Sterling Police Department 2010 Municipal Police 26-35 Application

I.

Policies & Guidelines

In October, 2010, the Sterling Police Department decided to enact a new policy for Traffic Enforcement. The purpose was to mandate that citations shall be issued for all safety belt violations and that speed detection and apprehension, and impaired driving enforcement is a priority of the Sterling Police Department. This policy was issued as an addition to the already existing traffic enforcement related policies and guidelines for Speed, Safety Belt and Child Passenger Safety Restraint Enforcement and Driving Under the Influence (DUI). Also in October, 2010, the prior 2001 Seat Belt Policy (requiring officer safety belt use) was rescinded and a new policy for Seat Belt (requiring officer safety belt use) was enacted for not only officers, but to include all Sterling Police Employees as well. The purpose of the two new policies was to designate the priority of traffic safety enforcement in the City of Sterling, Illinois.

II. Training of Officers

All of the Sterling Police Officers received traffic safety and enforcement related training in 2010. All twenty-nine officers received training for occupant protection and for impaired driving; while seventeen officers remained certified as breath alcohol operators; all 16 officers working patrol are certified as breath alcohol operators. All twenty-nine officers received speed-related training. And all twentynine officers received other traffic safety- related training in 2010. The training in 2010 was useful. It paired with the education and enforcement of cell phone use in school zones and assisted with obtaining the overwhelming compliance in Sterling of the new law. Several officers attended the Hot Topics class which covered the recent court rulings regarding consent searches of vehicles on traffic stops; and the authority of an officer to search an Illinois Department of Correction parolee (mandatory supervised release) without consent when they are an occupant of a vehicle on a traffic stop. The officers who attended the Hot Topics training spread the word to the other Sterling Officers and the Whiteside County States Attorney. The following pages will reflect the traffic related training of the Sterling Police Department in 2010.

Enforcement Activity

Illinois has a Primary Seat Belt Enforcement Law!

In 2010, traffic crashes decreased by 9% since 2009. This was the sixth consecutive year of a decrease in traffic crashes! Impaired driving arrests increased by 15%, contributing we believe to the lower traffic crash count. There was a 45% increase of seat belt citations issued in 2010 from 2009; along with a 224% increase of speeding citations issued in 2010 from 2009! These numbers show why traffic crashes have steadily decreased in Sterling over the past six years!

Impaired Driving Roadblocks The Sterling Police Department did not conduct
any roadblocks in 2010 because of officer availability issues.

Seat Belt Citations

In 2010, the Sterling Police Department issued 230 seat belt citations compared to 105 citations in 2009 and 225 citations in 2008. The higher number of citations issued this year attributed to the lower injury rate from traffic crashes in 2010; from 76 injuries in 2009 to 66 injuries in 2010! There has been a steady decrease in injury traffic crashes since 2008 (82 injuries). There was a 46% increase in the issuance of seat belt citations from 2009 to 2010. From 2008 to 2010 there was a 10% increase in the issuance of seat belt citations.

Child Seat Citations

The issuance of child seat citations has remained fairly the same over the past three years. The Sterling Police Department contributes this to the child passenger safety education given to the public over the last several years. Continued partnerships for child passenger safety awareness done with CGH Medical Center, the Whiteside County Health Department and other law enforcement-related agencies since 2001 have accredited to the low numbers of child seat citations being issued. In 2010 there were 16 child seat citations issued, in 2009 there were 18 citations issued, and in 2008 there were 16 citations issued.

Speeding Citations
The citations issued for speeding have dramatically increased in 2010 from 2009. In 2010, there were 678 speeding citations issued compared to 2009 where there were 152 speeding citations issued. This was a 224%increase in the issuance of citations from 2009 to 2010! Again, the Sterling Police Department attributes the enforcement efforts of speed for achieving the results of the lowered number of injury-related traffic crashes in 2010 (66 injuries) compared to 2009 (76 injuries) and 2008 (82 injuries). In 2008 there were 420 speeding citations issued; making 2010 an overall 62% increase of speeding citation issuance compared to 2008.

VI. Effectiveness Of Efforts

State of Illinoiss average safety belt use rate in 2010: 92.6% Sterlings safety belt rate at the beginning of 2010: 90%; At the end of 2010: 94.3% The Sterling Police Department conducted seat belt surveys in the beginning and at the ending of 2010. Both surveys were conducted in four major thoroughfare Sterling locations: Lynn Boulevard and East Fourth Street (Illinois Route 2), Avenue G and West 3rd Street (Illinois Route 2), Rein and Locust Street (Illinois Route 40) and Fifth Street and Locust Street (Illinois Route 40). The results of the stats were an average collected from all four locations. Plain-clothed Sterling Police personnel in an unmarked vehicle sat at each location, where 100 vehicles were observed. A checklist was used for documentation. Percentage of 2010 fatal and injury crashes related to speed: 15% - There were 10 citations issued for too fast for conditions or failure to reduce speed to avoid an accident during the investigation of 67 total injury and fatal crashes in 2010, thus reflecting that 15% of the total injury crashes were related to speed. The percentages of the 2010 fatal and injury crashes related to speed have decreased over the past three years: 2010: 15%, 2009: 16% and in 2008: 22%. The chart below reflects the decrease.

Percentage of 2010 fatal & injury crashes related to alcohol: 18% - There were 12 impaired driving arrests made from the 67 total injury and fatal crashes investigated by the Sterling Police Department in 2010. The percentage of the 2010 total injury and fatal crashes related to alcohol was 18%. The percentages of the 2010 fatal and injury crashes had increased over the past three years: 2010: 18%, 2009: 10%, and in 2008: 1%. Why the increase of alcohol related fatal and injury crashes over the last three years? Simply, the Sterling Police Department has made impaired driving detection and apprehension a priority of the Sterling Police Department. All 16 Sterling Officers who work the road are certified in the standardized field sobriety detection. The number of arrests made in impaired driving enforcement has increased by 260% since 2002 (when there were 32 arrests made)! The chart below reflects the increase of alcohol related fatal and injury crashes over the past three years due to the increased recognition and apprehension of impaired drivers since 2001.

Traffic Crash Analysis; Top 5 Problem Locations in 2010: The table below reflects the top 5 traffic crash locations in Sterling in 2010. All of the locations but one (East 3 rd Street and 6th Avenue) are intersections that are controlled by a traffic control device. Officer Sarah Schmidt investigated the causes of the crashes and suspected it might have something to do with disobeying red traffic control devices or failing to yield turning left. Officer Schmidt was wrong in her suspicions and found that the preponderance of violations of the top 5 problem locations was for failing to reduce speed to avoid an accident. The speed trailer and traffic speed pole sign that arrived in December, 2010, will be placed in those locations in 2011. The Sterling Police Department will continue to monitor these top 5 problem locations.
