AN ARGUMENTATION BRIEF OF THE NEGATIVE SIDE ON THE PROPOSITION: Resolved, that Illegal Drugs shouldnt be decriminalize.

INTRODUCTION I.The proposition is timely and relevant. A. The abuse of using illegal drugs has reached epidemic, if not widespread, proportion, according to official sources in the Philippine National Police (PNP) and the Armed Forces of the Philippines.

B. Schools, churches, civic organizations, non-government organizations and private groups and individuals must all do their share and contribute to the battle against illegal drugs.

C. Drug addiction is the cradle of heinous crimes committed by persons. 65% of the suspects are drug addicts.

D. The Philippines has gained notoriety for drug trafficking, now ranking fourth as a source of illegal drugs in Asia.

II. The history of this problem is important and significant. A. The worsening drug abuse in the country can be gleaned from the fact that in 1972, there were only 20,000 drug users in the Philippines. In 2004, this figure has climbed to an astounding 6.7 million.

B. Republic Act. No 9165. an act. Instituting the comprehensive dangerous drugs of 2002, repealing Republic Act No. 6425, otherwise kwon as the Dangerous Act of , as 1972 amended, providing funds therefor, and for the other purposes.

C. Drug use and trafficking were growing problems during the 1980s, particularly in marijuanaD. during the Spanish regime, spaniards imported opium and sold it for profit to the

Chinese residents in Manila and other urban places in the country. Spanish drug control laws prohibited the use of opium by the native and other people except the Chinese.

III. The terms used in this are defined and explained as follows: A. Decriminalization or Decriminalisation is the abolition of criminal penalties in relation to certain acts, perhaps retroactively, though perhaps regulated permits or fines might still apply . The reverse process is criminalization. While decriminalized acts are no longer crimes, they may still be the subject of penalties; for example a monetary fine in place of a criminal charge for the possession of a decriminalized drug. This should be contrasted with legalization, which removes all or most legal detriments from a previously illegal act.

B. Drug Trafficking is a global black market, dedicated to cultivation, manufacture, distribution and sale of those substances which are subject to drug prohibition laws. Most jurisdictions prohibit trade, except under license, of many types of drugs by drug prohibition laws.

IV. The issue to be provided by this debate are the following: A. By means of decriminalizing illegal drugs, is it safe to use as an alternative medicine? B. Is legalizing illegal drugs will do anything good to the people? C. Is it necessary to decreminalize illegal drugs? The negative proposes tp porve its case by establishing three facts: A. it is not safe to use as an alternative medicine. B. It will not do anything good to the people. C. It is not necessary to decreminalize illegal drugs.

CONLCLUSION

A. The Negative has prove its case by establishing the following: 1. It is not safe to use as an alternative medicne because a. It is still not medically proven as safe to use an an alternative medicine because other drugs contain harmful chemicals. b. Though some form of illegal drugs are medicinal plants, one person cannot base the effects of a drug on one person to be equivilant to the way their own body reacts to the substance it is advised that if you choose to use marijuana you start with a minute amount so as to gauge spmeones reaction. c. Its a greater risk for health problems that may lead such diseases. 2. It will not do anything good to the people. a. The effects of drug addiction often cause problems not only for the addict, but for their family, friends, and community as well. b. Those who are addicted to drugs have a greater risk for health problems down the road, from neglecting their own health to risk of infectious disease like hepatitis or HIV from sharing needles. c. Drug abuse can worsen mental illness or even create new symptoms. 3. It is not necessary to decriminalize illegal drugs. a. Crimes will increase rapidly as cause of those people who are under the influence of the drugs. b. the effects of drug addiction can destroy families and take lives. c. Children especially are the main focus of the problem here as they can now use it with out any supervison if illegal drugs are to be decriminalize.

B. We therefore, maintain that illegal drugs shouldnt be decriminalize.
