This detailed submission raises a number of important issues.
(i) ~ (iii) Having regard to the population projections for the village as
outlined in Section 3.2.3. m the Plan and genuine level of concern
expressed in respect of the extent of lands zoned for residential
development wrthin the village of Puckane, rt is considered zoning
should be reviewed and a surtable phasing programme for future
development identified.
(ii) As regards infrastructural provision the availabilrty I provision of
surtable infrastructure services and facilrties to cater for development is a
pre-requisrte to development of zoned lands.
(iv) It is considered that issues of development control guidance and
master plan landscape and visual impact assessment will be addressed
by way of the Village Design Statement as set out in ot>;ective 5 Village
Housing Ot>;ective included in proposed amendments January 2005.
Village Design Statements (VDS) are to be prepared in consukation wrth
the village residents and landowners. The VDS is designed to provide an
agreed description of the character of the village and provide guidance
that addresses the qualrties which local residents and landowners
consider worthy of protection and improvement, and will provide
prescriptive guidance on the nature, extent and densrty of new
development in the village. See also proposed amendment to VDS text
in response to submission 12 above.
A meeting has been arranged between the members and the ~
Development Association to discuss the level of zoning set out in the
proposed amendments and to discuss the required infrastructure to deal
wrth the projected increase development in the village. The minute of this
meeting will be reported to the council as part of the consideration of the
ado tion of the Plan.

With regard to FI suppUed by above in relation to Roads. I note t hat
Sightlines shown on Site layout Plan 08/166-401 are unacceptable as they requi re removal of boundaries outside the
applicants "redline" and cannot be achieved without the removal of said boundaries,
They concede that Items SA, B, C and 0 are only partially answered and speclflcally B) a TIA Is not attached, and 0)
details of roads, drainage ,etc
In addition, Item 2v, "provide connectivity to village" has not been addressed, This requires a path and public lightln,
and the provision of a path would require setback a boundary outside the applicants site,
In light of above I recomend refusal
