TENSION DETECTOR BY CONTACTWITH 3,8 TO 36 Kv TENSION BAND

1- OBJECTIVE 1.1 This Regulation establishes minimum exigible requirements for supplying tension detector by contact, single band with nominal values from 3.8 to 36 kV, with visual and audible indication of tension presence on conductive parts, for external use in alternating current distribution networks, 60 Hz, of ELETROPAULO METROPOLITANA ELETRICIDADE DE SO PAULO S.A.

2- COMPLEMENTARY REGULATIONS AND DOCUMENTS For the application of this Regulation, it is necessary to consult: NBR 5426 Sampling plans and procedures in inspection by attributes Procedure; NBR 5426 General electricity Terminology; ICE 68 -2 - 6 Test Fc and guidance: Vibration (sinusoidal); ICE 1243 - 1 Live working Voltage detectors Part1: Capacitive type to be used for voltages exceeding 1 kV a.c; NTE 018 Insulating sticks for work in energized networks Test specification and method; Standardized draft from ELETROPAULO METROPOLITANA: - MP 14-02.

3- DEFINITIONS For this Regulations effect, definitions of sections 3.1 and 3.18 and those of NBR 5456 are used. 3.1 TENSION DETECTOR BY CONTACT 3.1.1 Portable equipment that detects and indicates tension condition in a conductor, through electrical and physical contact with the part of the installation to be tested. It is formed by at least, a contact electrode, comparator, indicator, test device and adaptor. See figure 1 of Annex B. Note 1: In this detectors case, with a broad tension nominal band, in practice it is observed, that there is the possibility of operating without need of contact with network, due to electromagnetic induction captured by adaptor test device. See Figure 1 of annex B. Note 2: Must be used forcibly with insulating rod. 3.2 TENSION DETECTOR ASSEMBLY 3.2.1 Equipment formed by tension detector and rod. 3.3 CONTACT ELECTRODE 3.3.1 Conducting element that establishes physical and electrical contact with the installation part that will be tested.

3.4 COMPARATOR 3.4.1 Part of the tension detector that compares incoming signal with a reference, informing the result through an indicator. 3.5 INDICATOR 3.5.1 Part of detector 3.5.1 Part of tension detector that provides evidence of tension condition, by means of visual and audible indication. 3.6 SELECTING KEY 3.6.1 Optional device that allows selection of desired tension band. Note: The tension detectors used by ELETROPAULO METROPOLITANA mustnt have selecting keys, including on off. 3.7 NOMINAL TENSION BAND OF TENSION DETECTOR 3.7.1 It is the tension band that includes nominal phase tension network phase where the detector will operate. Note: The tension detector captures faceteara tensions, but its nominal tension band is indicated in terms of facetasse tensions, to facilitate users comprehension. 3.8 ADAPTOR 3.8.1 Part of tension detector that permits its linkage to insulating rod. 3.9 INSULATING ROD 3.9.1 Equipment, used to safely conduct tension detector and respective contact electrode to the installation part that will be tested. 3.10 TESTING DEVICE 3.10.1 Device incorporated on tension detector that allows verification, simultaneously, functioning of electric detection circuits, indication, power source and its own source. 3.11 SAFETY AGAINST COUNTOUR DISCHARGE 3.11.1 Characteristic of detector that doesnt allow contour discharge, when isolation between installation parts, with different tensions, is reduced due to introduction of tension detector. 3.12 INTERFERENCE TENSION 3.12.1 tension that is transmitted individually or capacitively to the part of installation that will be tested.

3.13 INTERFERENCE FIELD

3.13.1 Electric field that can adulterate indication. Note: interference field can be originated from installation parts that will be tested or any other parts from other neighboring installations. 3.14 NON AMBIGUOUS INDICATION 3.14.1 Characteristics of detector, of initiating, in clear and precise way, tension condition of installation part that is being tested. 3.15 PERCEPTIBILITY 3.15.1 Characteristics of detector, in using position and under defined environmental conditions, of allowing the user clear perception of signals indicating condition of tension part of installation that is being tested. 3.16 THRESHOLD TENSION 3.16.1 Minimum tension where there is non-ambiguous indication of tension presence. 3.17 INDICATOR RESPONSE TIME 3.17.1 Time elapsed between brusque variation from zero, up to threshold tension (or vice-versa) and corresponding indication, without ambiguities. 3.18 USING CONDITIONS 3.18.1 Internal Use 3.18.1.1 Tension detector designed for use in rainy conditions. 3.18.2 External Use 3.18.2.1 Tension detector designed for use under rain conditions.

4- GENERAL CONDITIONS 4.1 TENSION DETECTOR 4.1.1 Safety of Tension Detector 4.1.1.1 The tension detector must be designed, dimensioned and fabricated in order to not present danger to an operator or for the installation, which is achieved satisfying all general conditions stipulated in this Regulation. 4.1.2 Minimum Configuration of Tension Detector 4.1.2.1 The tension detector must consist of, at least, contact electrode, comparator, indicator, testing device and adaptor. Must be used forcibly with insulating rod. 4.2 CONTACT ELECTRODE

4.2.1 Contact electrode must have Y format, however the contact detector can be of more than one type of contact electrode, as long as they are easily interchangeable and allow correct and rapid visualization by operator in work position. 4.3 ADAPTOR 4.3.1 The adaptor must be joined with the insulating rod head, which has the same characteristics as insulating rods for work in energized networks, according to Regulation NTE-018 and standardized draft of Eletropaulo Metropolitana MP-14-02. 4.4 TESTING DEVICE 4.4.1 The testing device must indicate the result through the devices own indicators during all time in which it is being activated. 4.4.2 The testing device incorporated on the tension detector must verify, simultaneously, functioning of electric detection circuits, indication, power source and its own source, indicating their perfect operation. Non-operation of this device will indicate any defect or irregularity. 4.4.3 The fabricant must supply Eletropaulo Metropolitana, necessary documentation, testifying through electric scheme or blocks diagram, efficiency of testing device, according to item 4.4.2. 4.5 MARKINGS 4.5.1 The tension detector must have, in its body part, at least, the following markings: a) b) b) c) d) e) f) g) tension detector; name of fabricant or trademark; month and year of fabrication; model type and serial number; minimum and maximum tensions of nominal band, in kV; nominal frequency, in Hertz; usage conditions: internal and or external; word TEST indicating localization of testing device.

4.5.2 The markings must have the following characteristics: a) be legible; b) fonts with 3 mm minimum height; c) be durable. 4.6 INSTRUCTION GUIDE 4.6.1 the tension detector must be accompanied by fabricant instruction guide in Portuguese. The guide must have, at least, the following information: a) b) c) d) e) f) g) assembly method; power source characteristics; instructions for substituting power source; operation of testing device; operating instructions; storage instructions; instructions

4.7 INSTRUCTION GUIDE 4.7.1 The tension detector mustnt have any external conductive connection, that is not described in this Regulation. 4.8 ACCOMODATION OF BATTERIES AND DRY CELLS 4.8.1 Batteries or dry cells of power source incorporated to tension detector, must be accommodated in proper compartment, in order to permit their substitution, without damage to equipment and separated from electronic circuit. 4.9 SETTING LOCKING AND INTERNAL TUNING 4.9.1 The compartment containing tension detector circuit must be sealed by the fabricant, to avoid access to internal components and or other adjusting spots. 4.10 STANDARD ATMOSPHERIC CONDITIONS 4.10.1 The tension detector must operate correctly in environmental conditions presented in Chart 1 of Annex. 4.11 DRAFTS 4.11.1 Along with the proposal, the proponent must present 3 (three) draft copies of the tension detector models, which must contain the following indications: a) adaptor details; b) material used in fabrication of tension detector enclosure, as well as associated electric and mechanic characteristics; c) complete model mass. 4.11.2 During prototype approval, the supplier must present 3 (three) draft copies of the tension detector models, according to 4.11.1 for approval. 4.12 TECHNICAL ASSISTANCE 4.12.1 The supplier must designate, in Brazil, an authorized representative, in order to provide an adequate technical assistance after sale, including forwarding of potential complaints covered by guarantee. This designation must be done within 60 days of adjudication notification of equipment supply. 4.13 PROTECTING CASE 4.13.1 Tension detector must be supplied with protecting case internally lined with mechanical shocks buffering material, designated to pack them, a reserve batteries or dry cells set, instruction guide and additional contact electrode, in case there are any.

4.14 GUARANTEE 4.14.1 Acceptance of Purchase Contract by supplier implies in unconditional acceptance of all requirements of this Regulation.

4.14.2 The supplier must guarantee operation efficiency of tension detector for a 24 months time period, counted from bill of sale issue date or time period stipulated by Purchase Contract, where the longer prevails. 4.14.3 The supplier must substitute, or repair, without charge for Eletropaulo Metropolitana, any tension detector that presents defect, at the fabricants responsibility, during this guarantee time period.

5- SPECIFIC CONDITIONS 5.1 DIMENSIONS 5.1.1 The tension detector must be designed and constructed so that it tests one installation detector at a time. Its biggest transversal dimension, in relation to the insulating rod axis, mustnt exceed 150 mm. 5.1.2 The electrode tension detector must have 60 mm maximum length. 5.2 MARKINGS PERMANENCE 5.2.1 The markings stipulated in 4.5.1, after being submitted to markings permanence test, must remain legible, without corrugations, without deformities and mustnt be released. 5.3 MAXIMUM MASS 5.3.1 The tension detector must have 750 grams maximum mass, with inserted batteries or dry cells. 5.4 INDICATOR SIGNALS 5.4.1 The tension detector indicator signals must be simultaneously visual and audible. Visual indication can be done through lights that vary intensity or change color. Audible indication cant be done through variation of sound tonality or intensity. 5.5 THRESHOLD TENSION 5.5.1 For tension detectors in band specified by this Regulation, threshold tension must be included between a 1.2 kV minimum and a 1.5 kV maximum. Note: The detector will never indicate tensions bellow 1.2 kV, and the detector will always indicate tensions above 1.5 kV. 5.6 RESISTANCE TO VIBRATION 5.6.1 The tension detector, when submitted to vibration test, mustnt present damage that affect its reliability.

5.7 RESISTANCE TO MECHANIC SHOCK

5.7.1 The tension detector, when submitted to mechanic shock test, must support 5 pendulous impacts of 6 joules in more fragile parts and not present cracks, fissures, breaks or other damages derived from test. 5.8 RESISTANCE TO FREE FALL 5.8.1 The tension detector, after being submitted to free fall test, mustnt present damages that affect its reliability. 5.8.2 Batteries of incorporated power source and other components, which are expected to be substituted by the user, can be substituted by the fabricant, after testing, if necessary. 5.9 IMMUNITY OF INDICATOR TO LIMITED VARIATIONS OF VOLTAGE SUPPLY 5.9.1 The indications of tension detector with power source, incorporated, must remain unaltered, at least, within a +10 e 25% variation of nominal tension of source specified by fabricant.

5.10 CLEAR INDICATION UNTIL EXHAUSTION OF POWER SOURCE 5.10.1 The tension detector must clearly indicate, the present signal condition, until it automatically turns off or signalizes that it is not in usage conditions, according to fabricants instructions. 5.11 INFLUENCE OF TEMPERATURE 5.11.1 The tension detector, when submitted to temperature influence test between (-5 +/-)C and (+65 +/- 3)C, must present threshold tensions that do not vary from + 10 and 20% compared to those obtained at standard atmospheric conditions. 5.12 RESPONSE TIME 5.12.1 The tension detector, when submitted to time response test, must indicate, in 1 second, at the most, any variation in tension condition (energized/de-energized). 5.13 PERMANENCE OF INDICATIONS 5.1.3.1 The tension detector must continue to indicate presence of tension while it is in contact with the energized circuit at nominal tension. Its when it is submitted to permanence time test of indication that it must remain indicating, for at least, 5 minutes without alteration. 5.14 NON RESPONSE TO CONTINUOUS TENSION 5.14.1 The tension detector, when submitted to interference field in phase influence test, must indicate presence of tension, during all testing period. 5.15 INFLUENCE OF TEMPERATURE The tension detector, when submitted to influence test of interference field in phase, must indicate the presence of tension, during all testing period. 5.16 INFLUENCE OF INTERFERENCE FIELD IN OPPOSITE PHASE 5.16.1 The tension detector, when submitted to influence test of interference field on opposite phase, mustnt indicate presence of tension, during all testing period.

5.17 PROTECTION AGAINST OUTLINE DISCHARGE 5.17.1 The tension detector, when submitted to protection tests against outline discharge, in dry or rainy weather, mustnt generate disruptive arches or discharges between installation phases or ground phase. 5.17.2 In case the tension detector doesnt have more than one type of contact electrode, this test must be repeated for each one of them. 5.18 PERCEPTIBILITY TO LUMINOUS INDICATION 5.18.1 The indication of tension detector, when submitted to luminous indication perceptibility test, must be clearly perceived by the observed through holes in the shield as showed on figure 7 of Annex B. 5.19 PERCEPTIBILITY TO SONOROUS INDICATION 5.19.1 The sonorous indication signal must be comprehended between 1000 to 4000 Hz band. The tension detector, when submitted to sonorous indication perceptibility test, must be 67 dB acoustic noise minimum level for intermittent noise and 70 dB for continuous noise.

6- INSPECTION 6.1 GENERALITIES 6.1.1 All tests must be executed in the fabricants premises or in laboratory of renown repute in the presence of ELETROPAULO inspector. 6.1.2 In any fabrication phase, the inspector must have access, during working hours, and all fabric parts where the detectors are being fabricated. 6.1.3 The fabricant must propitiate, at his cost, all necessary means, including auxiliary personnel, so that the inspector can certificate that the tension detectors are according to the present Regulation. The inspector must have access to all equipments, instruments and drafts associated in tests and must verify admeasurement of apparatus. 6.1.4 All costs derived from samples, equipments, accessories as well as execution of tests described by this Regulation, independent of localization of their realization, are the suppliers responsibility. 6.1.5 The fabricant must communicate Eletropaulo Metropolitana, with antecedence indicated in Purchase Contract, date in which the tension detectors are ready for inspection . 6.1.6 Before the reception tests, all materials must be in its package, from where the inspector will make visual inspection, so that finishing and general conformity with this Regulation can be verified and so he can randomly remove necessary samples for lot inspection.

6.2 SAMPLING 6.2.1 Sampling for Type Testing 6.2.1.1 Amount of Samples

6.2.1.1 The types test, cited in item 6.3.2.3, must be performed in three units, before first supply (except for vibration test, which will be executed in only one sample). 6.2.1.2 Approval criterion 6.2.1.2.1 If more than one of the three samples fail in any essay, the prototype will be considered condemned. If only one of the samples fail, then all the type tests sequence must be repeated according to 6.2.1.1.1. If, again, any of these samples fail, the prototype will be condemned. 6.2.2 Sampling for Reception Test 6.2.2.1 The reception tests must be done in samples according to Chart 2 of Annex A, with exception to threshold tension test, which must be performed in 100% of the lot. 6.3 TESTS 6.3.1 Nominal Frequency Test 6.3.1.1 The tests must be executed preferably at 60Hz +/- 3% frequency, where it is admitted realization at 50 Hz +/- 3%, in this case threshold tension test at 60Hz must be executed and the results obtained must be compared with those obtained at 50Hz, in case this variation is above 5% all electric tests must necessarily be executed at 60 Hz. 6.3.1.2 The threshold tension values at 60Hz must be according to item 5.5.1. 6.3.2 Type Test 6.3.2.1 Before any supply, the prototype must be approved, through execution of type tests indicated in item 6.3.2.3, as well as satisfy all requirements of this Regulation, where its Eletropaulo Metropolitanas right to deign an inspector to accompany them and participate in them. 6.3.2.2 If any requirement listed in this Regulation is not fulfilled, Eletropaulo Metropolitana will notify the fabricant to introduce necessary modification. The fabricant must initiate production only after approval by this company, of modification accomplished and the approved prototype . 6.3.2.3 Listed Bellow, the Type Test, by Execution Order: a) General and dimensional verification; b) Markings permanence test; c) Mass verification; d) Visual and audible signs simultaneity; e) Threshold tension; f) Vibration test; g) Mechanic shock test ; h) Free fall test; i) Variation of Voltage supply influence test; j) Power supply exhaustion test; k) Temperature influence test; l) Response time test; m) Indications permanence time test; n) Non response to continuous voltage test; o) Interference Field in Phase influence test; p) Interference Field in Opposite Phase influence test; q) Protection against outline discharge test;

r) Luminous indication perceptibility test; s) Sonorous indication perceptibility test. 6.3.2.4 In case of alteration in fabrication of tension detector, the fabricant must communicate the fact with antecedence, being submitted to approval of Eletropaulo Metropolitana through realization of new type tests. 6.3.2.5 The type test, at Eletropaulo Metropolitana criterion, can be substituted by reports supplied by official entities of renown technical and good repute capacity. 6.3.3 Reception Tests 6.3.3.1 The reception tests must be executed in the presence of Eletropaulo Metropolitana inspector, at the materials reception, in samples collected at random, of lot presented, according to item 6.2.2.1 6.3.3.2 Listed bellow, reception tests, by order of execution: a) b) d) e) f) g) h) i) j) General and dimensional verification; Markings permanence test; Visual and audible signs simultaneities; Threshold tension; Variation of voltage supply influence test; Response time test; Indications permanence time test; Interference field in phase influence test; Interference field in opposite phase influence test;

6.3.4 Conformity Tests 6.3.4.1 These tests must be executed at Eletropaulo Metropolitana criterion in any occasion and without previous warning, to verify if the fabricant is keeping the quality established by type tests, and shall, in this occasion, repeat some or all type tests cited in item 6.3.2.3.
