Options
Distributed Search for EDiscovery Requests

Google provides enhanced tools for e-discovery through Google Message Discovery (GMD) tool UMS central support would delegate search permissions for individual requests to a NOAA requestor (end user or admin) MOC currently executes e-discovery on 100+ mailboxes per year (not including 400+ DWH requests this year) Service not funded after FY11 and not provided by UMS contract Google provides enhanced tools for e-discovery through Google Message Discovery (GMD) tool NOAA would fund a central position to perform E-discovery searches for NOAA requestors

Pros
Requestor can have direct access to perform searches Level of effort best estimated by the requestor No additional contracting required by UMS to cover this (not covered in current contract) Allows for direct access with no intermediary for legal or forensic purposes

Cons
Requestor training needed on Google Message Discovery (GMD) tools Requesting office would need to budget their own resources to perform searches Requestors may not be efficient executing requests

Centralized Processing for E-Discovery Requests

Minimize training needed for GMD Central groups could be more efficient performing searches Greater flexibility to handle large volume of requests (FY11 request for 400+ DWH mailboxes)

Central resource would need to be funded by the Line Offices (e.g. a direct bill distributing costs to the LOs by the number of requests) Central resource would be on the order of $120,000 per year in contract labor
