DESCRIPTION AND MAPPING OF THE


BIOLOGICALLY TREATABLE WASTE STREAM
IN 4 DISTRICTS: AN NHON-TAY SON-HOAI NHON-PHU
MY IN BINH DINH PROVINCE
1. Brief description of the whole solid waste stream in the 4 districts.

The Project of Water Supply and Sanitation Program in Binh Dinh province (WSSP) organises a
feasibility study: "Valorization of organic waste in Binh Dinh province" to identify and analyze
viable options for recycling and re-valuating for organic waste in four target districts such as An
Nhon, Tay Son, Hoai Nhon, Phu My. The ultimate goal is maximize the amounts of waste that
re-used, and hence to reduce the waste to be dumped, incarnated or buried. Moreover, in overall
terms to contribute to the protection of environment and create positive social and economic
impact.
To determine the amount of organic waste which will be generated from four districts during 10
years from 2011 to 2020, we need to determine the volume of waste generated from households,
markets, schools, offices, factories, farms, etc. We have carried out the surveys and interviews in
order to calculate the volume of organic waste in four districts.
To calculate the daily amount of waste in four districts, this should be based on the number of
people living and working in there. There are many methods to calculate population by 2020.
The group has analyzed the rate of population growth based on the rate of natural increase of
population, including of social - economic situation, birth rates, death rates on population growth.
According to statistics from the master plan for solid waste management in Binh Dinh province
by 2020, the rate of natural population increases of 1%. However, following the survey data,
researching materials and statistics for 2009 without receiving an estimate for the coming years;
the birth rate in 2009 of Binh Dinh province was 1.67% and the death rate was 0.51%, the rate of
natural population growth was 1.16%. Therefore, we take the rate of natural population growth
for 2009 which is 1.16% and calculate for 2010 to 2020.
How to get data collection, we collect solid waste information through field surveys (Sub-Annex
No.1) and work with the WSSP, the other partners of the project; PCs district, the official
departments under PCs districts such as General Economic Division, Departments of Urban,
Department of Environment, Department of Industry, Agricultural Extension Station, the
Management Board of Industrial Zones; Department of Agriculture and Rural Development
under Binh Dinh province; the Urban Environmental Company in Qui Nhon City; the Urban
Environmental Company and Waste Management Cooperatives in four districts of Binh Dinh
province; Market Management Boards, etc. We can gather their awareness about solid waste,
waste volumes, the executors of waste management and treatment, sorting at source, public or
private sector, their role, the development of community, awareness activities, garbage collection
methods, how to transport and treat garbage, how to socialize, the expectation of feasible location
for installing equipment and waste treatment works to make plans for producing fertilizer
suitable for 4 districts, etc. (Sub-Annex No.2). We have identified that organic component is the
most important part in order to offer a plan for making suitable fertilizer plant for 4 districts by
analyzing biologically treatable waste stream from households and markets.
Through the survey of solid waste in four districts in October, 2010; we analyzed that the
garbage volume collected, transported and buried from households, markets, streets, industrial
parks, etc. is 101 tons/day, which accounted for 27%, the rest of 73% garbage are treated or
threw out public places by residents themselves. In the four districts, 101 tons of collected
garbage in which has 59 tons of organic waste with organic component is around 58.42% (it is
the highest component compared with other components such as plastic, paper, metal, etc.) and
has ability for producing fertilizer for industrial crops.
In general, through surveying in four districts, Phu My, Tay Son, An Nhon, Hoai Nhon in Binh
Dinh province, we identified that the solid waste stream has high organic component; most of
them are from household and market wastes. Source of organic waste from industrial zones is
negligible and source of organic waste from farms often used for farmers purposes, so it is not
be discharged into a solid waste stream to be collected and treated by district companies.

1.1. Phu My district


a. Geographical location
Phu My district belongs to Binh Dinh province, with an area of 550.46 km2 and borders on:
- The Northern borders on Hoai Nhon district.
- The Southern and Southwestern borders on Phu Cat district.
- The Northwestern borders on Hoai An district.
- The Western borders on the East Sea.

b. Social - economic situation:


Percentage of social - economic structure of Phu My district is mainly agriculture and
agricultural products accounted for 50.77%; business services 16.30%; and manufacturing
industries 32.93%.
According to statistics in 2009, the total population in Phu My district is 169,645 people,
population density are 308 persons/km2; including 17 communes and 2 towns as follows:

c. Population prediction until 2020:


Population estimation for the Phu My district until 2020 is 192,592 people (Sub-Annex No.3),
and estimated for each year shown in Table and Chart 1.1 (c):

d. Generating solid waste in Phu My district.


Generating waste depends on the situation of the population as well as social-economic situation
of the district. To know the amount of generating waste in the present and estimate until 2020,
the survey team collected data, information based on available forms and these following people:
-

Department of Agriculture Rural Development showed the social- economic situation as


well as agricultural production situation, the amount of generating waste from agriculture
or the amount of fertilizer needed for crops;

Phu My Districts Division of Industry and Commerce provided all the remaining
information in the district: industry, markets, farms, the waste treatment companies;

The Transportation of Public Works Enterprises under Phu My districts People


Committee, solid waste management and treatment agency, is the States company.

Through the survey, the total of solid waste is collected in the district is 13 tons/day, while the
amount of generating waste which calculated per person is 91 tons/day. Including: waste from
markets (3 tons/day) and waste from households, streets and two industrial parks (10 tons/day).
The company focused on collecting in Binh Duong town (collected rate of 60%), Phu My town
(60%), center of My Hiep commune (20%), My Thang, My An, My Chanh Communes (collected
rate of 20%), My Quang and My Phong communes (collected rate of 5%). It is estimated that the
total generating waste until 2020 shown in table 1.1 (d), (Sub-Annex No.4-a, b, c):

Phu My district is the only unit in 4 districts in which has one states company collection,
transportation and treatment of solid waste.
Transportation of Public Works Enterprise has only one 5.3 m3 compact truck, with three trips
per day, which collects garbage from 60 public waste containers (type of 240 liters) in 30- 35
different places. It also collects garbage from households, Phu My, Binh Duong and Tam Xuan

market. Waste collection time is divided reasonably between Phu My district (from 5:30 AM to
12:00 AM) and Binh Duong town (from 12:00 AM to 5:00PM). They collect garbage in two Phu
My and Binh Duong markets everyday from 3:00 to 5:00PM.
Waste market which is stored in a simple storage point of 50 m2 uncovered from 9:00 AM in the
previous day to 9:00 AM in the following day, then is collected and transported to landfill. Tan
Xuan market waste is not collected every day because there is one fair/5 days. Besides, the
company also collects garbage in My Hiep town 2 times a week. According to statistics, waste
generated is about 30 tons/day in the annual holidays. Beside, garbage in My Thang, My An, My
Phong, My Chanh, My Quang is collected by spontaneous private teams by handle self vehicle.
Waste collection rate average for the whole Phu My district is 14.5%. There is one temporary
landfill at Chanh Thuan village in My Hinh commune, used for burying garbage in Phu My
district, My Hiep commune and near communes, has been used since 2005 with 5,800 m2 and
was widen with 4.000 m2 in 2008. It is used 60% and its height is 3 meters. There is also a 550
m2 temporary landfill, whose height is 3.5m, used 70% to bury garbage in Binh Duong town. The
company is proposing to expand the 500 m2 landfill to the southeastern. There are 3,600 tons of
average waste amount treated annually.

1.2. Tay Son District


a. Geographical location
Tay Son district belongs to Binh Dinh province, there is Phu Phong town with an area of 693
km2 and borders on:
- The Northwestern borders on Vinh Thanh district.
- The Northeastern borders on Phu Cat district.
- The Southeastern borders on An Nhon district.
- The Southern borders on Van Canh district.
- The western borders on Gia Lai province.

b. Social - Economic situation:


Percentage of social - economic structure of Tay Son district is mainly agriculture and

agricultural products accounted for 24.8%; business services 42.7%; and manufacturing
industries 32.5%.
According to statistics in 2009, the total population in Tay Son district is 123,339 people,
population density is 178 persons/km2; including 14 communes and 1 town. They are shown in
table 1.2(b):

Generating waste depends on the situation of the population as well as social-economic situation

of the district. To know the amount of generating waste in the present and estimate until 2020,
the survey team collected data, information based on available forms and on following people:
-

Tay Son district Department of Statistics has provided sufficient information in the
district: industry, markets, farms, agricultural situation, the amount of generating waste
from agriculture or organic fertilizer that is necessary for the plant;

Phu Phong Co-operative Agricultural & General Services is the only private unit for
waste management and treatment company in Tay Son district.

Beside, garbage is collected by spontaneous private teams by handle self vehicle in their
commune.

Through the survey, the total of solid waste is collected in the district is 22 tons/day, in which
waste from markets is 1 ton/ day and waste from households is 21 tons per day, and only
collected in Phu Phong town (collected rate of 80%), Tay Giang commune (50%) and Binh Hoa
commune (20%), Tay Binh commune (40%), Tay Xuan (20%), Binh Nghi commune (20%) and
Tay Phu (20%). If Tay son district organized the collection well, it would be collected all
generating waste, which is 72 tons/day for 2010. The result of generating waste shown in the
table 1.2 (d), (Sub-Annex No.6-a, b, c):

Phu Phong Agricultural & General Services Cooperative manages and treats solid waste in Tay
Son district. Household wastes in Phu Phong town are collected by trolleys with 200kg
bucket/trolley every day and moved to number 27 Nguyen Lu Street at 8:00 AM & 11 AM and it
is collected and transported to landfill by 8 m3 truck then. They collect household waste from
6:30 AM to 5:00 PM in Phu Phong town, Binh Thanh and Binh Hoa commune. Markets waste in
Phu Phong Town is collected from stalls and moved to a collected garbage point in the market by
trolleys. They collect garbage at 3:30 PM and store them in 40 kg bamboo baskets and they have
been collected and transported to the landfill directly by 8 m3 truck. Besides, there are
spontaneous private team collect garbage in their areas and also dump garbage in Phu Phong
town landfill in Tay Binh, Tay Xuan, Binh Nghi communes. The collected average rate in Phu
Phong town is 80%, Tay Giang commune (collected rate 50%), Binh Hoa commune (20%), Tay
Binh commune (40%), Tay Xuan (20%), Binh Nghi commune (20%) and Tay Phu commune
(20%).

Tay Son district has a temporary landfill used for burying garbage in Phu Phong town, Binh
Thanh and Binh Hoa commune with an area of 0.5 ha and it has been used since 2005. There are
6,205 tons of average waste amount treated annually.

1.3. An Nhon District


a. Geographical location
An Nhon district belongs to Binh Dinh province with an area of 242, 64 km, borders by:
- The Northern borders on Phu Cat District.
- The Eastern and Southeastern borders on Tuy Phuoc district.
- The Southwestern borders on Van Canh district.
- The Western borders on Tay Son district.

b. Social - Economic situation:


Percentage of social - economic structure of An Nhon district is mainly agriculture and
agricultural products accounted for 46.1%, business services accounted for 18.2%;
manufacturing industries accounted for 35.7%.
According to statistics in 2009, the total population in An Nhon district is 178,724 people,
population density is 737 persons/km2 including 13 communes and 2 towns. They are shown in
Table 1.3(b):

Generating waste depends on the situation of the population as well as social-economic situation
of the district. To know the amount of generating waste in the present and estimate to 2020, the
survey team collected data, information based on available forms and following people:

+ An Nhon Station Extension, the Market Management Board, the garbage collection
companies showed the social-economic situation as well as agricultural production situation,
the amount of generating waste from agriculture or necessary organic fertilizer for the plant;
+ An Nhon district Department of Economics and Urban Management provided all the
remaining information in the district: industry, markets, farms, the waste treatment companies
in the area;
+ Surveying two private solid waste collection, transportation and treatment companies.
Through the survey, we know the total of solid waste collected in the district is 28 tons/day,
including waste from markets is 5 tons/day and waste from households is 23 tons/day, which
collected in Binh Dinh town (collected rate of 75%), Dap Da town (70%), Nhon Thanh commune
(20%), Nhon Phuc commune (20%), Nhon Hung commune (30%), Nhon Loc commune (20%),
Nhon Hoa commune (20%), Nhon Tho commune (20%). Volume of generating waste shown in

There are two private companies in An Nhon district, An Nhon Urban Environment Service Co.,
Ltd and Nhon Tho Development and Investment Joint Stock Company, which collect, transport
garbage and manage landfill. An Nhon Urban Environment Service Co., Ltd collects garbage in
Binh Dinh, Dap Da, Nhon Hung Town, waste market from the town's and communes market,
and industrial waste. Company has three 6-10 m3 compact trucks and one 6 m3 spared truck.
Small compact trucks collect garbage from alleys, big compact trucks collect garbage form
streets/roads, households and waste trolleys. They collect waste household and street from 4:00
AM to 2:00PM, waste market from 5:00 PM to 9:00 PM. On the other hand, Nhon Tho
Development and Investment Joint Stock Company collect garbage mainly in rural areas such as
Nhon Thanh, Nhon Tho, Nhon Phuc, Nhon Hoa commune, and commune markets. Because there
is hardly garbage in rural area, company collects garbage 2 times a week from 7:30 AM to 11:30
AM in the morning and from 2:00 PM to 5:00 PM in the afternoon by one commune/day.
Two companies collect garbage from towns and communes, and then they buried them in two
landfills. Phu Son landfill closed in 2009. Truc Son landfill, which has 4 buried holes with area
of 10,000 m2, has been opened since 2009 and buries 28 tons garbage per day. Market waste in
town is collected in the evening from 6:00 PM to 8:00 PM every day. Market waste in communes
is collected with household waste because rural markets normally start early in day. There are
20,220 tons of average waste amount treated annually.

Hoai Nhon District

a. Geographical location:
Hoai Nhon district belongs to Binh Dinh province, with an area of 550.46 km2, borders by:
- The Northern borders on Quang Ngai province.
- The Northwestern borders on An Lao District.
- The Southwestern borders on Hoai An district.
- The Southern borders on Phu My district.
- The Eastern borders on the East Sea.

b. Social - Economic situation:


Percentage of social - economic structure of Hoai Nhon district is mainly agriculture and
agricultural products accounted for 48.2%, business services and manufacturing industries
accounted for 51.8%.
According to statistics in 2009, the total population in Hoai Nhon district is 206,691 people,
population density is 470 persons/km2 including 15 communes and 2 towns as follows:

Generating waste depends on the situation of the population as well as social-economic situation
of the district. To know the amount of generating waste in the present and estimate until 2020,

the survey team collected data, information according to available forms and the following
people:
+ Hoai Nhon Station Extension provided us information about the social- economic situation
as well as agricultural production situation, the amount of generating waste from agriculture
or organic fertilizer which is necessary for the plant;
+ Hoai Nhon district Department of Economics and Urban Management provided all the
remaining information in the district: industry, markets, farms, the waste treatment
companies;
+ Two waste collection, transportation and treatment companies provided us information
about the garbage management and treatment in district and identified the places where
households and markets waste are analyzed.
Through the survey, we know the total of solid waste collected in the district is 38 tons/day,
including waste from markets is 5 tons/day and waste from households is 33 tons/day, which
collected in Tam Quan town (80% collected rate), Bong Son town (96%), Hoai Chau Bac
commune (50%), Tam Quan Bac commune (50%), Hoai Thanh Tay commune (50%), Hoai Tay
commune (50%), Hoai Duc commune (50%).
Through the garbage analysis for each district, it is known that Hoai Nhon district has the largest
total of collected solid waste compared with four surveyed districts. Waste collection in town
collected by both private sectors which have many compact trucks, trolleys; so the percentage of
garbage collection is highest as table 1.3 (d), (Sub-Annex No.10 -a, b, c).

Hoai Nhon Department Urban Management manages and treats solid waste in Hoai Nhon
district. However, Bong Son Agriculture Cooperative and Nguyen Tin Company have
responsibility to collect garbage in district. They collect garbage from households, schools,
agencies and few industrial parks and waste markets in district with the corresponding collection
rate: Tam Quan Town (collected rate 85%), Bong Son town (90%), Hoai Chau Bac commune
(50%), Tam Quan Bac commune (50%), Hoai Thanh Tay commune (50%), Hoai Tan commune
(50%), Hoai Duc (50%). Garbage collectors collect and transport waste household to gathered
palaces from 7:00 AM to 5:00 PM by trolley every day. Then 10 m3 compact truck collects
garbage from there and transports them to landfill. Bong Son town waste market is collected in
40 kg bamboo baskets from the stalls, then transported to waste warehouse in the market area.
They collect garbage from 12:00 AM and 10 m3 compact truck will collect garbage at 6:00 PM,
and then transport them to landfill directly.
There are two temporary landfills in Hoai Nhon district: Bong Son towns landfill with area of
5,000 m2 has been opened since 2002 to collect garbage from Bong Son town, Hoai Duc
commune, Hoai Tan commune. Tam Quan Bac commune landfill with area of 1,500 m2 has been
opened since 2002 to collect garbage from Tam Quan town, Tam Quan Bac commune, Hoai
Thanh Tay commune, Hoai Hao commune. The average amount of waste treated annually is
13,870 tones.

2. Description of the biologically treatable Waste Stream in the 4 districts.


2.1. Classification of different kind of biologically treatable waste.
Solid waste is discharged from the various sources of life and human activities. It related to solid
waste stream generated from households, markets, schools, offices, hospitals, industrial parks,
farms, cattle, poultry and industrial plants. From these sources, we can easily recognize that
organic components can be collected from the leftovers (in restaurants, households, schools, etc);
Vegetables, fruits waste from the market; The residues from processing industrial food factories;
waste from farms or farming (feces, food residue from poultry, livestock, surplus from
cultivation, nurseries, etc.); Waste from gardens (leaves, bushes, grasses, etc.); Waste from fish;
wood waste; paper waste and other organic waste, etc. However, through the real survey, we
know that source of high valuably organic waste made compost is waste from households,
restaurants, schools, offices and markets. Most of them are collected, transported and buried in
the landfill of each district. There is hardly organic waste from industrial parks, processing
factories; small amount of household waste is collected daily with solid waste steam. Organic
waste from livestock which is not discharged into the waste stream is treated by the owners on
their farms.
To know the amount of organic waste can be treated biologically, we have done quantitative
analysis of solid waste composition from market waste, household waste which will be presented
in Section 2.2. And from sources of different organic waste, the feasibility study project will give
out some plans for fertilizer production in next chapters.
2.2. Description and quantification of biologically treatable waste from specific sources:
Identifying the survey location is studied on the map of four districts, through contacting with
local people and studying the previous project survey results of solid waste that our personnel
took part in. The survey forms, interviews, and analysis of solid waste components are presented
in Sub-Annex No.1.
Focusing on studying which waste source has high organic components, we held a survey on
four major sources of organic waste (households, markets, industrial parks, farms) to qualitative
and quantitative analyses of organic waste.
Analyzing solid waste components based on quantitative methodology shown in solid waste
amount/time (kg/day, ton/day, and ton/year) or the solid waste volume/time (m3/day, m3/year).
However; solid waste volume depends on storage (compressed or not compressed). Thus, the
group chose to analyze the amount of generating solid waste or collected waste in the form of
"solid waste amount/time". An amount is the accurate parameter shown the quality of solid waste
because we can measure directly without compressing.
Analyzing solid waste components based on qualitative methodology, the survey team carried
out a number of interviews to Sanitation Company, the Urban Environment Company, Market
Management Board, Hygienic Staff, Collectors to get more information about the waste
collection, treatment, garbage volume, collection routes, the number of households or the stalls
were collected at the local, etc. and to estimate the solid waste components.
Comparing the arising level of solid waste during 10 years between communes in district, we
paid attention on population, area, rural or urban residents, transport situation, and location site
of communes compared with central areas (towns).
We implemented the survey ways as follows:
+ Qualitative analysis: with this method, the survey team identified and interviewed all relevant
information based on prepared interview forms and other information to be able to give the
volume of waste. For example, when the interviewees do not know how much the volume of
market waste generated/day, interview group will be based on the type of waste containers, the

number of collected rubbish and the times of garbage collection, the storage points, the collected
time and waste collectors. Basing on this information, analyzed group will give specific numbers
about the volume of waste generated. To be clear for comparing the percentage of organic waste
in markets, we will ask for more detailed information during interview process (the number of
stalls in the market, sale- type of each stall, the area of each stall). From that, we will know the
percentage of organic waste and inorganic waste in each market by preliminary estimates. Then,
the group will analyze waste components (organic, inorganic) based on quantitative method.
+ Quantitative analysis: following the surveyed team guidance, the analyzing group who is waste
collection staff at the market or workers of waste transportation company rent to analyze garbage
components. The quantitative analysis will help the surveyed group know the composition of
each type of waste in general and organic components in particular.
From beginning, we intended to analyze a big volumes of garbage 200-500kg/sample, but we
identified that the garbage components are nearly the same in a number of waste sample with
having different weight, so we mixed the large amount of garbage (about 500kg) by working
tools of workers as rakes, shovels and got 100-200 kg/sample to analyze for saving the time. In
the other hand, we selected the waste plastic packages of households and ripped out of the bag as
the analyzing samples. Besides, the garbage samples are specialized, for example there is a bag
of textiles from the factory, next to the market, in the sample, the analyzed group immediately
removed it out of analyzing samples (because it might be accumulated from several days); so it
will not specialize like market waste component if we mix it into market waste sample.
Four waste market samples analyzed at the central market of the districts should reflect the
typical characteristic. After being analyzed, organic waste component at the town market in the
district varied in about 69% - 90% and an average of 76.41% calculated based on the weighted
average method the volume of waste samples for analysis and components of waste markets are
analyzed in 4 districts. Organic waste components have identical characteristic due to depend on
the type of central markets in which fresh food, cooked food, textiles, clothing, household items,
electrical and electronic goods, etc. are sold without being divided into specialized markets like
HCM City. Compared with the same type markets (all goods are sold in the market) such as An
Khanh Market (District 2, Ho Chi Minh City) accounted for 76% (under the analysis) and An
Dong Market (District 5, Ho Chi Minh City) accounted for 82%, we know that the analyzing
data of market waste components surveyed is reliable for 4 districts. In Ho Chi Minh City the
volume of market wastes organic components has a very large fluctuation from 20.2% (ecommerce market) to 100% (wholesale selling vegetables market). (The analysis of Centema,
2000, 2001, 2003).
Five household waste samples were most analyzed at the waste rendezvous where they
concentrated solid waste collected from the centers of the four districts and four sample results at
main road and alley road of Tay Son district supplied by PPMU. Due to the cultural and political
center of the district, residents are more crowded in town and the amount of garbage also
discharged into environment more than communes in suburban area. After analyzing household
garbage, we determined the organic waste component is around 52% - 60% and 58% average
calculated based on the weighted average the volume of household waste samples and analyzed
garbage components in 4 district centers.
For Industrial Zons waste, we applied the qualitative analysis method for searching volume of
organic waste by interviewing the Industrial Zones Management Board and Manufacturing
companies where they have an organic waste to get more information about the waste collection,
treatment, and waste volumes etc. According to information from Industrial Zones Management
Board, solid wastes generated very few from companies, factories and it is not a major problem
but they are worry about waste water from plan operating not treated or not treated well in its
treatment system.

We have done the survey in 6 chosen factories having the amount of organic waste as the
cognizance of the Industrial Zones Management Board. However, through the survey results, we
determined that the amount of waste from these factories is too low. Most of the organic raw
materials are used to make products, or frozen for exporting or feeding their cattle. Thus, the
amount of waste is low because the companies of processing agricultural product only do operate
in specific season.
Mentioning the solid waste amount at the factories in Industrial Zones discharged by staff and
workers, the amount of waste which is very few is about 5-15kg/day, through the survey.
Because these companies do not need many workers for working (10-20 workers/company), and
most of them are local people so plants dont cook for them.
For the farm waste is analyzed by qualitative methodology as the statistics from the survey
information of Department of Agriculture & Rural Development and Agricultural Extension
Station. Through collected information, farm waste is mainly in two forms, wastes from leaves
and animal dung; leaves waste from farms almost treated by burning (for dry leaves) or made
compost and animal feed (for fresh leaves), so it is not collected with household waste collection.
For the animal dung, its quality and quantity depends on the way how to raise, the amount of
food as well as kind of food. In addition, it is calculated that the total amount of animal dung
generated from farms based on the total number of livestock which were from 2,972 tones/day to
4,889 tones/ day in four districts and An Nhons animal dung is the lowest district.

The survey results in October, 2010 the units of solid waste collection, transportation and
treatment in four districts following the qualitative analysis method has determined the amount of
garbage collected was 101 tons/day, accounted for 27% of waste generated (different from
master plan in which the amount of garbage is 50 tons/day) and in which waste market is 14
tons/day. Thus, it is possible to accept the amount of solid waste collected in four districts in
2010.

comparing with the big cities in Viet Nam, the waste volume/person in district is lower due to 4
districts are in rural area where they discharge not much waste because of not requiring the high
needs for their lives. Moreover, most of them use organic waste for their garden and the
households in town also use organic waste like this way.
According to Master Plan was issued by the Ministry of Construction for 4 districts until 2015,
towns must collect 80% of waste volume, 70% for communes and towns must collect 100% of
waste volume, 80% for communes in 2020. It is estimated that the amount of garbage must be
collected and treated in 2015 is 234 tons/ day and in 2020 is 347 tons/day. From 2011 to 2020 the
amount of garbage collection will be reached 902,185 tons/10 years (Sub-Annex 11). If the
volume of waste generated is collected 100%, it would be 1,664,473 tons/10 years (Sub-Annex
12).
a. Phu My district
Phu Mys sanitation work has represented by Transportation of Public Works Co, so they
organize to sweep waste on the streets well. They put 240 liters dustbins at collecting waste
places to collect household waste and street waste. We analyzed household waste in two different
places, where they collect 240 liters dustbins and other place they collect household waste. After
analyzing, we determined that the percentage of organic component of dustbins sample is not
very high (44%), due to there are a lot of inorganic waste street, soil and sand while household
waste sample has high organic rate, 67% and the weighted average is 62.49% for both. This
figure compares with the Master Plan is similar.
The organic rate of market waste is 70%. The weighted average from one market waste sample
and four household waste samples in Phu My district are 64.26%. And total amount of organic

waste from markets and households in Phu My district in 2010 is 8.5 tons/day of 13 tons/day
solid waste collected.
Based on the waste volume per person from 0.5 kg (in communes) to 0.8 kg/person/day (in
towns), we estimated waste volume in Binh Duong and Phu My town achieved 80 %, there is 1
village planned to township or subtown so collected rate is 60% in My Hiep, My Chanh, My Tho
communes, 30% for others communes. We also estimate that collection rate will be increased by
following years 2010 and 2015 coming to 2020 in order to meet the requirement of solid waste
management planning in Phu My (Sub-Annex 13).

b. Tay Son district.


The sanitation work of Tay Son district has done by Phu Phong Agriculture and General Services
Cooperation, so that sweeping is well organized on the streets and collected garbage from
households by handcarts with 200 kg dustbin/handcart as well. We analyzed the component of
household waste at a rendezvous point and two roads in Phu Phong town and determined that the
organic rate is (59.85%).
Organic rate of market waste is 68.91 %. The weighted average from one market waste sample
and one household waste sample in Phu Phong town is 60.26 %. And total amount of organic
waste from markets and households in Tay Son district in 2010 is 13.3 tons/day comparing with
total garbage collection (22 tons/day).
Based on the waste volume per person from 0.5 kg (in communes) to 0.8 kg/person/day (in
towns), we estimated waste volume in Phu Phong subtown planned to Phu Phong town in 2015
achieved 90 %, in Tay Binh and Tay Giang commune, there are villages planned township or
subtown, so collected rate is 70%-80%, 30% for others un-collected communes. We also estimate
that collection rate will be increased by following years 2010 and 2015 coming to 2020 in order

to meet the requirement of solid waste management planning in Tay son (Sub-Annex 14).

c. An Nhon district
An Nhons sanitation work has carried out by An Nhon Service and Urban Environment Co.,
Ltd., and Nhon Tho Development and Investment Joint Stock Company, so they organize to
sweep on the streets well. We analyzed household waste of Binh Dinh town at Nhon Hoa
communes landfill and determined that the organic rate is not high (52.17 %), because of having
inorganic sweeping waste, soil and sand.
Organic component rate of market waste is 74.8 %. Its weighted average from one market waste
sample and one household waste sample in An Nhon district which is 56.21 %. We conducted the
survey in An Thai rural market in An Nhon district to determine the amount of organic by
qualitative analysis method. An Thai rural market is different from other town markets because it
only is opened from 6:00 AM to 10:00 AM and its garbage is collected 2 times a week (on
Tuesday and Friday). In addition, garbage is contained in 240 liters containers equipped by Dai
Tin Company in An Thai rural market. Most of garbage in An Nhon market is leaves, plastic and
packaging, so they only content about 50% the amount of organic. Total amount of organic waste
from markets and households in An Nhon district in 2010 is 16 tons/day of total garbage
collection (28 tons/day).
Based on the waste volume per person from 0.5 kg (in communes) to 0.8 kg/person/day (in
towns), we estimated waste volume in Binh Dinh subtown planned to town so collected rate is
85% and 80% for Dap Da subtown, 60% for Nhon Hung, 50% for Nhon Thanh, Nhon Phuc,
Nhon Hoa, Nhon Tho communes, 35% for others communes (depending on the distance from the
town/central and collection network) and 30% for remote areas in 2015. We also estimate that

collection rate will be increased by following years 2010 and 2015 coming to 2020 in order to
meet the requirement of solid waste management planning in An Nhon (Sub-Annex 15).

d. Hoai Nhon district


Like An Nhon district, the sanitation work of Hoai Nhon district has done in Tam Quan and
Bong Son town by Bong Tay Son Agriculture Cooperative and Nguyen Tin Construction Co.,
Ltd., They organize to collect all wastes and sweep well on the streets because there is a
competition between two units, so the waste volume collected is highest compared with 4
districts. We analyzed household waste in Tam Quan town and determined that the organic

component rate is not high (52.03 %) because of the amount of inorganic sweeping waste, soil
and sand.
Organic component rate of market waste is 89.67 %, higher than other town markets because it is
fruits and vegetables market. The weighted average from one waste market sample and one waste
household sample in Hoai Nhon district is 57 % and determined that the total amount of organic
waste from markets and households in Hoai Nhon district in 2010 is 22 tons/day in total garbage
collection (38 tons/day).
Based on the waste volume per person from 0.5 kg (in communes) to 0.8 kg/person/day (in
towns), we estimated waste volume in Bong Son subtown planned to Bong Son town in 2015
achieved 95 %. 90% collected rate for Tam Quan subtown because the collection rate in two
towns is 85%-90% at the present; 70% for Hoai Chau Bac, Tam Quan Bac, Hoai Thanh Tay,
Hoai Tan, Hoai Duc commune; 35% for others communes (depending on the distance from the
town/central and collection network) and 50% for remote areas. We also estimate that collection
rate will be increased by following years 2010 and 2015 coming to 2020 in order to meet the
requirement of solid waste management planning in Hoai Nhon (Sub-Annex 16).

After synthesizing 4 market waste samples in the towns, we determined that average organic rate
is rather high 76.47 % (by weighted average the weight of each garbage sample and organic rate
of each garbage sample) in which Binh Dinh and Bong Son market have higher rates. Binh Dinh
town markets in An Nhon district is the largest fish market in Binh province and Bong Son town
market is fruits market where they sell pineapples, so they discharged so much pineapples peel.

To accurately determine the percentage of organic waste component for four districts, we
calculated two methods (1) The weighted average of organic components of market and
household waste, and (2) The weighted average of organic waste (%) calculated for each district.
Results calculated in two methods shown that the component rate of organic waste is 58.42%
(according to the weighted average of the real amount of garbage collected in the markets,
households and the organic component rate of 13 waste samples). Although the organic
component in each district is different because of not many samples, but they reflect the typical
situation of waste generated that mainly gathered in district centers. Although the rate of organic
waste in 4 the districts is different (according to the survey results table), all 4 districts belong to
rural area, so the data nearly 60% organic waste reflects as Master Plan for the four districts
issued by the Ministry of Construction.
Through the survey in rural markets and direct exchange with people who manage or conduct the
waste collection, transportation, treatment; we determined that the achievable rate of organic
waste only under 50%, perhaps 30% or 40%. Because of the real life of residents living in rural
or towns, they took the organic waste from waste to compost plants in the garden or their
vegetable field. The rest are mostly inorganic are brought out to collected waste points for
compact trucks collecting and burying. In addition, rural markets are poorer than town ones,
because of the low needs for their lives, so organic components are rather low. The 58.42% of
the average of organic waste for four districts is reliable calculation, despite the organic waste
component in Binh Dinh province is lower than other cities such as Hanoi, Ho Chi Minh City,
Hai Phong, Da Nang, etc. Even in Qui Nhon city, where there are many closed apartments and
not have little gardens behind the house to take advantage of organic component in the waste.
Here are two statistics in Table 2.2 (4) and Table 2.2 (5) showing the results of the organic
waste rate is nearly 58.42%.
On the other hand, basing on the data in table 2.2 (4), we know that the real percentage of
organic waste components have changed comparing with the different volume of garbage
samples and collected waste.

2.3. Rationale and criteria for choosing sites for biological waste treatment operations
Having criteria will be given out for choosing sites in which build the biological waste treatment
systems for business models of small, medium and large scales and which depends on
identification about sources of organic waste and the suitable technology for each area. Criteria
will be established and given points based on more or less importance of the criteria
establishment rationale. Some common rationales to establish criteria for choosing site of
biological waste treatment system the following:
1. The organic waste volume
This is the main rationale to establish important criteria for choosing site for biological waste
treatment system. The chosen site can concentrate on the volume of organic waste which will be
used for input material for plant. According to Viet Nam standards - BXD QCVN 07/2010, the
volume of solid waste treated by some of technologies of recycling, reusing, processing organic
fertilizer, processing burning fuel etc. must achieve 85% and the rate of remaining solid waste
must not exceed 15%.
2. Future planning
The location for constructing plant must be based on urban planning in the future to calculate the
volume of generated waste and the plant power.
The location for constructing fertilizer plant needs to be considered all aspects: It should be
situated near a landfill area because of utilizing easily the garbage volume and got also
advantage in transportation. Nevertheless, the plant will be suitable together with master plan of
landfill area such as the location must be far away from residential areas following the Ministry
of Constructions regulations to be sure not to influence environment air, groundwater, and
surface water source for surrounding residential area. Or the plant is situated not too far from
waste sources so that not leaded to increase transportation costs and also increase production
cost.
3. Market
Fertilizer products will be used in agriculture must be appraised by competent authorities and
issued license in the market according to regulation No. 36/2010-TT BNNPTNT dated on June
24th, 2010 by Ministry of Agriculture and Rural Development is about Regulations on
production and business and fertilizer use and direction of the Government Office No.
5367/VPCP-KTN dated on August 4th, 2010 about management solutions to enhance
production and quality fertilizers.
The chosen location for plant must be determined to meet near the market consuming fertilizers
(or compost), or convenient traffic will help the business easier. It has to survey carefully the site
in which has the need in consuming lots of products and how to distribute products to the agents
near the consuming place because most of residents often like buying products closed their
house.
4. Infrastructure
Traffic system: this is the first important criterion for choosing the plants location. Traffic must
be convenient for transportation of organic waste to the plant and products to the market in the
local area.
Water supply system and electricity network: the plant must be constructed in the place where
there are good infrastructure conditions (water supply, drainage and electricity) to construct
conveniently plant and operate easily as well.

Allocation with the systems of the different biological waste treatment in the present and in the
future: the chosen place must be in the area where there is no or a few biological waste treatment
systems to control the material and market in the local area.
Land using: chosen land will be planned or not. Considering all abilities of the plants activities
to avoid compensating clearance many times due to increasing urban area.
Ecological landscape: The chosen site must be far from tourist places or not located in tourist
destinations as well as the plan to develop ecological zones of Binh Dinh province, district or
urban neighborhoods.
5. Distance
The location of the treatment and processing solid organic waste into fertilizer must have the
smallest safe environmental distance between the solid organic waste treatment station and
others civil constructions 500m.
6. Local communities
It must be easy place to gather labor resource in chosen location.
7. Natural factors
- Area topography: it is convenient for constructing plant and transportation when plant operates
- Climate and hydrology: chosen plant must not be influenced by climate and hydrology for
example flood, storm, etc.
- Geological: it must ensure for plants activities and dont much cost for plant foundation
building.
- Natural and Mineral resources: It must ensure that it doesnt exploit mineral resources in the
present and the future.
8. Legal and political basis
Paying attention on sponsoring finance and taxes incentives from the state for environmental
projects as fertilizer plant.
Criteria for building fertilizer production plant is based on National technical regulations projects
of urban infrastructure in Vietnam No. 07/2010-BXD promulgated to attach Circular No.
02/2010/TT-BXD dated by the Ministry of Construction on February 5th, 2010 and combine with
real conditions at 4 districts in Binh Dinh province.

(*) If fertilizer production plant is near the landfill, there will be advantage to reduce the pressure
on environmental pollution to the residential area and organic content will be higher than the
upstream emission (source 2009 Ho Chi Minh Sub-Annex 21), but has the disadvantage of
transportation route from sources to the plant, which may be too far to increase the production
costs. The collection also valuable for reusing and recycling waste at source and waste collection
points will reduce a significant amount of inorganic waste and increase the amount of organic
waste during transportation to the plant. It is an advantage for manufacturing fertilizer by
reducing the time to separate garbage at the plant to reduce production costs. Thereby leading to
the location of the plant will not depend much on the near or distant landfills.
