News and Bhubaneswar internet editions) and web site of Department of Water Resources, Govt of Orissa are put together at one place to provide an overview of flood in Orissa on a daily basis. There is also a section to present uncovered/latest flood developments/news from the field, which we seek to collect with support from all of you our civil society partners. This Flood alert is being circulated among media, decision makers legislatures, bureaucrats etc. with an aim to catalyze informed and expeditious decisions and actions. e. Flood Analysis Region wise Sonepur: (The Samaj) More than 35 villages are water logged 20,000 people affected and 100 houses are damaged. 35 relief camps opened. Free kitchen for 3 days
Jajpur: (The Samaj) 284,000 people in 289 villages of 9 block are water logged. 70,200 domestic animal are affected. 19,300 ha agri-land submerged. 1,093 qtl rice is distributed in Dasarathpur, Badachana, Binjharpur and Jajpur block. 5 villages of Dasarathpur block are severely damaged.
Kendrapara: (The Samaj) Water in River luna rising. All the rivers are flowing above danger level. 4 lakh people in 200 villages and 205000 domestic animals are affected. Breach on 7 places. 3 death tolls and one missing. Chitratpala has brought havoc. Relief materials distributed for 7 days .
Puri: (The Samaj) Flood water in Daya, Bhargabi, Kanchi and Luna are flowing at above danger level. 380 villages of Kanasa, Delanga, Pipili, Gopa, Nimapara, Brahmagiri and Puri Sadar are affected. 60,000 people are water logged. Daya and Bhargavi embankment Breached in 35 places. 1273 people took shelter in safe places.
Nayagarh: (The Samaj) 52,000 people in 104 villages are affected. Breach in two places of Kamei river embankment. Kantilo is cut off from outer world. District Junior clerk examination postponed.
Jagatsingpur: (The Samaj) 12,000 people are water logged, 2000 people are evacuated.
Khurda: The Samaj 10 panchayat in Khurda, 6 in Begunia and 4 panchayat in Bolgarh are water logged. 4 ft water flowing from Sarua to Baghamari over Khurda-Bolangir state highway.
Anugul: the Samaj 64 villages of Athamallik are cut off from outside world, people of 7 villages shifted to safe place. 5 villages of Tikarpara are water logged, drinking water scarcity.
Govt. Response o The govt opened at least 186 free kitchens but managed to feed just about 1.56 lakh people. (The Indian Express) o o o Govt facing lot of difficulties in distributing the relief materials due to cut off. (The Samaj) Delay in relief distribution by the administration in Athagarh. (The Samaj) The state govt accused the central govt for not tendering enough help to deal with natural calamities. (The Samaj) o o o o o The chief Minister judged the flood situation from Helicopter. (The Samaj) Govt is only busy in evaluating the flood situation in various places of the state. (The Khabar) The leaders in Kendrapara evaluated the flood situation. Flood Forecast o Water level is at 628.21ft ft in Hirakud Reservoir on 11th Sep (Official source) o Presently 59 sluice gates are open at Hirakud Dam at 12.00 hours on 11th September with 667955 Cusecs of inflow in reservoir and 795013 cusecs outflow from reservoir (Official sources) o o Rain came down Water level is at 629.27 ft in Hirakud Reservoir on 12th Sep(Official source)

Express News Service Last Updated : 11 Sep 2011 11:54:52 AM IST SAMBALPUR: Low pressure in the northwest and heavy rainfall in the upstream of Hirakud dam in Chhattisgarh resulted in flood, affecting 14 districts of the State, said Revenue and Disaster Management Minister S N Patra. Addressing mediapersons after a whirlwind tour of the affected areas in the district, Patra said the situation would improve as the low pressure is moving towards Jharkhand. He said it was unlikely that more gates of the Hirakud dam would be opened to release flood water.

Heavy monsoon rains submerged about 2,600 villages across 19 districts. Several rivers, including the Mahanadi, are overflowing and flood waters have severed a number of key road links. In Pakistan, the UN has begun relief operations after weeks of rain affected millions in the south. More than 130 people have been killed in the floods in Pakistan's Sindh province. The United Nations Children's Fund, Unicef, said up to 2.5 million children had also been affected there. One official said children and families, many of them still recovering from last year's devastating floods, are in urgent need of help before the situation worsens. Helicopter food drops Officials in Orissa said at least 61,000 people had been evacuated to safety and relief and rescue operations had begun. They said road links at several places in Puri, Kendrapara, Cuttack, Jagatsinghpur, Sambalpur, Boudh and Sonepur districts had been affected. "A navy ship from Vishakhapatnam with a helicopter and relief material is set to join the operation," Press Trust of India (PTI) quoted Special Relief Commissioner PK Mohapatra as saying.

Report by Rashmi r Parida; Bhubaneswar: 50 villages of Balipatna Block devastated due to Dhanua River Flood water. Till the moment administration not reach the people of these affected villages. People are living with fear without water, food and clothes in these areas though it is only 30 km away of Orissa's capital city Bhubaneswar.

Report by Ananta Prasad; Bhubaneswar: Kendrapada District is one of the important districts highly affected by the flood. As per the latest information 9 blocks have been badly affected in the flood. It is worth mentioning that due to heavy rain & inflow of water from Mahanadi to Luna, Chitrotpala there has been massive flood n the district. Along with 9 blocks Pattamundai NAC is also roughly affected with the inflow of flood water. Water has been rushed into 11 wards & 09 villages of Pattamundai. 50 villages 15 GPs of Rajkanika, 51 villages 23GPs of Aul, 14 GPs 34 Villages Pattamundai, 3 GPs 14 villages Rajnagar, 2 GPS 2 Villages of Derabish, 14 GPS 26 villages Marshaghai, 5 GPS 20 villages Garadpur 1 GPS, 2 villages Kendrapara 2 GPS, 4 villages Mahakalpara are victimized by the flood water.
A total of 267636 people of all the above said villages are affected and still the process of evacuation is on its row. There has been 3 lives lost reported during the flood in the district. More than 2lakhs livestock including domestic animals have been lost and perished so far in the flood in kendrapada. Two Nos houses are being washed away completely leaving more than thousand other houses shoddily damaged. 1 no breach has been created near Marshaghai Block near Narsinghapur villagesage on embankment of Chittrotpala. Another one at Mahakalpara near Tikhiri villagesage on embankment of Paika river & one near at Garadpur block near patkura is creating problem. Road Communication has been cut off from Pattamundai to Aul near Patrapur Bridge. Power supply cut off in marooned areas. 147 Mechanised Boats has been deployed for rescue operation and relief work; where as 38 more power boats & 239 country boats are in duty. 3 nos ODRAF team is sincerely engaged in relief work. Emergent relief has been sanctioned for seven days. Relief has been distributed for the villages (97 villages) where road communication is blocked. Still there are places where no one has reached to provide relief. So all most all flooded areas now badly need help and support in the form of relief.

Bhubaneswar, Sept. 11: For residents of Kalyani Plaza on Sundarpada-Jatni Road, this years flood in the Daya river is a curse. More than 1,500 people living in the apartment complex submerged by the waters of Daya river have been waiting for rescue, but the only boat engaged in rescue operation cannot help all. Ananya Mondal, a school teacher, had been trying to get out of her residence since yesterday. But, she could manage to get out of her residence and put herself and her family up at a city hotel only at 11am today. My daughter has to sit for her exam tomorrow as she has already missed a paper on Friday. I also have to go to school. As it had become impossible for us to get out, we sought help move out of residence and decided to go to a hotel. The Orissa Fire Service personnel are helping residents, but there should have been at least another boat to help hundreds of people, including many patients and elderly, said Ananya. She said: People are suffering as there is no power connection and water supply in my housing complex. Still, some people, who live on second floor and above, preferred to stay back as the floodwater had not reached their floors. Vehicles on the basement parking area are almost floating. Manendra Nayak and his brother were surprised to find no help from the fire service department in the evening as his mother was suffering from paralysis. We contacted the personnel and they said that they will not come to our rescue unless the district administration orders them, he said. Fire officials, however, clarified that the team tried to rescue as much people as they could till 2.30pm. We will, however, try to help other people on emergency medical ground, said an official. While rescuing a woman with a one-month-old baby this morning, the mother slipped off the boat. Luckily, a fire service personnel managed to hold them. This kind of situation happened only because the administration could not imagine the gravity of the situation. We are hard-pressed with only one boat at our disposal, said a fire service official. Dambarudhar Patra of Balabhadrapur, who was present near Hitech Plaza during the rescue operation, said: By Friday evening, the water level was rising like anything and the roads leading to the apartment blocks were full with water making residents unable to come out.

Chief Synoptic Situation Yesterdays a Low Pressure Area over Northeast Madhya Pradesh and neighbourhood now lies over Northwest Madhya Pradesh & neighbourhood with upper air cyclonic circulation extends up to Midtropospheric level. An upper air cyclonic circulation lies over Northwest Bay of Bengal off Orissa coast extending up to 3.6 km above sea level. The axis of monsoon trough on sea level chart passes through Palodi, Ajmer, centre of Low Pressure Area, Sidhi, Chaibasa, Balasore and thence South-East wards to EastCentral Bay of Bengal across North-West Bay of Bengal. Forecast valid for next 24hrs Rain or thunder-shower would occur at a few places over all catchments except Upper Brahmani & Upper Mahanadi catchments where rain or thundershower would occur at one or two places.
