Emergency Procedures
This procedure is considered to be a guideline and it will be amended and / or
updated when deems necessary.
It should be carefully applied in accordance with its letters and spirit with a vigilance
and common sense.
Principally all company personnel are requested to take all necessary steps in order
to prevent accidents and injuries however should an emergency occur. The following
guideline is to be followed:
14.4.1 Personnel Injury
1.1) Apply first aid (by a trained person). Mainly:
- Ensure free breathing
- Stop bleeding
- Prevent shock
- Burns: rinse with plentiful amounts of cold water
until all pains have gone.
- Corrosion (acid or caustic): rinse with water for least
15 minutes.
1.2) Subject to the severity of the case, transport the casualty (safely)
to the clinic. OR
1.3) Call for the ambulance to transport casualty to Abboud hospital
(Tel.: 221 341–210 206).
1.4) Stop safely the job/running equipment, which caused the accident and
rectify the
situation.
1.5) The job can resumed only upon the site supervisor approval.

14-4-2 Personnel / Vehicle Stuck in the Desert


2-1) Do not leave the vehicle for any reason.
2.2) Try to tackle the problem with the available means and / or the
help of the passer-by.
Make every possible effort to inform the company head office / yard or the
client site / base (make use of the passer-by).
2.4) If you can not rectify the situation, await inside the vehicle for
assistance.
2.5) Keep the company head office or the client site / base aware of the situation
progress as
much as you can.
14.4.3 Fire / Explosion
3.1) Fire in a company designated area (i.e. NOT likely to affect any third
party).
- The first SAPESCO person discovering the fire should activate the
fire siren.

- He must inform immediately his supervisors


- The fire fighting team has to report about the fire scene and to be
organised to effectively
extinguish the fire.
- In the same time the head counting person shall ensure that the number of
persons is correct
and there is no lost persons.
Call for assistance if required (AFPC line 110).
3.2) A fire affecting or likely to affect a third person.
- Stop the job / running equipment and evacuate safely.
- Inform immediately the affected party (ies).
- Follow the client instructions.

14-4-4 Asphyxiation ( Inhalation of a Poisonous Gas )

4-1) Activate the emergency alarm / inform the man in charge.


4-2) Wear breathing apparatus.
4-3) Remove the casualty to a safe location.
4-4) Give the casualty artificial respiration.
4-5) Call for medical assistance.
4-6) The man in charge will take the necessary steps to stop the source of gas
leakage.
14-4-5 Suffocation
This can happen due to lack of oxygen (entry to an inert / Not ventilated confined
space).
5-1) Activate the emergency alarm.
5-2) Wear b. A set.
5-3) Remove the casualty to a safe location.
5-4) Apply artificial respiration to the victim.
5-5) Call for medical assistance.

- All emergency incidents shall be reported on the relevant format by the man on
spot, checked by his supervisor and submitted to the division G.M. for
investigation and recommendation. The format will then be forwarded to the
safety manager for further investigation and final recommendation.
- A plan of action to implement the said recommendation will be arranged
by the division GM in consultation with the safety manager. consolation

14.5 Medical Evacuation Plan


After applying the appropriate first aid by a trained first aider and as explained in
the emergency procedures, the medical evacuation (if necessary) will be done as
following:

1- Personnel Located at the Oil Fields :


1- Call AFPC ambulance through AFPC telephone No. 110.
2- The casualty (or ill person) shall receive the medical care at AFPC clinic or be
transported
by AFPC ambulance to ABOUD HOSPITAL at Deir Ezzor.
3- According to the severity of the case, the casualty (or ill person may be
transported to
El Cham hospital at Damascus.
4- If the case needs more professional medical care, the casualty shall be
transported to
El Salam international hospital at Cairo.

2- Yard Staff :
Injured or ILL Person(s) :
1- After receiving the appropriate first aid and according to the severity of the
case, call
ABOUD ambulance (Telephone No. 221 341 – 210 206) to transport the
affected
person to ABOUD HOSPITAL.
2- IF the case needs more professional care, he/she can be transported
to El Cham hospital.
3- If needed, the case can be transferred to El Salam international
hospital at Cairo.
