Warum das Bauen mit Holz in Norwegen einen Aufschwung erlebt – und wie digitale
Werkzeuge in der partizipativen Planung helfen können: Ein Gespräch mit Reinhard

Herr Kropf, der Holzbau in Norwegen ist im Auf-
wind. Wo sehen Sie die Gründe dafür?
Der Holzbau wird in Norwegen politisch stark geför-
dert und hat in den letzten Jahren wie überall einen
großen Innovationsschub erlebt. Günstig ist dafür
sicher, dass das Bauen in Norwegen im Vergleich zu
anderen Ländern relativ wenig reguliert ist. Beim
Brandschutz liegt die Verantwortung zum Beispiel bei
den Fachplanern, nicht bei den Behörden. Dadurch
lassen sich auch Holzbauten im größeren Maßstab
einfacher realisieren.
Heißt das, die Brandschutzplaner entwickeln für
jedes Bauvorhaben ein maßgeschneidertes Kon-
zept, ohne allgemeingültige Vorgaben?
Vorgaben gibt es, aber es ist durchaus üblich, für
Bauvorhaben individuelle Brandschutzkonzepte zu
erstellen. Für diese Konzepte stehen die Fachplaner
dann gerade, ohne dass ständig die Behörden das
letzte Wort haben. Das gibt uns enorme Freiheiten.
Außerdem ist es in Norwegen üblich, Gebäude – auch
Wohnbauten – mit Sprinkleranlagen auszustatten.
Ohne eine solche Anlage hätten wir auch das offene
Raumkonzept im Finansparken nie realisieren können.
Für Ihr Bürogebäude Finansparken haben Sie ein
Konstruktionssystem des Schweizer Ingenieurs
Hermann Blumer verwendet. Warum war es für Ihr
Projekt in Stavanger die richtige Wahl?
Uns interessieren am Holzbau vor allem seine tektoni-
schen Potenziale. Es gibt dort eine enorme Vielfalt an
Tragwerksstrukturen mit großer räumlicher Wirkung,
weit mehr als es die heute so starke Fokussierung auf
den Holzplattenbau erahnen lässt. Hermanns System
hat genau diese tektonischen Qualitäten: Man sieht
ihm an, wie es zusammengesteckt ist und die Knoten
und Buchendübel haben ihre eigene, ausdrucksstarke
Ästhetik, die Tragen und Lasten zum Ausdruck bringt.
Wo lagen die größten konstruktiven Herausforde-
rungen beim Finansparken?
Zum Beispiel bei der Statik: Das erste Obergeschoss

kragt auf beiden Seiten mehrere Meter über die Geh-
steige aus, die geschwungene Holztreppe im Atrium
war eine Herausforderung und die horizontale Aus-
steifung der Tragstruktur musste gelöst werden.
Außerdem mussten alle Bürogeschosse einen einzi-
gen Brandabschnitt bilden. Nur so ließ sich unsere
Vision mit dem zentralen Atrium und den offenen
Arbeitsebenen realisieren. Die abgehängte Decke war
ein weiterer kritischer Punkt, weil der Deckenhohlraum
aus Kostengründen nicht gesprinklert werden sollte.
Meistens sind es solche Schnittstellen zwischen Haus-
technik, Brand- und Schallschutz, die beim Holzbau
zu Komplikationen führen.
Für die offene Raumstruktur war die Sprinkleran-
lage letztlich der wesentliche Baustein?
Sie hat sicher geholfen. Außerdem musste die Trag-
struktur nach REI 90 bemessen sein – wir mussten die
Stützen und Träger also so überdimensionieren, dass
sie auch nach einem 90-minütigen Abbrand noch eine
ausreichende Resttragfähigkeit haben.

For your Finansparken office building you used a
construction system developed by Swiss engi-
neer Hermann Blumer. Why was it the right choice
for your project in Stavanger?
What interests us most about timber construction is
its tectonic potential. There is an enormous variety of
load-bearing structures with great spatial impact, far
more than the focus on timber panel construction that
is so prevalent today would suggest. Hermann’s sys-
tem has precisely these tectonic qualities: You can
see how it is put together and the nodes and beech
dowels have their own expressive aesthetics that
articulate bearing and loads.
What major construction challenges did you

Unser Auftraggeber war am Anfang skeptisch gegen-
über der Holzbauweise in einem so großen Gebäude.
Wir haben dann systematisch versucht, ihn für unsere
Idee zu begeistern, nahmen ihn auf eine Exkursion zu
Holzbauten nach Österreich und in die Schweiz mit.
Ein Kostenvergleich wurde angestellt, ein großes
Holzmodell des Gebäudes und schließlich sogar ein
Mock-up eines Teils der Struktur im Maßstab 1:1 ange-
fertigt. Dieses Mock-up gab letztlich den Ausschlag für
die Holzbauweise.
Was hat der Kostenvergleich ergeben?
Es kam heraus, dass die reine Holzstruktur rund 10 %
teurer sein würde als ein Betonskelett. Auf das Ge-

der Holzbauweise – das bessere Innenraumklima,
die ökologischen Vorteile, die bessere Arbeitsatmo-
sphäre und natürlich die einzigartige Ästhetik der
Holzkonstruktion. Letztlich hat der Holzbau besser zur
Philosophie unseres Auftraggebers gepasst.
2020 haben Sie den norwegischen Preis für Bau-
qualität für die Wohnanlage Vindmøllebakken in
Stavanger erhalten – ein Projekt mit 41 Wohnungen
und rund 500 m2 Gemeinschaftsräumen. Was
waren dabei Ihre Ziele?
Wir hatten das Grundstück schon 1996 erworben und
wollten dort ein nachhaltiges Wohnprojekt realisieren,
bei dem das Teilen von Ressourcen, Räumen und
Wissen im Vordergrund steht. Gemeinsam mit der
Unternehmerin Sissel Leire gründeten wir die Firma
„Gaining by Sharing“, holten uns noch einen Investor
als dritten Partner dazu und stiegen 2012 in die kon-
krete Planung ein.
Was war Ihnen für den Holzbau wichtig?
Das Grundstück liegt zentral in Stavanger und in der
Nachbarschaft stehen viele kleinere Holzhäuser. Des-
halb haben wir den Wohnungsbau kleinteilig geglie-
dert in 26 einzelne Häuser mit je 8 x 8 m Grundfläche
und Höhen zwischen zwei und fünf Geschossen. Weil
es in Stavanger 224 Tage im Jahr regnet, sollte die
Konstruktion schnell zu errichten sein. Wir haben die
Massivholzelemente daher schon ab Werk mit der
nötigen Wärme- und Trittschalldämmung versehen

Was timber construction the first choice for your
client from the start, or did you have to convince
them?
At first, our client was sceptical about timber con-
struction for such a large building. We then systemat-
ically tried to convince them of our idea and took
them on a field trip to Austria and Switzerland to see
timber buildings. A cost comparison was made, a
large wooden model of the building was created
and finally even a mock-up of part of the structure on
a scale of 1:1. This mock-up ultimately tipped the
scales in favour of the timber construction.
What did the cost comparison reveal?
It turned out that the pure timber structure would be
about 10 % more expensive than a concrete frame.
Calculated for the total building, however, the addi-
tional costs amounted to only 1.4 %. This is offset by
the added value of timber construction – the better
indoor climate, the ecological advantages, the better
working atmosphere and, of course, the unique aes-
thetics of the timber structure. Timber construction
proved to be a better fit for our client’s philosophy.
In 2020, you received the Norwegian Construction
Quality Award for the Vindmøllebakken develop-
ment in Stavanger – a cohousing project with 41
flats and around 500 m2 of communal spaces.
What did you aim for here?
We had already purchased the land in 1996 and
wanted to realise a sustainable housing project there
that focused on sharing resources, spaces and
knowledge. Together with the entrepreneur Sissel
Leire, we founded the company “Gaining by Sharing”,
found an investor as a third partner and started plan-
ning the project in 2012.
What did you focus on in the timber construction?
The site is centrally located in Stavanger and there
are many small wooden houses in the neighbour-
hood. That’s why we divided the project into 26 indi-
vidual houses, each with a floor area of 8 × 8 m and
heights between two and five storeys. Since it rains
224 days a year in Stavanger, the construction had to
be quick to erect. We therefore had the solid wood
elements fitted with the necessary thermal and
impact sound insulation already in the factory. Thus
the construction workers were able to build about one
storey per day. And of course we wanted the wooden
elements in the flats and stairwells to be visible.
How are all the communal facilities managed, and
who owns them?
Each resident has their own flat plus a share of 12 m2
of the common areas. The flats are somewhat smaller
than is typically the case for new buildings.In this
way, the common areas belong to everyone and are
also managed jointly in 26 self-organised groups that
take care of everything.
How large are the flats?
A three-room flat with two bedrooms is about 56 m2 in
size. Usually, sizes between 65 and 75 m2 are com-

sollten die Holzelemente in den Wohnungen und
­Treppenhäusern auch sichtbar sein.
Wie werden all die Gemeinschaftseinrichtungen
verwaltet, und wem gehören sie?
Jeder Bewohner besitzt seine eigene Wohnung, die
etwas kleiner bemessen ist als sonst in Neubauten
üblich, plus einen Anteil von 12 m2 an den Gemein-
schaftsflächen. Auf diese Weise gehören die Gemein-
schaftsflächen allen und werden auch gemeinsam
verwaltet in 26 selbstorganisierten Gruppen, die sich
um alles kümmern.
Wie groß sind die Wohnungen?
Eine Dreizimmerwohnung mit zwei Schlafzimmern ist
bei uns etwa 56 m2 groß. Sonst sind auf dem Woh-
nungsmarkt Größen zwischen 65 und 75 m2 üblich.
Insgesamt gibt es in Vindmøllebakken Wohnungen
zwischen 25 und 90 m2 und daher auch eine gute
Mischung an verschiedenen Bewohnern.
Sie wohnen selbst in einer der Wohnungen und
haben das Projekt gemeinsam mit Ihren Nachbarn
entwickelt. Wie lief das ab?
Bevor die Wohnungen verkauft wurden, haben wir fünf
Workshops veranstaltet, um eine Gemeinschaft aufzu-
bauen und ein gemeinsames Verständnis zu entwi-
ckeln, was wir eigentlich miteinander teilen und wie
wir die verschiedenen Flächen nutzen wollen. Es gibt
im Haus unter anderem eine Gemeinschaftsküche mit
Speisesaal, eine Art Auditorium, eine Bibliothek, zwei
Gästewohnungen und ein Gewächshaus.
Wie lässt sich das hohe Engagement in den vielen
Arbeitsgruppen auf Dauer aufrechterhalten?
Ich denke, man braucht gewisse Hausregeln, eine
Struktur, die aber nicht zu bürokratisch und umfas-
send sein darf. Andererseits ist es sehr wichtig, dass
alles Engagement freiwillig ist. Bei uns wird niemand
zum Gemeinschaftsleben gezwungen – die Leute
­bringen sich ein, weil es Spaß macht.
Ist ein solches Projekt auch in einen kommerziellen
Kontext übertragbar, ohne dass der Architekt spät
nachts noch gratis Extraschichten einlegt?
Das ist ein wichtiger Punkt, denn Gaining by Sharing
soll ja ökonomisch konkurrenzfähig werden. Wir
arbeiten gerade an einer ganzen Reihe von Nachfol-
geprojekten und versuchen dort, gewisse Aspekte der
Planung zu parametrisieren; das heißt, dass die
gemeinschaftliche Planung systematisiert und einem
gewissen Regelwerk unterworfen wird.
Mit dem Ziel, dass die späteren Bewohner am
Rechner schon ein wenig an den Grundrissen her-
umspielen können?
In gewisser Weise ja. Zumindest in ihrer eigenen
­Wohnung, aber auch in den Gemeinschaftsflächen –
wobei dort natürlich die Herausforderung besteht, die
Vorstellungen der Einzelnen zu einem schlüssigen
Gesamtkonzept zusammenzuführen.

You live in one of the flats yourself and developed
the project together with your neighbours. How
did that work out?
Before the flats were sold, we held five workshops to
build a community and develop a common under-
standing of what we actually share and how we want
to use the different spaces. Among other things, the
house features is a communal kitchen with a dining
room, a kind of auditorium, a library, two guest flats
and a greenhouse.

Is such a project also transferable to a commer-
cial context without the architect working the

That’s an important point, because Gaining by
Sharing is supposed to become economically com-
petitive. We are currently working on a whole series of
follow-up projects where we try to define and employ
certain aspects as design parameters. That means
that the communal design is systematised and made
to follow a certain set of rules.
Is the aim that the future residents can experi-
ment with the floor plans on the computer them-
selves?
In a way, yes. At least in their own flats, but also in
the communal areas – although there is, of course,
the challenge of eventually combining the ideas of
the individuals into a coherent overall concept.
