To ensure and strengthen rule of law and role of people in this process, resolution of the existing
conflicts amongst locals, awareness of people of rules, ensuring of relations of people with the
government of Afghanistan and increase in taking responsibility by the governmental offices toward
people and finally spread of the culture of living under the light of rules in the country, are created. In
such a program most of the attention is being addressed to the remote provinces who have always
been derived of the focus of the government.
1: In this project after the preliminary meeting (introductory and method of work) trainers are going to
be trained by other national and international trainers.

7: Capacity building courses for trainers and members of the Hujra

10: Trilateral workshops (donors, implementers and projects activists) on reporting, evaluation and
planning to be organized.
In the formation of each peace message centre, two people as teachers or trainers will be considered
who will be taking the responsibility of spreading the lessons on peace and rule of law. One of these two
persons will be a female who will be responsible for conducting meetings with other women and give
awareness on rule of law and also she will be making programs to conduct home visits and do
awareness programs.
She will also paying attention to the expressed issues and concerns women express and to her capacity
and in consultation with others will try to find solutions for the stated programs cited by these women.
Efforts will be paid to include teachers and Mullahs as members. Guides and trainers will be paid and
one of the trainers will be taking care of the administrative issues of the Hujras. Selection of people will
be based on ethnic groups. In each districts a room has been identified for one of the these members
most possibly for Mullah or trainer. Provision of the room is the responsibility of the people of the
community.
These centres will conduct regular meetings and they can also have meeting when needed based on
any emerging problems these people face. These meetings will possibly be resolving the legal and other
concerns people face. Additionally, making people aware of the law and rule of law is one of the main
focuses of these programs. Resolution of the problems that require assistance and follow up by the
government organizations will be referred to the concerned sections. For the better implementation of
the programs, different meetings will also be conducted.
At the districts level, committees of the peace messengers will be established in the structure of which
two persons from the Hujras will be taking part. These two people will be head of the Hujra and one
member. In charge of the court, attorney’s office and local police will also be members of the Hujras. To
coordinate the programs, the administration of the Hujra is considering a person who will be working as
a manager and take care of the programs. This person will receive a mount of money as salary. The
centre of the districts – peace messengers will conduct two meetings in which they will be evaluating the
issues presented by the committees. With the help of the mediothk centre, a theatre will be organized in
which role plays will demonstrated to show how conflicts and violence against women are taken care of
through legal efforts.
At the end of the six month a conference in which 80 to 100 staff members from the projects, activists of
the civil society, human rights, government in charges, community influential, journalists and press from
nation and international level will be conducted. The main objective of this conference will be spread of
the awareness on rule of law and motivation of people in such regards.
At the end of the project a three-day workshop for report writing, evaluation, and planning for future
programs and for the continuation of the existing program will be conducted in which trainers, heads of
the donor agencies and projects implementers will be participating.
