HomeofficeintermissionnetworkingonMKeducationissuesbeganin1993,whenSIMmissionaryRichardEdlin,thenAssistant DirectorforMKEducationwithACSI,calledtogethermissionpersonnelwithMKeducationresponsibilities.Themeetingwasheldat theSILChildrensEducationandFamilyServicesofficesinDallas,Texas.Thatmeetingresultedinavotebythosepresenttoredirect thefocusofthegatheringtolookatbroaderissuesofMKcareandMissionaryfamilyissues.Thatgroup,renamedtheMKCare GiversConsultation,hasmetyearlysincethen. Sensingacontinuedneedtofocusspecificallyoneducationalissues,RichardEdlin,nowtheSIMInternationalMKEducation Coordinator,issuedinvitationsin1995tomissionrepresentativeswithMKeducationresponsibilities,MKschoolrepresentatives, andrepresentativesofMKeducationalserviceorganizationstoattendwhatwasthencalledtheInterMissionWorkingPartyonMK Education(IWPMKE).RepresentativesofSIL/CHED,TEAM,ACSI,andSIMattendedthatmeeting.
1995ResolutionsandConsensusStatements
Noconsensusstatementsorresolutionsweredevelopedfromthatmeeting.However,theresultswerevaluabletothosewho attendedandtomanyotherswhosawtheresultsofthatmeetinginsubsequentpublications.Forexample,theFebruary/March 1996issueofWorldReporthighlightedarticlesoriginatingfromthatmeeting,suchasQualityEducationforNewandSmall Schoolswhichdiscussedthecreationofnewoverseasschools,distinguishedatraditionalschoolfromothereducationaloptions, andsetforthqualitybenchmarksforsmallschools.Anotherarticle,ProvidingGuidancetoParentsinEducationalPlanning,offered asetofquestionsforparentstoclarifytheirthinkingconcerningtheeducationalgoalstheyhavefortheirchildren.

Thedelegatesagreedonthefollowingresolutions: 1. WewouldurgeACSItocreateataskforceondevelopingamulticulturallysensitivecurriculumthatisflexibleenoughtobe appliedtoavarietyofeducationalmodels. 2. WewouldurgeCCTECCtoprepareteacherstoteachfromaculturallysensitive,conceptuallybased,flexibleformatrooted inabiblicalphilosophyofeducationandrecognizingthattheyhavelimitedresourcesavailable. 3. Wewouldurgemissionstoseektoprovideafamilyfriendlyfieldanddevelopasupportinfrastructurethatwillincreasethe effectivenessandlongevityofpersonnelbyraisingtheprioritylevelandfundingofMKeducationandincreasingtheavailabilityofa varietyofeducationaloptionsforthemissionaryfamily,affirmingtheroleofthemissionagencyasasupportsystemfor missionaries. 4. InrecognitionoftheimportanceofprofessionaldevelopmenttoMKteacherlongevityandgrowth,weaffirmthe importanceofqualityprofessionaldevelopmentattheschool,mission,intermission,andChristianeducationagencyleveland encouragekeypersonneltodeveloppoliciesthatpromoteitsimplementation. 5. WebelievethateachMKandinternationalChristianschoolawellasmissionshoulddevelopitsownpolicyandprocedures fordealingwithsexualabuseandwhichispublishedandregularlycommunicatedtobothstaffandparents. Weurgebothschoolsandmissionstoconductappropriateabusepreventionprogramsforchildren.Theseprogramswillonlybe successfulwhenabalancedclimateofbelievabilityiscreatedwithintheorganization.Becausethescreeningprocessisthefirstline ofdefensefortheadministrator,schoolandmission,webelievethatstandardsofsexualconductneedtobeaddressedatthatpoint inordertominimizeincidentsofabuseandmisconductwithinthemissionscommunity.

Weaffirmthevalueofcooperationamongthemissionsinprovidingchildrenseducation.However,mission agenciesneedtoencourageschoolstochargetuitionandfeesthatareclosertotherealcosttothosewhodonot contributeeconomicallytotheschool(i.e.supplyingteachers,capitalcontributions,andotherservices).(Thiswouldinclude nonmissionstudentsaswellasmissionarystudentswhoseagenciesdonotcontributetoagivenschool.) d. Largerschoolstendtobemorecosteffective(intermsoftherealcost)thansmallerones,especiallyatthehigh schoollevel.Therefore,weencouragegreatercooperationinprovidingeducationaldeliverysystems.

IMKECrecommendsthatmissionssupportdevelopmentofresourcecentersinAsiabyrecruitingand/orallocatingqualified personnelandresourcestoservethemissionscommunityintheregion. 8. IMKECbelievesthatweneedinformationonMKdemographicsforthepurposesofeducationalplanningandagreeto explorewaystogatherthatinformation. 9. IMKECrecommendsthatthepaperspresentedoncooperationandcollaborationbepreparedforpublicationinperiodicals andothermissionforums. 10. IMKECrecommendsthatmissionshaveproceduresthatrequirethattheeducationalneedsstatusofthechildrenbe identifiedpriortothemissionscommitmenttosendingthefamilyoverseas. 11. CulturalSensitivity IMKECrecognizesthatthemissioncommunitycontinuestobecomemoreculturallydiverse.Wefurtherrecognizethatthisdiversity bothstrengthensandcontinuestobeachallengeforinternationalChristianschools.Therefore,werecommendthat: a. AssessmentofMKEducationUsagebynonAmericanfamilies TheIntermissionMKEducationConsultationIMKECsupportsthedevelopment,distribution,collection,andanalysisofasurveyof nonAmericanparentsonthefieldtobetterassesstheeducationalneedsofnonAmericanfamilies.Note:IMKECsupportseffortsto collectbysurveyinformationregardingeducationoptionsusedbynonAmericanmissionaryfamilies.DataforAmericanfamilies hasbeencollected.WehopesendingagenciesandMKschoolswillbebetterabletoaddresstheneedsoftheirfamiliesasthe informationbecomesavailable. 2. SupportforMKTEPofTeachersInService TheIMKECrecognizesthegoalsandimportanceoftheTeacherEducationProgramforprospectiveteachersofmissionarychildren (MKTEP),and a. Supportsitsongoingdevelopment; b. TeachersandeducationsupportpersonnelareneededtostaffcrucialpositionsinMKeducationworldwide.Thewebisthemedium toreachthenewgenerationofpotentialpersonnel.Weneednewtoolsandweneedcooperativeeffortsinordertoefficientlyfill theneedsandprovidetheapplicantswithacompletepictureofcurrentneeds.ForthesereasonsMission:Teach.comhasbeen formedtoassistmissions,schoolsandapplicants. ThereforewerecommendthatmissionagencyrepresentativesinformtheirleadershipabouttheMission:Teach.comwebsiteand takethestepsnecessarytohavetheiragencyincorporatethewebsiteaspartoftheirrecruitingstrategy. Thesestepsmayinclude: a. DeterminewhattheagencymayneedasabackenddeliveryvehicletoenterdataobtainedfromMission:Teach.comto theirdatabase b. IMKECaffirmstheimportanceofMKeducationexpressedbyIMKEC2008thatincludesmothertonguelearningand maintenanceaswellastheacquisitionofanyacademiclanguagethatenablesstudentstoenterintofurthereducation successfullyintheirpassportcountryorothercountryofchoice.Wethereforeencouragesendingagencies,schools,andother educationalresourceagenciesthatserveMKstocontinuedevelopingprogramsandpracticesthatmeetthisneed.(SeeIMKEC 2008ConsensusStatementonNewSendingCountries.)
2. DisparityIssuesforThosefromNewSendingCountries
Weacknowledgethedisparityofresources(financialandpersonnel)andeducationaloptionsavailabletoOldSendingCountries andNewSendingCountryfamilies(agencies).Weasksendingorganizations,schoolsandeducationalsupportprogramsto exploreavenuesforpowerfulandeffectivepartneringtoredressthisdisparityandtherebyblessthenations.
SometangibleexamplessuggestedinIMKEC2010are: InternationalChristianSchoolsprovidingfinancialaid/feeconcessions/scholarships/tithestobenefitMKsfromNew SendingCountries. InternationalChristianSchoolsbeingresource/trainingcentersforNewSendingCountrieseducators/DormParents,etc. InternationalChristianSchoolsprovidingESLshortcoursestofacilitateadmissionforESLMKs. Onlineprogramsbecomingmoreintentionallyinternational(contentsuitability),morerelevantandmoreaccessibletoNew SendingCountryfamilies. SendingagenciescomprisedofOldSendingCountriesandNewSendingCountrypersonnelthatarealreadygrapplingwith thisissue,activelyadvisingandmodelingeffectivepartnershippatterns. Educationalsupportprogramstoconsiderdiversifyingtheirrangeofservicestomeetneedsofandbecomemoreaccessible toNewSendingCountriesMKs/families.
3. SchoolandNewSendingCountryPartnerships
IMKECrecognizesthatNewSendingCountryorganizationshavecontributedsignificantlytothemissionendeavor,including theireffortstoimproveMKeducationandcare.IMKECalsorecognizesthatthereisgreatdiversityamongNewSendingCountry organizations,includingtheirpaceofdevelopment,impactingtheirabilitytodevelopstrategiesandresourcesforaddressing MKeducationandcare. Withthatsaid,IMKECstronglyencouragesschoolsservingMKsandestablishedsendingagenciestocontinueworkingtoward partnershipwitheachotherandwithemergingsendingcountries.Webelievethistobemutuallybeneficialforkingdom development.
4. SchoolBoardDialogueRegardingIncreasingAccessibilityofSchoolServicesToNewSendingCountries
IMKECrecognizesthecommitmentofInternationalChristianschoolstofulfilltheirmissionstatements,andrecognizesthe complexityofthetaskofpreparingstudentsformultipletertiarysystems.Further,werecognizethecomplexityofthetaskof increasingtheaccessibilityoftheirschoolsforMKsfromNewSendingCountries.

5. AgencyPartnerships
IMKECcommendsagencieswithmembersfromNewSendingCountriesforeffortstosurveytheneedsoftheirfamilies,provide inputintoconferencesandeducatetheirconstituenciesabouttheeducationalneedsoftheirMKs.

IMKECcommendstheeffortsofmanyinternationalChristianschoolstoexpandserviceswhichbenefitMKsfrommanymore countriesthaninthepast.
7. MaterialsforAdvisingParentsfromNewSendingCountries
AboutInternationalSchoolEducation
IMKECacknowledgesthatmanyChristianworkersfromNewSendingCountriesareservingwithagenciesthatdonothavewell developedprefieldorientationprogramsthatincludecounselingaswellasinformationabouttheeducationoftheirchildren. IMKECencouragesschoolsandagenciesservingMKstoreviewtheirpreapplicationmaterialstoassistfamiliesfromNew SendingCountriestobetterunderstandthewiderimplicationsofhavingtheirchildrenattendinternationalschools.Such materialsneedtobeavailableinappropriatelanguages.
EducationalOptionsandCurrentTrendsinTechnology
IMKECrealizestheimportanceofprovidingadditionaleducationoptionsforfamiliesonthefieldsothattheycanremainin remoteareasandbeeffective.Weaffirmthecurrenttrendsanduseoftechnologyandonlineoptionstoachievethisgoal.We encouragesendingorganizationsandschoolstoinformfamiliesofthesenewoptionsandcontinuetobreaknewgroundinthe useofeducationaloptions.
TheImportanceofServicesThatProvideforMKs
IMKECaffirmstheeffortsofsendingagenciesintheirattemptstoplanforandresourceeducationalandmembercareneedsof missionarychildren.IMKECencouragesmissionstofosteraclimateinwhichthepersonalvalue,achievementsandfuture potentialofMKsareacknowledged.WeencourageNewSendingCountriestolikewiseplanfortheseMKneeds.

ThecontributionofprogramsdealingwithprefieldandreentrypreparationthathavebeendevelopedinOldSending CountrieshavebeenvaluableinaidingNewSendingCountrieslikeHongKongandKoreaindevelopingeffectivesupportfor familiesandMKsfromtheirrespectivecountries.IMKEC2010affirmstheeffortsofHongKongandKoreainlaunchingprefield orientationandreentryactivitiesformissionaryfamiliesandMKs.WeencourageothersendingcountriesincludingNew SendingCountriestodothesame.
SupportingFamiliesontheField
Whilemuchhasbeendoneformembercareinmissions,IMKECwouldliketopromoteongoingsupportformissionaryfamilies withareadypresencetomeetbothadult(marriedandsingle)andchildneeds.Specialattentionshouldbegiventoneeds derivedfromtraumaticeventssuchasmajorillness,bereavement,andfamilyseparation.

IMKECacknowledgestheimportanceoftheeducationalsupportprovidedtomissionaryfamiliesinAsiathroughschooland multimissionresourceproviders.Wecommendthesuccessfuleffortsoftheseresourceproviders.Weencouragethemto continuetoconsiderwaysthattheservicestheyprovidecanbemoreaccessibletofamiliesfromNewSendingCountries.We encourageagenciesfromNewSendingCountriestolooktotheseresourceprovidersaspotentialmodels.
