1 INTRODUCTION
1.1 OBJECTIVE AND CONTEXT OF THIS REPORT

This report will identify other projects and initiatives with which FIREBALL [1]
has established and maintained exchange and relationships. The aim of this
report is to present an overview of the linkage with other projects and initiatives
in the area of Future Internet, Smart Cities and Living Labs. It covers our
activities for M1-M24 to show our approach and efforts on exchanges with other
projects and initiatives. Finally the achievements within FIREBALL are shared by
listing results and proof of relations.
As a background, the original Task 2.3 in the DoW [1] was: T2.3: Organisation
of a workshop on “Future Internet and User Driven Open Innovation”. This task
has been changed as a result of the discussion at the first review meeting.
Change of priorities and to the fact that there are too many events already that
involves FIREBALL target groups, (FIRE, Living Labs, Smart Cities). This task has
been replaced by “T2.3 Linkages with other projects and initiatives in the area of
Future Internet, Smart Cities and living Labs”. Deliverables are D2.3 Report
about exchanges with other projects and initiatives (M12), (M24).
1.2 OVERVIEW OF THIS REPORT

In section 2 we provide an overview of the approach used for the exchange, In
section 3, 4 and 5 the actual FIREBALL exchange with the three communities of
Living Labs, Future Internet and Smart Cities are described as well as results
from this interaction. Section 6 summarizes the main results achieved. In section
7 and 8 provides conclusions from the last phase of the work and summary and
outlook. Section 9 contains references.
1.3 RECOMMENDATION FROM SECOND REVIEW MEETING
In summary, the scope of this task was seen too ambitious and the reviewers
recommendation was that is should be narrowed down to fit budget and time
frame and focus even more. We concentrated on a few relevant projects and
initiatives described in this report.
2 APPROACH
In our work of T 2.3 we try to look for win-win situations and also motives for
joint activities between FIREBALL and other projects, initiatives exploiting the
linkage between Smart Cities, Living Labs and Future Internet for Connected
Smart Cities Innovation. Key actors for our exchange within the Smart City
community, Future Internet and Living Labs. was explored and described in
D 2.1 and D 2.2 [2] and [3].
In our effort to follow recommendations from the last review to focus more the
CIP Portfolio became a natural group of projects as they are closer to the cities
reality than the FP7 projects.
For the exchange we identified some results we wanted to reach from project
level interactions, for example:
- information exchange,

- joint debate,
- joint paper,
- joint study.
– common meeting organization, common project development activity,
- strategic commitment.
Our approach was to select projects and initiatives that have the three or pars of
the main components in FIREBALL in common i.e. Future Internet, Living Labs
and user involvement/open user driven innovation and smart cities. We have to
all , not only those mentioned, offered our results and deliverables as inspiration
(our show cases) or as tool, maps to get a good start in their own projects by
using what has already been made available via FIREBALL. Also to exchange and
share information, knowledge, know how with others. This was done mostly in
joint activities as described and in some cases concrete results described in
section 6.
We realized that the Eurocities working group on Smart Cities is the best forum
to carry on the work, the movement initiated by FIREBALL. It became important
to position Smart Cities as a good innovation environment for the next
framework programme. The interest for Smart Cities, not only created by
FIREBALL, have very likely inspired the new DG ConNECT organization [12] in
the establishment of the unit H5, Smart Cities and Sustainability.
3 FIREBALL EXCHANGE WITH THE LIVING LAB COMMUNITY
Relevance for linking up with others in the Living Labs area was mainly identified to
create a win-win-win possibility to use each other, joint research, in a more
effective way. Living Labs may for example benefit from the available
technological facilities provided by Future internet initiatives and to combine this
into urban innovation ecosystems to fulfil the promise of the smart city concept and
needs. A good example is the involvement of Living Labs partners in FI PPP but also
in FIREBALL to transfer knowledge and build on FIREBALL work.
During our work within the period from May 2010 – May 2012, we established
close relationships with the Living Lab constituency and we have built joint
activities with, in particular with:

 FP7-ICT programmes (e.g. CIP APOLLON, FP7 TEFIS and several others
with Living Lab actors involved).
Indeed several members of the FIREBALL consortium are ENoLL Effective or
Associated members.

For the FIREBALL exchange with the FIRE community our position for win-win
situation was to drive the inter-exchange between the users of Future
Internet (Smart Cities and their inhabitants) and the researchers and
developers (FIRE). The FIRE landscape during the lifetime of FIREBALL is
shown in Figure 1.
Within the FIRE community we identified some key initiatives for FIREBALL
interexchange FIRESTATION, TEFIS, Smart Santander and Experimedia – all
involving Future Internet users as actors of their testing projects. Relevance for
linking up with them was mainly identified to create a win-win-win possibility to
use each other, joint research, in a more effective way. The ability to assess the
impact of technological changes to the Internet in socioeconomic terms was
considered by the FIRE community as an essential element together with the
need for involvement of the end-users as actors of the Future Internet [6].

For example FIREBALL has helped SmartSantander to better understand the

non-technological ecosystem around the first Smart City initiatives across
Europe, and to identify the stakeholders involved from the different sectors and
countries. Some of the events organized by FIREBALL have led to fruitful
discussions and interchange of ideas of relevant actors leading initiatives with
diverse focus and perspective. In particular, the “Workshop on Smart Cities and
the Future Internet” held in Brussels on the 25th of January 2012, was an
interesting brainstorming and approximation to the Eurocities community, driven
by a less technical and more socio-political approach.
FIREBALL perspective has also been present in the SmartSantander project

through the participation of Michael Nilsson within the Advisory Board, what
served to achieve a interesting cooperation between both projects, and to
establish new cooperation paths with third parties like the Smart City initiative in
Skellefteå (Sweden).
Moreover, FIREBALL and FIRE workshops have been the meeting point where
SmartSantander initiated the process of becoming a large-scale living-lab under
the ENoLL umbrella, and the documentation generated by the project has been
useful reference on the state-of-the-art on Smart Cities.”

In the case of CONFINE project, which recently started, we observed and
assume they can have use of FIREBALL results in their project further on since it
is about a community networking testbed, Communities in this case could be for
example cities.
4.1 FIREBALL ACTIVITIES WITH THE FIRE COMMUNITY

To share and increase the knowledge on user involvement in Future Internet
research and experimentation FIREBALL representatives have been taking part
in several FIRE Architecture Board meetings with for example contributions on
the involvement of end users in experimentation as well as in FIRE arranged
workshops and panels. A concrete initiative has been to initialize a White paper
on User involvement for FIRE as well as a joint paper with the FIRE-initiatives of
Smart Santander and TEFIS “A Framework Integrating Living Labs with Future
Internet Experimental Platforms for the Co-creation of Services within Smart
Cities “ (presented at ICE 2011 in Aachen) [6].

5 FIREBALL EXCHANGE WITH THE SMART CITIES COMMUNITY

For the Smart City community one main challenge of importance was to bring
together the methodological approaches of Future Internet and of Living
Labs within the policy setting of Smart Cities. Whereas the current
Internet and broadband infrastructure is already an indispensable component of
urban innovation ecosystems nowadays, the emerging Future Internet
constitutes a key infrastructural requirement for the future. Then by the Living
Labs, relevant stakeholders can be integrated in a flexible service and
technology innovation ecosystem. Bringing users at an early stage into the
research and innovation process allows all stakeholders, including businesses
and industry, to better discover new scenarios and emerging patterns of
behaviours as well as new usages, and to assess the socioeconomic implications
of emerging technological solutions to fulfil the promise of the smart city
concept. FIREBALL strategy for exchange with the Smart City community was to
serve as the common base for collecting experiences, and use of our
results to navigate in the landscape of Future Internet, Living Labs and
Smart Cities and to get inspired by our collection of show cases
During our work within the period from May 2010 – May 2012, we established

Notable is that FIREBALL have 5 cities (Amsterdam, Barcelona, Helsinki, Lisbon,

Manchester) as core partners in the projects launched 2010, all members of
Eurocities. Several of the FIREBALL partners are also involved in the CIP projects
launched during 2011 for other cities to set up their own initiatives to become a
smart city. This fact is very useful to link and to disseminate FIREBALL results to
other cities to be inspired by our show cases and other useful results.

Describing results and measuring the use of it is not an easy task. You don’t
know exactly who is reading and using your deliverables and results available for
all at FIREBALL web site. Only those who actually replies back on commenting or
appreciating and using our results.

7 CONCLUSIONS OF THE LAST PHASE , 13-25 MONTHS

FIREBALL originates from the Call 5, Objective 1.6 “Future Internet experimental
facility and experimentally-driven research” as one of two coordination and
support actions. After 24 months we have developed good connections in all the
“steps” in the evolution from research to innovation
Examples:
- The CIP portfolio today consists of 14 projects in the Smart Cities area.
Many FIREBALL partners are also partners in the CIP project portfolio utilizing
FIREBALL results. The CIP portfolio is chaired by FIREBALL partner City of
Manchester .
- The FI PPP also involves FIREBALL partners e.g in the Concord project
which builds on FIREBALL work in joint sessions. FI PPP Infinity project is using
FIREBALL results [2] , the landscape to draft a "working note on smart cities and
infrastructures" . This note was annexed to their deliverable entitled "Partnership
Strategy Definition". The note was used to exchange with the FI-PPP Use Cases
which are dealing with Smart Cities in order to engage them in defining the
requirements for smart city infrastructures in relation with INFINITY. FI Ware
project invited us to join their scientific advisory board as the link mainly to the
LivingLabs community.
- Regarding FIRE we have established good collaboration with the projects
in the FIRE Architecture Board. This forum serves as an excellent forum for
exchanging experiences and learn for the future steps and developing the
community. A topic here was how to bring in large number of users in FIRE
projects. Here FIREBALL also brought in the Smart Cities represented by
Eurocities and the users/citizens represented by the Living Labs community
together in a joint workshop.
- FP7 FIRE Portfolio: Smart Santander, TEFIS, FIRESTATION and others
are close collaboration partners.
Nevertheless, there are still challenges to overcome i.e find the balance of doing
research and experiments with the future internet technology and involve the
cities and the citizens which lives with the present technology, willing to test and
taste the future but can not take too big risks to play with the high degree of
services, internet based, the back bone of society today, that always 24 hours/7
days a week have to serve the cities. From our ambition to develop Europe
towards Smarter Cities we observed the growth of better understanding of the
cities agenda and the cities role as the platforms to drive, integrate and test new
concepts. In the recently launched EU2020-strategy aiming to smart, sustainable
and inclusive growth for Europe, where cities play a crucial role as they are
responsible for most of the CO2 emission, energy consumption etc but at the
same time with the large amount of creative and innovative people and
resources they become a very important platform and vehicle for important
policy measures in order to obtain the objectives of the EU2020 and upcoming
Horizon 2020 programme. Citizens also represent a very powerful factor
themselves – as actors of Future Internet and Smart Cities. In order to cities to
become smarter and learn by its citizens that are knowledgeable and reflective
about society, they should engage and participate and more importantly exploit
the wealth of infrastructures and data made available by often universities and
research centres. It should also be kept in mind that this does not only include
sensors and internet of things (IoT) and the technology side but also social
networks, allowing these new mash up applications to thrive. Open data in the
digital and knowledge economy brings about a transformative role to the
citizens. The digital economy as the process of wealth and value creation goes
on and it transforms the power relations as these are no longer reserved for a
specific public nor private organizations. Following the recommendations given
at the second review we changed our priorities narrowed down and focused on a
few parts within the three communities (FIRE, LivingLabs and Smart Cities) in
order get some influence from this relatively small project. FIREBALL originates

from the FIRE community, it is from here FIREBALL take off and the FIRE
landscape today close to the end is shown in Figure 1. In the FIRE community
we have focused on a few projects with a clear connection to FIREBALL
objectives i.e. Smart Santander, TEFIS, Experimedia and FIRESTATION. “Tools”
have been e.g. the FIRE Architecture Board. We realized that we could
contribute to the European Commission ambition to bring out more take up of
innovation instead of the demonstration and experimentation activities, therefore
it was a natural step to heavily get involved in initiatives like the
Competitiveness and Innovation Framework Programme (the CIP portfolio
already described) and also the Future Internet Public Private Partnership (FI
PPP). The FI PPP initiative Concorde engaging LivingLabs and Fireball partners
was a natural connection and a channel in the work of identifying the most
promising use case areas and the move towards promoting the FIRE test beds.
The Living Labs connection for the encouragement and involvement of the user
communities around the different use cases to develop applications of high value
and impact for the society. Last but not least FIREBALL brought in the cities into
this EU FP7 research and experimental environment. Many cities are partners in
FIREBALL and through their networks like Eurocities etc the cities agenda is
much better understood today. Early structures of the upcoming Horizon 2020
organigram indicates that cities perspectives are now being found at two
Directorates and Future Internet perspectives is now at one Directorate. Within
the upcoming DG ConNECT [12] there will be a unit H%, Smart Cities &
Sustainability! Important building blocks will also be EIT ICT Labs (the European
Institute of Innovation and Technology) [4] and especially the Knowledge and
Innovation Community of ICT, which today drives several relevant activities for
Smart Cities like Digital Cities of the future [5], Smart Spaces, Smart Energy
systems, Intelligent Mobility and Transportation systems to name a few.
It is our understanding that FIREBALL contributed and paved the way for this
development and positioning of Smart Cities in the European research
landscape.
During the last phase of 13-25 months period it was the intention to encourage
and prepare future joint initiatives such as research and pilot projects where the
target stakeholders of FIREBALL worked together. The CIP Pilots is a clear
indication about that. Also there are some proposals Call 8 being evaluated at
this moment. If some of those will be funded parts of FIREBALL work will be
carried on further.
The development of the Connected Smart Cities Network [10] has brought the
partners within the FIREBALL project together with the wider networks engaging
cities through the CIP Smart Cities Portfolio Working Group and through
EUROCITIES, particularly through the EUROCITIES Knowledge Society Forum
(KSF) [7] Smart Cities Working Group which is Co-Chaired by the City of
Manchester and the City of Barcelona. All of the partners involved in this process
believe that it is important that continuing dialogue takes place to enable future
collaborations and networking.
The collaboration to date has resulted in two key recommendations from the
developing smart cities community about how these relationships can best be
stimulated and sustained.

Firstly, the EUROCITIES Knowledge Society Forum (KSF) will remain a key forum
for smart cities. Two of the four KSF working groups are directly relevant to
current priorities, in terms of Open Data and Smart Cities respectively and it is
likely that Internet Security will be proposed as a third KSF working group during
2012. These working groups are committed to working with the cities who are
already involved as well as reaching out to new cities to become engaged. This
provides new opportunities to develop useful tools as well as ensuring that the
existing tools, built up through the FIREBALL project [11] can be deployed as
widely as possible. The outcomes of the FIREBALL project and the subsequent
work of the CIP Smart Cities Portfolio Working Group will be used to inform the
wider city membership and engage new city members via these working groups.
Going forward EUROCITIES KSF meetings are going to be more focused on the
working groups providing an enhanced forum for dissemination and
collaboration.
Secondly, the smart cities community is committed to taking part in future
collaborative projects where new and emerging Future Internet enabled
technologies and services can be implemented in real world scenarios. At the
joint communities event, the “Smart Cities & Future Internet” workshop in
Brussels on January 25th, 2012 http://www.fireball4smartcities.eu/ organised by
FIREBALL, the CIP Smart Cities Portfolio and EUROCITIES, it was recommended
that each of the communities provides an opportunity within their own events
and dissemination for continued engagement between the communities. For the
smart cities it means inviting Future Internet or Living Lab leaders and initiatives
to speak on relevant topics to their audience, and for both communities, it
means continuing to engage with “smart cities” by identifying those assets,
tools, resources and technologies that are of most benefit to the smart cities,
e.g. through illustrative use cases. A good example of this is the inclusion of
smart cities representatives at the 2012 Future Internet Assembly in Aalborg in
May 2012.
FIREBALL has facilitated many of these relationships and with the increasing
number of cities involved in innovation projects, these relationships and
“knowledge sharing” can develop over the next few years, as the benefits are
seen within the cities themselves. It is anticipated that the network will be
continuing its work within the EUROCITIES KSF [7] after the FIREBALL project is
finished, through the meetings planned in Belfast in June 2012, Vienna in
October 2012 and Brussels in January 2013, with further meetings to be
confirmed for Spring 2013 and Summer 2013 with a major conference planned
for Autumn 2013 in Manchester with the title: “Telecities to Smart Cities: 20
years of Urban Digital (1993-2013)”.

8 SUMMARY AN OUTLOOK
Most likely the most suitable receiver of carrying the FIREBALL work further is
the Eurocities community where the Connected Smart Cities working group is
established and closed connected to the KSF [7]. The plan described above on
how the smart cities will be carried on within Eurocities looks very promising.
Also the European Network of Living Labs (ENoLL) [8] is a suitable community to
continue the work. The big challenge is the FIRE community [9], see figure 1
that are in general more interested in the future and less interested in the
present situation with present technology, present situations and present user
needs. Exceptions are Smart Santander, Experimedia and TEFIS. There must be
a balance found where the future could be tested and experimented in the cities
with the real users, the citizens in real settings. We can see how exchange
between FIRE and Living Labs, Living Labs and Smart Cities initiatives etc are
taking place, emerging and we believe that they will be even more intensified in
the future (Horizon 2020) where more concrete joint activities will be performed.
The Cities play a crucial role in the innovation ecosystem e.g FIRE, CIP, EIT, FI
PPP etc as representatives of the demand and user-side of Future Internet as
well as actors and innovators of the Future Internet for a sustainable growth. Of
great importance for the long-term development is formal strategic initiatives
like the FIRE Architecture board. In several board-meetings the issues on Future
Internet experimental platforms have been discussed and the Living Labs
environments are becoming one building block in the future innovation platforms
to target among others the Smart Cities development. For FIRE and the
Architecture board one key is to bring in the users of such innovation
environments into the loop and by FIREBALL the Smart City stakeholders can be
one important actor to get onboard. By ongoing and upcoming calls like the CIP
Smart City call, last part of FP7, “FP8=Horizon 2020” , EIT ICT Labs and FI-PPP
open call we see great potential to formalize collaboration between these three
different constituencies for long-term impact on Future Internet innovations. Of
importance in our planning of the future collaboration was to address upcoming
events that could attract FIREBALL stakeholder and the three communities but
also to follow where they are going. It was hard competition to get attention
since there are many events on the “market” as it is today. Therefore we took
an early decision to piggy-back on existing smaller or larger events where our
stakeholders would be and finally we organised our own workshop, Smart Cities
& Future Internet, at the Eurocities premises in Brussels , Jan 25 2012 bringing
together the FIRE, LivingLabs and the Smart Cities communities. By these
activities we stimulated future collaboration and exchange between the three
target constituencies of Fireball. Except deepening and evaluating the
established collaborations some new contacts were taken in this last phase of
our work to get consensus of the landscape, to collaboration models, and to
identifying what are the cities going to do, and to get some initial evidences of
such existing collaboration and at the same time trying to narrow down as the
second review recommended. Also we elaborated further on the roadmap as
guidance for smart city ecosystem stakeholders to create and implement new
collaboration models in order to accelerate the user-driven development and
Future internet integration towards Smart Cities. To get better understanding
about Smart Cities several show cases has been developed, filmed and
documented to assist and inspire others in their development towards a smart
city. E.g FI PPP project Infinity are already using our results in their work and so
does EU FP7 Smart Santander.

Close to the end of FIREBALL , see figure 1, we can conclude that the
understanding of the Cities agenda is much better understood now then
compared with the situation two years ago. Even now facing the start of a new
organization serving the Horizon 2020 within the European Commission we
understand that the Smart Cities will be kept together in a more efficient way
than previous organization. The Smart Cities will be found at two Directorates
and Future Internet perspectives at one Directorate in the future. In April 2010
we just managed to get the topic “Smart Cities” into the agenda at FIA Valencia
and this was before FIREBALL had started. Now we can proudly see that the
main theme at FIA Aalborg 2012 will be Smart Cities. It took FIREBALL 2
years of hard work to position the possibilities that Cities could bring for the
growth of Europe. After all the cities offers an ideal platform for ICT and other
industries to integrate and test new concepts to serve Europe’s sustainable
future. Today approx 80% of the population lives in cities, approx 75% of CO2 is
produced in cities, approx 75% of energy is consumed in cities. This together
with citizens engagement and participation supported by advanced innovation
ecosystems and innovative broadband internet infrastructure and open access to
data will contribute to the creation of the digital society. The process of wealth
and value creation has changed and also the transforming of the power relations
between firms, individuals, users and Public Institutions. Still there are some
challenges to address as the Deputy Mayor of Helsinki City concluded at our
work shop Jan 25 in Brussels, “- Cities are willing to test and experiment about
the future technologies but they can not take too high risks to jeopardize the
24/7 service responsibility towards it’s citizens in large, full scale experiments.
It’s a balance between the reality and the future needs. “ On the other hand the
challenge within the Future Internet community is to find interesting research
opportunities without exposing the risks too much. Reality doesn’t always allow
too futuristic technologies to be tested in real environments since the cities lives
with the present technologies and 24/7 service to it’s inhabitants.
