EXECUTIVE SUMMARY Introduction A study on preliminary Environment Impact Assessment (EIA) was carried out for A Proposed Paints, Coolant, Aluminium Hydroxide and Nickel Recovery Facilities at Plo 617 Jalan MIEL 1 Off Jalan Keluli Sembilan, MIEL Industrial Estate Phase IV, Pasir Gudang, Mukim Plentong, Johor Bahru, Johor. This Project involves the development of an existing recovery factory with acrage of 0.1021 hectare or 0.25 acre of Plo 617 of MIEL Industrial Estate Phase IV. The proposed project site is located approximately 2 km from Pasir Gudang Town and 24 km from the Johor Bahru City. Statement of Need Due to the rapid growth of the industrial sector, more and more hazardous industrial wastes including Paints, Coolant, Aluminium Hydroxide and Nickel waste are being generated. Quite a large percentage of them are discharged in untreated form, or disposed of at a dumping site in uncontrolled manner. Awareness of the damages to the environment caused by the industrial wastes has been on the rise. Therefore the proposed scheduled wastes recycling and recovery facilities are to cater for the industrial need of this rapid growing area. Also, prompt service can be provided and hence the waste generators can minimize the inventory of hazardous wastes in their own premises, which results in higher productivity and lower production cost. This could be a good incentive for factories in southern region leading to saving in cost and a net reduction in wastes meant for ultimate disposal. This proposed project not only helps to solve the potential pollution by reusing, recycling and recovering to usable products, it also makes the industrial waste management more affordable. The project reduces the extent of generation of hazardous waste materials as well as the costs of transportation and ultimate disposal of the resulting hazardous waste generated. As a result of the high disposal costs for scheduled wastes, the incidence of illegal disposal is reportedly occurring in the country. Project Initiator/Consultant The project initiator for the proposed project is Positive Chemicals Sdn Bhd. With the resources available combined with sound environmental planning, it is envisaged that project proponent is capable of implementing the proposed development to cater the needs of the domestic and other sectors in the world. Objectives and Scope of EIA The purpose of the EIA report is to present findings of an EIA study. The principal objectives and scope of the study are to: o Identify and quantify, wherever possible, the various environmental impacts, which may arise from the development and operation of the proposed Project. Baseline data on the physical, biological, chemical and anthropogenic aspects of the local and regional environments of the proposed Site were collected. They will be studied and the likely impacts on the environment will be given due consideration. o Present the need and justification for the proposed development. Prediction of potential impact on the environment that may result will be evaluated. o Propose appropriate mitigation measures to reduce, control and prevent, if possible, the short-term effects and long-term impacts brought about by the proposed Project. o Identify any specific impact(s), which may require an in-depth study to properly ascertain the full extent of the impact(s) on the environment, and following this, to propose suitable mitigation measures to be incorporated in the project development. o Address any requirements for environmental monitoring during the Project development. o Advice the Project Proponent on further environmentally related measures, which may need to be included in the project preparation and execution. o Assess the likely perception of the local communities on the proposed Project. In pursuance to the above, the following are to be taken into consideration: o o Enhancement of the existing environment. Value-added utilization of the land area to the local population and

o Provision of more job opportunities economically enhance the targeted areas. o o

Ensuring an environmentally sound and sustainable development. Promoting the safety of the area

Site Selection The selection of the area in Kawasan Perindustrian MIEL Fasa IV was based on the criteria on the aspects of engineering, environmental and economic aspects and guided by the selection methodology of the Department of Environment (DOE) Guidelines. The criteria were dictated by the sites landuse as the existing scheduled wastes recycling and recovery plant within Pasir Gudang Industrial Estate, proximity to watersheds, relative ease of access, and compatibility in land use, relatively low population and absence of unique habitats. Location The proposed site lies at latitude E 103o 55 16.2 and longitude N 1o 28 6.3. The proposed site is currently Positive Chemicals Sdn Bhd scheduled wastes recovery plant for spent solvent and ferric/copper chloride recovery and containers and rags/filters recycling activities. Tle location of the project site is shown in Figure 1. The land use within the proposed project site can be referred to Figure 2. The site is located within MIEL Industrial Estate Phase IV. Figure 3 shows the satelite view of existing factory within MIEL Industrial Estate Phase IV of Pasir Gudang Industrial Estate. Since the project site have been utilised as a recovery/recycling plant, there is non important ecological living thing in the project site. No settlement area in the proposed project site. The project site is accessible via paved road of Jalan Keluli Sembilan about 500m south of this Pasir Gudang Johor Bahru Highway. The areas towards western, eastern and southern side of the proposed project are surrounded heavy and medium industries. Project Description The scheduled wastes to be process including discarded, off-specification and paint sludges supplies by manufacture of paint with chlorinated solvents, aromatic solvents and non-aromatic organic solvents, paint industry from solvent based paint manufacturers and paint packing factories, ink industry from ink manufacturer and printing companies and other industry including adhesive industries and factories using paint and ink products, spent coolant (cutting fluids), Aluminium hydroxide forms gels, which is the basis for application of aluminium salts as flocculants in water purification, and nickel waste manly from effluent and sludge containing nickel metals/compound from electroplating and PCB industry. Recovery project components are as follows: Collection network for scheduled wastes from waste generators throughout Malaysia; o Transportation facilities consisting of lorries and trucks to serve the collection network and for delivery to the end-users; o Covered storage for incoming scheduled wastes; o Environmental control facilities including wastewater treatment plant, air emission control systems, scheduled waste collection and storage.

chloride recovery plant own by Positive Chemicals Sdn Bhd. The site is surrounded by MIEL and Pasir Gudang Industrial Estate. Taman pasir Putih located about 1 km from the project site. It has equatorial climate of rain and sun throughout the year, It is predominant by the Northeast monsoon wind (November March) and Southwest monsoon wind (May September). The river water quality could be classified as Class III. Organic loading is described by the value of BOD measured, where BOD at the proposed site is within the range of 10.1-18.5 mg/L. The value of TSS is within the range of 22-166 mg/L. The heavy metals concentrations were within INSWQS standards Total suspended solids : 24-120 gm-3 CO : 0.8-6.21 ppm NO2 : <0.001 0.004 ppm SO2 : <0.01 ppm The average noise level in the day is 47.3-71.4 dB(A). The main source of noise if from the wastewater treatment plant, lorries during loading and unloading in the project site. The traffic to the site would be using Pasir Gudang Johor Bahru Highway The ecology of the area is unimportant This project gave a positive effect in terms of jobs, business and the sustainability of toxic waste management in Malaysia

Environmental Legislations and Regulations The Environmental Quality Act (EQA), 1974 (Act 127) was set as the governing environmental legislation in Malaysia to administer, enforce the Environmental Quality Act as well as to prevent and mitigate environmental consequences. The environmental regulations issued under the EQA, 1974 which have direct relevance to the toxic waste related industrial project are shown below. o Environmental Quality (Clean Air) Regulations 1978 o Environmental Quality (Sewage and Industrial Effluent) Regulations 1979 o Environmental Quality (Control of Lead Concentration in Motor Gasoline) Regulations 1985 o Environmental Quality (Motor Vehicle Noise) Regulations 1987 o Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order 1987 o Environmental Quality (Scheduled Wastes) Regulations 2005 o Environmental Quality (Prescribed Premises) (Scheduled Wastes Treatment and Disposal Facilities) Regulations 2005 Identification and Evaluation of Environmental Impacts and Mitigating Measures The assessment of environmental impacts and evaluation were carried out for the project i.e. Construction and Operational. The survey and investigation stage is not reported, as the area is currently utilised solvent and ferric/copper chloride recovery plant. The principal findings are summarised in Chapter 4. Development and Construction Phase Construction represents a transient phase in the overall Project and the studies carried out suggest that:

The establishment of solvent recovery facility will involve only minor mechanical and electrical installation works on the area adjacent to existing wastewater treatment plant. The machineries including industrial washing machine plant will be assembled and set-up on-site. The noise levels will increase significantly including adverse shifts in air quality levels where such activities involving machinery are required, in particular within the access roads areas. The negative impact on the noise and air quality is expected increases.
o

o River water pollution and deterioration of water quality due to accidentally spillage of solvent will result in deterioration of the stream draining into Sungai Kim-Kim. This will lead to increases in volatile organic carbon in the river. However there would be no spill will be discharged into stream or water body, as the Positive Chemicals Sdn Bhd had implemented emergency response plan throughout the system, including transportation system since 2000. o Construction wastes would be generated. Suitable waste disposal sites should be identified for disposal of the construction and solid wastes generated. The wastes would then be collected and sent to an authorized landfill for disposal at municipal dumpsite. Operation Phase The principal findings for the operational phase are summarized as follows: o o Environmental monitoring during this phase will be needed. No abandonment is expected during the operational phase.

The mitigation measures to be adopted by the project initiator are presented in Chapter 4. Contingency Plan and Emergency Response Plan Contingency plan, safety procedure and Emergency Response Plan has been considered to ensure the operation of the solvent recovery and containers recycling necessary to respond to emergency procedures necessary to respond to emergency. The safety procedure is stated to minimise the incident if any is given in Chapter 6 and Chapter 7 respectively. Emergency Response Plan (ERP) The emergency response plan during transportation, fire and operational has been discussed in Chapter 7. The plans have described in detail of the procedure include the responsibility of the relevent officer during emergency. Environmental Management Plan (EMP) An EMP for this Project was prepared in fulfilment with the regulations and conditions required by the DOE. The detailed EMP is in Chapter 9 and it outlines key strategies and actions to protect the environment during the construction and operational stage. This is important especially during construction. The EMP could be achieved by identifying key impacts and proposing proper mitigation, remediation and abatement measures, establishing appropriate standards and procedures for monitoring and mitigation of the environmental impacts besides preparing an effective programme for monitoring the impact.

Significant Environmental Impacts, Mitigating Measures and Residual Impacts The mitigating measures for residual impacts are given in Chapter 8. Concluding Remarks From this assessment, it can be concluded that the possible positive potential impacts arise from this development of proposed project will outweigh the negative impacts. The findings of the EIA study indicate that for most part, the construction and operation of the proposed project will not impose residual environmental impacts on the surrounding area. The positive impacts of this type of development are in terms of economic improvement due to jobs and business opportunities to the communities and also a cleaner and healthier environment.

RINGKASAN EKSEKUTIF Pengenalan Kajian Penilaian Kesan Terhadap Alam Sekeliling (EIA) telah dijalankan untuk projek cadangan pembangunan pulih semula cat, penyejuk, Aluminium Hydroxide dan Nikel di atas tapak kilang sediada Positive Chemicals Sdn Bhd yang menjalankan aktiviti pemerolehan kembali pelarut dan ferric/copper chloride di atas Lot Plo 617 Jalan MIEL 1 off Jalan Keluli Sembilan, Kawasan Perindustrian MIEL Fasa IV, Pasir Gudang, Mukim Plentong, Daerah Johor Bahru, Johor. Projek ini melibatkan pembangunan kawasan di atas tapak kilang sediada yang mempunyai keluasan o.1021 hektar atau 0.25 ekar. Tapak terletak lebihkurang 2 km dari Bandar Pasir Gudang dan 24 km dari Bandaraya Johor Bahru. Kepentingan Keperluan Pembangunan pesat dalam sector perindustrian telah meningkatkan penghasilan sisa toksik termasuk cat, penyejuk, Aluminium Hydroxide dan Nikel. Sebahagian besar buangan tersebut dibuang terus ke dalam sungai tanpa diolah ataupun dibuang ke tapak-tapak pelupusan sampah tanpa kawalan. Kesedaran tentang kemusnahan alam sekitar yang boleh diakbatkan oleh pembuangan sisa toksik ini, telah membuatkan pemaju projek mencadangkan pemprosesan pulih semula bungan terjadual, selain dapat mengurangkan kuantiti bungan terjadual yang dibuang ke sungai dan tapak pelupusan, dapat meningkatkan kemajuan industri SMI di Malaysia. Kedudukan kilang ini di Johor dan telah sediada beroperasi dalam pulih semula bungan terjadual sejak 2000 dan mempunyai lesen pemprosesan dan pengangkutan daripada Jabatan Alam Sekitar, kos pengendalian bunganterjadual yang terpaksa ditanggung oleh pengeluar buangan akan dapat dikurangkan. Pengurusan buangan toksik juga akan dapat diurus dengan lebih berkesan. Cadangan projek tidak hanya menyelesaikan kemungkinan pencemaran dengan cara mengguna semula, bahan terbuang ia juga menjadikan pengurusan buangan yang berdaya maju. Projek ini akan dapat mengurangkan penghasilan buangan terjadual serta mengurangkan kos pengangkutan dan pelupusan. Akibat kos pelupusan yang tinggi tersebut telah mengakibatkan pelupsan secara haram buangan toksik di seluruh Negara. Penggerak Projek Penggerak Projek bagi cadangan projek ini ialah Positive Chemicals Sdn Bhd. Dengan perancangan alam sekitar yang baik, adalah dijangkakan penggerak projek berkemampuan menjalankan projek dengan efektif dengan memenuhi segala keperluan sektor domestik dan dunia. 81310 SKUDAI Tel: 019-7609295; Fax: 07-5531512 Objektif dan Skop EIA Tujuan laporan kajian EIA ini ialah untuk membentang penemuan kajian EIA yang dijalankan pada tapak cadangan. Objektif utama dan skop kajian adalah seperti berikut:o Mengenalpasti pelbagai kesan terhadap alam sekitar yang mungkin timbul dari peringkat pembangunan dan operasi projek. Data garisdasar alam sekitar tempatan dan serantau berhubung aspek-aspek fizikal, biologi, kimia dan antropogen di setiap tapak cadangan telah o dikumpulkan. Kesemua ini akan dikaji dan kesannya ke atas alam sekitar akan diberi pertimbangan yang sewajarnya. o Membentang keperluan dan justifikasi cadangan projek. Penilaian akan dibuat ke atas jangkaan kesan yang potensi kepada alam sekitar disebabkan oleh projek tersebut. o Mencadangkan langkah-langkah tebatan yang sesuai untuk mengurangkan, mengawal dan mencegah kesan-kesan jangka pendek dan jangka panjang yang disebabkan oleh cadangan projek tersebut. o Mengenalpasti sebarang kesan khusus yang mungkin memerlukan kajian mendalam untuk lebih memahami akan kesan-kesan tersebut terhadap alam sekitar; lantas mengemukakan langkah-langkah tebatan yang sesuai untuk disertakan ke dalam pembangunan projek. o Mematuhi sebarang peraturan untuk pengawasan alam sekitar semasa pembangunan Projek. o Membantu pihak JAS dalam menentukan kesesuaian projek dari segi lokasi dan fungsi berasaskan alam sekitar. o Menasihatkan pihak penggerak projek dari segi langkah-langkah lanjutan berhubung alam sekitar yang mungkin perlu disertakan di dalam proses persediaan dan pelaksanaan projek. o Menilai persepsi komuniti tempatan terhadap cadangan projek.

Seiring dengan kenyataan di atas, perkara berikut akan diberi pertimbangan yang sewajarnya. o o Memperkayakan persekitaran yang sedia ada. Meninggikan nilai penggunaan tanah.

o Menjanakan lebih banyak peluang pekerjaan kepada penduduk tempatan di samping mempertingkatkan kedudukan ekonomi di kawasan-kawasan sasaran. o o Memastikan pembangunan yang mampan. Memberikan persekitaran yang lebih selamat

Pemilihan Tapak dan Lokasi Pemilihan kawasan Lot PLO 617 Jalan MIEL 1 off Jalan Keluli Sembilan, Kawasan Perindustrian MIEL Fasa IV, Pasir Gudang, Mukim Plentong, Daerah Johor Bahru, Johor ini adalah berdasarkan kepada kriteria-kriteria pemilihan tapak dari aspek kejuruteraan, persekitaran dan ekonomi dan berpandukan kaedah pemilihan yang terdapat di dalam Garis Panduan Jabatan Alam Sekitar (JAS). Kriteriakriteria pemilihan ini mengambil kira kegunaan tanah sediada sebagai kilang pemprosesan kembali pelarut dan ferric/copper chloride, jarak dari kawasan tadahan air, kemudahan laluan masuk, kesesuaian gunatanah, jauh daripada penduduk dan ketiadaan habitat-habitat unik atau mempunyai kepentingan arkeologi, sejarah mahupun budaya. Lokasi Tapak projek terletak di garisbujur T 103o 55 16.2 dan garislintang U 1o 28 6.3. tapak cadangan projek merupakan kilang baikpulih semula buangan terjadual pelarut, ferum/kuprum klorida, bekas dan rag/penapis Positive Chemicals Sdn Bhd. Lokasi projek ditunjukkan dalam Figure 1. Gunatanah sekitar tapak projek boleh dirujuk dalam Figure 2. Tapak terletak di MIEL Industrial Estate Phase IV, Kawasan Perindustrian Pasir Gudang sebagaimana ditunjukkan dalam gambar satelit Figure 3. Memandangkan tapak projek merupakan kilang baikpulih buangan terjadual sediada, tiada hidupan ekologi yang penting. Tiada penempatan penduduk dalam tapak projek. Tapak projek dapat dihubungimelalui Jalan Keluli Sembilan lebihkurang 500m ke selatan LebuhrayaPasir Gudang Johor Bahru. Disekeliling tapak perojek merupakan kilang jenis berat dan sederhana. Huraian Projek Buangan terjadual yang akan diproses merangkumi buangan, tidak menurut spesifikasi dan enapcemar cat dipungut bagi pembuatan cat mengandungi pelarut klorinat, aromatik dan tanpa aromatik pelarut organik, kilang pembuatan cat dari cas berasaskan pelarut dan kilang percetakan, kilang dakwat dan percetakan dakwat dan lain-lain kilang termasuk kilang menggunakan cat dan dakwat, cairan penyejuk terpakai, aluminium hidroksida dari buangan mengandungi aluminium sebagai bahan pemejal dalam olahan air dan sisa nikel dari efluen dan enapcemar mengandungi nikel kilang sadurletrik dan PCB. Komponen projek baikpulih adalah seperti berikut: o Rangkaian pemungutan buangan terjadual dari kilang di seluruh Malaysia o Kemudahan pengangkutan mengandungi lori dan trak bagi pemungutan dan penghantaran kepada pengguna setelah buangan siap diproses o Penyimpanan sementara bunagan terjadual berbumbung o Kemudahan pengawalan pencemaran alam sekitar termasuk loji olahan air sisa, kawalan pencemaran udara, pemungutan bunagan dan penyimpanan Persekitaran Semulajadi Huraian berhubung Tapak Cadangan Projek adalah seperti beikut: Topografi Geologi Hidrologi Gunatanah Kawasan rendah Mendapan tidak tepu mengandungi tanah liat, lumpur dan pasir Kawasan ini adalah terletak dalam lembangan Sungai Kim-Kim Gunatanah sediada tapak adalah tapak kilang milik Positive Chemicals Sdn Bhd. Beban organik digambarkan dengan nilai BOD yang diukur, yang mana nilai BOD di Sungai Kim-Kim adalah di kawasan tapak adalah di antara 210.1-18.5 mg/L. Sementara nilai TSS ialah antara 22-166 mg/L. Kepekatan logam berat adalah di bawah standard INSWQS Zarah terampai : 24-120 gm-3 CO : 0.8-6.21 ppm NO2 : <0.001 0.004 ppm SO2 : <0.01 ppm Tahap bunyi bising pada siang hari ialah 47.3-71.4 dB(A). Punca utama adalah daripada loji olahan efluen dan kenderaan pengangkut memunggah dan meletakan muatan. Trafik ke kawasan ini melalui Lebuhraya Pasir Gudang Johor Bahru Ekologi kawasan ini adalah tidak berkepentingan Projek ini dapat memberi sumbangan positif dari segi pekerjaan, perniagaan dan daya maju kepada pengurusan buangan toksik di Malaysia

Perundangan Alam Sekitar dan Piawai Akta Kualiti Alam Sekeliling (EQA), 1974 (Akta 127) telah digubal untuk mengawal kesejahteraan alam sekitar di Malaysia dalam mentadbir, menguatkuasa Akta Kualiti Alam Sekeliling di samping mencegah dan mengawal kesan-kesan ke atas alam sekitar. dilaporkan, memandangkan tapak sediada merupakan tapak kilang memperolehi kembali pelarut dan ferric/copper chloride. Penemuan utama telah diberi dalam Bab 4. Fasa Pembangunan dan Pembinaan Pembinaan menandakan suatu fasa yang tidak kekal dalam keseluruhan projek dan kajian yang dijalankan mencadangkan agar: Pembangunan kemudahan pulihsemula akan melibatkan pemasangan mekanikal dan elektrik berhampiran loji olahan effluent sediada. Peralatan mesin termasuk mesen basuh industri akan dipasang di tapak. Takat bunyi bising akan meningkat sedikit termasuklah peralihan negatif dalam tahap kualiti udara di mana aktiviti-aktiviti melibatkan penggunaan jentera, khususnya di laluan masuk dan kawasan di mana terdapatnya bengkelbengkel kecil. Kesan-kesn negatif ke atas bunyi bising dan pencemaran udara adalah dijangka meningkat.

o Pencemaran kualiti air akibat pelepasan tidak sengaja pelarut akan menyebabkan pencemaran Sungai Kim-Kim. Keadaan ini aka meningkatkan kandngan VOC dalam sungai. Walaubagaimanapun langkah-langkah kontigensi dan kecemasan telah sediada dipraktikkan oleh Positive Chemicals Sdn Bhd di kilang dan system pengangkutannya sejak than 2000. o Kumbahan manusia dan sisa pembinaan akan terjana. Tapak pelupusan yang sesuai perlu dikenal pasti untuk pelupusan sisa pembinaan dan sisa pepejal yang dijanakan. Sisa-sisa ini kemudiannya akan dikumpulkan dan dibawa ke tapak pelupusan. Fasa Operasi Penemuan utama bagi fasa operasi adalah seperti berikut: o o Pengawasan alam sekitar pada peringkat ini adalah diperlukan. Tiada kegagalan projek dijangkakan semasa fasa operasi.

Langkah-langkah tebatan yang bakal dilaksanakan oleh pihak penggerak projek dibincangkan dalam Bab 4. Plan Kotengensi dan Plan Tindakan Kecemasan Pelan kotengensi, prosedur keselamatan dan pelan tindakan kecemasan dipertimbangkan bagi memastikan operasi perolehan kembali pelarut dan guna semula bekas ini tidak menimbulkan sebarang masalah kemalangan yang serius. Prosedur keselamatan di kemukakan bagi meminimumkan kesan kemalangan sekiranya ada dan diberikan masing-masing dalam Bab 6 dan Bab 7. Plan Tindakan Kecemasan Plan tindakan kecemasan ketika pengangkutan, kebakaran dan operasi telah dibincangkan dalam Bab 7. Plan tersebut menjelaskan secara terperinci prosedur merangkumi tanggungjawb pegawai berkaitan ketika kecemasan. Pelan Pengurusan Alam Sekitar (EMP) Suatu EMP telah disediakan seiring dengan peraturan dan syarat-syarat oleh JAS. EMP telah dibincangkan secara terperinci dalam Bab 9. Ia juga menggariskan strategi serta tindakan yang perlu diambil untuk melindungi alam sekitar semasa fasa pembinaan dan pelaksanaan pembangunan projek khususnya semasa

peringkat operasi. Ini dapat dicapai dengan mengenalpasti kesan potensi dan mencadangkan langkah tebatan, peredaan dan pembaikan, membentuk piawai dan prosedur yang sesuai duntuk mengawal dan mengawasi kesan-kesan kemusnahan terhadap alam sekitar di samping menyediakan suatu program pengawasan kesan ke atas setiap komponen alam sekitar yang efektif. Kesan Alam Sekitar Yang Ketara dan Langkah-Langkah Tebatan Serta Kesan Tertingal Penemuan berkenaan kesan-kesan alam sekitar yang ketara, langkah-langkah tebatan dan kesan-kesan baki telah berikan di Bab 8. Penutup Kesimpulannya, walaupun terdapat kesan negatif yang timbul dari pembangunan projek, namun faedah yang bakal diperolehi dapat mengatasi kerugian akibat kemusnahan alam sekitar. Pembangunan mampan sentiasa diutarakan dalam ekonomi sumber. Hasil kajian EIA ini menunjukkan untuk kebanyakan keadaan, pembangunan cadangan projek ini tidak akan mengakibatkan kesan buruk lanjutan terhadap alam sekitar. Pembangunan ini setelah sempurna akan memberi suasana alam sekitar yang lebih harmoni, untuk membantu menyelesaikan pencemaran alam sekitar dengan mengguna semula, kitar semula dan pulih semula hasil yang berfaedah bagi memastikan pengurusan sisa toksik dan berbahaya industri lebih berdaya maju dan mengekalkan alam sekitar yang bersih dan sihat.
