Managed three local governments, increasing their growth through economic development, including a new $53 million Russell Stover Candy plant which created 400 jobs, and a $55 million expansion of the American Eagle Outfitters distribution center which created 300 jobs. Wrote and updated personnel policy manuals (around 150 pages) for three local government organizations which defined the respective citys hiring procedures, compensation and benefits, performance evaluation, paid time off, training, job descriptions, risk management, discipline, substance abuse, etc. Created or updated complete compensation and benefit plans using survey data and job description factors to establish pay grades and reconcile internal/external salary equities. Developed and managed twelve annual operational budgets, ranging from $9 to $30 million, including writing numerous budget reports, making public presentations and allocating financial resources to reflect community and organizational priorities.

McNeil Technologies Inc. Lees Summit, MO. Sept. 2008 to Dec. 2009 Document Research Analyst Under an extended one-year contract with U.S. Immigration Services (Department of Homeland Security): Resolved Freedom of Information Act (FOIA) & Privacy Act (PA) requests, as a Certified subject matter expert. Reviewed and redacted files following federal guidelines, processing backlog of 76,000+ requests using FIPS, Claims, NFTS, and other internal software systems. Supervised four Processors, reviewing their work for accuracy, providing guidance and direction. Held Public Trust security clearance by the DHS/ Operations of Security and Integrity.

City of Ottawa, Kansas Apr. 2002 to Mar. 2007 City Manager Services included electric generation and distribution, industrial park, auditorium, airport, human resources, parks, streets, police, fire, municipal court, planning, finances and utility billing, library, government television, swimming pool, stormwater, water, wastewater, and economic development.

Managed day-to-day operations of a fast-growing city in greater Kansas City area, with a $30 million budget, 154 employees, including all personnel matters and budget. Developed and administered annual budget development, and managed all personnel, including hiring process for Police Chief, and directors of Planning, Human Resources, and new IT department. Completed update of employee salary and benefit structure resulting in internal/external pay equities. Negotiated cable and gas franchises and rural water contracts, and oversaw construction of a wastewater plant ($11.5 million), law enforcement center ($3.1 million), and electric sub-station ($3.2 million). Lead highly successful effort to educate the public with a 77% passage vote for a new -cent sales tax mail-in ballot election for property tax reduction (10 mills over 3-years) and to support general fund services.

City of Bonner Springs, Kansas Jan. 1999 to Mar. 2002 City Manager Less traditional services included volunteer ambulance, senior center, and public transit.

Managed a growing full service city in the Kansas City metro area, with an $8.7 million budget, 70 full-time employees, and 100+ volunteers. Managed all personnel matters, budget development and administration, and day-to-day operations Developed personnel policy handbook, updated pay plan and job descriptions, created Parks & Recreation department, and reviewed volunteer ambulance service resulting in hiring the first paid Director and staff. Developed and reformatted City budget, and assisted in developing and negotiating new amusement tax. Established Convention and Tourism Committee and increased tourism efforts related to major attractions. Assisted in the development and coordination of a $4.7 million stormwater, detention basin and sanitary sewer project, and a $2.1 million street reconstruction project.

City of Iola, Kansas Jul. 1994 to Dec. 1998 City Administrator Less traditional services included 34 Megawatt electric generation and distribution, natural gas purchase and distribution, countywide 911-dispatch, and City-owned industrial park. Managed and operated a full service City, with a $20 million budget and 120 employees. Rewrote personnel policy handbook, and created hiring procedures. Redeveloped City budget, revitalized enterprise funds, and maintained mill levy rate. Developed and implemented $6 million electric capital improvement project including a new generator and wrote a $505,000 grant for three-mile water main, and $452,000 grant for road construction and sewer main. Developed street program using -cent sales tax resulting in $3.1 million in new road projects. Acted as lobbyist, resulting in $2 million renovation to National Guard Armory.
