REVISION OF PAY & ALLOWANCES OF EMPLOYEES OF WBPDCL , 2009

In order to facilitate enhancement of efficiency, capacity and belongingness of the employees and also to bring in some structural and procedural changes appropriate for achieving the vision and mission of the Company, it is considered that the skill, dignity and compensation of the employees be, accordingly, commensurate. Therefore, in pursuance of the Notification No.71-PO/O/C-IV/1E-06/09 dated 17.02.2009 of the Department of Power & NES, Government of West Bengal and the decision of the Board of Directors of the West Bengal Power Development Corporation Ltd. in its meeting held on 30.05.2009, the WBPDCL Revision of Pay & Allowances Rules, 2009 (ROPA, 2009), is hereby enunciated. ROPA, 2009 hereby supersedes ROPA,2009-Part I issued under Office Order No. 100A/2009 dt. 20.03.2009:

Short Title and Commencement :


i) These Rules may be called The West Bengal Power Development Corporation Limited (Revision of Pay and Allowances) Rules, 2009. They shall deem to have come into force on 1st day of January, 2006, unless otherwise specifically provided under these Rules.

Scale of Pay :
The present scale in relation to any post/grade and its corresponding revised Pay Band and Grade Pay has been specified in Column 3, 4 and 5 respectively of the Schedule-1.

Special Pay :
There shall be no Special Pay along with pay in the revised Scales.

Applicability :
a) Every employee of the Company including those on deputation to other Organizations shall be entitled to fixation of pay in the corresponding revised scale of pay as per Schedule-1 w.e.f. 01.01.2006 or If he/she enters the Companys service on or after 01.01.2006 from the date of his/her joining the Company. All Allowances except Dearness Allowance, as applicable, shall be made with effect from 01-04-2009. Re-appointment of an employee after break in service on or after 01.01.2006 shall for all purposes be treated as first appointment under the Company.

Definition :
In these Rules, unless the context otherwise requires i) Existing Basic Pay means Pay drawn in the prescribed existing scale of pay, including stagnation increment (s) but does not include any other type of pay like Special Pay. Existing Scale in relation to an employee means the present scale applicable to the post held by the employee as on 1st day of January, 2006, whether in a substantive or officiating capacity. Basic Pay in the Revised Pay Structure means Pay drawn in the prescribed Pay Band plus the applicable Grade Pay but does not include any other type of pay like Special Pay etc. The term Company shall mean WBPDCL. Employee means regular employees of WBPDCL including those on deputation to other Organizations. Grade Pay is the fixed amount corresponding to the pre-revised Pay Scales/Posts. Pay in the Pay Band means pay drawn in the running Pay Band specified in Column-3 of Schedule-1.

Fixation of initial pay in the revised pay structure :


The initial pay of an employee to be governed by the revised pay structure shall be fixed on and from 1st January, 2006 in the following manner : i) The Pay in the Pay Band will be determined by multiplying the existing Basic Pay as on 01.01.2006 by a factor of 1.86 and rounded off the resultant figure to the next multiple of 10. If the minimum of the revised Pay Scale is more than the amount arrived at as per (i) above, the pay shall be fixed at the minimum of the revised Pay Band.

The above provisions shall also be applied in the case of those recruited between 01.01.2006 and the date of publication of these rules. iii) In case of new recruitees after publication of these rules their pay will be fixed at the initial of the concerned pay band with respective grade pay.

Protection of Pay :
Wherein fixation of pay, the pay of an employee drawing pay at two or more consecutive stages in the existing scale gets bunched in the revised pay structure at the same stage in the pay band, then, for every two stages so bunched, benefit of one increment shall be given so as to avoid bunching of more than two stages in the revised running pay band. For this purpose, the increment will be calculated on the pay in the pay band. Grade Pay would not be taken into account for the purpose of granting increment to alleviate bunching. If by stepping up of the pay as above, the pay of an employee gets fixed at a stage in the revised pay band which is higher than the stage in the revised pay band at which the pay of an employee who was drawing pay at the next higher stage or stages is fixed, the pay of the later shall also be stepped up only to the extent by which it falls short of that of the former. In case of un-revised pay scale of Rs.18400 22400/-,benefit of additional one increment will be given in corresponding revised pay band.

Grade Pay :
An existing employee shall also draw Grade Pay at the rate as applicable, of every scale specified in Column-5 of the Schedule-1 thereof.

Dearness Allowance (DA) :


The Dearness Allowance admissible to all categories of employees of the Company shall be payable on Band Pay + Grade Pay + Non Practicing Allowance (NPA), if any, from the dates mentioned below at the following rates :

Henceforth, Dearness Allowance will be applicable to the employees of the Company at such rate and from such date as may be notified by the Central Government from time to time.

House Rent Allowance (HRA) :


House Rent Allowance will be allowed @ 20% of the sum of pay in the Pay Band and Grade Pay without any ceiling. However, in case both husband and wife are working, House Rent will be paid to any one of them as per their option.

Electricity Allowance :
Pay in the Pay Band (excluding Grade Pay) Admissible amount of Electricity Allowance per month

Medical Allowance :
Medical Allowance @ Rs.200/- per month will be paid uniformly to all categories of employees.

Rate of increment in the Revised Pay Structure :


The rate of increment in the revised pay structure will be 3% of the sum of the pay in the Pay Band and Grade Pay applicable, which will be rounded off to the next multiple of 10. The amount of increment to be added to existing pay in the Pay Band.

Date of next increment in the Revised Pay Structure :


i) The date of increment of an employee in the unrevised pay scale will remain unchanged even after fixation of his pay in the revised pay structure and also even on his promotion to a post carrying higher grade pay in the case of promotion under Career Progression Scheme (CPS). In such case on the date of promotion, fixation will be made with incremental benefit along with corresponding grade pay. However, in the case of promotion other than CPS, fixation will be made on the date of joining in the higher post with incremental benefit along with corresponding grade pay and next increment will be due after completion of 1 (one) year satisfactory service from the date of joining in the promotional post. ii) Increase of one increment may be allowed at the time of allowing Sr. Scale of pay on or after 01.01.2006.

Stagnation Increment :
An employee, whose pay has been fixed in the revised scale in terms of these rules and who reaches the maximum of scale shall draw annual increment for stagnation beyond the maximum of the scale at the same rate at which it was last drawn subject to maximum of six such increments provided that the normal conditions for earning increment is fulfilled.

Mode of payment of arrears & current pay :


i) The revised pay of an employee will be fixed notionally from 01.01.2006. The pay so fixed shall be notional from 1st January,2006 to 31st March,2007 and no arrears shall be paid for this period. The arrears of pay to which an employee may be entitled in respect of the period from 1st April,2007 to 31st March,2009 shall be paid in two equal installments in the financial year 2009-2010. This will be restricted to an amount equivalent to the difference of pay in the revised Band Pay + Grade Pay with Dearness Allowance and NPA, where applicable and the amount originally paid for the period (Basic + DP + Ad-hoc Allowances + DA + NPA). The Ad-hoc Allowances granted with effect from 1st July,2008 will be subsumed while computing arrear of pay. An employee, who separated from the Company for whatsoever reason after 31st March,2007 but before the date of this order shall receive the arrears of pay, to which he may be entitled to. There will be no arrear payment on account of House Rent Allowance and any other allowances. Salary Payment on the basis of revised pay structure will be made effective from the salary month of April, 2009.

Drawl of Pay and Allowances in the Revised Scales of Pay :


The Pay Fixation Statement in the revised scale of pay will be prepared by MIS Cell, Corporate Office, and will be sent to Drawing and Disbursing Officer (DDO) of the respective Units for their checking. After their confirmation the same will be taken in the Pay Slip, but it should be made clear to the employees that such pay fixation in the revised scales is provisional and over drawl, if any shall be recovered forthwith.

Career Progression Scheme (CPS) :


A Scheme was introduced earlier in the name and style of Assured Promotion Scheme (APS) to take care of the Career Advancement of the employees, who were stagnating only for want of vacancies. The Scheme was, however, not automatic but was based on suitability and other eligibility criteria on completion of some fixed period of service irrespective of vacancies. As the promotion of the employees under that scheme was not assured in true sense, the scheme will hereinafter be renamed as Career Progression Scheme without changing the contents and eligibility criteria of APS. At that time of promotion from one post to another in the same running pay band, the grade pay attached to the post at different levels within the same running pay band will change. Additionally, increase in the form of one increment will also be given at the time of promotion.

Induction :
a) To provide a culture of excellence, lateral entry in different technical as well as non-technical areas in Class-I posts will be made. Initially 10% of the existing cadre posts of Manager/Senior Manager will be filled up from amongst directly recruited Class-I Officer having minimum educational qualification required for their induction level post. They will be eligible to appear in the tests include written, interview along with consideration of weightage on performance records in the internal selection process after completion of 5 (five) years of continuous and satisfactory service in the respective feeder posts. Such tests will be conducted once in a year subject to vacancy. There will, however, be no restriction on number of attempts.

Employees borne in the pay scale of Rs.12000-18000/- (Unrevised) under CPS, after completion of minimum 25 years of continuous service of which at least 9 years in the post of Sr. Manager will be allowed Grade Pay of Rs.8,100/- per month under the Pay Band - PB-5 with effect from 1st June, 2009. There will be no change in his designation. However, such up-gradation will not be automatic but through suitability test. Existing scale of pay of Rs.13150-385-18155/- of Deputy General Manager or equivalent will be abolished w.e.f. 01.04.2009. Their fitment to be made in the Pay Band of Rs.37400-67000/- with Grade Pay of Rs.8100/- from 01.01.2006. Thereafter their Grade Pay will be enhanced to Rs.8700/- in the Pay Band of Rs.37400-67000/- (PB-5) w.e.f. 01.04.2009. In case sufficient number of adequately qualified and experienced suitable person is not available from within the Company in respect for the post of Deputy General Manager or equivalent post and above, direct recruitment from outside will be made. Similarly, direct recruitment from outside will also be made for other professional/specialized jobs of the Company. Induction of Works Supervisors, Special Operating Assistant Grade-B, Special Technical Assistant Grade-B (including LEM Stream) and Chemist Grade-B (to be re-designated as SAE, Special Operating Assistant , Special Technical Assistant , & Chemists respectively) will be made in the revised Pay Band of Rs.6300-20200/- with Grade Pay of Rs.4,400/- corresponding to the unrevised pay scale of Rs.4650-9050/- and will be allowed initial pay of Rs.9,000/- in the Pay Band of Rs.6300-20200/-. Existing SAEs, Special Operating Assistant Grade-A, Special Technical Assistant Grade-A and Chemist Grade-A, drawing their pay in un-revised pay scale of Rs.4500-8200/- will also be elevated to un-revised pay scale of Rs.4650-9050/- w.e.f. 01.01.2006 with revised Pay Band of Rs.6300-20200/with Grade Pay of Rs.4,400/-. Special Operating Assistant Grade-A and Special Technical Assistant Grade-A and Chemist Grade-A will also be redesignated as Special Operating Assistant , Special Technical Assistant and Chemist respectively.

Under Career Progression Scheme, 1st level of promotion of above category will be in the revised Pay Band of Rs.9300-34800/- with Grade Pay Rs.4700/- and 2nd level of promotion as Assistant Manager in the revised Pay Band of Rs.15600-39100/- with Grade Pay Rs.5400/-. Their 3rd level of promotion will be as Manager in the revised Pay Band of Rs.15600-39100/- with Grade Pay of Rs.6600/- under CPS. Meritorious and competent Managers will also be considered for promotion to the post of Sr. Manager in the Pay Band of Rs.15600-39100/- with Grade Pay of Rs.7600/- per month after completion of 5 (five) years of continuous and satisfactory service as Manager. Such promotion will not be automatic and the candidates suitable for promotion will be selected through written test & interview along with consideration of weightage on performance records subject to availability of vacancies. (f) Diploma holding Surveyors shall also be considered under the Career Progression scheme as referred in (e) above. Explanations : i) It is hereby clarified that with effect from 01.04.2009 induction of Diploma Engineers (Civil) will be made at SAE level instead of at Work Supervisor level, in the Pay Band of Rs.6,300-20,200/- with initial pay of Rs.9,000/plus Grade Pay of Rs.4,400/-. Similarly, Diploma Engineers & B.Sc. (Hons.) in Physics & Mathematics will be inducted as Special Operating Assistant/Special Technical Assistant and B.Sc. (Hons.) in Chemistry as Chemist at same Pay Band, same initial pay and Grade Pay. It is hereby also clarified that the pay of existing SAEs, Special Operating Assistants Grade-A, Special Technical Assistants Grade-A/Chemist Grade-A as on 01.01.2006 who were drawing their pay in the unrevised pay scale of Rs.4,500-8,200/- will be fitted in the appropriate stage of unrevised pay scale of Rs.4,650-9,050/-, without any notional increment at either scale [since this is not a case of promotion] with effect from 01.01.2006. Thereafter, their pay will be re-fixed in the corresponding revised pay scale i.e. in the Pay Band of Rs.6,300-20,200/- [subject to minimum Band Pay of Rs.9,000/-] with Grade Pay of Rs.4,400/- without any other fixational benefit with effect from 01.01.2006.

Special Operating Assistants Gr.A, Special Technical Assistants Gr.A and Chemist Gr.A should be deemed to have been re-designated as Special Operating Assistants, Special Technical Assistants and Chemist respectively with effect from 01.04.2009. It is hereby ordered that Pay of those Work Supervisors, Special Operating Assistants Gr.B, Special Technical Assistants Gr.B and Chemist Gr.B who were promoted to the posts of SAE, Special Operating Assistant Gr.A, Special Technical Assistant Gr.A Chemist Gr.A during the period from 01.01.2006 31.03.2009 shall first be fixed in the revised scale of pay corresponding to the unrevised scale of pay of Rs.4,000-7,850/- with effect from 01.01.2006 i.e. to Pay Band of Rs.6,300-20,200/- with Grade Pay Rs.3,600/-. Thereafter, on the date of promotion their pay will be fixed in the same revised scale with incremental benefits subject to minimum band pay of Rs.9000/- with corresponding grade pay of Rs.4,400/- Such, Special Operating Assistant Gr.A, Special Technical Assistant Gr.A and Chemist Gr.A shall be re-designated as Special Operating Assistant, Special Technical Assistant and Chemist respectively with effect from 01.04.2009 It is hereby ordered that pay of existing Work Supervisors, Special Operating Assistant Gr.B, Special Technical Assistant Gr.B and Chemist Gr.B, who were drawing pay in the unrevised scale of pay of Rs.4,0007,850/- as on 01.01.2006 shall first be fixed in the corresponding revised scale of pay i.e. in the band of Rs.6,300-20,200/- with Grade Pay of Rs.3,600/-. Thereafter, with effect from 01.04.2009, their pay will be re-fixed in the same Band Pay of subject to minimum Band Pay of Rs.9,000/- and with Grade Pay of Rs.4,400/- without any other fixational benefit. Such Work Supervisors, Special Operating Assistant Gr.B, Special Technical Assistant Gr.B and Chemist Gr.B, shall be deemed to have been re-designated as SAE, Special Operating Assistant, Special Technical Assistant and Chemist respectively with effect from 01.04.2009. It is hereby ordered that pay of Work Supervisors, Special Operating Assistant Gr.B, Special Technical Assistant Gr.B and Chemist Gr.B, who joined the services of WBPDCL during the period from 01.01.200631.03.2009, who were drawing pay in the unrevised scale of pay of Rs.4,000-7,850/- shall first be fixed in the corresponding revised scale of pay i.e. in the band of Rs.6,300-20,200/- with Grade Pay Rs.3,600/-.

Thereafter, with effect from 01.04.2009, their pay will re-fixed in the same Band Pay subject to minimum Band Pay of Rs.9,000/-, with Grade Pay of Rs.4,400/- without any other fixational benefit. Such Work Supervisors, Special Operating Assistant Gr.B, Special Technical Assistant Gr.B and Chemist Gr.B, shall be deemed to have been re-designated as SAE, Special Operating Assistant, Special Technical Assistant and Chemist respectively with effect from 01.04.2009 For those Work Supervisors, Special Operating Assistant Grade-B and Special Technical Assistant Grade-B, who were possessing Diploma in Engineering or B.Sc. degree as Induction Qualification, this elevation shall not be counted as Promotion under CPS but as mere elevation. vii) Clause 20 (e) is applicable for those who possessed induction qualification of Diploma in Engineering or B.Sc. (Hons.) Degree as applicable. These provisions, as admissible will equally apply to the employees whose Induction qualification is Diploma in Survey Engineering. Their nomenclature of designations at induction post as well as under CPS path will be as given below with effect from 01.04.2009.

The Special Operating Assistant Grade B/Special Technical Assistant Grade B existing as on 01.01.2006 [and not promoted to the post of Special Operating Assistant Grade A/Special Technical Assistant Grade A till 31.03.2009], who do not possess either Diploma in Engineering or B.Sc. Degree, shall continue to remain in the same level and continue to draw pay in the revised Pay Band of Rs. 6300-20200 with grade pay of Rs.3,600/- corresponding to the unrevised scale of pay of Rs.4,000 Rs. 7,850/-.

The employees on promotion having designation as the Special Technical Assistant Gr.B (LEM) (Possessed ITI qualification) who do not possess Diploma in Engineering or B.Sc.(Hons.) Degree and whose induction designation nomenclature was Junior Technical Assistant shall continue to remain in the same level and draw pay in the Revised Pay Band Rs.6,300-20,200 with Grade Pay Rs.3,600/- corresponding to unrevised scale of pay Rs.4,000-7,850/-, and they will be re-designated as Technical Assistant w.e.f. 01.04.2009. The Special Technical Assistant Grade A from such category of employee shall also continue to remain in the same level of pay and will draw pay in revised pay band of Rs. 6300-20200/with Grade Pay of Rs.3900 corresponding to unrevised scale of pay Rs.4,500-8,200/-, and they will be re-designated as Sr. Technical Assistant (LEM) with effect from 01.04.2009. The designation on their 3rd Promotion under CPS would, however, remain same i.e. Junior Manager (LEM) in the Revised Pay Band of Rs.9300-34800 with Grade Pay Rs.4,700/- corresponding to unrevised scale of Rs.5500-10075/- The nomenclature of designations and their revised scale of pay etc., as per CPS path are given below :

In the seniority lists for the cadres of SAE/Special Operating Assistant/Special Technical Assistant/Chemist to be prepared on or after 01.04.2009, names of those as at 20 (e) (ii) above will come first, thereafter, will come names of those as at 20 (e) (iv) above, then those at 20 (e) (v) above and then those at 20 (e) (vi) above. For Special Operating Assistants/Special Technical Assistants/ Chemists possessing Diploma in Engineering/B.Sc. (Hons.) g)

Sr. Assistant promoted as Head Clerk/Head Store Keeper/Accountant/ Head Cashier etc. will be re-designated as Head Assistant and will have no wing identification. They will be assigned any job relating to Stores/Cash/Accounts/ Establishment etc. in the interest of work of the Company by the Controlling Officer. At the time of their promotion from Head Assistant to Junior Manager, Standing Selection Committee (SSC) will allot the wing for Junior Managers either in the Finance or Personnel or Stores and Materials disciplines based on their past experience and aptitude. Such allotment of Wing made by the SSC will be binding on the incumbent getting promotion. During the entire period of journey from Assistant to Head Assistant the incumbent will have to appear and pass in the Computer Proficiency Test failing which they will not be considered for promotion to the next higher posts. Company will arrange for such training at Companys cost.

h)

Jr. Manager in Finance & Personnel Department who are Honours Graduate and have achieved 3 (three) promotions may also be eligible for 4th Promotion. Such promotion will not be automatic but through Written Test and Interview along with Computer Proficiency Test with consideration of weightage on performance records subject to availability of posts.

Changes in the Organization Structure :


The proposed changes in the Organization structure, Enterprise Resource Planning (ERP) implementation, Corporation performance monitoring system, institutionalizing key performance indicators and assessment system across the Organization, re-designations at various levels, when developed and finalized be suitably fitted in the revised pay and allowances with necessary improvement. All these changes will be an integral part of the compensation package now sanctioned.

Charge Allowance :
Charge Allowance will be payable @ 2% of the initial Basic Pay (Pay in Pay Band + Grade Pay).

Night Shift Allowance :


A) With effect from 1st April, 2009 and until further orders Night Shift Allowance shall be admissible to the employees posted in different Power Stations/Projects at the rates indicated below : I) At the rate of Rs.100/- (Rupees One hundred) only per head per night shift duty for Class-I & Class-II employees. II) At the rate of Rs.75/- (Rupees Seventy five) only per head per night shift duty for other employees.

Note :

i)

No employee (irrespective of category shall be eligible for any Night Shift Allowance unless he performs at least 5 (five) Night Shift duties in a month.

Field Compensatory Allowance :


With effect from 1st April, 2009 and until further orders the Field Compensatory Allowance shall be admissible to the employees as under. Employees attached to Power Stations/Projects who are not getting HRA shall be entitled to such allowance. The employees occupying Field Hostel and Shared Accommodation shall also be eligible for such allowance. Bi-Cycle Allowance :
By-cycle Allowance shall be paid at the rate of Rs.50.00 (Rupees Fifty) only per month under the existing terms and conditions.

Kit Allowance :
Kit Allowance admissible for Security Officers and Security Inspectors posted at the Power Stations/Projects/Other offices of the Corporation at the rate of Rs.250/- for the first year of appointment and Rs.100/- subsequently per annum. Employees while preferring the claim for Kit Allowance shall furnish following certificate Certified that I posses necessary kits and use the same in the proper performance of my official duties and this certificate should be countersigned by the Controlling Officer concerned.

Conveyance Allowance (For Physically Handicapped) :


For Blind and Orthopaedically handicapped employees, Conveyance Allowance will be paid @ Rs.500/- (Rupees Five hundred) only per month. All other existing conditions shall apply.

Washing Allowance :
With effect from 1st April, 2009 Washing Allowance shall be given in the following manners and rates only to the employees who are provided with the uniforms by the Management. i) ii) iii) Peons/Drivers @ Rs.50/- (Rupees Fifty) only per head per month. The Security Personnel @ Rs.100/- (Rupees One hundred) only per head per month. Nurses @ Rs.100/- (Rupees One hundred) only per head per month.

Note :

Other existing terms and conditions shall apply. The employees concerned on duty must wear the uniforms regularly and maintain it in a tip-top condition always.

Non Practicing Allowance (NPA) (For Doctors) :


Non Practicing Allowance (NPA) @ 25% of the revised Basic Pay (Pay in the Pay Band + Grade Pay), subject to the condition that (Basic Pay+ NPA) does not exceed Rs 85,000/-. Dearness Allowance will be applicable on NPA. Non Practicing Allowance will be taken into account while fixation of pay in the revised scale of pay in the case of Doctors.

Special Allowance (O&M Allowance) : With effect from 1st April, 2009 the employees attached to Operation & Maintenance who are not entitled to Overtime Allowance but required to work beyond normal duty hours will get the O&M Allowance @ Rs.500/- to Rs.1000/per head per month based on attendance. i) Employees fallen under PB-4 & PB-5 : Physical attendance less than 15 (fifteen) days in a month Nil. Physical attendance 15 and up to 20 days in a month Rs.500/-. Physical attendance 21 days and above in a month Rs.1000/-.

Employees fallen under PB-3 : Physical attendance less than 15 (fifteen) days in a month Nil. Physical attendance 15 and up to 20 days in a month Rs.250/-. Physical attendance 21 days and above in a month Rs.500/-.

Note :

i) Such allowance is applicable to all Technical Class-I and Class-II employees who are on any shift duty including general shift in the factory of the Power Stations having 48 working hours in a week and 14 (fourteen) holidays in a year. This Special Allowance is in addition to Night Shift Allowance. ii) Those who are entitled to draw O&M Allowance will not get Project Allowance.

Other Allowances :
With effect from 1st April, 2009 the rate of the following existing allowances shall be revised at the rate shown against each. i) Project Allowance Technical and Non-Technical Staff who are not enjoying O&M Allowance and directly or indirectly associated with extension project shall be entitled to draw Project Allowance @ 5% of Basic Pay subject to maximum of Rs.600/- per month. Coal, Dust & Chemical Allowance Special allowance for handling Coal/Dust, Acid & Chemicals for employees of Class-III & Class-IV actually deployed in the Coal Handling Plant i.e. Operation/Inter Linking Unloading Point, Coal Yard and at the top of Boiler Bunker and Chlorination, Acid Dozing Plant will get @ Rs.20/- (Rupees Twenty) only per head per day of work. Class-IV employees who are handling Acid & Chemicals in D.M. Plant will also be entitled to draw Chemical Allowance. iii) Cash Handling Allowance Cash Handling Allowance @ Rs.300/(Rupees Three hundred) only per head per month applicable for employees who are dealing with cash and posted in Cash Section.

Store Keeper Allowance Store Keeper Allowance @ Rs.300/- (Rupees Three hundred) only per head per month applicable for employees handling Store Materials and posted at Store Section. Special Allowance for occasional handling of cash/store will get allowance @ Rs.15/- (Rupees Fifteen) only per head per day maximum of Rs.300/- in a month.

Difficult Area Allowance:


Difficult Area Allowance @ 5% of the Basic Pay (Pay in the Pay Band + Grade Pay) will be applicable to the employees posted at Santaldih Thermal Power Station only. This allowance will, however, be applicable to the employees who will physically attend office at least 90% of the total working days in a month. Fraction of a day will be rounded off to the next higher figure.

Head of the Department (HOD) Allowance :


This allowance is applicable for Sr. Managers who are holding the portfolio of the Head of the Department @ Rs.1,000/- (Rupees One thousand) only per head per month.

Public Relation Allowance :


Public Relation Allowance @ Rs.1,500/- (Rupees One thousand five hundred) only per head per month will be applicable to the General Managers of different Power Stations/Projects of WBPDCL.

Funeral Expenses :
Funeral Expenses of Rs.2,000/- (Rupees Two thousand) only will be paid on application of the family member of the deceased employee.

Reimbursement of Children Education Expenses :


To support children education, expenses in the form of hostel subsidy will be reimbursed to an employee for a sum not exceeding Rs. 12,000/- per annum per ward per employee subject to a maximum of two children. The claim for reimbursement of hostel subsidy of one financial year to be lodged once in a year in the month of April of the subsequent year supported with the certificate from the Head of the concerned School / College / Institution / University as to the actual stay of the student in their hostels / approved student homes. The children (of those employees, who die or suffer permanent total disablement arising out of and in course of employment) who were availing such hostel subsidy will continue to avail the same benefit till their stay in the hostel or date of superannuation of the employee whichever is earlier. The reimbursement is to be claimed in the same manner as above either by the surviving parent or by the incumbent himself.

Computer Advance :
All employees will be eligible for interest free advance, once during his service life, for purchase of one Personal Computer to the extent of 80% of the cost of Computer of approved brand.

Admissible of HRA in certain conditions : In continuation of rule 10 of WBPDCL ROPA Rule, 2009, henceforth the house rent allowance will also be admissible at the following rate and conditions to the employees concerned in the power project / stations. i) Standard quarters as also quarters Nil to occupant which are one step below ii) Quarters which are two step 20% of full HRA to occupant below or field hostel iii) Shared Accommodation : If shared by two & above 25% of normal HRA to each occupant

Note :

Service charge, if any, shall be shared by each occupant. Home Travel Concession (HTC) : i) ii) The concession is admissible once in a year. The concession is admissible for self and family who actually accompany him for the journey. The concession is admissible to journeys within the territory of India where the actual home is situated of the employee concerned. The concession is admissible for journeys performed during regular or casual leave irrespective of duration. No leave need be taken by an employee for availing of the concession by the members of his family separately. The concession is admissible to an employee posted beyond a distance of 200 Kms. From his home irrespective of the State. The concession is admissible for journeys by Rail, the places not connected or easily approachable by Train communication may be travelled by Bus subject to prior approval of Unit Head in case of Power Stations/Projects and E.D. and above at Corporate Level. The Class of accommodation for journeys by Rail will be according to entitlement under T.A. Rules of the Corporation on tour but not above First Class or A.C.-II Tier Sleeper. The Reservation Charge limit by the Railway will be admissible.

Railway Money Receipt/Railway Ticket No. (s) with Date of Purchase for each of the journeys are the only acceptable evidence for the purpose of the settlement of claims.

viii) The members of the family of an employee may avail of the concession together or separately. ix) An advance up to 90% of Train Fare of appropriate Class of accommodation is admissible maximum 2 (two) months before commencement of journey. HTC and LTC cannot be availed in a same Calendar Year. An employee who could not avail of the concession during service period, may avail of the concession with the grace time of 6 (six) months from the date of superannuation. A) i)

Transfer Grant and Packing Allowance : The composite Transfer Grant shall be equal to one months pay in case of transfer involving a change of Station located at a distance of or more than 20 Kms. from each other. In cases of transfer to a Station, which are at a distance of less than 20 Kms. from the old station and of transfer within the same city, 1/3rd of the composite grant will be admissible, provided a change of residence is actually involved.

ii)

iii) At present only one transfer grant is permitted, if the transfer of husband and wife takes place within six months of each other from the same place to the same place. In cases where the transfer takes place within six months, but after 60 days of the transfer of the spouse, 50% of the transfer grant on transfer shall be allowed to the spouse transferred later. No transfer grant shall be admissible to the spouse transferred later, in case both the transfers are ordered within 60 days. Other rules precluding transfer grant in case of transfer at own request or transfer other than in Public interest, shall continue to apply unchanged in their case. Contractual Appointments for fixed tenure.


Contractual engagements for identified tasks, particularly those requiring high professional skills will be made by inducting suitable person from outside. Any existing employee, after retirement might also be so engaged. Tenure of such specific engagement will be subject to a maximum of two years. Remuneration of such engagement may be decided by the company from case to case.

Terminal Benefits :
The existing terms and conditions regarding pension benefit as per DCRB, 1992 to continue with the following modifications : Pensioners who retired/died in harness before 01.01.2006. i) The existing basic Pension in respect of all past pensioners (pre 01.01.2006 retirees) shall be multiplied by 1.86 and the product shall be enhanced by 40% of basic pension, which shall be the revised basic pension on 01.01.2006. The fixation of pension will be subject to the provision that the revised pension, in no case, shall be lower than fifty percent of the minimum of the pay in the pay band plus the grade pay corresponding to the prerevised pay scale from which the pensioner had retired.

ii)

Pensioners who retired/died in harness on or after 01.01.2006. For post 01.01.2006 retirees, the benefit shall automatically be re-calculated on the basis of the revised pay taking effect from 01.01.2006. Dearness Relief Dearness Relief as on 01.01.2006 will be nil. Subsequently increase in Dearness Relief shall be made admissible to the pensioners from the same date and at the same rate at which DA is sanctioned to the employees of the Company. Medical Allowance Rs.200/- per month will be payable to the retired employees with pension. Arrear Pension Arrear Pension for the period from 01.04.2007 to 31.03.2009 will be paid in the financial year 2009-2010 in two equal installments. There will be no arrear payment for the period from 01.01.2006 to 31.03.2007. Commutation of Pension The existing system towards commuting maximum amount of 40% of the pension shall continue. The rate of commuted value of Pension (i.e. Commutation factor) payable under Regulation-25 of DCRB, 1992 will now be substituted by a new table as at Annexure to this Order. In all cases where date of retirement/commutation of Pension is on or after the date of issue of ROPA-2009, the revised table of commutation as at the Annexure for Pension will be used for commutation of Pension. Since commutation of pension for those who retired on or after 01.04.2007 has been allowed on exercising Option, the revised commutation table will be used only for commutation of the additional amount of Pension that has become commutable on account of retrospective revision of Pay/Pension. It is also clarified that the amount of Pension as per unrevised Pay commuted as per the then rate will remain unchanged and the new rate for commutation appended to this order will be applicable only for the additional amount of commutation arising out of retrospective revision of Pay under ROPA-2009.

Gratuity :
Employees retiring on or after 01.04.2009 will be allowed payment of Gratuity up to a maximum sum of Rs.3.5 lakhs under Companys DCRB Scheme, 1992. Employees covered under CPF will be entitled to get Gratuity as per payment of Gratuity Act, 1972.

50)

Overriding effect of Rules


All previous Rules/Regulations/Orders relating to revision of Pay and Allowances made elsewhere by The West Bengal Power Development Corporation Ltd. Shall not save or otherwise provided in these Rules, apply to cases where pay is regulated under this Rules.

51)

Interpretation Director (FM & HR) is authorized to give interpretation/clarifications of the provisions of these Rules wherever necessary.
