PAD 340 STUDY ON THE STUDENT PERSPECTIVE IN THE OUTCOME BASED EDUCATION (OBE) SYSTEM IN UITM KEDAH.

CHAPTER 1 1.1 INTRODUCTION Outcome-Based Education (OBE) System helps the quality of an educational system to be measured and judge. There are at least three perspective of this OBE system which is the input to the system, what happen within the system, and the output of the system (Killen, 2000). OBE system helps the students to achieve their maximum level of achievement and performance in their study by using the technique, knowledge and skills as include the input given during the lesson session. This achievement need to be got by multiple tasking and assessment to be done in the adequate time. In order to grant this vision, mission and philosophy of Universiti Teknologi MARA (UiTM), The Division of Academic Development Management of Higher Education Department has proposed and implements this OBE system in the learning and teaching of course and lesson in UiTM.

1.2 BACKGROUND OBE system is the method of curriculum design and teaching that focuses on what student can actually taught. Means, this system focuses on the final outcome that produced by the students who are using this method of studying and learning. It started with a clear picture of what is important for the student to be able to do, then organizing the curriculum, instruction and assessment to make sure the ultimate learning had happened.(Spady, 1994). This is how the OBE system has to be done and implement in ensuring the best outcome from the student. The OBE system has its own reason to be implement which it helps to measure the capability of the student to do something, and goes beyond the normal or traditional tasks which more to structural task such using the memorization technique in their study. From this, four essential principles of Outcome-Based Education had been developed and discovered. The principles of the OBE system are the clarity of focus about the outcome, designing backwards, consistent and high expectations of success and the expanded opportunity.(Spady, 1994). In this four principles its clearly state that it will be a condition where there is always have the significant, culminating exits outcome as the focus. Other than that, this system has create a design of curriculum backward which it using the major outcome as the

focus for each teaching and learning sessions. By set a high expectation on the system that this OBE system is suitable to all learners in any level of education may help the system to be easily reachable by the students and help them to have their own ways and scope to learn by its own way according to his/her need and differences among them. In order to create a knowledgeable and expert Bumiputeras in any professional fields, Universiti Teknologi MARA have agreed to accept the Division of Academic Development Management of Higher Education Department proposal to implement a new technique of teaching and learning which known as the OBE system and it is the first path to make a huge education development in Malaysia and monitored under the Malaysian Qualification Agencys (MQA).This OBE system has been implement in the UiTM lessons and courses on July 2009. The lessons and courses process has been started and implement by the first batch of UiTM OBE student, who are the first semester student of Diploma in Public Administration, UiTM. These students are known as the OBEs student as they are using the basic technique and principle in the OBE system in their lessons. Norms, the Diploma in Public Administration students would finished their study in the period of 3 years which adequate to 6 semesters, but different with the OBEs student, they will finish their study lesser half year than non-OBEs student which in the period of 2 and a half years only. During the period, they have to show their performance in order to give a better outcome at the end of the study.

1.3 PROBLEM STATEMENT OBE system is an approach to plan, deliver and evaluate the instruction that requires the student and lectures to give more focus on their attention and effort on the desired results at the end of the lessons. (Killen, 2000). Its mean the students need to put an extra effort and give more attention to the course or lessons in order to achieve a maximum level of outcome in their education result. Not only that, students attachable to a multiple tasks and assessment that need to be complete in a certain period with the guide from the lecturer. These have been a negative thinking and perception toward the expectation on the final outcome from the OBEs students performance. It may supported by an issues, where not all the educators or lecturers involve in this program in UiTM are really in favour of the system. This would give an impact on the way of this minority group of lecturers in giving their lessons to the student and as the fresh SPM graduates, not much it will affect the running of the students learning process by using the system. By studying the OBE student perception on these system, help to related the students performance in the study with the implementation of the OBE system in UiTM, whether its give a positive or negative effect to the outcome at the end of the day.

1.4 RESEARCH OBJECTIVE 1. To identify the student perception on the OBE system in UiTM Kedah. 2. To measure the implementation of the OBE system in the curriculum in UiTM Kedah. 3. To identify the effect of the student performance in the implementation of the OBE system in UiTM Kedah.

1.5 RESEARCH QUESTION 1. What is the student perception on the OBE system in UiTM Kedah? 2. Does the implementation of the OBE system really help in the student performance? 3. How to measure the implementation of the OBE system in the curriculum in UiTM Kedah?

1.6 SIGNIFICANT OF THE STUDY The OBE system was learn by the student in order to help the student to establish the mission and vision of UiTM itself. The mission of UiTM is to enhance the knowledge and expertise of Bumiputeras in all field of study through the professional programmes, research work and community services based on moral values and professional ethics. And the vision of UiTM is to establish UiTM as a premiere university of outstanding scholarship and academic excellence capable of providing leadership to Bumiputeras dynamic involvement in all professional fields of world-class standards in order to produce globally. By implementing of OBE system itself in UiTM Kedah help in enhancing the UiTM philosophy to create a believe that every individuals has the ability to attain excellence through the transfer of knowledge and the assimilation of moral values so as to become professional graduates capable of developing knowledge, self, society and nation. Which this is associated with the OBE system that focus on the ourtcome that the student must learn something clearly identify, to have a demonstrated achievement, through the assessment strategies and the multiple instructional in the adequate time. The UiTM Kedah student especially Diploma in Public Administration, Part 5 student ( April 2011) that was the first batch that implementing the OBE system may going through a period and condition that the student will perform their task in knowledge and their skills by having the course, program and lesson in the adequate time which is 2 and half year, less half year that the non-OBE student and by that, their performance and skill will be evaluate by using the certain criteria in order to help the student to achieve maximum level of their outcome in their study and help the responsible body on the implementation of this program to evaluate and measure the successful of this implementation of program in the UiTM. 1.7 SCOPE OF THE RESEARCH The research is about the student perspective on the OBE system in UiTM Kedah. By studying the student perspective on the OBE system will help to relate in with the effect of the OBE system to the student performance in their studies. My respondents toward my research will be Part 5 student in Diploma Public Administration, UiTM Kedah which are the first atch that conduct and implement the OBE system in UiTM Kedah.

The ability to notice or understand about something; a particular way of looking at or understanding on something; opinion. 1.9 CONCLUSION As the conclusion, in order to know the relationship and the effect of the students performance towards the implementation of the OBE system in UiTM Kedah, a research need to be done in order to study the perception of the Part 5 DPA students as the first batch of OBE student on the implementation of the system. Mostly, the OBE system are given result based on the final output produced by the students in their education perforamance.
