Constitutional By-Laws of the San Roque Parish Youth Commission of Alabang

Preamble
We, the members of the San Roque Parish Youth Commission of Alabang, imploring the aid of Almighty God, in order to foster keen consciousness of Brotherhood/Sisterhood among ourselves and our neighbors, develop and conserve a well rounded and vigorous unity that shall endeavor to promote and insure the maximum development of our youth physically, intellectually, emotionally, socially and spiritually, protect and glorify the name and honor of the organization, do hereby ordain and promulgate this Constitution.

ARTICLE I NAME AND OFFICIAL LOGO

The name of this organization shall be known as the San Roque Parish Youth Commission The organization shall also be known by its acronym SRPYC The Organization recognizes the need for an identity with such pertinent provisions the seal of the SRPYC is created The Seal / Logo of the SRPYC:

Section 5.

The definition of the logo are stipulated as follows

5.1.

The HAND symbolizes the hand of the young who is powerful and upon his will, can do anything and everything; 5.2. The CIRLES and COLORS symbolizes the differences of the young but in one circular shape, united; 5.3. The SRPYC the name of the organization: San Roque Parish Youth Commission; 5.4.The RED color symbolizes the hand of Jesus Christ with the wound; serves as the center of every work of hand by the young.

ARTICLE II NATURE
Section 1. The San Roque Parish Youth Commission is the coordinating advisory body of all sectors and organizational Presidents and Official representatives of all youth sectors inside the Parochial Vicinity of San Roque de Alabang Parish.

ARTICLE III PURPOSE

The organization shall have the following purposes: Develop a comprehensive formation programs that will focus on the importance of the Eucharist as the center of our Catholic Faith Develop young-oriented liturgical activities/celebrations for the young to have a better appreciation of our Catholic Faith Provide venues for dialogues between youth and the clergy concerning spiritual, social, economic, political and cultural issues. Come up with activities, to guide the young, realize their vital role in social transformation, and help them become more others-oriented and inculcate the missionary aspect thus empowering them in community building Develop programs involving not only the youth but with their parents as well as to strengthen family relations and Christian Values To strengthen the Parish Youth Ministries, Youth Groups, and other Youth Movements as vehicles of Pastoral Renewal by integrating them into parish life and activities to develop structures of coordination and participation in decision making. Develop programs that will professionalize and better equip our youth ministers as leaders and formators of their fellow young Provide venues for discussion on the responsible use of mass media to develop the youngs critical judgment on its influence and realize if it will help them on their Human and Christian formations. Create the true spirit of a Christian Community, vital to the growth of every Roquenian Youth Be instrumental in uniting the Youth of the Parish of San Roque de Alabang

ARTICLE IV BILL OF RIGHTS


Section 1. Section 2. Every member has the right to be properly informed of the programs, rules and regulations and policies of the organization Every member has the right to have access to his/her official records and other pertinent documents and papers pertaining to official acts, transactions or decisions. Every member has the right to suffrage. Every member has the right to vote for representatives and officers of the SRPYC EXEBO Every member has the right to exercise other electoral practices Every duly qualified member has the right to actively participate in the San Roque Parish Youth Commission Executive Board and apply for a specific position. Every member has the right to proper representation and participation in all policy-making bodies inside the San Roque Parish Youth Commission. Every member has the right to assemble and to freely and responsibly express their views, opinions and grievances. Every member has the right to due process

ARTICLE V DUTIES AND RESPONSIBILITIES OF MEMBERS


Section 1. Every member shall observe and uphold the laws of the land, the rules and regulations of the SRPYC in this Constitution.

Every member shall exercise his/her rights responsibly and in good faith. Every member shall promote and maintain the peace and tranquility of the Parish vicinity by observing the rules of discipline and by exerting efforts to attain harmonious relationships with fellow members, parishioners, the Parish Pastoral Council, parochial staffs and citizens of the land. Every member shall uphold, preserve and maintain the integrity of his/her Organization and Sector Every member shall participate actively in civic affairs and in the promotion of the general welfare, particularly in the social, cultural and spiritual development of his/her community and in the attainment of a just, compassionate and orderly society.

ARTICLE VI MEMBERSHIP
Section 1. All Youth Members of San Roque de Alabang Parish which fall under the bracket of 13 to 39 years of age and is single under his/her civil status, (PCP II) and are classified under the following Sectors: 1.1. 1.2. 1.3. 1.4. Section 2. Community-based Parish-based Renewal Ministries School-based

The following sectors are defined as follows 2.1. Community Based sector is composed of the following: 2.1.1. Sangguniang Kabataan 2.1.2. Youth Movements 2.1.3. Youth Groups 2.2. Parish Based sector is composed of the following: 2.2.1. Parish Youth Ministry 2.2.1.1. Ministry of the Altar servers 2.2.1.2. Servants of God Choir 2.2.1.3. Lectors and Commentators Group (LecCom) 2.2.2. Youth Religious Groups serving the parish 2.2.2.1. Angelus Angelorum Choir 2.2.3. Or defined as Young people who serves the parish 2.3. Renewal Ministries sector is composed of the following All Religious Youth Groups and organizations who does not involve in the service of the parish but does have their own apostolate 2.3.1.1. Youth for Christ 2.3.1.2. Singles for Christ 2.3.1.3. El Shaddai 2.3.1.4. The Loved Flock 2.3.1.5. San Roque Alabang Catholic Charismatic Movement 2.4. School Based sector is composed of the following schools: 2.4.1. San Roque Catholic School 2.4.2. Saint Francis of Assisi College Alabang 2.4.3. Saint Bernadette College Alabang 2.4.4. International Electronics and Technical Institute Alabang Campus

All SRPYC members who have either married or have reached the maximum allowed membership age are automatically members of the SRPYC Adviser Core Group. The Adviser Core Group must choose its set of officers with an Executive Adviser as the Head of the Core Group when deemed necessary The Adviser Core Group shall have the following functions 3.2.1. Serve as an Adviser to the SRPYC EXEBO 3.2.2. Become a part of the panel on Impeachment proceedings 3.2.3. Become a part of the Commission on Election Panel Any members who wish to leave the SRPYC must file a letter to the SRPYC VP for Documentations so that the SRPYC EXEBO is duly notified

Section 4.

EXEMPTIONS
Section 5. The SRPYC allows other Religious denominations/ groups / or member of other sects to join the Commission provided that they adhere to all practices, norms, policies, and follow the prescribed activities of the organization and is duly qualified as aforementioned in Article VI. Section 1 of this Constitution. The SRPYC implements other exemptions on the grounds of:

the age bracket to Student leaders who are not yet under the age bracket of this Constitution provided that they are qualified as aforementioned in Article VI. Section 1 of this Constitution. 6.2 Having graduated from the aforementioned schools in Article VI. Section 2. Subsection 2.4 and wished to continuously join as an active member to continue the Vision and Mission of the Commission is widely accepted and deemed exempted provided still that they are qualified as aforementioned in Article VI. ARTICLE VII OFFICERS AND THE EXECUTIVE BOARD


Section 1. The officers of the San Roque Parish Youth Commission Executive Board shall be herein after be referred to as SRPYC EXEBO and are vested with executive powers. The following are the members of the SRPYC EXEBO: SRPYC Coordinator SRPYC Vice-President Internal Affairs SRPYC Vice-President External Affairs VP Documentations VP Finance VP Audit VP Marketing VP Communications

The Extended Officers of the San Roque Parish Youth Commission Executive Board for Three (3) among the Four (4) Sectors as aforementioned in Article VI Section 1 are the following: Parish Based President 2.1.1. Vice President for Parish Based Affairs Renewal Ministries President 2.2.1. Vice President for Renewal Ministries Affairs School Based President

Vice President for School Based Affairs

The Chief Executive Officer of the Community Based Sector which is also referred to as the Sangguniang Kabataan Board is also the Chairman of the said government post. The SK Chairmanship along with his/her Kagawad is a special legitimate governing body of the Land that occupies the position for the welfare of the youth in a particular area as attested by law, thus he/she is considered as a Special Member of the SRPYC EXEBO; 3.1.1 The SK Chairmanship is deemed not answerable to the Chairman of this Commission. In official meetings and functions of the commission, he/she can send (a) representative/s to the SRPYC EXEBO in instances that his/her presence must be represented. The Sangguniang Kabataan, along with other Youth Oriented Movements inside the Vicinity of Alabang can propose activities to the Commission en Banc of the San Roque Parish Youth Commission; The Sangguniang Kabataan Chairman has the powers to create ad hoc committees and create advisers as long as it is deemed necessary and not in violation of this Constitution; and The Community Based Sector shall be the coordinating body of the SRPYC EXEBO in National Youth Oriented Activities of the land and other activities alike. A separate election of officers by the respective sectors is needed to fully occupy the positions as aforementioned in Article VII. Section 2

4.1 The Community Based Sector is excluded from this Section of this Constitution due
to the their Seat of Office is provided by Law and is deemed fixed under his/her term of office Section 5. All the aforementioned officers with the exemption of the Community based Sector Chairman and members as aforementioned in Article VII. Section 3. Subsection 3.1 shall be elected at large by the SRPYC members for a term of one (1) year with reelection and shall only have two (2) terms in office. After the expiration of their terms of office, they may, however, continue to serve until their successors are elected and qualified. The aforementioned, officers shall likewise constitute the Executive Board of the organization which shall be the decision-making body of the organization. The SRPYC EXEBO will be then composed of One (1) Coordinator, with seven (7) Vice Presidencies, the Chairman of the Sanguniang Kabataan, the three (3) Presidents from the three (3) remaining sectors along with their three (3) respective Vice Presidents with a total of fifteen (15) members; All the members of the San Roque Parish Youth Commission Executive Board must be treated with due respect as they constitute the policy making body of the commission.

The SRPYC EXEBO shall have the following powers, duties and responsibilities

8.1 Discuss and decide on particular issues and concerns inside the SRPYC jurisdiction
along with its projects, proposals, membership fees, amendments to this constitution and other matters as related to the integrity of the organization along with its improvement whenever the need arises; Determine the frequency and the time of their meetings; upon any revocation of membership of any SRPYC Members when the need arises; Any member can call a meeting whenever it is deemed necessary ; All meetings must constitute of no less than two-thirds of its members; A final decision can only be reached via a majority vote (50% + 1) of those present. Decisions made outside this provision are binding and executory unless challenged by an EXEBO member.

THE EXECUTIVE BOARD


Section 9. The SRPYC Coordinator shall:

9.1 Also be known as the SRPYC President and Chairman 9.2 Act as the Chief Executive Officer of the organization; 9.3 Preside over all meetings of the council and provided that in case he desires to take part in the debate or discussion he may name a Vice-Chairman or in the absence of the latter any member of the council to take his chair; 9.4 Create ad hoc committees and appoint the coordinator and members thereof, whenever the need arises; 9.5 Monitor, directly or indirectly, the performance of all sectors and committees with executive functions; 9.6 Supervise and control the affairs of the organization and oversee the internal and external affairs of the SRPYC; 9.7 Create committees, as he/she may deem necessary, authorize expenditure, or assign duties to other officers or members which may be prescribed by the Constitution and by-laws of the organization; 9.8 Represent the council in his/her official capacity as Coordinator on all occasions and event where the Youth Commission need representation; 9.8.1 To the Parish Pastoral Council 9.8.2 To the Our Lady of the Abandoned Vicariate Youth Ministry 9.8.3 To the Diocesan Youth Assemblies 9.8.4 Other Councils which fall under his/her chairmanship 9.9 Be vested with the power to grant Executive pardon to any SRPYC Executive member or recognized member found guilty of violation of this constitution and its bylaws by a duly recommended committee, provided that the pardon is with just cause; 9.10 Have no voting powers but shall have the power to veto policies, resolutions, programs and projects approved by the SRPYC EXEBO and the Members Assembly 9.10.1 The veto must be communicated to the VP for Documentations and to the VP for Communications within three days of the approval of the policy, resolution, program or project. Otherwise, the policy, resolution, program or project may be implemented. 9.10.2 A two-thirds vote of the remaining SRPYC EXEBO, the Members Assembly, whichever is concerned, is required to override an Executive veto of the SRPYC Coordinator 9.11 Perform such other duties and powers inherent to the office of the President Section 10. The Vice President of the Internal Affairs of the Commission shall:

Preside over all meetings of the organization in the absence or incapacity of the President of the organization; Assist the SRPYC Coordinator in all matters where his/her assistance is required; Exercise the powers and duties of the SRPYC Coordinator in the event of the latters absence regarding internal activities of the organization; Assist the SRPYC Coordinator in taking care of the internal affairs of the organization; Take over the function of the SRPYC Coordinator, whenever his/her office is vacant by reason of his/her death, resignation, removal suspension, illness, absence, or physical or mental incapacity or of his/her failure to qualify for office; Exercise such other duties and powers as may be delegated by the SRPYC Coordinator; Shall be the delegating SRPYC EXEBO in all affairs of the SRPYC inside the vicinity of the Parish 10.7.1 Delegate to all functions as prescribed by the SRPYC Coordinator Exercise functions of official representative to the Parish Pastoral Council whenever the needs arises or in the absence of the SRPYC Coordinator Convene all the Presidents and Officers of the Three (3) Sectors aforementioned in Article VI. Section 2. The Vice President of the External Affairs of the Commission shall: Report directly to the SRPYC Coordinator Exercise the powers and duties of the SRPYC Coordinator in the event of the latters absence regarding external activities of the organization Assist the SRPYC Coordinator in all matters where his/her assistance is required; Assist the SRPYC coordinator in taking care of the external affairs of the organization; Assume automatically the position of SRPYC Coordinator in the event that both the Chairman and the Internal Affairs Vice Presidency are permanently vacated; Be the delegating SRPYC EXEBO in all affairs of the SRPYC outside the vicinity of the Parish; 11.6.1 Report to the Our Lady of the Abandoned Vicariate Youth Ministry 11.6.2 Delegate to all functions as prescribed by the SRPYC Coordinator Exercise functions of official representative to the Parish Pastoral Council whenever the needs arises or in the absence of the SRPYC Coordinator and/or the SRPYC VP for Internal Affairs; and Exercise such other duties and powers as may be delegated by the President. The VP Documentations of the Commission shall: Record the proceedings and Meetings of the Executive Board; Prepare and present the minutes of all meetings/sessions of the Executive Board of the organization; Keep and safe guard all the properties, records, documents and the like of the organization, and all correspondence of the council; Received letters of Leave or revocation of membership and report them to the SRPYC EXEBO for discussion; Prepare and serve due notice of all meetings of the organization in accordance with its constitution and by-laws; and Perform such other tasks as may be assigned from time to time by the Executive Board. The VP Finance of the Commission shall:

Act as the official custodian of the funds and properties of the organization; Collect all money due to the organization and hold the same in trust for the organization; Disburse funds for and in behalf of the organization authorized by the President provided that all disbursements shall be supported by petty cash vouchers or original receipts or other supporting documents which shall be kept as part of his/her records; Supervise all business and fund-raising activities of the council; Render an audited financial statement to the Executive Board during its regular meeting before the end of every term; and Perform such other tasks as may be assigned from time to time by the Executive Board. The VP Audit of the Commission shall: Audit the financial reports and other financial documents of the VP Finance to ensure proper and effective administration fits assets and resources; Examine and verify reports or statements and certify the correctness of the VP Finances report before submission to the Executive Board; and Perform such other tasks as may be assigned from time to time by the Executive Board. The VP Marketing of the Commission shall: Plan and organize, together with other officers, programs for the students; Market the Organization in his/her capacity to create Assist the VP Communications in information dissemination; and Perform such other tasks as may be assigned from time to time by the Executive Board. The VP Communications of the Commission shall: Act as a liaison of the organization with other associations, organizations, groups, person, and the public as may be directed by the SRPYC Coordinator; See to it that the organization maintains efficient and effective relations with the public; Take charge of the information dissemination needs and requirements of the commission; and Perform such other tasks as may be assigned by the Executive Board The Extended Officers of the Commission as aforementioned in Article VII Section 2. shall Convene all ministries / organizations / movements under his/her respective sectors; Require Ministry/Organization Heads to attend meetings as prescribed by the SRPYC EXEBO; Plan Sector wide Projects and Proposals as deemed necessary for the development and improvement of their sector and members; Discuss matters under their jurisdiction; Report directly to the SRPYC VP for Internal Affairs; Act as the Official Representative of their Sector to all meetings under the program implementation of the SRPYC EXEBO; Create ad hoc officers for the improvement of their respective sectors where as it is not in violation of the Articles of this Constitution; and Perform such task as deemed necessary by the SRPYC Coordinator and the SRPYC VP for Internal Affairs and/or by the SRPYC EXEBO en banc

ARTICLE VIII COMMISSION ON ELECTION


Section 1. Election of the officers of this organization shall be on the date, time, manner, and place as decided by the committee on Election, not later than the second (2nd) week of March of every year. The Commission on Election shall be composed of the following members Parish Pastoral Council President; Worship Ministry Coordinator; Five (5) Officers of the SRPYC EXEBO that are not running for any position for the SRPYC EXEBO; Five (5) Members SRPYC Advisers Core Group as aforementioned in Article VI. Section 3. The Commission on Election shall: Certify qualifications for candidacy; Penalize or Disqualify parties who violates the Codes of Election; Enforce and administer all rules and regulations relative to the conduct of an election, plebiscite, initiative, referendum and recall; Take charge of the preparation for the election of the members of the Executive Board; and Count the ballots, cast and proclaim the duly elected members of the San Roque Parish Youth Commission Executive Board. To qualify, candidates for election and/ or re-election must be: A full pledged member of the SRPYC; As aforesaid in Article VI. Section 1, he/she must be under the age requirement of 14 to 39 years of age and is single under his/her civil status Must be a Roman Catholic; A registered member of either one (1) of the Four (4) Sectors as aforementioned in Article VI. Section 1. for not less than 5 months prior to the Official filling of Certificates of Candidacy (COCs);and Of good moral character and duly recommended by his/her respective Sector President. The decision of the Commission on Election shall be final, executory and binding upon all unless appealed in writing to the Parish Pastoral Council and to the Parish Priest. The Election Code shall be provided here/in after by the members of the panel of the Commission on Election and shall have the sole power of revisions and execution of all the stated provisions.

ARTICLE IX MEETINGS
Section 1. Section 2. Regular meetings of the SRPYC shall be held every first (1 st) Saturday and/or last Saturday of the of the month; Regular meetings of the SRPYC EXEBO shall be held every first (1st) Friday of the Month.

Special meetings may be called by any member of the SRPYC EXEBO if necessary and shall be upon the knowledge of the SRPYC Coordinator; The SRPYC EXEBO Officer or the presiding officer shall open the meeting by calling the members to order after which there shall be a moment of prayer or meditation.

ARTICLE X EXPULSION OF OFFICERS AND MEMBERS


Section 1. Any officer of this organization shall be removed from office by impeachment by any gross violation of this Constitution, on internal Rules and Regulations promulgated by the San Roque Parish Youth Commission Executive Board and by the Parish Pastoral Council; The Executive Board sitting en banc, by three-fourth vote, excluding the officer in question, have the sole power of impeachment; and Any member who places the reputation and good name of the organization and committed acts of violation against the Rules and Regulations specified in this Constitution must be subject to proper Proceedings for Expulsion under the Committee on Expulsion which shall be formed by the SRPYC EXEBO and the SRPYC Advisers Core Group.

A Code of Expulsion is duly recommended for the flow of the Proceedings for Expulsion of a member of the SRPYC; 3.2.Complaints on Expulsion of a member must be in written form and is submitted to the VP for Communications for the preparations for the proceedings; 3.3. The Committee on Expulsion may impose penalties to any member found guilty for committing illegal offenses, gross violation of the Laws of the Land, and for violating the Rules and Regulations of this Constitution.

ARTICLE XI ARTICLES OF IMPEACHEMENT


Section 1. All elected officers may be removed from office, on impeachment for, and conviction of, culpable violations of this Constitution and betrayal of public trust. The following may be grounds for impeachment: Any willful violation of this Constitution and its bylaws; Gross negligence of duty; Illegal disbursement of funds; Any behavior which undermines the integrity of the SRPYC; and Any other forms of gross misconduct as provided by the SRPYC EXEBO policies. Any member of the SRPYC EXEBO or any full pledged member of the SRPYC can file an Impeachment for any officer who have violated the Rules and Articles of this Constitutions through filing a written complaint to the Parish Pastoral Council, Worship Ministry Coordinator and/or to the Parish Priest The following are the Members of the Impeachment Panel proceedings Appointed Member of the Parish Priest Parish Pastoral Council President Worship Ministry Coordinator Two (2) members of the SRPYC Advisers Core Group The Policies on Impeachment are as follows:

The Parish Pastoral Council (PPC) along with the Worship Ministry Coordinator shall order investigations of cases of impeachment and recall at its own discretion or on the basis of written complaints from any member or officer of the SRPYC EXEBO within five (5) days. The PPC and Worship Ministry Coordinator shall then decide whether to initiate impeachment or recall proceedings or not. Should the PPC and the Worship Coordinator fail to meet the deadline of Five (5) days, a complaint shall automatically be dismissed. The Members of Impeachment Panel shall serve notice of impeachment or recall to the official/s concerned at least four (4) days before the set hearing date. Any SRPYC EXEBO officer must take a leave of absence once notice of impeachment or recall is served to him/her. All matters of impeachment and recall shall be heard and tried with all the Members of the Impeachment Panel in attendance. Decisions on impeachment shall be made upon two-thirds vote of the panel en banc.

ARTICLE XII VACANCIES


Section 1. Section 2. The remaining SRPYC EXEBO with the Worship Commission Coordinator shall decide on actions pertaining to a vacancy of position in the SRPYC EXEBO; In case of incapacity or removal of office of the SRPYC Coordinator and as aforementioned in Article VII. Section 10. Subsection 10.3 and 10.5, the VP for Internal Affairs shall take the position of SRPYC Coordinator as deemed necessary to fill the vacancy of the SRPYC EXEBO and until the term of office inherited expires. In case of incapacity or removal of office of the SRPYC Coordinator and of the SRPYC VP for Internal Affairs, as aforementioned in Article VII Section 11 Subsection 11.2 and 11.5, the VP for External Affairs automatically assumes the position of SRPYC Coordinator and until the term of office inherited expires. In case that the SRPYC Coordinator, along with his/her VP for Internal and External Affairs along with two (2) thirds (3) of the members of the SRPYC EXEBO are deemed vacant and/or incapacitated to handle the Commission, the Worship Commission Coordinator shall intervene and call for a Special Elections for the positions vacant and assign an acting SRPYC Coordinator for a term of not more than two (2) months in office. The Guidelines for Special Elections and Qualifications for candidacy shall fall under Article Six (6) under the provisions of this Constitution and as affirmed by an Election Code provided by the Commission on Elections. Resignation shall only be valid unless it concerns the health of the person, academic reasons, and among others, subject to the decision of the SRPYC EXEBO. There is no allowed leave of absence from any position unless he/she is running for reelection of office or files his/her Certificate of Candidacy (COCs).

ARTICLE XIII FEES FOR MEMBERSHIP


Section 1. Dues and fees may be required to be paid by members of the organization provided only that a majority of the SRPYC EXEBO approves the amount and the manner of payment, and the majority of the members of the organization confirm the ratification made by the majority of all Officers.

The proposal of the amount and manner of payment should come from the Executive Board of the Commission. The dues and fees collected by virtue of Article VII. Section 8. Subsection 8.1. hereof shall be used solely and exclusively for the affairs and/ or activities of the Commission with the view of enabling the organization to become selfsustaining. The VP Finance of the organization shall be accountable for all the money collected pursuant to Article VII. Section 13. hereof.

ARTICLE XIV AMENDMENTS


Section 1. Section 2. The Executive Board sitting en banc, by a majority vote, may propose any amendment to/or revision of this Constitution. Any amendment to/or revision of this Constitution shall be valid when by a majority of the members of the organization in a special meeting called for the purpose, the time, date, place and the manner of which shall be fixed by the Executive Board.

ARTICLE XV SEPERABILITY CLAUSE


Section 1. If any provision of this Constitution is declared invalid, the remainder thereof not affected, thereby shall continue in full force and effect.

ARTICLE XVI EFFECTIVITY


Section 1. This Constitution shall take effect upon its ratification by the majority of the members of the organization in a special meeting called for the purpose and shall supersede any other Constitution and all amendments thereto.
