installation supervision, testing and commissioning. CONTRACTOR shall also coordinate and be responsible for all the interfaces work and supply of materials to ensure completion and functionality of the system. 3.0 REGULATIONS The system should be compliant with the standard specification of the Building Management Systems and cope with airports Building Management Systems international requirements .

ENVIRONMENTAL CONDITIONS Maximum ambient temperature: 50 c Storage temperature: 70 c. Minimum ambient temperature: 10c. Relative humidity: 20% to 95%. Equipments shall be protected to prevent corrosion and operation failure. All outdoor equipment shall have weather proof enclosure with IP65 or better.

TECHNICAL DOCUMENTATIONS The operations/user manuals for the system shall be provided. The manuals, schematics, wiring drawing installation drawings, etc. shall comprehensively describe all operation aspect of the systems provided so that a complete understanding of all features and operations is made available.

The technical manuals of the BMS system should cover the following: Operating instructions. Installation diagrams and procedures. Maintenance instructions. Technical specification. Electrical drawings with relevant parts list.

7.0

TRAINING Training should be provided by the Supplier for the OWNERS personnel. Maintenance and operation training at the factory. On- the job training shall be conducted on site.

8.0

Installation, Testing and Commissioning CONTRACTOR shall install, test and commissions the system. CONTRACTOR shall provide all the necessary tools, test equipment, consumable, installation, testing and commissioning of the system. Testing of the system shall include all cables and cable pairs. CONTRACTOR shall provide a detailed installation plan including installation procedures and schedules for accomplishing the work to address various phases of the implementation activities.

Spare Parts CONTRACTOR shall provide commissioning and Start-Up Spares, at least the critical modules/cards to maintain system high availability.

10.0

Maintenance Tools and Equipment CONTRACTOR shall provide maintenance tools and equipment as recommended by manufacturer to provide field maintenance on the equipment and for making field repairs of the system and related accessories.

INTRODUCTION This specification defines the minimum requirements for design, manufacture, inspection and testing of a Closed Circuit Television (CCTV) system for the New ACC Building Project in Khartoum SUDAN. . This specification shall include the design, supply, test and commissioning of the complete CCTV system including indoor and outdoor cameras, video servers, digital video management. Recording/playback server, remote controllers, back-up facilities, viewing and control equipment and network equipment for the successful implementation of the CCTV in accordance with this specification. This shall include all hardware, software and associated accessories.

SYSTEM DESIGN Monitors depending on the selection from the control panels. Connection to each camera is to be via coaxial cable with video returned to the central cabinet with little or no compression. The CCTV system shall be designed to meet the specific requirements for New ACC Project. The system shall be designed for continuous Operation.

The system and its transmission facilities shall provide a clear and sharp picture on the monitor. The design of the system shall be state of the art digital technology and employ Local Area Network (LAN) data information sharing and distribution architecture The video standard shall be CCIR (625lines) PAL and the mains supply 230V 50Hz (+1-10% Voltage, + frequency). The CCTV system shall be based on a centralized processing unit integrated with cameras, operators keyboard, monitors and the time-lapse video recorder.

Digital Video recorders shall be provided to record continuous video images. High capacity discs shall be installed with sufficient recording space so that overwriting will not occur in less than 24 hours. The Cameras shall have pan-tilt -zoom (PTZ) features. The ratio between the maximum and minimum focal length shall be at least 6. The PTZ shall allow a minimum rotation of 355 in the horizontal plane and 900 up and 90 down. The orientation of the camera shall not be affected by strong winds. Solid-state CCTV cameras utilizing charge-coupled devices (CCD) capable of producing high definition color video images shall be provided.

The system shall be designed based on the minimum illumination level required for operation of the cameras. In case the illumination levels are a concern, infrared lighting shall be provided during hours of darkness to give a dear image. Infrared lighting shall be switched on automatically by photocells during hours of darkness. The beam width of the lighting shall be matched to the focal length and coverage of the camera. The system provides necessary arrangements to switch off power to the camera in the vicinity of the unit. The camera assembly including pan and tilt heads, wash and wiper system and heater shall be supplied completely pre-wired to suit external cable connections. All part of the camera station and of the system shall be modular in construction for ease of repair, maintenance and installation. Solid-state CCTV cameras utilizing charge-coupled devices (CCD) capable of producing high definition color video images shall be provided. The cameras affected by changing light levels shall have lenses equipped with auto iris control facilities. 5.2 Transmission Cabling from the camera to the monitors shall be provided based on the plot plan. This shall include video and all power and control signal cables. All cables required for hookups of the system shall be provided. The maximum distance from the monitors shall be noted while placement of the cameras. Additional signal boosters shall be provided for the distances if required. 5.3 CCTV Cabinets A CCTV control cabinet shall be provided, as required, to house the various components. The cabinet shall be suitably designed to terminate all field cables and cables from the monitors. The cabinet components shall be modular in design and sufficient space shall be provided for future addition of cameras and monitors. 5.4 Other Features

The system shall automatically restart on power supply return after failure. Video recording facilities shall be provided in the form of high density recording media. Recording functions shall have both automatic and manual modes. A dup recording terminal shall be installed for provision of system redundancy. Any other accessories required, not explicitly stated herein, but required for reliable operation of the unit shall be provided. The system shall have provision for future expansions. 6.0 POWER SUPPLIES The system shall be suitable for operation on 230V, 50Hz, 1 phase uninterruptible power supply source. 7.0 DOCUMENTATION The following documentation shall be provided: 1. Technical details of cameras, projector, cabinets, cables, etc. 2. Drawing indicating the camera field of view and the quantity of cameras required. 3. Detailed installation and hook-up drawing. 4. Deviations from the specification, if any. 5. Additional features offered. 6. Power Supply requirements. 7. Detailed wiling drawings. 8. Installation, operation, and maintenance manual. 8.0 Factory Acceptance Test Prior to the FAT, VENDOR shall prepare and submit FAT procedure for OWNERs approval. The procedures shall contain the system

description, instrument equipment checklist, test methods, procedures and calibration certificates, one month in advance prior to tests commencement. All test result and calibration certificates shall be made available to OWNER for review.

SPARE PARTS The VENDOR shall provide start up and commissioning spares. Recommended spares shall take into account related factors of equipment reliability, cost of spare parts, time of procurement, MTTR and availability of equipment service facilities.

10.0

TRAINING CONTRACTOR shall provide training for the Client personnel FACTORY TRAINING and on SITE TRAINING.

GENERAL This specification defines the minimum functional requirements for the supply of a Building Fire Alarm System (FAS) for use within New ACC Project project. This specification defines the minimum basic requirements of Fire Alarm System including detectors to be employed for the airport building. The FAS shall be a real-time monitoring system monitoring any break out of fire in these buildings and activate the personnel warning system. SCOPE The scope of the SUPPLIER includes the design, engineering, Manufacturing, fabrication, assembly, inspection, supply, installation, testing, commissioning ,training and documentation of the FANS. The intended wiring shall be Class A type with ground detection and sensor fault diagnostic facilities. CODES AND STANDARDS The FAS shall meet but not be limited to the latest edition or revision of the Following codes and standards. BS EN 54-1 Fire Detection and Fire Alarm Systems. ENVIRONMENTAL CONDITIONS All the equipment of the FAS shall be suitable for continuous operation under the following environmental conditions: Minimum Ambient Air Temperature : 10 o C Maximum Ambient Air Temperature : 50 o C Relative Humidity : 20 80% Electrical equipment design temperature : 55 o C The maximum acceptable noise level for the equipment installed in the buildings shall be 55dBA measured at a distance of 1metre with a sound level meter using the A Weighted sound level scale. GENERAL REQUIREMENTS Use of Standard Products All the equipment used in the FAS shall be of the manufacturers standard hardwire and firmware, which shall meet the stated requirements. FAS Architecture The system shall be based on a microprocessor-based architecture with dedicated detectors and interface control modules. Consideration shall be taken for the use of addressable system. The system shall include the required hardwire to perform all the logic functions and provide the required output to activate personnel warning. The FAS including the central control unit and alarm components shall be electrically supervised with self-diagnostic features. The FAS shall consist of redundant central processing units, visual displays and mimic displays. The Interface modules shall be microprocessor based with non-volatile memory. The interface modules shall have the facility to process input signals from the detectors and manual call points.

The FAS shall have at least 20% expansion capabilities to add more loops when required the detectors shall be located to cover the buildings in the facilities. Signal inputs from the Smoke Detectors (SD), Heat Detectors (HD), H2 Detectors (H2D), Manual Alarm Call Points (MACP) and signal outputs to

sirens and strobe lights shall be wired directly to the FAS located in an electrically unclassified (safe) area. The Panel rooms shall be provided with an Ultra Sensitivity Smoke Detection (USSD) system. The control unit of the USSD system shall provide hardwired outputs to the FAS to realize the required personnel warning outputs. The FAS components shall not suffer damage or performance degradation during prolonged failure of air conditioning up to 14 days when the ambient temperature 50C and relative humidity of 95% non-condensing may be reached. All the FAS components shall be suitable for indoor environment. However, the strobe lights and the horns shall be suitable for outdoor environment. ELECTRICAL REQUIREMENTS Electrical Protection All electrical equipment shall be provided with transient / surge and fault protection as well as electrostatic discharge protection and EMI protection. EMI compatibility shall be as defined in IEC 801. 6.0 6.1

Power System AC power 230V, 50Hz, 1 phase shall be provided from the power distribution board of an uninterrupted power supply system. The FAS shall include all the required power distribution, power conditioning, power supplies, bus bars, power wiring, shall also include a 24V DC UPS with 48 hours backup battery. The batteries shall be of Ni-Cd type. Earthing A non-insulated earth bus bar shall be provided within the FAS for the Safety Earth and an insulated earth bus bar shall be provided for the Instrument Earth. HARDWARE REQUIREMENTS The SDs, HDs, H2Ds and the MACPs shall be of the two wire addressable low voltage type. Additional devices shall be capable of being added to the circuit by multi-drop (parallel node) connections in the required manner from any point in the circuit and without affecting any existing device or function.

Construction and performance of the smoke and heat detectors shall meet the requirements of European standard EN 54. All detectors shall be provided with rising plate screw terminals for positive termination of up to 2.5sq.mm wire. Blanking caps complete with continuity contacts shall be provided to enable detectors or detector bases to be protected prior to commissioning. The quantities of the various devices connected to the FAS shall be determined during the detailed engineering phase. The FAS, detectors and output devices shall include all essential accessories required to make the system fully functional to this specification.

DETECTORS AND OUTPUT DEVICES General Requirements of Detectors The detectors shall be of the type to reduce false alarm and shall provide the best level of detection for each potential fire or smoke hazard. All detectors shall be mounted on a common socket type base to facilitate the changing of detector type if building conditions change. Each detector shall contain a LED, which shall remain ON when an alarm condition occurs .A test meter to check detector calibration and sensitivity shall be provided. The smoke& heat detectors will need special consideration near to the air supply unit or ducts unit or ducts. Optical Smoke Detectors Optical smoke detectors shall be applied for detection of incipient and Smouldering. fires in enclosed spaces and buildings such as offices, archives, Store rooms, etc. The smoke detectors shall be of the scattered light optical type. The smoke chamber design shall effectively manage light dissipation and extraneous reflection from dust particles or other air borne contaminants in such a way so as to maintain a stable, consistent detector operation. The detectors shall be provided with a plug in head, which mounts to a twist lock base with no electronics on the detectors base. All external wiring shall terminate in the base of the detectors. The detectors shall operate on a twowire circuit. The detectors shall operate on a nominal supply voltage of 24V DC with the minimum and maximum voltage levels being 18V DC and 30V DC

respectively. It shall be possible to connect the detectors in a series loop configuration.

Heat Detectors Heat Detectors shall be addressable design, fixed temperature or rate of rise compensated detector type (with temperature setting for 58 deg C and +10 deg C/ minute). Heat detector shall be provided with mounting accessories suitable for installation. Heat detectors shall be applied for the detection of fire, which is expected to build up quickly and generate much heat. The heat detectors shall be of the fixed temperature type or the rate compensated type. The detectors shall be provided with a twist lock base or an integral junction box. The temperature setting of the detectors shall be based on the maximum ambient temperature and codes. H2 Detectors For monitoring of the hydrogen emission from the battery room, if any, catalytic type gas sensors shall be provided. The sensing element shall include a catalytic Sensing element and a reference element for environmental compensation. Both these element shall be encased in a ceramic housing. The detector shall be supplied complete with the required accessories. Ultra Sensitive Smoke Detectors For rapid detection of incipient fires in system cabinets, unattended and normally unmanned equipment rooms and UPS rooms an Ultra Sensitive Smoke Detection(USSD) system shall be provided. This shall be based on an aspirated system. The typical construction of an aspirating type smoke detector shall employ a detector cabinet containing up to 4 detectors connected to sample points via sample lines. The detectors shall share a common aspirating fan, drawing the sample through the lines to the detector.

The USSD system shall be supplied complete with all the necessary sample tubes and other accessories along with the Monitoring and Control Unit (MCU) required for early detection of smoke. The MCU shall be programmable. The programming tool shall be either integral to the MCU or portable. It shall be possible to program as a minimum the following functions Smoke threshold alarm values; Alarms; Fault levels including airflow, detector monitoring, power, etc.; 22

Relay outputs for alarms and faults; Aspirator speed control. The SUPPLIER shall be responsible for the design of the piping/tubing network to ensure a balanced air transport and sampling in the detection system. The main sampling pipes shall be non-metallic. The MCU shall contain the detector, which shall be laser based with an obscuration sensitivity in the range of 0.005% to 4%obs/meter. Beacon Lights (Strobe Lights) The optical beacons shall be of the stroboscopic type with a color glass dome. The power supply to the beacons shall be derived from the FAS. The color of the beacon light shall be Red for fire. The beacon shall be a high quality, reliable, field proven device suitable for industrial application. The beacons shall be located in open areas and outside of buildings so that they are clearly visible to personnel. The beacons shall have an ingress protection of IP65.Field strobe shall be driven via the Safety System. Sirens The sirens shall be of the motorised type, red color and 200mm in diameter. The power supply to the sirens shall be derived from the FAS. The sound level shall be a minimum of 90dB. The sirens shall be provided with a fixing base and suitable terminals for cable connections. The sirens shall be provided with an ingress protection of IP 65. 8.7 8.6

The sirens shall be located in unclassified areas such as within buildings and shall be activated on detection of fire or smoke. On the activation of the siren the personnel in the building shall be able to identify the cause from the FAS. Field sirens shall be driven via the Safety System Manual Alarm Call Points (MACP) MACPs shall be of the break-glass, auto-release type suitable for outdoor industrial environment. The ingress protection of the housing shall be weather proof to IP 65. For easier identification they shall be colored RED to RAL 3000 or equivalent. The MACPs shall be provided with the required End of Line resistors. All necessary accessories like mounting brackets, protection flap etc shall be provided. FIRE ALARM CONTROL PANEL The Fire Alarm Control Panel (FACP) shall be a free standing unit and shall be located indoors in an air conditioned atmosphere. All detectors and the HSSD system shall be wired to the associated hardware in the FACP. The required fused knife edged terminals shall be provided for the termination of the cables. 23 9.0 . 8.8

These terminals shall be segregated in separate sections for inputs and outputs with the required identification. All manual alarm call points in the building shall be wired in separate loops from smoke detectors The outputs from the detectors shall be wired to the redundant microprocessor based system for performing the logic operations and generation of alarm signals. The system design shall be based on fail safe principles with inputs to the logic system moving to the open circuit position for an alarm or abnormal condition. Under normal healthy conditions the outputs from the logic shall be energized and any input open circuit shall result in the de-energisation of the output circuits in accordance with the functional logic diagrams.

Inputs shall be designed so that spurious alarms due to contact bounce or any other short time period intermittent condition is eliminated. All the printed circuit boards used in the FACP shall be tropicalised. Power supply to the detectors, strobe light and sirens shall be derived from the FACP. The panel shall have all nameplates at front and rear back for all control components. The relays, used for contact multiplication, shall be provided with 3 SPDT contacts. The FACP shall include Maintenance Override Switches (MOS) which shall permit individual detectors and output devices to be maintained/serviced. Cables from detectors to FACP and from FACP to the strobe lights / bells shall be Fire Resistant as per to IEC 60331/2 stranded pair copper cables and overall shielded. The signal cable size shall be 1.5mm2 cross section. The power supply cable shall be of suitable cross section as per the load. INTERFACE MODULES 10.0 Interface modules shall be suitable for one-man calibration. The module in addition to the supervision of the individual zones (area) shall also contain as a minimum the following self-diagnostic features: Open loop detection (input and output). Short circuit (input and output). Earth faults. Power supply failure (low battery voltage). System fault. Any of the above failures shall interrupt the associated hardware output signals from the control module of the FAS, thereby forcing a failure alarm for each affected function. 24

MIMIC PANEL 11.0 A mimic panel shall be provided integral to the FACP for continuous monitoring of the FAS. The mimic shall contain a simplified layout of the buildings, which are to be monitored. The indications on the mimic panel shall be driven through hard wired signals from the FAS. The detector types shall be indicated by means of colored LEDs. The mounting of the LEDs shall be such that they protrude at least 3mm above the surface of the panel to enable easy recognition of an alarm from various angles. In addition common alarms contacts to be connected to the control system for the following shall be provided: Detector failure; Ground fault detection in the loop; FAS failure; Power failure. Design and construction of the mimic panel shall provide a scratch proof, no reflective plastic surface. The mimic panel shall be provided complete with a lamp test, acknowledge and reset push buttons. SPARES 12.0 The FAS panel shall be provided with 20% installed spare completely wired and a spare space of 15% for future use. The SUPPLIER shall supply 20% spare detectors and output devices. In addition the following list of spares shall be included in the offer: List of startup & commissioning spares; List of 2 years operational spares TEST AND CALIBRATION EQUIPMENT 13.0 The scope of the SUPPLIER also includes supply of all the test and calibration equipment that are required for the maintenance, calibration and testing of all the detectors that are used with the system and equipment for trouble shooting maintenance of the system.

INSPECTION AND TESTING 14.0 25

The system shall be thoroughly tested as a pre condition for acceptance. The Acceptance Tests shall include integrated tests in which the panel along with the detectors is tested as a complete system. The Acceptance Tests shall be conducted in two stages as follows: The Factory Acceptance Test (FAT); The Site Acceptance Test (SAT). The FAS vendor shall submit for purchasers review and approval, a complete plan for the factory and site acceptance testing. This plan must be complete with sufficient detail to indicate the exact nature of each test, time required, expected results and step-by-step procedure . The plan shall be submitted at least four weeks in advance to the FAT. The objective of the FAT is to verify that the FAS as designed for delivery to site meets or exceeds the specified design and functional requirements. During the FAT the complete FAS shall be subjected to functional checks and testing. The objective of the SAT is to verify that the as installed FAS meets or exceeds the specified design and functional requirements.

INTRODUCTION

A very high quality services are expected by the SUDAN CAA authorities to be provided by the New ACC Building Project. To do this an IT infrastructure should be laid over the airport to provide value added services.

Scope of work The planned design consists of an I.T. infrastructure holding several applications and should be capable of carrying various media signals over the network, providing a multimedia network infrastructure.

The network infrastructure (generic cabling) have to be covering the whole complex serving all the offices, cubicles, counters and public areas, and managed from one point of administration.

The network should be multifunction (freenet) using collapsed backbone between the main distributor and sub distributors, and must be designed to ease the administration and control.

Cat.6/s (Generic Cabling) is required for the airport, holding all IP based applications.

The infrastructure should be modular and expandable up to 50% without the need of additional civil work, as well as having the capability to be linked with other networks (WAN or LAN).

All the network cables, patch panels, distributors and other passive components must be quality certified and should comply with the ISO 9001 standards.

Physical outlet coding security devices to be installed in order to grant maximum security and to guarantee correct insertion and ensure authorized removal of modular jacks.

Each and every cable end should be clearly labeled and identified. Full set of documents must be provided showing the network layout, specification sheets, test results, and warranty.

Each and every network point must to be digitally tested and certified using a DIGITAL CABLE ANALYZER. 30

A minimum of 10 Years Guarantee must be offered for system installation, in addition of the routine guarantee for the components.

Active Components Data Switches

The network shall be controlled by a Core Switch (layer 3) located at the main I.T. Room and connected to the Edge Switches through Gigabit FO link.

The Edge Switches shall be managed switches, supporting V-LANs and granting high level of security and availability.

The system should be flexible enough for easy changing and management, and has to be expandable to support future growth.

Wireless Access Points to be supplied, covering the whole complex and providing trustworthy wireless link for laptops and other wireless network devices.

PABX System

3.1

The PABX shall hold a minimum of 300 extensions, and has the capability of being upgraded and expanded.

An optional offer of IP Telephony is required.

Video (Multimedia) TV Network The system should serve the public areas.

The provided (multimedia) outlets should be within the same Data & Voice Network infrastructure serving other applications and devices.

4.1 Reliability The system equipment shall give a minimum life of 10 years when working in the specified environment.

5.0 INSTALLATION, TESTING AND COMMISSIONING CONTRACTOR shall install, test and commission the system. CONTRACTOR shall provide all the necessary tools, test equipment, consumable, installation, testing and commissioning of the system. CONTRACTOR shall perform the system acceptance test in the presence of the OWNERs representative. CONTRACTOR shall prepare and submit the installation schedule in advance prior to commencement of work. The schedule shall also include other activities including testing and commissioning. The field acceptance test shall be done after the installation of the IT NTWORK and associated equipment have been completed, in the presence of OWNERs representative. a comprehensive field acceptance plan prior to commissioning. The plan shall include but not be limited to details oftest to be conducted, test equipment required and test data to be recorded. An acceptance test report complete with details of all tests performed, faults encountered and remedial actions taken shall be submitted to OWNER after the commissioning of the system. 33 CONTRACTOR shall submit to OWNER

SPARE PARTS

CONTRACTOR shall provide the spare pats, at least one spare card/circuit board for each type of circuit board provided for the IT NTWOK for Commissioning and Start-up Spares. CONTRACTOR shall quote as optional items the spare parts of two years operation for all the supplied equipment in unit prices basis. 7.0 MAINTENANCE TOOLS AND EQUIPMENT

CONTRACTOR shall provide maintenance tools and equipment as recommended by manufacturer to provide field maintenance on the equipment and for making field repairs of the IT NTWORK System and related accessories. The maintenance tools shall include a complete set of spare interconnecting cords, test cords, panel and circuit cards "outriggers" (i.e. extension cards for on-site panel maintenance), test adapters, and jigs. The maintenance tools shall be supplied in proper tool-box. 8.0 Training

The training shall be conducted preferably after the installation and commissioning the system or in conjunction with Site Acceptance Test at site. Adequate materials shall be provided to all trainees. Course include: *Installation, testing and commissioning. *Maintenance of equipments.

GENERAL INTRODUCTION This specification is intended to define the minimum requirements on the Private Automatic Branch Exchange (PABX) for New ACC Project. Scope of Work Supplier shall be responsible for the design, supply, delivery, manufacture quality control, testing and commissioning of the PABX system for New ACC Project.

Supplier shall prepare a complete equipment package including any documentation required to meet the intent of this specification. It shall be equipped with new PABX equipment for the office voice communications, inter-office communications as well as other parties outside via Public Switched Telephone Network (PSTN). Two (2) Group 3 plain paper, Facsimile Machines shall be provided at the New ACC Project. CNTRACTOR shall specify the features of the facsimile machines to be supplied. As a minimum, the facsimile machines shall have memory redial, 20 number memory, copy mode, 100 sheet plain copy paper A4 size(8 11), multi-feed page feed, memory for up to 40 pages of out going documents and 50 incoming documents sheets, class 1 and class 2 fax rates (9600,14400,28800,baud) and built in help menus. Cabling and Cable Outlets Telephone cabling from the PABX Main Distribution Frame (MDF) to all of the telephone extensions shall be by the SUPPLIER. Junction Boxes Junction boxes can be either Main Distribution Frame (MDF), Intermediate Distribution Frame (IDF), Distribution Board (for outdoor) or any other 2.5 2.4

distribution frames for the purposes of distributing the telephone extensions. The design, supply, install and commission of the junction boxes shall be under the work scope of SUPPLIER. TECHNICAL SPECIFICATION FOR PABX General The proposed PABX's shall be of the fully digital, latest design with a proven field installation track record and must be brand new and fit for purpose. All design, materials, equipment, construction, workmanship and installation shall conform to or exceed the requirements of the applicable sections of the following codes, standard and references such as: CCITT, CCIR, lEG, ITU- T, ITU-R etc. Telecommunication Authority of Sudan. Equipment shall be designed and constructed to give a minimum operation life of 20 years, continuous service in a tropical environment. VENDOR shall state the MTBF and MTTR figures. All equipment shall be protected against electrical fault such as high voltage input, surge, short circuit and overload condition. They shall also be dust and insect proofed, protected against corrosion and fungus under tropical environment. 42 3.0 3.1

All equipment cards, modules, components and their mounting shall be clearly marked to permit easy identification and cross reference to schematic. The overall workmanship and materials shall be mechanically robust and of rugged construction in accordance with good engineering practices and where applicable in conformity with EIA and IEE safety regulations. Fans shall be provided to cool the PABX. The PABX shall be able to automatically shutdown in case of overheating.

All wiring and cabling within the PABX, MDF etc. shall be labeled/tagged/ color- coded to permit easy identification. Design Requirements The system shall be designed to have full Integrated Services Digital Network (ISDN) capability. It shall comply with common signaling capability in accordance with CCITT No.7 Recommendations, Support the PRI (Primary Rate Interface) as defined by ITU -T recommendations, 23B + D/30B + D trunk interface to PSTN networks. If shall be provided with flexible numbering plan, data communication integration, telephone billing system with mini/host computer for call processing and recording, Management Information System for systems planning and traffic analysis, reporting, call duration, call failures and performance report. The 2 W/4W E&M transmission level shall follow CCIR/CCITT (now renamed ITU-R/ITU- T) recommendations. Interface cards, modules and connecting cables between the PABX and Radio/Multiplex equipment shall be provided by the VENDOR. PABX Specification 3.3 3.2

Configuration 3.3.1 The PABX equipment shall employ Stored Program Control (SPC) digital switching techniques and shall be fully digital (making extensive use of solidstate devices) of the highest quality and capable of withstanding continuous operation. The latest development and best features of telecommunications practice shall be embodied. The transmission shall employ PCM coding according to 'A' law, CCITT Rec. G.711 and G.712. 43

The equipment shall be modular in design to allow expansion or upgrading to be easily done without interruption to the system. Unless otherwise stated in the specification or subsequently agreed (in writing), equipment and facilities supplied shall be in accordance with all relevant recommendations of Committee Consultative International Telephonique et Telegraphique (CCITT). There shall be full availability to all outgoing circuits up to the limit of the maximum capacity of the exchange. Full availability shall be possible on all routes. Access of the trunks for outgoing calls originating from the PABX shall be done automatically. Access code (transparent) shall be used in order to get access to the required trunks. Equipment Upgrade Capability 3.3.2 The system shall be capable of being upgraded or evolved to the next latest PABX model to increase the system line capacity or to make use of the software features not available in the existing PABX with only minimum changes to the common control PCBs. The existing peripheral equipment, phone and wiring must remain unchanged.

Redundancy Configuration 3.3.3 The common control equipment including CPUs, memory units, tone receivers generators and power units shall be duplicated to allow trouble free operations when the main common control equipment fails. The switch over from the main to standby mode shall be automatic and shall also activate internal or external audio and visual alarms. Main Distribution Frame (MDF) The system shall be provided with MDF for termination of all incoming and outgoing trunks, telephone extension and other miscellaneous circuits. The MDF shall preferably be of rack-mounted or wall mounted type. Miniature type MDF is preferred. The MDF strips and blocks shall be of 'punch-in' type and shall be clearly labeled for easy identification. Punch-in tools shall also be supplied. 4-wire and 2-wire jack panels (single point plug-in type) shall be provided for testing and monitoring of all trunks and extensions respectively. facilities shall allow tests to be conducted on the E-side (equipment side) and L-side (line side) of the individual trunks and extensions. Accessories such as test cords and plugs, etc shall be supplied together with sufficient jumper wires. All terminations for trunks and extensions on E-side shall be adequately protected against excessive current and voltage surges. Maintenance Philosophy The maintenance procedure shall be based on minimization of faults and preventive maintenance. Hardware faults shall be resolved to smallest replaceable units. Software must be kept to minimum and debugged at commissioning. Elaborate methods of the memory protection in functional modules must be provided to avoid the spread of errors and to simplify the localization of faults. It shall be possible to replace faulty modules without disturbing the normal operation of the exchange. 3.5

Centralized Maintenance Terminal The PABX System shall be provided with a centralized maintenance terminal to enable technicians to undertake reconfiguration, troubleshooting, system test diagnosis and other preventive and corrective maintenance activities while on line. It shall be equipped with VDU, software and hardware units, printer, PC, modem. Local Maintenance Terminal The system shall incorporate remote maintenance capability based on Centralized operation and maintenance philosophy. The capability shall include the ability to read/write into the subscriber's data, remote messaging diagnostics and withdrawal of line-trunks and other modules/cards by use of remote I/O terminals. Maintenance facility at each PABX location for the purpose of fault status monitoring, database configuration and reconfiguration, system diagnosis and troubleshooting, minor and major alarm reporting, display of trunk line and line circuits status shall be provided. It shall be provided with VDU, PC, printer with complete software and hardware units, cables, dial up moderns, printer. The modem shall have a transmission speed of 9.6 kbps adjustable up to 64 kbps.

PABX OPERATION FEATURES System Features

4.0 4.1

Authorization Code 4.1.1 Selected users shall be provided with authorization codes to temporarily override the access restrictions assigned to any station. There should be a system option on whether a Call Detail Recording output with the authorization codes should be printed or suppressed.

Automatic Daily Maintenance Routine 4.1.2 The system shall have the facility to run its own maintenance diagnostics automatically on at least a daily basis. The routines will check the system operation and print diagnostic messages if any malfunctions are detected. The VENDOR shall state whether the diagnostic perform checks on the integrity have: Common Equipment (CPU & Memory) Time Division Switch Peripheral Interface Circuits (Extensions, Exchange Lines, DID Lines and DTMF Sender/Receiver). Automatic Call Distribution (ACD) 4.1.3 The system shall allow a large volume of incoming calls to be answered by a group of telephones allocated for this purpose. Incoming calls shall be served on a first in first out basis and are distributed among the available telephones (called Agent positions) such that the agent position that has been idle the longest is presented

with the next incoming call. the system shall provide ongoing and historical statistical reports on the system ACD performance and shall allow changes to system parameters to be effected immediately if required. Bridging

The system shall have the capability of ringing up to a maximum of five standard analogue telephone sets connected in parallel. Class Of Service (COS) 4.1.5 Class of service restriction shall be incorporated to facilitate easy allocation of service in accordance to priority. VENDOR shall furnish detail on the number of classes programmable in the PABX.

Customized Key Set 4.1.6 This key set shall have the capability of having multiple extension numbers program on the same key set, to allow for a single key activation of features, have a hands free loud speaking capability and have digit display/name display. VENDOR shall also give details of suitable types of features phones and executive- secretary sets, which they are able to supply. The proposal shall be accompanied by full details of the facilities available (e.g. hands free, loud speaking, multi-line capability etc.) Data Transmission 4.1.7 The system shall be equipped to handle data transmission of minimum speed of 14400 bps on its voice circuit. This is to allow for facsimile transmission over the telephone network. The PABX shall incorporate CTI (Computer Telephony Integration) feature.

Data Security 4.1.8 Data transmission on the PABX shall be protected against all forms of audio intrusion or tone while the circuit is in use. Digital Telephones 4.1.9 VENDOR shall indicate whether digital telephone is available for direct connection to PABX offered and shall state the models available. It shall support a 2B + D signaling format. The digital telephone shall be capable of delivering both voice and data calls on a pair of wires at the same time without any degradation in transmission quality. 47

Direct Inward Dialing (DID)

Incoming calls from the Public Switched Telephone Network (PSTN) shall be able to call the required extension directly by dialing designated telephone numbers, bypassing the operator. The interface circuit used shall be compatible

with that of the public exchange equipment using the appropriate signaling format. Direct Outward Dialing 4.1.11 All extensions with appropriate class of service shall gain access to public exchange lines by dialing the single digit "9". 4.1.12 Distinctive Ringing

The system shall be equipped to provide various distinctive tones for dial, ring, busy, number unobtainable, call waiting, warning, call forward and any other special features tones. Distinctive ringing signal shall also be provided to distinguish calls originating internally and externally.

Call Detail Recording 4.1.13 The system shall have provision to provide facilities to record, store and output data (on printer) on ongoing calls. Data required include: Calling and called numbers Duration of call Time and date of call 4.1.14 Emergency Power Transfer Circuit

The system shall be equipped with a facility to automatically transfer preselected trunk to identified user in the event of a complete system failure. 4.1.15 The system shall have the capability of routing a call dial by an extension to the first directory number in a pre-programmed hunt group of extensions that is idle. Hunting

There shall be 2 types of hunting: Circular Hunting -Hunting shall start at the extension after the last extension in the hunt group to which a call was completed and hunts over

all extensions in the hunt group in the programmed sequence. Terminal Hunting -Hunting shall start at the first extension in the hunt group and terminated at the first extension. VENDOR shall specify: The maximum numbers of such hunt groups allowable in the system. The maximum number of members in each group. History Records The system shall be able to capture and store all maintenance messages and service changes records in the system-protected memory to help analyses faults whenever required. VENDOR shall state the maximum memory size possible and whether there will be any threshold alarm.

Integrated Services Digital Network (ISDN) The system offered shall support ISDN (30B + D) without any change in its architecture. Implementation of ISDN shall be accomplished through minor hardware, firmware enhancements. VENDOR shall indicate all necessary enhancements required to allow the PABX offered to implement Primary Rate Access (PRA) of ISDN Signaling Link (ISL).

Multiple Appearance Extension Directory Number VENDOR shall state the maximum number of extensions in the system, which can be programmed in this manner for indication on customized key-sets. Multi-Tenant The system offered shall be capable of being shared by as many as 10 tenants per customer.

Imposing access restrictions such that access to other tenants, attendant console and trunk route can be allowed or denied shall separate tenant. All tenants shall share one numbering plan and the customer-level service- changeable features. All tenants shall have access to incoming calls on any trunk route but shall share or have private access to any or all of the routes. Attendant consoles shall be grouped and assigned to specific tenants and specific incoming trunk routes accordingly. VENDOR shall state the maximum Number of groups possible per customer.

All attendant consoles shall have access to any extension in any tenants belonging to the same customer. Music-On-Hold The system shall be equipped with all requirements to provide the musicon-hold features, which shall be activated for the following events: Whenever an operator puts an external/internal caller on hold. When an internal extension puts an external / internal party on hold while executing a feature or transferring the call.

When an internal extension puts a call on permanent hold. When an incoming call is delayed in being answered at the operator console and after it has received the recorded announcement, if required. When an external call is camped-on a busy extension. Call Transfer Transfer of calls (both incoming tie trunks and public exchange) from one extension to another shall be made available. Call Forward Call forwarding from any PABX extension in the network to any other extension in the network shall be supported. Flexible Numbering Scheme 50

Flexible numbering scheme shall be provided to ensure that the numbering scheme for extension features and network features can be programmed in accordance to Owner's requirements. Network Time Synchronization This feature ensures that system clock at all networked nodes are synchronized to one master clock to avoid loss or gain in time due to certain condition,

causing time stamps for different features to be inaccurate. As an option, vendor shall provide time synchronization system with internal signal from a GPS unit. Networked Trunk Optimization This feature optimizes the PRA or ISL trunks networking PBXs such that it will release those trunks upon which calls were re-directed back from the remote node to the originating node. Night Service The system shall permit incoming calls normally directed to the operator to be routed to a pre-selected extension when the console is unattended. Alarm Display 4.2

For ease of system maintenance and monitoring, the system shall be equipped with visual alarms to indicate failure of: Line cards Trunk cards Tone cards Power packages Control cards/method boards The alarms shall be categorized as major (for common equipment failure) and minor (for line card or trunk card failure). Major faults such as failure in one of the processors or power system shall be indicated by both visual and audible alarms. The audible alarm shall be manually reset table. Extension Features 4.3

The system shall have, as a minimum: Abbreviated Dialing 4.3.1 The system shall have the capability to store commonly used telephone numbers that can be access by some or all extensions numbers.

For extensions that are restricted from making external calls, minimum of 100 abbreviated dialing codes shall be reserved solely for them to make calls to pre- determined telephone numbers that would normally be barred to them. Call Forwarding/Remote Call Forwarding 4.3.2 The system shall allow all calls (internal and/or external) directed to an extension to be forwarded to a predetermined number if the call is not answered within a set period of time or when the extension is busy. Call Hold 4.3.3

The system shall for all standard telephones, use a hook flash programmable for between 50 and 800 milliseconds (system-wide) to activate this feature. The VENDOR shall specify whether further steps are necessary to place a call on hold from a standard telephone. Call Pick Up 4.3.4 The VENDOR shall state the maximum number of call pick up groups available and the maximum number of members per group. Apart from being able to pickup a call within the same pickup group, it shall be possible to pickup a call in any pickup group or any extension in any pickup group. Call Transfer 4.3.5 The extension transferring the call shall have the option of either announcing the call or replacing the handset and allowing the system to ring the required extension un- supervised. If ringing-no-reply (RNR) is encountered after 30 seconds (programmable), system should forward the call automatically to the operator with the appropriate indication. 52

The system shall automatically recall the operator (with the appropriate indication) or the extension that made the transfer if the extension user does not properly execute the call transfer. Call Waiting (Intrusion Tone Required) 4.3.6 The system shall enable an extension user, who is engaged on an established call, to know that another call is waiting to be connected. The extension user may hold the first call and answer the new call. If the called extension goes "on-hook" the extension shall ring automatically.

The system shall allow a busy extension to accept a call waiting from another extension. Camp-On 4.3.7 The system shall enable the user, the ability to camp-on to a busy extension without the extension going-on-hook. The busy extension shall receive a tone first to indicate that camp-on is affected. Conference 4.3.8 The system shall have the capability to connect 6 parties (any combination of internal and external parties) using any station on the system registered for this service. The VENDOR shall state the maximum number of simultaneous 6 party conferences, which the system can support. Dial Access To Operator 4.3.9 All extensions within the system shall be able to access to the operator console by dialing the single digit '0'.

Executive Busy Override (Extension) 4.3.10 The system shall allow an extension equipped with this feature to break into an existing connection. Before the break-in is established a burst of 53

tone advises the parties involved in the ongoing conversation that an override is imminent. 4.3.11 Last Number Re-Dial

The system shall be able to record the last number dialed by an extension user and will redial it when the extension user activate a special code.

4.3.12

Broken Dial Tone

This dial tone shall be different from the normal PABX dial tone present when an extension telephone goes off-hook and it shall be an indication to the user that his/her phone is on call forward or a message is waiting. Station Override Security 4.3.13 The system shall provide an extension with secrecy against Executive Busy Override. Save Number Redial 4.3.14 The system shall allow a user to place the last number dialed into a memory to be dialed later. Executive Distinctive Ringing 4.3.15 The system shall allow a set to be defined as an 'Executive' set which will ring the called set distinctively. This feature is applicable network wide, if required.

4.3.16

Flexible Feature Activation Code

The system shall allow customer definable access codes for activation of an individual feature upon dialing the fixed special code. A standard default set of access codes should be available. Operator Features 4.4

The main system shall have operator's consoles having all the features as listed below. The attendant console shall be compact, ergonomically designed, aesthetically pleasant and efficient. It shall have the necessary controls and displays including volume control to supervise and co-ordinate the various functions.

Abbreviated Dialing Instead of dialing long telephone numbers, the operator shall be able to call frequently required destinations by means of abbreviated dialing numbers on a centralized and/or individual basis.

Alarm Display (Minor and Major) 4.4.2 The attendant console shall be equipped with 2 alarm indicators; MINOR and MAJOR. The minor alarm indicator, when lit, indicates that the system has detected malfunction, which has not seriously degraded the service. A major alarm indicator is caused by the system detecting a failure, which affects the complete system operation. Alphanumeric Display 4.4.3 A readout (comprising an alphanumeric display) integrated on the operator's console shall give the source of the incoming call to allow the operator to handle the call.

This feature also allows the operator to read the calling number and name of internal extensions. Attendant Alternate Answering 4.4.4 This feature allows an alternative telephone set to be defined as an attendant to provide backup answering alternatives. Calls presented to the attendant and not answered within a definable time period shall be forwarded to the alternative directory number.

Attendant Busy Override 4.4.5 The system shall allow the operator, who encounters a busy connection, to override the connection and enter the call. Before the operator enters, the connection, all parties in the existing call shall hear a warning tone. Attendant Calls Waiting Indication 4.4.6 The system shall have the capability to queue calls (both internal and external) and to display the total number of calls in the queue directed to the console. Attendant Camp On With Indication 4.4.7 The system shall allow the operator to connect calls to busy extensions for automatic completion when the busy party becomes free. When a call is camped on to an extension, the called extension only will hear a warning tone. Calls that are not completed within the time-out period will be recalled to the console. Attendant Jacks 4.4.8 The operator console shall be equipped with jacks for connection of headsets on either the left or right side of the console. It shall be possible for the operator to use the console and communicate with incoming callers from either jack. Also it shall

alternately be possible for the supervisor to listen in on the remaining jack in order to observe the operator's performance. The VENDOR shall state the type and wiring configuration of the socket Unplug combination used to connect the headset to the operator console. Attendant Headsets All operator consoles shall have to be equipped with a lightweight headset with an electrodynamics or capacitance type microphone and with in-built solid-state amplifiers. 4.4.9

Attendant Individual Trunk Access

The system shall have the option to allow the operator to have access to any individual exchange line or tie line on the PABX to either perform dial tone test or for dialing out. Attendant Recall Calls, which are camped-on or extended by the operator, shall be returned to the console if they are not answered within a present period. Attendant Lock-Out The system shall identify any extension in this state to the operator. 4.4.12 4.4.11

Attendant Secrecy The operator shall be able to 'split' between calls and talk to the calling and called party without the other party overhearing the conversation. Splitting shall occur when the operator dials the destination party. The split shall remain until the operator either holds or releases the call. Attendant Time Display The consoles shall be equipped with a digital clock that continuous displays the time- of -day in hours and minutes. The time may be displayed in 12 hour or 24 hour mode and can be changed from the consoles.

Busy Verification on Extension Lines The system shall allow the operator to confirm that a line is actually in use and working well by establishing a 'talking' connection to an apparently busy line. Prior to the operator's connection, periodic tone bursts shall be injected into the conversation.

The operator console shall be equipped with a lamp field module to continuously indicate the status of the extensions. The lamp field module shall be capable of monitoring all the extensions. 4.4.16 Call Hold

The operator shall be capable of putting calls on hold onto specific Incoming Call Identification (ICI) keys on the console for specific identification of which calls were put on hold. The operator shall have the choice of retrieving calls on hold identified through the ICI keys. Call Queuing 4.4.17

The system shall have the capability to queue calls (both external and internal) directed to the console. The calls shall be stored and signaled in the order in which they arrive. The operator shall have the ability to select the specific type of call without regards the queue. The system shall display on the console the presence of new exchange lines, recalled exchange lines, operator calls and tie-lines calls. Call Selection The system shall allow the operator the option of answering priority calls on special trunk groups from a separate key with its own LED indicate calling. Console Administration It shall be possible to make changes to telephone numbers and features from the operator console via a special key button and a fourdigit security code. The VENDOR shall provide details of the feature including the type of changes allowed and any limitations. Console Overflow The operator console shall be able to route certain types of calls to a specified extension by pressing a button or when calls waiting to be answered have exceeded a defined threshold. 4.4.20 4.4.19 4.4.18

The VENDOR shall state clearly the types of calls possible and the interaction with features such as night service and call forwarding. Interposition Calling The system shall allow an operator at one console to call and transfer the incoming call, which she has answered, to another operator at a separate console. 4.4.21

Position Busy This feature shall allow the operator to render the console 'busy' and prevent the assignment of incoming calls to that particular position. If all consoles are made 'busy' the system shall automatically enter into night service mode. Trunk Group Busy Indication The operator console shall have an indication to show to the operator that the trunk lines in a particular group are busy. The operator console shall have at least 20 trunk group busy indicators available in the system offered. Volume Control All operator consoles shall have a buzzer with volume control. Testing of Serviceability of Operator Console The VENDOR shall state availability of lamp/indicator and transmission test operations for the operator console and whether the operator can perform the tests.

PABX shall interface with the Trunk Radio System, PA & GA system and SCADA / DCS systems for alarms, monitoring services and switch over from FOTE to VSAT. (FOTE is used as main transmission and VSAT is used as Back-up).

Power Supply General The design of the system shall be such that all essential items of the equipment in the system shall be powered from batteries on float charge

such that the performance of the system shall not deteriorate in any way on failure of the electricity mains supply. The PABX shall operate on -48 volts DC (nominal) with positive earth and shall function satisfactorily within a voltage range of 42 volts to 56 volts for not less than 80% of the load and shall function satisfactory within a voltage range or 44 to 52 volts for 100% of the load. Unless otherwise stated, all electricity main operated devices shall function satisfactorily from a main supply voltage commercially available in the Republic of The Sudan.

The PABX system shall be provided with -48VDC from it's own UPS or 230 VAC from electrical UPS to be modified to 48 VDC internally. The UPS shall provide eight hours back-up period for PABX and related telecommunication systems. Charger VENDOR has to state the continuous rating of the busy hour load at the initial equipped capacity. 4.5.2

The charger shall be designed for operation from available electricity main supply. Static regulation of better than +/- 1 % for input voltage variation of +/10% and frequency variation of =+/- 5 Hz. Dynamic regulation of better than +/- 1 volt for load variation from no load to full load. Noise voltage not exceeding 2 mV sophomoric, weighted to 800Hz measured at the output terminals on full load and with batteries fully charged. There shall be audible and visual alarms (local and remote) in the event of: Electricity supply failure. Charger output voltage below specified voltage and Overload The charger shall be housed in a cubicle such that components that do not generate heat are protected from ingress by insects. Natural cooling of the dissipating devices shall be preferred. If forced cooling is used, there shall be adequate protection against thermal overload with suitable alarms, in the event of the failure in the cooling systems.

Simplified instructions in the English Language on the operation of the charger shall be mounted at prominent position on the front panel of the cubicle. The instructions shall be anodized aluminum or durable plastic. Warming and precautions shall be in large red lettering. All controls shall be clearly labeled. Standby Battery 4.5.2 In the event of mains failure, the standby battery is to automatically ensure that the power supply required to support the PABX for a period of not less than 8 hours is present. After expiration of the standby battery, the PABX system is to automatically switch a predetermined number of exchange lines directly to designate PABX extensions.

Surge Protection In the case of a PABX, which incorporates solid state or other devices, which are prone to the effects of voltage surge, the cost of the equipment shall include all protection devices. The MDF of such PABX shall be equipped with high-speed gas discharge lightning protectors on each and every line circuit irrespective of whether internal or external, unless the manufacturer can provide a 10 years unconditional guarantee against any damage due to any voltage surge on the line. VENDOR shall state the type of arrestor being used together with the rating and reaction time.

4.6

The power supply equipment shall incorporate all necessary devices for protecting all items of equipment in the power supply and the whole PABX system, against the effects of voltage surges on the power supply line due to lightning, switching transients or other causes. Environment At the Fields, there are 6 to 7 months of hot rainless season followed by a 5 to 6 months wet season (June to October). The monthly average temperature ranges from approximately 10 to 50C. The average annual rainfall is 760.2mm; the maximum rainfall in one day is 131.4mm. 4.7

The relative humidity ranges from 20% to 80%. The average wind speed is 11 km/hr; the peak wind speed for design purpose is 135km/hr. The battery charger and batteries shall function satisfactorily at an ambient temperature of up to 50C and relative humidity of up to 80%. The equipment shall be dust-proofed. All insulating surfaces carrying tags or terminals shall be mounted, as far as possible, with such surfaces in the

vertical. Dust covers shall be liberally used and shall have a close fit with the equipment framework, where possible. All metal work shall be treated against rusting and corrosion.

All heat generated by the equipment shall be efficiently dissipated. Any structural work to be carried out will be done by the purchaser of the system and any such work required should be indicated by the VENDOR with details. Reliability The system equipment shall give a minimum life of 10 years when working in the specified environment. OTHER REQUIREMENTS 4.8

5.1

INSTALLATION, TESTING AND COMMISSIONING SUPPLIER shall install, test and commission the system.

SUPPLIER shall provide all the necessary tools, test equipment, consumable, installation, testing and commissioning of the system.

CONRTACTOR shall be responsible for liaisons with the Telecom Authorities to ensure that the proposed PABX is installed, tested and commissioned as per the authorities requirements. SUPPLIER shall perform the system acceptance test in the presence of the OWNERs representative. SUPPLIER shall prepare and submit the installation schedule in advance prior to commencement of work. The schedule shall also include

other activities including testing and commissioning. The field acceptance test shall be done after the installation of the PABX and associated equipment have been completed, in the presence of OWNERs representative. SUPPLIER shall submit to OWNER a comprehensive field acceptance plan prior to commissioning. The plan shall include but not be limited to details oftest to be conducted, test equipment required and test data to be recorded 63

An acceptance test report complete with details of all tests performed, faults encountered and remedial actions taken shall be submitted to OWNER after the commissioning of the system. SUPPLIER shall comply with requirements for the Installation, Testing and Commissioning as specified in the CONTRACT. DOCUMENTATION Manual provided shall be in English, written in a simple, clear and concise manner. A comprehensive set of manuals shall be supplied including but not limited to:

General system description Equipment specification Test and commissioning procedures System features and its use Programming manual/directory Detail specification and description of system component System routing diagram Equipment layout SUPPLIER shall also provide the following: Complete record of all programming and wire stepping carried out to meet PPT requirements. MDF wiring plans SPARE PARTS SUPPLIER shall provide the spare pats, at least one spare card/circuit board for each type of circuit board provided for the PABX for Commissioning and Start-up Spares. SUPPLIER shall quote as optional items the spare parts of two years operation for all the supplied equipment in unit prices basis MAINTENANCE TOOLS AND EQUIPMENT SUPPLIER shall provide maintenance tools and equipment as recommended by manufacturer to provide field maintenance on the equipment and for making field repairs of the PABX System and related accessories. The maintenance tools shall include a complete set of spare interconnecting cords, test cords, panel and circuit cards "out-riggers" (i.e. 64

extension cards for on-site panel maintenance), test adapters, and jigs. The maintenance tools shall be supplied in proper tool-box. In addition to the above SUPPLIER shall also provide an extraction tool for the Main Distribution Frame (MDF) or Intermediate Distribution Frame (IDF). MAINTENANCE SUPPLIER shall propose a total PABX maintenance package covering both maintenance labor and material replacement on per PABX port and phone-set basis. The maintenance service shall cover the PABX equipment, the wiring and the telephone apparatus 5.4 Training

The training shall be conducted preferably after the installation and commissioning the system or in conjunction with Site Acceptance Test at site. Adequate materials shall be provided to all trainees. Course include: *Installation, testing and commissioning. *Maintenance of equipment.

GENERAL INTRODUCTION This specification is intended to define the minimum requirements on the Private Automatic Branch Exchange (PABX) for New ACC Project. Scope of Work Supplier shall be responsible for the design, supply, delivery, manufacture quality control, testing and commissioning of the PABX system for New ACC Project. Supplier shall be responsible for all site installation supervision, testing and commissioning. Supplier shall prepare a complete equipment package including any documentation required to meet the intent of this specification. PABX Private Automatic Branch Exchange system is required at New ACC Project. It shall be equipped with new PABX equipment for the office voice communications, inter-office communications as well as other parties outside via Public Switched Telephone Network (PSTN). Recommended Alcatel OMNI pcx 4400 (minimum 50/100 extension)

CNTRACTOR shall specify the features of the facsimile machines to be supplied. As a minimum, the facsimile machines shall have memory redial, 20 number memory, copy mode, 100 sheet plain copy paper A4 size(8 11), multi-feed page feed, memory for up to 40 pages of out going documents and 50 incoming documents sheets, class 1 and class 2 fax rates (9600,14400,28800,baud) and built in help menus. Cabling and Cable Outlets Telephone cabling from the PABX Main Distribution Frame (MDF) to all of the telephone extensions shall be by the SUPPLIER. 2.4 2. 3 2.2

distribution frames for the purposes of distributing the telephone extensions. The design, supply, install and commission of the junction boxes shall be under the work scope of SUPPLIER.

TECHNICAL SPECIFICATION FOR PABX General The proposed PABX's shall be of the fully digital, latest design with a proven field installation track record and must be brand new and fit for purpose. All design, materials, equipment, construction, workmanship and installation shall conform to or exceed the requirements of the applicable sections of the following codes, standard and references such as: CCITT, CCIR, lEG, ITU- T, ITU-R etc. Telecommunication Authority of Sudan. Equipment shall be designed and constructed to give a minimum operation life of 20 years, continuous service in a tropical environment. VENDOR shall state the MTBF and MTTR figures. All equipment shall be protected against electrical fault such as high voltage input, surge, short circuit and overload condition. They shall also be dust and insect proofed, protected against corrosion and fungus under tropical environment.

3.0 3.1

All equipment cards, modules, components and their mounting shall be clearly marked to permit easy identification and cross reference to schematic. The overall workmanship and materials shall be mechanically robust and of rugged construction in accordance with good engineering practices and where applicable in conformity with EIA and IEE safety regulations. Fans shall be provided to cool the PABX. The PABX shall be able to automatically shutdown in case of overheating.

All wiring and cabling within the PABX, MDF etc. shall be labeled/tagged/ color- coded to permit easy identification. Design Requirements The system shall be designed to have full Integrated Services Digital Network (ISDN) capability. It shall comply with common signaling capability in accordance with CCITT No.7 Recommendations, Support the PRI (Primary Rate Interface) as defined by ITU -T recommendations, 23B + D/30B + D trunk interface to PSTN networks. If shall be provided with flexible numbering plan, data communication integration, telephone billing system with mini/host computer for call processing and recording, Management Information System for systems planning and traffic analysis, reporting, call duration, call failures and performance report. The 2 W/4W E&M transmission level shall follow CCIR/CCITT (now renamed ITU-R/ITU- T) recommendations. Interface cards, modules and connecting cables between the PABX and Radio/Multiplex equipment shall be provided by the VENDOR. 3.2

PABX Specification

3.3

Configuration 3.3.1 The PABX equipment shall employ Stored Program Control (SPC) digital switching techniques and shall be fully digital (making extensive use of solidstate devices) of the highest quality and capable of withstanding continuous operation. The latest development and best features of telecommunications practice shall be embodied. The transmission shall employ PCM coding according to 'A' law, CCITT Rec. G.711 and G.712. The equipment shall be modular in design to allow expansion or upgrading to be easily done without interruption to the system. Unless otherwise stated in the specification or subsequently agreed (in writing), equipment and facilities supplied shall be in accordance with all relevant recommendations of Committee Consultative International Telephonique et Telegraphique (CCITT). There shall be full availability to all outgoing circuits up to the limit of the maximum capacity of the exchange. Full availability shall be possible on all routes. 74

Access of the trunks for outgoing calls originating from the PABX shall be done automatically. Access code (transparent) shall be used in order to get access to the required trunks. Equipment Upgrade Capability 3.3.2 The system shall be capable of being upgraded or evolved to the next latest PABX model to increase the system line capacity or to make use of the software features not available in the existing PABX with only minimum changes to the common control PCBs. The existing peripheral equipment, phone and wiring must remain unchanged.

Redundancy Configuration 3.3.3 The common control equipment including CPUs, memory units, tone receivers generators and power units shall be duplicated to allow trouble free operations when the main common control equipment fails. The switch over from the main to standby mode shall be automatic and shall also activate internal or external audio and visual alarms. Main Distribution Frame (MDF) The system shall be provided with MDF for termination of all incoming and outgoing trunks, telephone extension and other miscellaneous circuits. The MDF shall preferably be of rack-mounted or wall mounted type. Miniature type MDF is preferred. The MDF strips and blocks shall be of 'punch-in' type and shall be clearly labeled for easy identification. Punch-in tools shall also be supplied. 4-wire and 2-wire jack panels (single point plug-in type) shall be provided for testing and monitoring of all trunks and extensions respectively. The testing facilities shall allow tests to be conducted on the E-side (equipment side) and L-side (line side) of the individual trunks and extensions. Accessories such as test cords and plugs, etc shall be supplied together with sufficient jumper wires. All terminations for trunks and extensions on E-side shall be adequately protected against excessive current and voltage surges. Maintenance Philosophy The maintenance procedure shall be based on minimization of faults and preventive maintenance. Hardware faults shall be resolved to smallest 3.5 3.4

replaceable units.

Software must be kept to minimum and debugged at commissioning.

Elaborate methods of the memory protection in functional modules must be provided to avoid the spread of errors and to simplify the localization of faults. It shall be possible to replace faulty modules without disturbing the normal operation of the exchange.

Centralized Maintenance Terminal The PABX System shall be provided with a centralized maintenance terminal to enable technicians to undertake reconfiguration, troubleshooting, system test diagnosis and other preventive and corrective maintenance activities while on line. It shall be equipped with VDU, software and hardware units, printer, PC, modem. Local Maintenance Terminal The system shall incorporate remote maintenance capability based on Centralized operation and maintenance philosophy. The capability shall include the ability to read/write into the subscriber's data, remote messaging diagnostics and withdrawal of line-trunks and other modules/cards by use of remote I/O terminals. Maintenance facility at each PABX location for the purpose of fault status monitoring, database configuration and reconfiguration, system diagnosis and troubleshooting, minor and major alarm reporting, display of trunk line and line circuits status shall be provided. It shall be provided with VDU, PC, printer with complete software and hardware units, cables, dial up moderns, printer. The modem shall have a transmission speed of 9.6 kbps adjustable up to 64 kbps.

PABX OPERATION FEATURES System Features

4.0 4.1

Authorization Code 4.1.1 Selected users shall be provided with authorization codes to temporarily override the access restrictions assigned to any station. There should be a system option on whether a Call Detail Recording output with the authorization codes should be printed or suppressed.

Automatic Daily Maintenance Routine 4.1.2 The system shall have the facility to run its own maintenance diagnostics automatically on at least a daily basis. The routines will check the system operation and print diagnostic messages if any malfunctions are detected. The VENDOR shall state whether the diagnostic perform checks on the integrity have: Common Equipment (CPU & Memory) Time Division Switch Peripheral Interface Circuits (Extensions, Exchange Lines, DID Lines and DTMF Sender/Receiver). Automatic Call Distribution (ACD) 4.1.3 The system shall allow a large volume of incoming calls to be answered by a group of telephones allocated for this purpose. Incoming calls shall be served on a first in first out basis and are distributed among the available telephones (called Agent positions) such that the agent position that has been idle the longest is presented

with the next incoming call. the system shall provide ongoing and historical statistical reports on the system ACD performance and shall allow changes to system parameters to be effected immediately if required. Bridging The system shall have the capability of ringing up to a maximum of five standard analogue telephone sets connected in parallel. Class Of Service (COS) 4.1.5 Class of service restriction shall be incorporated to facilitate easy allocation of service in accordance to priority. VENDOR shall furnish detail on the number of classes programmable in the PABX.

Customized Key Set 4.1.6 This key set shall have the capability of having multiple extension numbers program on the same key set, to allow for a single key activation of features, have a hands free loud speaking capability and have digit display/name display. VENDOR shall also give details of suitable types of features phones and executive- secretary sets, which they are able to supply. The proposal shall be accompanied by full details of the facilities available (e.g. hands free, loud speaking, multi-line capability etc.) Data Transmission 4.1.7 The system shall be equipped to handle data transmission of minimum speed of 14400 bps on its voice circuit. This is to allow for facsimile transmission over the telephone network. The PABX shall incorporate CTI (Computer Telephony Integration) feature.

Data Security 4.1.8 Data transmission on the PABX shall be protected against all forms of audio intrusion or tone while the circuit is in use. Digital Telephones 4.1.9 VENDOR shall indicate whether digital telephone is available for direct connection to PABX offered and shall state the models available. It shall support a 2B + D signaling format. The digital telephone shall be capable of delivering both voice and data calls on a pair of wires at the same time without any degradation in transmission quality. 4.1.10 Direct Inward Dialing (DID)

Incoming calls from the Public Switched Telephone Network (PSTN) shall be able to call the required extension directly by dialing designated telephone numbers, bypassing the operator. The interface circuit used shall be compatible

with that of the public exchange equipment using the appropriate signaling format.

Direct Outward Dialing 4.1.11 All extensions with appropriate class of service shall gain access to public exchange lines by dialing the single digit "9". 4.1.12 Distinctive Ringing

The system shall be equipped to provide various distinctive tones for dial, ring, busy, number unobtainable, call waiting, warning, call forward and any other special features tones. Distinctive ringing signal shall also be provided to distinguish calls originating internally and externally.

Call Detail Recording 4.1.13 The system shall have provision to provide facilities to record, store and output data (on printer) on ongoing calls. Data required include: Calling and called numbers Duration of call Time and date of call 4.1.14 Emergency Power Transfer Circuit

The system shall be equipped with a facility to automatically transfer preselected trunk to identified user in the event of a complete system failure. 4.1.15 The system shall have the capability of routing a call dial by an extension to the first directory number in a pre-programmed hunt group of extensions that is idle. There shall be 2 types of hunting: Circular Hunting -Hunting shall start at the extension after the last extension in the hunt group to which a call was completed and hunts over Hunting

all extensions in the hunt group in the programmed sequence. Terminal Hunting -Hunting shall start at the first extension in the hunt group and terminated at the first extension. VENDOR shall specify: The maximum numbers of such hunt groups allowable in the system. The maximum number of members in each group. 79

History Records The system shall be able to capture and store all maintenance messages and service changes records in the system-protected memory to help analyses faults whenever required. VENDOR shall state the maximum memory size possible and whether there will be any threshold alarm.

Integrated Services Digital Network (ISDN) The system offered shall support ISDN (30B + D) without any change in its architecture. Implementation of ISDN shall be accomplished through minor hardware, firmware enhancements. VENDOR shall indicate all necessary enhancements required to allow the PABX offered to implement Primary Rate Access (PRA) of ISDN Signaling Link (ISL).

Multiple Appearance Extension Directory Number VENDOR shall state the maximum number of extensions in the system, which can be programmed in this manner for indication on customized key-sets. Multi-Tenant The system offered shall be capable of being shared by as many as 10 tenants per customer.

Imposing access restrictions such that access to other tenants, attendant console and trunk route can be allowed or denied shall separate tenant. All tenants shall share one numbering plan and the customer-level service- changeable features. All tenants shall have access to incoming calls on any trunk route but shall share or have private access to any or all of the routes. Attendant consoles shall be grouped and assigned to specific tenants and specific incoming trunk routes accordingly.

VENDOR shall state the maximum Number of groups possible per customer.

All attendant consoles shall have access to any extension in any tenants belonging to the same customer. Music-On-Hold The system shall be equipped with all requirements to provide the musicon-hold features, which shall be activated for the following events: Whenever an operator puts an external/internal caller on hold. When an internal extension puts an external / internal party on hold while executing a feature or transferring the call. When an internal extension puts a call on permanent hold. When an incoming call is delayed in being answered at the operator console and after it has received the recorded announcement, if required. When an external call is camped-on a busy extension. Call Transfer Transfer of calls (both incoming tie trunks and public exchange) from one extension to another shall be made available. Call Forward Call forwarding from any PABX extension in the network to any other extension in the network shall be supported. Flexible Numbering Scheme Flexible numbering scheme shall be provided to ensure that the numbering scheme for extension features and network features can be programmed in accordance to Owner's requirements. Network Time Synchronization This feature ensures that system clock at all networked nodes are synchronized to one master clock to avoid loss or gain in time due to certain condition, 81

causing time stamps for different features to be inaccurate. As an option, vendor shall provide time synchronization system with internal signal from a GPS unit. Networked Trunk Optimization This feature optimizes the PRA or ISL trunks networking PBXs such that it will release those trunks upon which calls were re-directed back from the remote node to the originating node. Night Service The system shall permit incoming calls normally directed to the operator to be routed to a pre-selected extension when the console is unattended. Alarm Display 4.2

For ease of system maintenance and monitoring, the system shall be equipped with visual alarms to indicate failure of: Line cards Trunk cards Tone cards Power packages Control cards/method boards The alarms shall be categorized as major (for common equipment failure) and minor (for line card or trunk card failure). Major faults such as failure in one of the processors or power system shall be indicated by both visual and audible alarms. The audible alarm shall be manually reset table. Extension Features The system shall have, as a minimum: Abbreviated Dialing 4.3.1 The system shall have the capability to store commonly used telephone numbers that can be access by some or all extensions numbers. 4.3

For extensions that are restricted from making external calls, minimum of 100 abbreviated dialing codes shall be reserved solely for them to make

calls to pre- determined telephone numbers that would normally be barred to them. Call Forwarding/Remote Call Forwarding 4.3.2 The system shall allow all calls (internal and/or external) directed to an extension to be forwarded to a predetermined number if the call is not answered within a set period of time or when the extension is busy. Call Hold 4.3.3

The system shall for all standard telephones, use a hook flash programmable for between 50 and 800 milliseconds (system-wide) to activate this feature. The VENDOR shall specify whether further steps are necessary to place a call on hold from a standard telephone. Call Pick Up 4.3.4 The VENDOR shall state the maximum number of call pick up groups available and the maximum number of members per group. Apart from being able to pickup a call within the same pickup group, it shall be possible to pickup a call in any pickup group or any extension in any pickup group. Call Transfer 4.3.5 The extension transferring the call shall have the option of either announcing the call or replacing the handset and allowing the system to ring the required extension un- supervised. If ringing-no-reply (RNR) is encountered after 30 seconds (programmable), system should forward the call automatically to the operator with the appropriate indication.

The system shall automatically recall the operator (with the appropriate indication) or the extension that made the transfer if the extension user does not properly execute the call transfer. Call Waiting (Intrusion Tone Required) 4.3.6 The system shall enable an extension user, who is engaged on an established call, to know that another call is waiting to be connected. The extension user 83

may hold the first call and answer the new call. If the called extension goes "on-hook" the extension shall ring automatically.

The system shall allow a busy extension to accept a call waiting from another extension. Camp-On 4.3.7 The system shall enable the user, the ability to camp-on to a busy extension without the extension going-on-hook. The busy extension shall receive a tone first to indicate that camp-on is affected. Conference 4.3.8 The system shall have the capability to connect 6 parties (any combination of internal and external parties) using any station on the system registered for this service. The VENDOR shall state the maximum number of simultaneous 6 party conferences, which the system can support. Dial Access To Operator 4.3.9 All extensions within the system shall be able to access to the operator console by dialing the single digit '0'.

Executive Busy Override (Extension) 4.3.10 The system shall allow an extension equipped with this feature to break into an existing connection. Before the break-in is established a burst of tone advises the parties involved in the ongoing conversation that an override is imminent. 4.3.11 Last Number Re-Dial

The system shall be able to record the last number dialed by an extension user and will redial it when the extension user activate a special code.

Broken Dial Tone

This dial tone shall be different from the normal PABX dial tone present when an extension telephone goes off-hook and it shall be an indication to the user that his/her phone is on call forward or a message is waiting. Station Override Security 4.3.13 The system shall provide an extension with secrecy against Executive Busy Override. Save Number Redial 4.3.14 The system shall allow a user to place the last number dialed into a memory to be dialed later. Executive Distinctive Ringing 4.3.15 The system shall allow a set to be defined as an 'Executive' set which will ring the called set distinctively. This feature is applicable network wide, if required.

4.3.16

Flexible Feature Activation Code

The system shall allow customer definable access codes for activation of an individual feature upon dialing the fixed special code. A standard default set of access codes should be available. Operator Features The main system shall have operator's consoles having all the features as listed below. The attendant console shall be compact, ergonomically designed, aesthetically pleasant and efficient. It shall have the necessary controls and displays including volume control to supervise and co-ordinate the various functions. 4.4

Abbreviated Dialing Instead of dialing long telephone numbers, the operator shall be able to call frequently required destinations by means of abbreviated dialing numbers on a centralized and/or individual basis.

Alarm Display (Minor and Major) 4.4.2 The attendant console shall be equipped with 2 alarm indicators; MINOR and MAJOR. The minor alarm indicator, when lit, indicates that the system has detected malfunction, which has not seriously degraded the service. A major alarm indicator is caused by the system detecting a failure, which affects the complete system operation. Alphanumeric Display 4.4.3 A readout (comprising an alphanumeric display) integrated on the operator's console shall give the source of the incoming call to allow the operator to handle the call.

This feature also allows the operator to read the calling number and name of internal extensions. Attendant Alternate Answering 4.4.4 This feature allows an alternative telephone set to be defined as an attendant to provide backup answering alternatives. Calls presented to the attendant and not answered within a definable time period shall be forwarded to the alternative directory number.

Attendant Busy Override 4.4.5 The system shall allow the operator, who encounters a busy connection, to override the connection and enter the call. Before the operator enters, the connection, all parties in the existing call shall hear a warning tone. Attendant Calls Waiting Indication 4.4.6

The system shall have the capability to queue calls (both internal and external) and to display the total number of calls in the queue directed to the console. Attendant Camp On With Indication 4.4.7 The system shall allow the operator to connect calls to busy extensions for automatic completion when the busy party becomes free. When a call is camped on to an extension, the called extension only will hear a warning tone. Calls that are not completed within the time-out period will be recalled to the console. Attendant Jacks 4.4.8 The operator console shall be equipped with jacks for connection of headsets on either the left or right side of the console. It shall be possible for the operator to use the console and communicate with incoming callers from either jack. Also it shall

alternately be possible for the supervisor to listen in on the remaining jack in order to observe the operator's performance. The VENDOR shall state the type and wiring configuration of the socket Unplug combination used to connect the headset to the operator console. Attendant Headsets All operator consoles shall have to be equipped with a lightweight headset with an electrodynamics or capacitance type microphone and with in-built solid-state amplifiers. 4.4.9

Attendant Individual Trunk Access The system shall have the option to allow the operator to have access to any individual exchange line or tie line on the PABX to either perform dial tone test or for dialing out. Attendant Recall Calls, which are camped-on or extended by the operator, shall be returned to the console if they are not answered within a present period. Attendant Lock-Out

Attendant Secrecy The operator shall be able to 'split' between calls and talk to the calling and called party without the other party overhearing the conversation. Splitting shall occur when the operator dials the destination party. The split shall remain until the operator either holds or releases the call. Attendant Time Display The consoles shall be equipped with a digital clock that continuous displays the time- of -day in hours and minutes. The time may be displayed in 12 hour or 24 hour mode and can be changed from the consoles.

Busy Verification on Extension Lines The system shall allow the operator to confirm that a line is actually in use and working well by establishing a 'talking' connection to an apparently busy line. Prior to the operator's connection, periodic tone bursts shall be injected into the conversation. The operator console shall be equipped with a lamp field module to continuously indicate the status of the extensions. The lamp field module shall be capable of monitoring all the extensions. 4.4.17 Call Hold

The operator shall be capable of putting calls on hold onto specific Incoming Call Identification (ICI) keys on the console for specific identification of which calls were put on hold. The operator shall have the choice of retrieving calls on hold identified 88

through the ICI keys. Call Queuing 4.4.17

The system shall have the capability to queue calls (both external and internal) directed to the console. The calls shall be stored and signaled in the order in which they arrive. The operator shall have the ability to select the specific type of call without regards the queue. The system shall display on the console the presence of new exchange lines, recalled exchange lines, operator calls and tie-lines calls. Call Selection The system shall allow the operator the option of answering priority calls on special trunk groups from a separate key with its own LED indicate calling. Console Administration It shall be possible to make changes to telephone numbers and features from the operator console via a special key button and a fourdigit security code. The VENDOR shall provide details of the feature including the type of changes allowed and any limitations. Console Overflow The operator console shall be able to route certain types of calls to a specified extension by pressing a button or when calls waiting to be answered have exceeded a defined threshold. The VENDOR shall state clearly the types of calls possible and the interaction with features such as night service and call forwarding. Interposition Calling The system shall allow an operator at one console to call and transfer the incoming call, which she has answered, to another operator at a separate console. 4.4.21 4.4.20 4.4.19 4.4.18

Position Busy This feature shall allow the operator to render the console 'busy' and prevent the assignment of incoming calls to that particular position. If all consoles are made 'busy' the system shall automatically enter into night service mode. The operator console shall have at least 20 trunk group busy indicators available in the system offered. Volume Control All operator consoles shall have a buzzer with volume control. Testing of Serviceability of Operator Console The VENDOR shall state availability of lamp/indicator and transmission test operations for the operator console and whether the operator can perform the tests. Supervisory Console The system shall allow one attendant to be a supervisor in a group of attendants to: Monitor the number of active attendants Monitor the number and the type of calls queued up for attendant Listen to attendant calls in progress without being heard. The VENDOR shall state the maximum number of consoles that can be monitored. PABX shall interface with the Trunk Radio System, PA & GA system and SCADA / DCS systems for alarms, monitoring services and switch over from FOTE to VSAT. (FOTE is used as main transmission

Unless otherwise stated, all electricity main operated devices shall function satisfactorily from a main supply voltage commercially available in the Republic of The Sudan.

The PABX system shall be provided with -48VDC from it's own UPS or 230 VAC from electrical UPS to be modified to 48 VDC internally. The UPS shall provide eight hours back-up period for PABX and related telecommunication systems. Charger VENDOR has to state the continuous rating of the busy hour load at the initial equipped capacity. 4.5.2

The charger shall be designed for operation from available electricity main supply. Static regulation of better than +/- 1 % for input voltage variation of +/10% and frequency variation of =+/- 5 Hz. Dynamic regulation of better than +/- 1 volt for load variation from no load to full load.

Noise voltage not exceeding 2 mV sophomoric, weighted to 800Hz measured at the output terminals on full load and with batteries fully charged. There shall be audible and visual alarms (local and remote) in the event of: Electricity supply failure. Charger output voltage below specified voltage and Overload The charger shall be housed in a cubicle such that components that do not generate heat are protected from ingress by insects. Natural cooling of the dissipating devices shall be preferred. If forced cooling is used, there shall be adequate protection against thermal overload with suitable alarms, in the event of the failure in the cooling systems.

Simplified instructions in the English Language on the operation of the charger shall be mounted at prominent position on the front panel of the cubicle. The instructions shall be anodized aluminum or durable plastic. Warming and precautions shall be in large red lettering. All controls shall be clearly labeled. Standby Battery 4.5.2 In the event of mains failure, the standby battery is to automatically ensure that the power supply required to support the PABX for a period of not less than 8 hours is present. After expiration of the standby battery, the PABX system is to automatically switch a predetermined number of exchange lines directly to designate PABX extensions.

Surge Protection In the case of a PABX, which incorporates solid state or other devices, which are prone to the effects of voltage surge, the cost of the equipment shall include all protection devices. The MDF of such PABX shall be equipped with high-speed gas discharge lightning protectors on each and every line circuit irrespective of whether internal or external, unless the manufacturer can provide a 10 years unconditional guarantee against any damage due to any voltage surge on the line.

VENDOR shall state the type of arrestor being used together with the rating and reaction time.

The power supply equipment shall incorporate all necessary devices for protecting all items of equipment in the power supply and the whole PABX system, against the effects of voltage surges on the power supply line due to lightning, switching transients or other causes. Environment At the Fields, there are 6 to 7 months of hot rainless season followed by a 5 to 6 months wet season (June to October). The monthly average temperature ranges from approximately 10 to 50C. The average annual rainfall is 760.2mm; the maximum rainfall in one day is 131.4mm. 4.7

The relative humidity ranges from 20% to 80%. The average wind speed is 11 km/hr; the peak wind speed for design purpose is 135km/hr. The battery charger and batteries shall function satisfactorily at an ambient temperature of up to 50C and relative humidity of up to 80%. The equipment shall be dust-proofed. All insulating surfaces carrying tags or terminals shall be mounted, as far as possible, with such surfaces in the

vertical. Dust covers shall be liberally used and shall have a close fit with the equipment framework, where possible. All metal work shall be treated against rusting and corrosion. All heat generated by the equipment shall be efficiently dissipated. Any structural work to be carried out will be done by the purchaser of the system and any such work required should be indicated by the VENDOR with details.

Reliability The system equipment shall give a minimum life of 10 years when working in the specified environment.

OTHER REQUIREMENTS

5.1

INSTALLATION, TESTING AND COMMISSIONING SUPPLIER shall install, test and commission the system.

SUPPLIER shall provide all the necessary tools, test equipment, consumable, installation, testing and commissioning of the system.

CONRTACTOR shall be responsible for liaisons with the Telecom Authorities to ensure that the proposed PABX is installed, tested and commissioned as per the authorities requirements. SUPPLIER shall perform the system acceptance test in the presence of the OWNERs representative. SUPPLIER shall prepare and submit the installation schedule in advance prior to commencement of work. The schedule shall also include

other activities including testing and commissioning. The field acceptance test shall be done after the installation of the PABX and associated equipment have been completed, in the presence of OWNERs representative. SUPPLIER shall submit to OWNER a comprehensive field acceptance plan prior to commissioning. The plan shall include but not be limited to details oftest to be conducted, test equipment required and test data to be recorded An acceptance test report complete with details of all tests performed, faults encountered and remedial actions taken shall be submitted to OWNER after the commissioning of the system. SUPPLIER shall comply with requirements for the Installation, Testing and Commissioning as specified in the CONTRACT. DOCUMENTATION

The maintenance tools shall be supplied in proper tool-box. In addition to the above SUPPLIER shall also provide an extraction tool for the Main Distribution Frame (MDF) or Intermediate Distribution Frame (IDF). MAINTENANCE SUPPLIER shall propose a total PABX maintenance package covering both maintenance labor and material replacement on per PABX port and phone-set basis.

Each control panel shall consist of a loudspeaker with volume control knob, a microphone, and press-to-talk button for larger applications, a zone selector switch or a push-button unit. The control panel should include the ability to broadcast pre-recorded tones and emergency messages. This is particularly applicable in multilingual environments.(Arabic and English). Loudspeakers In order to reduce the maximum volume, several small loudspeakers should be installed (distributed over the area) rather than a few large ones. The speakers shall comply with the respective Area Classification and IP rating. The system shall be designed so that the audibility is not reduced by the sound arriving from different loudspeakers located at different distances. 1.5

The system shall be so designed that a fault in any part of the System would not prevent effective operation of the system. The system shall be designed and installed as a dual system i.e. all control, microprocessor/electronic systems and generation equipment shall be duplicated. Automatic and manual switchover from one system to the other system shall be possible. Speakers in any one paging zone of the facility shall be powered by two dedicated power amplifiers, with approximately half the number of speakers and sees from main amplifier. (Circuit 1) and the other half of speakers from main amplifier (Circuit 2) on another rack. (Circuit 1) and the other half of speakers from the duplicated amplifier (Circuit 2) on another rack. Connections(looping) of speakers are arrange such that a line fault or failure on one loop (say from Circuit 1) will still allow sufficient coverage of announcements from the corresponding Circuit 2 operating off the other amplifier rack (Circuit 2). A fault in anyone amplifier shall initiate an automatic changeover to a common standby amplifier. Vendor shall configure the amplifiers such that its maximum power loading does not exceed 70% of its rated power output. In his bid VENDOR shall state number of standby amplifiers provided for each circuit. The wiring shall be installed in two separate cable networks for system integrity in the event of fault or fire. The two wiring routes connected to 2 loops of speakers (Circuit 1 and Circuit 2) serving a particular zone shall be on separate cable trays, over different cable routes, from 2 separate junction boxes (JBs) fixed at separate locations. 1.6

EQUIPMENT SPECIFICATION PA Cabinets The PA cabinets shall have rack-mounted amplifiers, alarm tone generators, alarm speech generators and other necessary equipment. All control and generation equipment shall be duplicated with automatic and manual changeover facilities. Cabling shall follow separate routes, through separate multi-cable transits (MCTs). The system cabinets shall be installed in the Equipment Room and shall be floor standing-type with bottom cable entry. The PA cabinets shall interface to the following and perform the desired functions: Actuating signals from the PA Master Control Panel, and PABX. Output selection of paging zones by an external control, allowing announcement by selecting any desired zone. Actuating signals from FGS to generate the GA alarm tone. A monitoring system capable of indicating and displaying minor and major faults at various stages (i.e. self diagnostic). System test facilities. Master Control Panel The Master Control Panel shall be capable of full control over the System with indicator lights, indicating System status. The Master Control Panel shall be suitable for flush mounting on the Operator's Console located in the Flight Information Office in the Terminal building. Manual selection of corresponding Zones, with associated lights

The purpose of these backlights is to indicate when the facility of its associated switch is being used at any PA control point, and also, to confirm that any free facility selected actually gains access to that facility. Therefore, these lights shall either confirm access or indicate its facility is busy. Indications shall also be given to identify which speaker zones have been selected. A press to talk' button, non-illuminated type, is phone the first required to be operated by Momentary contact for the purpose of over-riding any of the six priority selections. Alarm reset pushbutton cancels the alarm annunciation when depressed. Cancellation of alarms (e.g. auto activation via input from Fire & Gas panel), Shall only be possible when the initiating device has normalized. A push-to-test button (lamp test) shall be provided on the panel to enable filament test on all lights simultaneously. Access Station

Two out of three Access stations shall have pushbutton switches and be able to perform, as a minimum, the following functions: Override facility for Emergency announcement to all zones of the Facility. Paging into all zones of the Facility (except sleeping quarters if any). Lamp test

Each station shall have a high quality integral or hand held/fist noise compensated microphone. It shall have pushbutton(s) with spring activated release switches and one confirmation/busy light. The third one shall have a gooseneck dynamic type microphone and be suitable for wall mounting. This access station is for normal PA broadcast and is limited to the non- accommodation, common areas in the sleeping quarters only, with no override facility. Suitable volume control switch shall be incorporated with this access station. Power Amplifiers The amplifiers shall be arranged in two separate racks. Every zone of the Facility shall be fed from separate amplifiers, one from each rack.. The amplifiers' outputs shall be independent of each other and shall be distributed by individual cable run, where all parts of the cable run follow separate routes and leave the equipment room via separate transits. In the event of a single equipment or cable failure, no area will be without coverage. The amplifiers shall be capable of continuous operation at maximum rated output. The amplifiers shall be interchangeable and outputs shall be 100V AC to line. The microphone inputs to the amplifiers should be capable of accepting a minimum input of - 50 dBm (@ maximum sensitivity) with an input impedance of 600 ohms (balanced) by use of internal links. The output power from each amplifier should be of the order of 300 watts. The recommended output impedance shall be of 600 ohms (balanced) and must be capable of operating safely into a short-circuited load. 2.4

Regulation shall be better than 3 dB. Noise level shall be greater than 60 dB below full output. Frequency response shall be 50 Hz to 14 kHz: - 3 dB referred to test tone level @ 1 kHz. Tone control is required with -10 dB at 100Hz and - 10 dB at 10kHz.Distortion expressed as a total harmonic of 1 kHz shall be typically 1 % at nominal output power.

Page 11 of 29 The amplifiers shall be immune to open and short circuit conditions on its output when under full drive conditions on its input. If protection circuits are activated the amplifier shall return to normal operation as soon as faults are cleared. It shall also be protected against thermal overload. Tailoring (equalization) of the frequency response of the System and band-pass filtering is required to optimize the use of the amplifier power and to improve the overall signal-to-noise ratio. It shall be possible to attenuate signals above either 5 kHz or 10 kHz (selection is required), between 5 dB and 20 dB relative to 1 kHz. Alarm Tone Generator The unit or card shall be rack mounted and shall provide the facility to generate up to a minimum of 6 unique and separate alarm tone signals that are capable of being broadcasted over the speaker system . The alarm tones are to be initiated manually by momentary contact pushbuttons with integral indicator lamps or automatically by external control by momentarily opening the normally closed contacts wired to the priority level terminal corresponding to that tone. The lamps are to utilize a twin-filament arrangement and are required to operate when the associated selection takes place. All tones are to be distinctive and of such frequencies that they will be clearly discernible above the Facility ambient noise levels and frequencies. The alarm tone generators shall be modular, plug-in units or cards and shall be programmable. Alarm Speech Generator 2.6 2.5

The alarm phrases recorded in the alarm speech generator card shall include: English prepare to abandon Facility Fire and Gas Alarm The system shall give the capability to override alarm tones in order to make Emergency Announcements. The override level shall be programmable. Speakers The speakers shall be installed at the locations as specified on the layout. Appropriate speakers shall be provided for indoor and outdoor locations. VENDOR shall be responsible for the final layout and orientation of the speakers and indicate the wattage tapings and corresponding sound levels at each location in order to ensure that broadcasts and alarm signals shall be clearly heard in all areas of the Facility. VENDOR shall provide noise level background analycis to determine the optimum number of speakers and output level required. VENDOR shall submit a list of the sound pressure levels (measured in dBA at one meter) anticipated from the operational speaker system for all indoor and outdoor areas. Performance figures and technical data for speakers, driver units, etc., shall be submitted in the bid. VENDOR shall ensure that the PA system sound pressure levels are as specified. Remote setting of speaker (wattage) tapings shall be possible. 2.7

VENDOR shall include an optional price for addressable speakers complete with associated electronics for the interrogation system, in his bid. (Addressable speakers shall include feature to detect faulty speakers). Off-the-Shelf Components None of the modules (i.e. amplifiers, tone generators, line monitoring units, power supply units etc) shall be custom built. All modules used shall be standard Off-The-Shelf items. VENDOR shall design the system in such a way as to minimize the number of different types of modules. 2.8

Spare Capacity The PA System panel design shall allow for a minimum of 20% (installed) spare capacity for future requirements for all hardware, including terminals, power supply, rack space and I/O capacity all of which shall be fully wired up to appropriate terminals. The PA System shall utilize a maximum of 80% of its full capacity including the 20% spare. The remaining 20% shall be considered available space for unspecified, future expansion. Strobe Lights VENDOR shall confirm the locations of the strobe light based on the predicted noise levels. The strobe lights shall be activated by fail-safe contacts in the PA cabinet. Each loop shall be provided with a dedicated, adequately rated relay contact to activate the strobe lights. The unit priority (for Emergency Announcement and Normal Paging) shall be in the following descending order Control Room in the Terminal building Security in the Terminal Fire Crash Rescue The priority system is required to ensure efficient usage of the PA System. Tone priority as specified above shall be easily changed/interchanged if and when required an input for higher priority shall automatically stop/override an existing lower tone and activates the higher priority tone. When Emergency PA function e.g. Abandon Facility, (Priority Level 1), is manually activated during presence of a Fire and Gas alarm (Priority Level 2), the Fire and Gas alarm tone shall be overridden for the duration of the Abandon Facility alarm tone. (This feature shall apply to all levels of alarms). When an Emergency Announcement (Priority 4) is selected during the presence of any higher priority tone alarms, the tone alarm shall be reduced to a lower audio level, after time delay, for the duration of the announcement. A timer shall control the time delay, which shall be an integral part of the main/central PA equipment. It shall be possible to vary the pre-set delay from 1 to 30 seconds. The tone muting shall be automatically controlled for a period of approximately 30 seconds and activated by relay contacts from the System. Tone muting level shall be adjustable from 6 dB to infinity. Permanent muting action shall be prevented. 113

When a higher priority alarm condition arises while the Emergency Announcement is being used (during lower priority alarm), the higher priority alarm shall override the Emergency Announcement and continue to broadcast the higher priority alarm tone for the pre-set time as stated before the Emergency Announcement function can once again be used. The selection of normal paging/test function during an alarm annunciation shall not be possible except during the localized Process Alarm. During localized Process Alarm, normal paging shall still be possible to other areas except the affected area(s) and the sleeping areas.

The normal paging access is from PA control panels or the telephone extensions. This priority arrangement is for ensuring that the activated alarm having the highest assigned priority level is broadcasted/annunciated and that lower priority alarms are muted. Hence, this priority arrangement assures that only the most urgent alarm will be heard at anyone time. ZONE DISTRIBUTION The System shall be designed to enable the coverage of paging and alarm tones of a specific nature to be dedicated to a selected zone, combinations of these zones, or all the zones. Each of these zones will be

fed by separate cable networks, speakers and amplifiers (with a corresponding amplifier connected in parallel) for changeover. The PA speakers shall be installed at strategic locations throughout the Facility's, divided into various loops per Circuit 1 and Circuit 2.

The PA System (except Process Alarm) shall cover all recreation, kitchen area and offices in the non-accommodation areas. In the accommodation (sleeping) areas, only Priority 1 and 2 of the alarm tones shall be broadcasted. Emergency Announcements (priority 4) will only cover these areas at pre- selected zone buttons. Paging zones shall be field configurable (without the requirement for special tools, cables etc) to enable flexibility for future re-zoning. VENDOR shall provide a facility to mute the audible alarm tones in the CCR and LCR In this instance, the strobe lights in these rooms shall continue to flash. CABLES Interconnecting System Cables VENDOR shall provide all interconnecting system cables within the PA 115 5.0 5.1

System panels. This includes the system cables between the PA Cabinets and the remote Master Control Panel/Access Stations. All system cables shall comply to lEC 331 and lEC 332, Part 3, Category A. VENDOR shall submit specifications of all cables supplied.

Non-System Cables and Field Cables A non-system cables and field cables shall be supplied. VENDOR shall specify any special cable characteristics e.g number of twists per meter, shielding etc. 5.3 Field Cable Configuration

Cabling to speakers shall be dual loops to each area such that if one loop is faulty the area is still adequately covered by the second loop. Volt Drop Calculations VENDOR shall confirm by detailed voltage drop calculations, the suitability of the proposed cable size for both the speakers and strobe lights. If Vendors calculations conclude that the selected field cables will not meet the requirements of the field devices, this shall be stated explicitly in the bid and an alternate size shall be proposed. (The selected cable size for speakers is 1.5mm2 and for strobe lights is 2.5mm2.) PA MANAGEMENT SYSTEM -PC BASED A PA Management System shall be included in the design to enable faults to be identified quickly throughout the system (eg. faults in amplifiers and loudspeaker lines). The System shall monitor the outputs from different amplifiers, alarm and speech generators and give alarm when an abnormal situation arises. 6.0 5.4

Remote indicators shall be provided as an integral part of the Telecommunication operator's Room and Central Control Room PA panels, these shall consist of: a) Steady Green Lamp -illuminated when the System is completely functional. b) Steady Red Lamp with Audible Sounder -actuated when any fault is detected and the System has automatically changed over. It shall be possible to cancel the audible indicator by depressing an associated panel mounted key, whereupon the red lamp shall flash continually until reset from controls located on the main Equipment console. VENDOR shall include in his bid the sample copy of the PA Management System computer screen showing the software windows. SYSTEM TEST FACILITIES A test panel shall be provided with the PA System, located in the System Cabinet. It shall include, but not be limited to, the following: 1 kHz oscillator with adjustable output level. 7.0

A "bleeper" with adjustable output level with a time between bleeps of 2 to 5 seconds, which can be fed to the loudspeakers via the amplifiers in order to test the loudspeakers. A meter panel to read DC volts, low-level AC volts and 100-volt line levels. A monitor loudspeaker (Optional). A microphone with facilities to patch into any part of the system to make test announcements over the PA system. This enables the test panel to act as a PA access station. A set of any required patch cords to enable the above operations to be made.

SYSTEM FLEXIBILITY The PA system shall be designed for full flexibility both in the number of PA control points and priority allocations. The System shall be capable of accepting additional Access Stations/speakers/strobes with minimal wiring to the existing System. It shall also be possible to change the priorities easily. It shall be possible to undertake these changes without taking the PA system out of service. FAIL SAFE OPERATION All control equipment shall be designed to be failing safe in operation, i.e. with input equipment non-operated, the System shall be ready to carry routine emergency and alarm tone

OVERLOAD PROTECTION 10.0 All equipment shall be protected from any voltage outside its stated tolerances, which may cause damage to the equipment or subsequent equipment. VENDOR shall state clearly the method to be adopted for overload protection. SYSTEM CABINETS 11.0

General 11.1

VENDOR shall provide two PA Cabinets -one for each loop. Each Cabinet shall also include marshalling requirements for the field cables. Each Cabinet shall have the following as a minimum: Power Supply Units, Power Amplifier Units etc. Pre-wired System Cable sockets and power supplies. Pre-wired System Cables. Knife edge disconnect-type feed through terminals. Terminals for the screen of each cable pair. Fuses and MCB's. All relay contacts and connectors shall be gold plated.

Construction The Cabinets shall be free standing with front doors, and may be selected from a cabinet manufacturer's standard range or custom built by VENDOR to house the system chassis and modules. The Cabinets shall be fitted with integral plinth (100 mm) for door clearance and to facilitate installation. VENDOR shall submit the cabinet details and dimensions to the PURCHASER for approval. Layout drawings of the cabinets shall be submitted for PURCHASER'S approval prior to starting of fabrication work. The Cabinets shall be completely assembled, wired and tested. Attention shall be given to any special arrangements that shall facilitate easy maintenance. Carbon steel sheet minimum 2.0 mm thick used for fabrication of the Cabinets shall be flat and free from visible defects. No clamp marks, scratches, gouges, sharp edges and uneven surfaces shall be permitted where necessary, additional stiffeners or equipment support shall be added to the cabinet bracing structure to prevent distortion under imposed loading. All Cabinet doors shall have lift-off hinges and be lockable with identical keys. The opening angle of the doors shall be at least 135. The Cabinets shall be fitted with removable eye bolts (with a 2.5 safety factor) for lifting purposes.

All cable entries shall be through the duct under the cabinets. The cabinets shall have removable gland plates for cables. Sufficient free space shall be available for properly accommodating glanding and termination of all cables, plus 25% spare. Ventilation Requirements 11.3 Two options are available for cooling the cabinet internals depending on the amount of heat generated inside: Natural ventilation by means of screened and louvered openings on the doors, side of the cabinet.

Forced ventilation by means of openings on the doors fitted with dust Filters and with extraction fans mounted on the rear side of the cabinet fitted with finger guards. VENDOR shall provide a calculation of heat generated under the worst possible conditions i.e. with all loads energized, at the maximum ambient temperature. The type of ventilation selected for the cabinet, based on the heat calculations provided by VENDOR, shall be indicated in the bid proposal. If the temperature under the conditions as specified, will remain within 10C above the maximum ambient temperature specified, natural ventilation will be applied. Otherwise forced ventilation will be required to limit the temperature rise inside the cabinet to within 10C. A fan-failure alarm annunciated shall be provided for cabinets with forced ventilation. The alarm shall be available as a potential free contact. Dust filters shall be of the replaceable or cleanable type, and this action shall be possible without disturbing the functions of the cabinet. Equipment Installation 11.4

The systems shall be modular in construction with the cabinets incorporating a standard 19" rack system. If consistent with enhancement of accessibility to cabinet interior and rear of rack- mounted equipment for purpose of installation, inspection and 120

maintenance, the racking system may be mounted on a swing frame. However, the application of the swing-out frames requires the written approval from the PURCHASER. Heavy items such as power transformers shall not be rack mounted but installed securely within the main body of the cabinet on specially designed supporting structures. VENDOR shall provide sufficient clearance between components to permit maintenance whilst in operation.

Electrical Requirements 11.5 VENDOR shall pre-wire all system modules (including spare modules) to connector sockets via proper terminals in the cabinet. VENDOR shall also be responsible to provide the matching connector plugs and corresponding system cables for connection to the system modules. VENDOR shall provide appropriately sized terminals for termination of field cables. Power supply wires shall be stranded. The conductors shall be sized to be of such cross sectional area so as to safely withstand the greatest magnitude of fault current that can exist within the circuitry of the conductors. Internal wiring shall be of insulated stranded copper wire (240V grade) terminated with pin crimps appropriate to the application and applied with the correct tools. Cores shall be continuous without splice. Multiconnections shall be arranged at terminal blocks and not by means of core junctions Conductor sizes shall be as follows: 1.5 mm2 for wiring to speakers. 2.5 mm2 for wiring to strobes. Color-coding of the wires shall be as follows:

All cabinet internal wiring and system cables shall have flame retardant outer sheath with oxygen index of not less than 30 and be type tested for reduced flame propagation in accordance with IEC 332. Each multicore shall be terminated on a block of terminal strip in a continuous manner inside one cabinet only. Splitting of a multi core cable termination into separate cabinets is not acceptable. Input and Output signal terminations shall be segregated. All spare inputs and outputs shall be completely prewired to terminal blocks. 25% spare terminals shall be provided for all terminal strips for future expansion. VENDOR shall provide suitable trunkings for all wiring. Separate trunking for system cables shall be provided such that segregation of different voltages can be achieved. All AC voltages shall be clearly labeled, segregated and protected from signal cables. Wires shall be marked at both ends using heat shrinkable, water and scratch resistant, no smear permanent image type lettering. All metallic equipment within the cabinets shall be connected to a single common cabinet safety earth point. All internal safety earth cables shall be yellow/green with 4mm2 conductor size. In the event of mains failure, the standby battery is to automatically ensure that the power supply required to support the PA for a period of not less than 8 hours is present.

EARTHING The System Cabinets shall be supplied fitted with an insulated earth, bar with two 10mm earth. This shall be an Instrument earth to which the shields of the incoming cables shall be tied down to. VENDOR is to size these according to the number of incoming field cables. VENDER shall also supply two 25-mm2 Instrument earth cables for connection to the earth. The System Cabinets shall also be provided with a Safety earth, bare copper bus-bar (25mm x 6mm) at the base of the cabinet. All cabinetmounted equipment modules shall be individually connected to this bus bar. The bus bar shall be provided with two 10mm earth bosses.

PURCHASER shall supply two 25mm2 Safety earth cables for connection to Facility earth. All equipment mounted within the cabinet shall be insulated from the cabinet. The insulation shall be capable of withstanding 500V AC. REQUIREMENTS FOR INDOOR EQUIPMENT The PA Cabinets, indoor speakers and indoor warning lights will be located indoors in air- conditioned safe area REQUIREMENTS FOR OUTDOORS DEVICES 14.0 All outdoor devices shall be suitable for continuous operation in an outdoor unshaded environment. The outdoor devices shall have tropicalized electronics, which shall be able to operate in the ambient conditions expected without significant reduction in the device life expectancy. CERTIFICATION REQUIREMENTS 15.0 All outdoor equipment supplied by VENDOR shall be certified suitable for service in a minimum Zone 2, Gas Group IIA/IIB, Temperature Class T3 (in accordance with BS 5345) environment by an authorized certifying authority (BASEEFA or PURCHASER approved equal). Interface to PABX 16.1 The PA System shall have 2w/4w interface to the PABX and VENDOR shall be responsible to ensure that the signals are at an appropriate interfacing level and matching impedance. The interface requirement with the PABX is: Signal level: Impedance: -10 to -30 dBm 600 ohms (balanced)

VENDOR shall ensure that will be no audio feedback from speakers when the PA system is accessed from the PABX inputs, i.e. telephone paging. In his bid VENDOR shall state how this will be achieved.

Interface to Fire & Gas Detection System (FGS) The FGS shall provide one independent normally open, voltage free relay contact for a hardwire connection to the PA system. The contact shall be held closed during normal operations and shall de-energize to the latched open position in the event of a monitored condition upset. When the contact is opened the PA shall activate the GA. Tone generation will be by the PA system.

Interface to Distributed Control System (Provision for future) 16.3 Process alarm voice messages stored in the DCS shall be transmitted to the PA via hardwired audio line output. The voice messages configured and stored in the DCS eg process equipment alarm status and fire/gas alarm condition shall be 'broadcasted' via the PA. As it is the intention to use this facility during minimum manned operations it shall be enabled only when required. LIGHTING PROTECTION Lightning protection is relevant to the PA from the possibilities of indirect induced voltage and current transients, as well as the entry of surges into the system. Protection against apparatus damage caused by induced current surges shall be effected by the application of a systematic Earthing procedure to prevent earth loop currents. All external lines shall have fitted surge arrestors-suitable to restrict the level of voltage transients to within safe limits to prevent either damage to hardware or disruption to service. 17.0

SYSTEM RELIABILITY VENDOR is required to substantiate the systems, including all the associated components in the scope of supply, comply with the reliability and availability criteria stated by VENDOR. Vendor's responsibility in respect of the criteria will be confined to those failure characteristics of the components over which he has control. Failures caused by operator or LCR and spurious trips originating from external sources should not be included. To substantiate the ability of the PA to reliably perform its specified safety function. VENDOR shall provide data and calculations for the following:

An estimation of the "dangerous failure rates" for components, equipment and sub-systems. The means whereby any item or group of items is tested for dangerous failures (The boundaries covered by any testing facility should be clearly defined). The time intervals for any automatic self testing, and the frequency assumed for operator proof testing. The mean time to repair or restore each component following revealed failures. The downtime of probability of failure on demand. The reliability of all automatic testing facilities should be covered in the same manner. The calculated result of a reliability analysis based on the failure rate data estimating technique shall be provided. The Mean Time Between Failures (MTBF) of the system so calculated, shall be specifically stated by VENDOR for all major components of the proposed system, including: All types of input and output cards Communication (bus, couplers, etc.) network. Interfaces Power supply units (with power ratings per unit) Processor, memory cards, logic modules. Power amplifier The Mean Time To Repair (MTTR) of a failed item shall be calculated and submitted for the relevant location for all self relieving faults. For

unrevealed faults, the applicable test interval shall be used to establish the unavailability (fractional down-time). The MTTR shall be calculated based on the estimating technique and shall be no greater than 1 hour after arrival of technician under the following conditions: Repairs performed at site. Repairs performed by plant technician. Stock of spares available on site. VENDOR shall state the estimated worst-case MTTR's and his plan to minimize MTTR.

A reliability fault event tree diagram showing the sensitivity of each component for failures (failure rate and fractional down-time) shall be included. The availability of the PA shall be determined by: The mean time between failures (MTBF) of components from which the faults are self-revealing. The fractional dead time of components resulting from the occurrence of dormant failures which have to be detected by regular testing. The mean time to repair (MTTR). The test duration and frequency required detecting dormant failures Common mode failures. This specification covers the functional requirements for the design, manufacture, installation, test and commissioning of the UPS system for the operation of the New ACC Systems. 2.0 SCOPE OF WORK

SUPPLIER shall be responsible for the design, supply, delivery, manufacture, quality control, testing and commissioning of the UPS system for the New ACC Systems. SUPPLIER shall be responsible for all site installation supervision, testing and commissioning. SUPPLIER shall also co-ordinate and be responsible for all connections and supply of materials to ensure completion and functionality of the system. 3.0 REGULATIONS The system should be compliant with the standard specification of the un interrupted power supplies and cope with airports power supply systems international requirements . . 4.0 ENVIRONMENTAL CONDITIONS Maximum ambient temperature: 50 c Storage temperature: 70 c. Page 4 of 11 System Description: Under normal operating conditions, inverters share the AC load, inverters derives its DC power from the Float/Boast chargers, while the Battery remains in float across the output of the chargers. The chargers in turn draw its AC power from the commercial AC mains. 5.2.2 In case of interruption to AC mains, the inverters get the DC power from the battery, so that the AC output of the inverters remains uninterrupted. The battery is discharged under this condition. 5.2.3 When the AC mains is restored, the chargers will feed the inverters again and at the same time supply charging current to battery to boost and restore the full charge condition. At the end of charging cycle , the chargers revert automatically to floating mode. 5.2.4 In case of failure to AC output of the inverters, the static switch automatically by pass the load to the AC mains. 5.2 5.2.1

When the AC load is fed directly from the AC mains, the voltage across the load should be regulated to 230V2%, which requires a separate Static AC regulator of full capacity to be provided. The load should be reverted to inverters automatically or manually after rectifying the fault.

Manual Bypass switch is required to bypass the inverters and transfer the AC load manually to the AC commercial. 5.2.7 The system should be fully redundant. The output capacity of each inverter should be matching the requirements of each UPS out put load mentioned in the bill of quantities below. The output of the units should be of pure SINUSOIDAL WAVEFORM. The output RMS voltage should be set to 415 or 240V, TPN+PE. The output regulation should be within 2% about the set value for any variation specified below: Input DC voltage variation. Output load variation from 10-100% of full load. The unit should start at no load or at any load up to full load.

5.6.8 The in-rush current fed by the unit may be up to three (3) times the steady state value for not less than 250ms, with voltage dipping by not more than 30% without battery at instant. 5.6.9 The frequency of the output shall remain within 0.5%Hz of the nominal 50Hz under all input and output conditions.

5.6.10 The inverter should be capable of taking 150% of its full rated load for 60 seconds without any damage or over heating to components. 5.6.11 In case of excessive overload or short circuit at the output, the inverter should be isolated from DC and transfer the load to the Static Voltage Regulator. 5.6.12 5.6.13 The inverter should switch off in case of the output voltage exceeding 250V for 1 second. Ten units of 10A (2P MCB). Ten units of 6A (2P MCB).

5.9 Spare Parts: 5.9.2 Based on a reliability study, the supplier shall indicate, on optional basis, the volume of spare-parts, spare modules and spare-items necessary to ensure the system running uninterruptedly with the specified availability for 2 years in unit prices basis. 5.9.3 The supplier shall provide, free of charge, all spares for start-up and commissioning for the complete equipment/system supplied. The operations/user manuals for the system shall be provided. The manuals, schematics, wiring drawing installation drawings, etc. shall comprehensively describe all operation aspect of the systems provided so that a complete understanding of all features and operations is made available. The technical manuals of the UPS system should cover the following:Operating instructions. Installation diagrams and procedures. Maintenance instructions. Technical specification. Electrical drawings with relevant parts list. UPS manual on a CD-ROM shall be supplied. The manual shall provide information for use as operating and service manual including initial set up procedure. Test report shall be submitted with the equipment delivery. Training Training shall be provided for engineers/technicians in the UPS systems. Maintenance and operation training at the factory. On- the job training shall be conducted on site. The training course shall include theoretical, practical, installation, commissioning technique alignment procedure. The course duration and syllabus shall be submitted. Installation, Testing and Commissioning SUPPLIER shall install, test and commissions the system. SUPPLIER shall provide a detailed installation plan including installation procedures and schedules for accomplishing the work to address various phases of the implementation activities. 8 6.1 6.2
