In October, 2010, the Sterling Police Department decided to enact a new policy for Traffic Enforcement. The purpose was to mandate that citations shall be issued for all safety belt violations and that speed detection and apprehension, and impaired driving enforcement is a priority of the Sterling Police Department. This policy was issued as an addition to the already existing traffic enforcement related policies and guidelines for Speed, Safety Belt and Child Passenger Safety Restraint Enforcement and Driving Under the Influence (DUI). Also in October, 2010, the prior 2001 Seat Belt Policy (requiring officer safety belt use) was rescinded and a new policy for Seat Belt (requiring officer safety belt use) was enacted for not only officers, but to include all Sterling Police Employees as well. The purpose of the two new policies was to designate the priority of traffic safety enforcement in the City of Sterling, Illinois.

Sustained Traffic Enforcement Program (STEP); Illinois Department of Transportation Mandatory Grantee Meeting: On September 16, 2010, Sterling Police Sergeant Robert Allen and Administrative Secretary Sara Young attended a mandatory grantee meeting for the Sustained Traffic Enforcement Program (STEP) grant at the Illinois Department of Transportation, Division of Traffic Safety in Springfield, Illinois. At this meeting, the Department of Traffic Safety representatives presented information concerning the grant programs and discussed the implementations of the grant program for FFY 2010.

Carol Schryver was involved in a traffic crash (not at fault) while traveling in Sterling on December 20, 2010. The Emergency Room Doctor at CGH Medical Center told Schryver that if she hadnt been wearing her seat belt, she would have been dead or in a coma. Diane Henson was involved in a traffic crash (not at fault) while traveling in Sterling on December 5, 2010. Henson escaped serious injury or death because she was wearing her seat belt at the time of the crash. Henson stated that she has always worn her seat belt and encourages others to do the same. Since 2006, eight Sterling Police Officers have been awarded an Illinois Department of Transportation DUI pin. At the close of 2010, Sgt. Todd Messer and Officer Jake Reul were within a few arrests of achieving the 100 DUI pin.

For several years, the Sterling Police Department has recognized impaired driving enforcement efforts for their officers through the Alliance Against Intoxicated Motorists (AAIM). In 2010, Sterling Police Officer Jake Reul and Officer Ryan Brownell were awarded as Top Cops for their impaired driving arrest efforts.

Cell Phone Use in Schools Zones and Texting While Driving: January, 2010, brought new laws to enforce in Illinois. The Sterling Officers stepped up patrol enforcement around the schools to enforce the ban of cell phone use in the school zones. For several months in the beginning of 2010, the local media and the Sterling Schools worked with the Sterling Police to enforce these new laws. Later in the year, the Sterling Schools and the Sterling Police Department partnered yet again to continue the message by purchasing four portable signs for placement in the roadway. Sterling Schools Unit #5: A Parent Call-Out was sent and the information about the cell phone ban and texting while driving was also placed in the newsletter and the Sterling High School newspaper.

Local Radio Stations: Officer Sarah Schmidt was interviewed for the new Illinois laws regarding cell phone use in school zones and texting while driving by the local radio stations in Dixon, Illinois, and in Sterling. The interview was heard on the following radio stations: WSSQ (FM 94.3), WSDR (AM 1240), WZZT (FM 102.7), WIXN (AM 1460) and WRCV (FM 101.7).

Television News Channel 8 WQAD: WQAD News Channel 8 Reporter Nicole Murphy and a camera person rode with Officer Sarah Schmidt in a marked squad car during the extra patrol enforcement around the Sterling Schools for the cell phone ban in the school zones and texting while driving. The segment was shown repeatedly on the Channel 8 news for several days and was even aired a few months later.

Cell Phone Use Prohibited: Towards the end of 2010, Sterling Officers and the Sterling Schools began noticing that motorists were using cell phones again in the school zones. The solution to the problem was the purchase of four portable signs that said Cell Phone Use Prohibited, for placement in the roadway near the schools. The signs were placed at different locations near the eight schools in Sterling.

Health Fair - January 19 & 20, 2010: the City of Sterling put on their annual Heath Fair for 40 participating City of Sterling Employees. A child passenger safety display and some brochures were shown. Below photograph is City of Sterling employee, Mary Rodriguez who coordinates the health fair each year.

Wheel Rewards: In February, 2010, the Sterling Police Department attempted to begin a teen safe driving program. The Sterling Police partnered with Illinois State Police District 8 Trooper Toney Halsey, Ken Nelson Auto Group, WIXN (Am1460), WLLT (FM 107.7) and WRCV (FM 101.7) Radio Stations, Sauk Valley Newspapers, Sterling Moose Lodge #726, Dixon Police Department, Wahl Clipper, Sterling Schools and Dixon Schools. On February 10, 2010, the partners met at the Sterling Police Department. The end result of the program was to give away a car to the winning student. The Sauk Valley Newspaper ran an article in their newspaper. WIXN/WLLT/WRCV ran air time for the program. Unfortunately, with the given economy, the partnership was unable to find enough resources to donate a car. The Sterling Police Department then partnered with the Sterling High School later in 2010 and began Operation Teen Safe Driving.

Child Passenger Safety Seat Checks: On March 27, 2010, at Sauk Valley Community College, Sterling Police Officers Sarah Schmidt and Brian Schmidt (no relation and NOT married to each other!), Dixon Police Department, Dixon Fire Department, Whiteside County Health Department, Melanie Wingo: Illinois Traffic Safety Liaison, and Penny Lentz: Swedish American Hospital-Rockford, completed a child passenger safety check where 30 seats were installed and parents received education on proper installation of the seats. Note: The Sterling Police Department is a Child Passenger Safety Fitting Station. Several child seat installations were completed throughout the year at the Sterling Police Department by Officers Sarah Schmidt and Jeff Mohr by appointment or walk-ins.

Drug Abuse Resistance Education (D.A.R.E.) On May 10 and May 12, 2010, Officer Sarah Schmidt and Lieutenant Tim Morgan gave a presentation to approximately 130 eighth grade Challand Middle School students regarding speed related crashes and alcohol/drug impaired related crashes. Lieutenant Morgan (who is also a Whiteside County Assistant Deputy Coroner) talked about what the Whiteside County Coroners Officer does with the bodies from fatality accidents. Photographs were shown of vehicles involved in fatal vehicle crashes in Whiteside County. Families Against Chronic Excessive Speed 4 (FACES4) palm cards were also given to each of the 130 students.

Drug Abuse Resistance Education (D.A.R.E.) On May 18 & 19, 2010, Officer Sarah Schmidt gave a presentation to approximately 130 eighth grade students at Challand Middle School during the May 14-31, 2010, Click It or Ticket campaign and taught the importance of wearing a safety belt. Officer Schmidt showed the International Association Chiefs of Police (IACP) video Saving Lives One Stop at a Time and explained why cops write tickets and make traffic stops. Officer Schmidt gave the students Click It or Ticket and Dont Drive In-TEXT-icated bumper stickers. (In 2009, Officer Schmidt gave the students Click It or Ticket clickers and the teachers were not happy!!! So the bumper stickers received in 2010 were well liked by all!)

Bicycle Rodeo - On May 22, 2010, the Sterling Police Department hosted their annual Bicycle Rodeo which was held in the parking lot of Challand Middle School. The purpose of the Bicycle Rodeo is to teach kids the rules of the road regarding safe bicycling on the streets. Each child who attended was given a free bicycle helmet. In addition to bicycle safety at the rodeo, attendees were shown what happens when a child safety seat is placed in front of an air bag. Sterling City Public Works employee Bill Beswick constructed this demonstration from donated airbags the Sterling Police Department received from McLaughlin Motors in 2003. The airbags were activated at different times throughout the rodeo.

2009 Illinois Traffic Safety Challenge Winner; 1st Place, Multi-Jurisdictional Award In April, 2010, the Sterling Police Department, the Illinois State Police District 1 and the Whiteside County Sheriffs Department submitted an application for their combined traffic safety efforts in 2009. In August, 2010, Sterling Chief Ron Potthoff, Sterling Officer Sarah Schmidt, Illinois State Police Captain James Alexander, and Whiteside County Deputy Sergeant Kristopher Schmidt attended the 2009 Illinois Traffic Safety Challenge awards breakfast and were recognized for their efforts.

2009 National Traffic Safety Challenge Winner; 3rd Place, Multi-Jurisdictional Award - In 2009 the Sterling Police Department, the Illinois State Police District 1 and the Whiteside County Sheriffs Department combined their traffic safety efforts and submitted an application to the Illinois Traffic Safety Challenge (receiving 1 st Place) in April, 2010. The application was then forwarded to the National Law Enforcement Challenge by the Illinois Traffic Safety Challenge where the partnership took 3rd place. Blackhawk Lanes On August 21, 2010 Officers Sarah Schmidt and Ryan Brownell participated in the Blackhawk Lanes annual Bowling Fest. Both officers completed fingerprint kits for children and then gave them traffic safety public information and education items such as pencils, lanyards, stickers and brochures. Child passenger safety information was available for parents to view and also the Be a Buckle Buddy program informational brochures.

Halloween Traffic Safety Flashlight Giveaway On October 29, 2010, the Sterling Police Department sponsored the 2nd annual Halloween Traffic Safety Flashlight Giveaway to promote safe trick or treating while kids are crossing the roadway during their endeavor. The trick or treat bags came with a free flashlight, goodies and some traffic safety related brochures and stickers like, Be a Buckle Buddy and Click It or Ticket. 650 trick or treat bags were given to kids and their families.

Families Against Chronic Excessive Speed 4 (FACES4) - The Sterling Police Department continued giving out FACES4 palm cards to motorists throughout 2010. (The Sterling Police began the FACES 4 program in 2009.) Officer Sarah Schmidt met Bob and Dee Brandt, founder of FACES4 at the Illinois Traffic Safety Leaders conference in Lombard, Illinois. Below is a thank-you from Bob who sent the Sterling Police Department the newest FACES4 palm cards. The Sterling Police gave the What Will it Take You to Stop FACES 4 cards to the Sterling High School for use in the Operation Teen Safe Driving program that began in 2010.

Just Drive In October 2010 the Sterling Police Department ordered several stickers and posters from Trinity Iowa Health Systems. The Just Drive posters and stickers were later used and were posted around the Sterling High School in conjunction with Operation Teen Safe Driving.

Challand Middle School Sterling Steam Fun Fair/Chili Supper On November 13, 2010, the Sterling Police Department contributed traffic safety related brochures and pencils, including FACES4 palm cards to the annual fun fair and chili supper fundraiser. The Sterling Police Department gave Drive Smart/Drive Sober Christmas Tree Tags to the event, who used the tags for their suggested dollar amount of the donation for their raffled items.

Thanksgiving Click It or Ticket On November 23, 2010, Sergeant Robert Allen attended the Thanksgiving Click It or Ticket press conference in Rockford, Illinois. This was aired by several news channels and media.

Drug Abuse Resistance Education (D.A.R.E.) On November 29 and December 3, 2010, Sterling Officer Sarah Schmidt and Whiteside County Deputy Sergeant Kristopher Schmidt (yes, they are married!) gave a PowerPoint presentation to approximately 130 eighth grade students at Challand Middle School regarding impaired driving and alcohol/drug related traffic crashes. Sergeant Schmidt has made nearly 300 DUI arrests since 2006!

Traffic Speed Pole Sign In December, 2010, the Sterling Police Department received their ordered traffic speed pole sign that was purchased from Decatur Electronics with funds received from an Illinois Department of Transportation grant Safe Routes to School. The sign was placed on Lynn Boulevard (thoroughfare to a Sterling school) and also on Locust Street (thoroughfare to a Sterling school).

Impaired Driving Roadblocks The Sterling Police Department did not conduct
any roadblocks in 2010 because of officer availability issues.

The secondary emphasis was on speed and occupant restraint violations. During FFY 2010, the Sterling Police Department completed eight campaigns. Three AlcoMate Premium (Model AL7000) Passive Alcohol Sensors were also purchased from funds made available from the MAP grant. All campaigns were completed during nighttime hours.

Speeding Citations
The citations issued for speeding have dramatically increased in 2010 from 2009. In 2010, there were 678 speeding citations issued compared to 2009 where there were 152 speeding citations issued. This was a 224%increase in the issuance of citations from 2009 to 2010! Again, the Sterling Police Department attributes the enforcement efforts of speed for achieving the results of the lowered number of injury-related traffic crashes in 2010 (66 injuries) compared to 2009 (76 injuries) and 2008 (82 injuries). In 2008 there were 420 speeding citations issued; making 2010 an overall 62% increase of speeding citation issuance compared to 2008.

The Sterling Police Department had made improved efforts in regards to impaired driving arrests (123) in 2010 in comparison to the previous years since 2002 when there were only 32 impaired driving arrests made that year!

Impaired Driving Roadblocks: The Sterling Police Department did not conduct any roadblocks in 2010 due to the limited number of Sterling officers available to work at the same time for that type of detail.

Operation COPS Detail March 19, 2010: The Sterling Police Department in conjunction with the Whiteside County Sheriffs Department combined efforts and worked a detail on hire-back. The detail concentrated combined enforcement efforts of the local street gangs, drug dealers, impaired driving, seat belt, speed and other moving violations. During the detail there were 41 other citations and 1 speed citation issued.

Percentage of 2010 fatal & injury crashes related to alcohol: 18% - There were 12 impaired driving arrests made from the 67 total injury and fatal crashes investigated by the Sterling Police Department in 2010. The percentage of the 2010 total injury and fatal crashes related to alcohol was 18%. The percentages of the 2010 fatal and injury crashes had increased over the past three years: 2010: 18%, 2009: 10%, and in 2008: 1%. Why the increase of alcohol related fatal and injury crashes over the last three years? Simply, the Sterling Police Department has made impaired driving detection and apprehension a priority of the Sterling Police Department. All 16 Sterling Officers who work the road are certified in the standardized field sobriety detection. The number of arrests made in impaired driving enforcement has increased by 260% since 2002 (when there were 32 arrests made)! The chart below reflects the increase of alcohol related fatal and injury crashes over the past three years due to the increased recognition and apprehension of impaired drivers since 2001.

There has been a steady decline in the amount of traffic crashes over the past six years! Below is a chart showing the decline of crashes for the past three years: in 2008 there were 538 crashes, in 2009 there were 535 crashes and in 2010 there were 484 crashes. The Sterling Police Department attributes the continuous decline of traffic crashes to the enforcement of speed, impaired driving and safety belt use coupled with public information and education.

The total of fatal crashes remains the same over the past three years at 1 fatal crash. The fatal crash in 2010 was not a roadway crash; the driver did not properly place the vehicles gear shifter in park and the vehicle the vehicle was parked in a driveway that declined downward. When the driver exited and walked behind the vehicle, the investigation revealed that the vehicle rolled backwards onto the driver.

The amount of injury crashes have decreased over the past three years! The chart below shows the decrease of injury crashes: 2010: 66, 2009: 76, and in 2008: 82. Attribution to the lowered injury crashes are the increase of saturation patrols and special enforcements coupled with public information and education. The safety belt compliance rate for the City of Sterling is at 94.3 %, above the State of Illinois average of 92.6%! The lowered injury crash rates reflect the compliance of seat belt use, speed and impaired driving.

Traffic Crash Analysis; Top 5 Problem Locations in 2010: The table below reflects the top 5 traffic crash locations in Sterling in 2010. All of the locations but one (East 3 rd Street and 6th Avenue) are intersections that are controlled by a traffic control device. Officer Sarah Schmidt investigated the causes of the crashes and suspected it might have something to do with disobeying red traffic control devices or failing to yield turning left. Officer Schmidt was wrong in her suspicions and found that the preponderance of violations of the top 5 problem locations was for failing to reduce speed to avoid an accident. The speed trailer and traffic speed pole sign that arrived in December, 2010, will be placed in those locations in 2011. The Sterling Police Department will continue to monitor these top 5 problem locations.
