S i n c e t h e b e g i n n i n g of t h e Soviet Union's aggressive d i p l o m a t i c o f f e n s i v e i n t h e Middle East i n t h e s p r i n g of 1955, Soviet p o l i c y h a s s o u g h t t o combine e f f o r t s t o s t i m u l a t e a n d exploit a n t i - W e s t e r n u l t r a n a t i o n a l i s t pressUres i n t h e Arab world w i t h attempts t o forestall t h e p o s s i b i l i t y of Western m i l i t a r y i n t e r v e n t i o n i n t h e area,which t h e S o v i e t leaders p r o b a b l y r e a l i z e d would be i n c r e a s e d by t h e i r new pro-Arab p o l i c y . The Middle E a s t crisis precipitated b y N a s r ' s n a t i o n a l i z a t i o n of t h e S u e z C a n a l Company which c u l m i n a t e d i n t h e I s r a e l i a n d Anglo-French a t t a c k on E g y p t conf r o n t e d the Soviet leaders w i t h t h e choice of a c c e p t i n g the i n c a l c u l a b l e r i s k s of d i r e c t S o v i e t i n t e r v e n t i o n on E g y p t ' s s i d e or a c q u i e s c i n g i n t h e r a p i d d e s t r u c t i o n of t h e Soviete q u i p p e d E g y p t i a n armed forces a n d t h e Nasr regime--the main i n s t r u m e n t of Soviet i n f l u e n c e i n t h e Near E a s t . However, s u b s e q u e n t e v e n t s , p a r t i c u l a r l y t h e d i v e r g e n c e between American a n d Anglo-French p o l i c y , e n a b l e d t h e Soviet leaders t o escape t h i s dilemma and offered new o p p o r t u n i t i e s f o r i n c r e a s i n g Soviet p r e s t i g e - a n d i n f l u e n c e i n t h e Middle E a s t ,

states which, w i t h f u l l Soviet s u p p o r t , would lead t o t h e complete d e s t r u c t i o n of t r a d i t i o n a l Western i n f l u e n c e a n d c o n t r o l from Morocco t o the A r a b i a n Sea. The S o v i e t leaders f o u n d a r e a d y i n s t r u m e n t f o r a d v a n c i n g these aims i n t h e * u l t r a n a t i o n a l i s t i c ! c h a u v i n i s m a n d z e n o p h o b i a w h i c h was s w e e p i n g t h e Arab w o r l d . They recognized, however,--that t h i s p o l i c y of e x p l o i t i n g Arab n a t i o n a l i s m as a means of s t r i k i n g a t t h e p o l i t i c a l , economic and m i l i t a r y s t r e n g t h of t h e Western powers would c a r r y i n c r e a s i n g r i s k s t h a t t h e West might attempt t o restore i t s d e t e r i o r a t i n g posit i o n i n t h e Middxe E a s t by f o r c e f u l a c t i o n . They a l s o realized t h a t t h e i r new pro-Arab l i n e would i n e v i t a b l y aggravate the Arab-Israeli c o n f l i c t a n d t h a t a n o u t b r e a k of h o s t i l i t i e s between Israel a n d its Arab n e i g h b o r s would almost c e r t a i n l y lead t o s t r o n g Western i n t e r v e n t i o n .

The USSR atteapted t o e v a d e t h i s dilemma by r e a s s u r i n g t h e Israelis, on t h e o n e hand, that it e n t e r t a i n e d n o h o s t i l e i n t e n t i o n s toward t h e i r s e c u r i t y a n d i n t e r e s t s a n d , OD t h e other hand, by c o u n s e l i n g t h e Arabs t o exercise patience a n d r e s t r a i n t . - U n t i l Israel attacked Egypt 8 ; 1 t h e e n d of October 1956, t h e Soviet government m a i n t a i n e d o u t w a r d l y correct diplomatic r e l a t i o n s w i t h Israel. Even d u r i n g t h e period of h i g h t e n s i o n i n t h e Near E a s t i n J u l y 1956, t h e USSR c o n t r a c t e d t o s u p p l y Israel w i t h 40 perc e n t of its c rude oil r e a u i r e m e n t s o v e r t h e n e x t t w o years.

F i r s t Phase of S o v i e t I n t e r v e n t i o n i n t h e Middle E a s t
Moscow's sgarch f o r a n o p p o r t u n i t y t o mount a c o u n t e r o f f e n s i v e a g a i n S t t h e West q d i c k l y f o c u s e d on t h e Middle E a s t s i t u a t i o n which had been b r o u g h t t o a new crisis by two e v e n t s i n F e b r u a r y 1955. The first w a s t h e sharp agg r a v a t i o n of h i s t o r i c a l a n d d y n a s t i c r i v a l r i e s i n the Arab w o r l d produced by t h e c o n c l u s i o n of t h e T u r k i s h - * I r a q i a l l i a n c e OD 24 F e b r u a r y . The s e c o n d w a s t h e t h r e a t t o C o l o n e l Nasr's p o s i t i o n as leader of t h e E g y p t i a n r e v o l u t i o n a r y regime posed by t h e heavy Israeli a t t a c k on Egypt i a n forces in the'Gaza area on 28 F e b r u a r y .

The t u r n i n g p o i n t of t h e USSR's Middle E a s t e r n p o l i c y w a s marked by an a b r u p t s h i f t i n March 1955 toward a n a n t i I s r a e l i a n d pro-Arab p o s i t i o n i n S o v i e t propaganda. Moscow a l s o made a n arms o f f e r t o S y r i a a t t h i s time--the first o f f e r of m i l i t a r y a i d t o a n Arab state.

The S o v i e t F o r e i g n M i n i s t r y s t a t e m e n t of 16 A p r i l 1955 w a s t h e first formal pronouncement r e g a r d i n g t h e new o r i e n tation. I t f i r m l y a l i g n e d t h e USSR on E g y p t ' s s i d e of t h e d i s p u t e w i t h i n t h e A r a b w o r l d by o f f e r i n g S o v i e t s u p p o r t for those governments which opposed t h e T u r k i s h 4 r a q i a l l d a n c e . I t p l e d g e d t o "defend" t h e i r freedom a n d i n d e p e n d e n c e and warned t h a t t h e USSR would take t h i s i s s u e t o t h e U n i t e d N a t i o n s if t h e a l l e g e d Western p r e s s u r e t o i n d u c e other Arab s t a t e s t o j o i n t h e Baghdad Pact persisted.
T h e s e o p e n i n g moves w e r e followed by t h e first arms o f f e r s t o Egypt which began i n May, i n i t i a l l y i n r e s p o n s e t o a n i n q u i r y by Nasr, and were repeated i n June. They were accompanied by o f f e r s of eccJnomic a s s i s t a n c e , i n c l u d i n g a n o f f e r to assist in b u i l d i n g t h e Aswan H i g h Dam. Shepilov, t h e n e d i t o r i n -chief of Pravda, r e p o r t e d l y repeated t h e arms o f f e r when he a t t e n d e d t h e e r a t i o n Day c e l e b r a t i o n in Cairo i n t h e l a t t e r p a r t of J u l y , and renewed t h e Aswan dam of fer.
S o v i e t o v e r t u r e s in the s p r i n g a n d summer of 1955 were d i r e c t e d m a i n l y a t E g y p t , b u t S a u d i Arabia a n d S y r i a received s i m i l a r offers. These were t h e three c o u n t r i e s most opposed t o t h e Baghdad p a c t . Two clashes between Israeli and E g y p t i a n forces i n 1 e a r l y November 3955 and a n Israeli r a i d on S y r i a on 1 December were followgd by a b+tter attack on Israel by Khrushchev i n a speech t o t h e Supreme Soviet a t t h e e n d of December. This was t h e first time s i n c e t h e P a l e s t i n e armistice i n 1949 t h a t a t o p S o v i e t leader had t a k e n s u c h a s t r o n g p u b l i c s t a n d a g a i n s t Israel. The USSR had p r e v i o u s l y m a i n t a i n e d a marked aloofness f r o m t h e Arab-Israeli d i s p u t e . Khrushchev charged t h a t Israel t h r e a t e n e d its neighbors a n d had p u r s u e d a p o l i c y h o s t i l e t o them t t e v e r s i n c e it came i n t o being." The S o v i e t government p r o b a b l y regarded t h e Suez C a n a l Usere' A s s o c i a t i o n p l a n which Eden i n t r o d u c e d t o P a r l i a m e n t on 12 September as a maneuver t o force Egypt i n t o c o m m i t t i n g a p r o v o c a t i o n for Anglo-French m i l t t a r y action. Eden had warned t h a t i f Egypt i n t e r f e r e d w i t h SCUA, B r i t a i n and t h e o t h e r s c o n c e r n e d " w i l l he free t o take s u c h further s t e p s as S00m t o be required e i t h e r t h r o u g h t h e UN o r by other m e a n s f o r s t h e assertion of their r i g h t s . The i n i t i a l r e a c t i o n of t h e Soviet leaders w a s o n e of great c a u t i o n . They apeeared d e t e r m i n e d t o d o n o t h i n g which would c o m m i t them t o any c o n c r e t e a c t i o n i n a v e r y c o n f u s e d a n d fast-moving s i t u a t i o n . Shepilov s e n t a letter t o t h e p r e s i d e n t of t h e S e c u r i t y C o u n c i l s e t t i n g f o r t h a r e s o l u t i o n embodying B u l g a n i n ' s proposal.
