What are the secrets behind the superpowers?

A recent report termed as Top Ten Ranked Cities was published by the international newspaper, The Sun, including ten best cities around the global and their detailed profiles. Beforehand, surveys are conducted by researchers and marks are given based on some crucial qualities determining a citys success, for instance, medical infrastructure, cultural activities and social welfare system.

Among all criteria used in ranking, I firmly believe that whether a city can have an affordable medical care scheme, comprehensive education system and fair legal system affect its economic and cultural development to a very large extent.

In the first place, medical care system and development should be discussed as it is of foundational importance in a citys population growth. A city with advance medical technology and infrastructure which is surely affordable to both the middle-aged group and the underprivileged can ensure citizens health condition. The decline in mortality rate not only helps stabilizing the birth rate, but also provides increasing working force to the economy. Apart from it, when residents are able to receive suitable and complete medical care when they are succumbed to various diseases, fast recovery can be achieved. As a result, the labor productivity remains stable or even keeps rising, bringing a booming economic development.

Implementing an affordable medical care scheme does not reveal all the secrets behind a citys prosperity. This drives us to another criteria concerned the education system. No doubt that a citys economic achievement depends much on the labor quality, and it itself can be improved by education. Take Hong Kong (one of the cities on the rewarded list) as an illustration. The Hong Kong Government is willing and able to subsidy local students for twelve-year free education and therefore, literacy rate in Hong Kong is generally higher than the surrounding countries, like Mainland China. In addition, the Education Bureau aims at developing students into one with high moral quality, so civil education is

usually emphasized in schools. Concluded from the case, a comprehensive education system can raise citizens competitiveness in terms of knowledge and moral quality. Thus, it is vital to both social and economic development.

Never can one deny that a fair legal system brings equality to society. Promoting equality not only establishes a fair and legal business atmosphere, but also brings justice in all other aspects. Typical example includes judging who should bear responsibilities in criminals like corruption. Besides, laws and regulations on one hand, guide citizens behavior, on the other, penalize those who break the social order. Consequently, a citys social stability can be ensured and civil rights are safeguarded.

Different opinions about the qualities used in ranking a top-rated city are hotly-debated nowadays. Different qualities have diversified impacts on a citys development, but among all, affordable medical care schemes, education systems and legal systems have taken the largest proportion in ones sustainable development.
