Section I Due to your action (s) or lack of action (s), members within the NBPP have seen fit to ask that the New Black Panther Party, ________ Chapter convene a hearing of discontent. It is requested that you appear on ___________________at ________________at_____________ for a formal hearing with the general membership to discuss your behavior and to decide the appropriate method for dealing with the situation; possible steps of action range anywhere from none direct action to complete expulsion from the ranks. No representation on your behalf will be made so it is extremely important that you are present to have your side heard. All items needed to present your innocence will be needed at this time, so make sure you are prepared in full. Your absence from this meeting will be viewed as a statement of guilt in response to the accusations made. No further attempts will be made to contact the Accused beyond this letter. Section II If the individual (accused) does not Honor the system in place to address the necessary steps to prevent disruption with-in the ranks of this Chapter FULL COMMUNITY AWARENESS PROTOCOL will be implemented. This action is required to inform the AFRIKAN Community of the updated actions surrounding the complete expulsion of a member of the NBPP. It is out of LOVE we protect the Afrikan community and with this understanding NO member of the New Black Panther Party can allow counterrevolutionary actions to maintain the ranks with out corrective action. We cannot and will not cause perpetual harm to the Afrikan Body. Our Duty is to serve Afrikan Nation Building. No member can actively or passively bring harm to the process of revolution with out corrective growth. These laws we stand by FOR FREEDOM OR DEATH-BLACK POWER! All decisions made at this hearing concerning your membership are final and will be reported to all current and future chapters of the New Black Panther Party. All Letters of Discontent regarding actions against a Local Chairman and/or Chief Of Staff must be submitted through the Regional Post for recommendation before any action is taken. Matters concerning possible suspension of the Local Chair and/or Chief Of Staff cannot take place with out the Regional Staff. All actions carried out against the Regional Level must contain letters of recommendations from chapters in that region to be forwarded to the National Staff. National Actions filled by any member other than National Staff must have recommendations from local & regional level for hearings to be determined with the Regional Representatives at the hearing for final judgment.

Section V
This side to be filled out after the hearing has proceeded in the presence of the accused it must be determined by the body of peers as to was actions must be taken. The actions will be stated on this form and must be signed by the accused and two witnesses. The actions must be specific and state the duration and time span for each corrective action in full detail and explained to the person being charged. At that time and only after the person has been given instruction will this side of the document be signed. After the actions have taken place and the corrective actions have been fulfilled will the Letter of Discontent be served as corrective action fulfilled, at this point the appointed officer/member must sign off and a copy of this document must be filled in the members docket for permanent records and one copy given to the person that served the charge.

The hearing and the proceedings may be recorded for record to be used to clear the name of the New Black Panther Party and or the member in question at a later date if the process needs to be reviewed and or appealed to higher standing. The recording process is left up to the body at large by means of suited voting process at time of action. Page of Instruction Due to the nature and complications involved with the possible infringements made against a member it is in the best interest of the New Black Panther Party that the accused personnel be relieved of all duties of responsibility until the hearing phase of the Discontent. This gives all involved the time to conduct investigations and for the truth to the matter be displayed. Also this time barrier allows the process of reflective analysis to used as a means for the membership to take and use as growth. It is out of love for our Freedom and the power to develop self-determination that we hold ourselves accountable to each other as members and servants of a Black Nation. We must not allow ourselves to prejudge and or bring unjust cause on any member of our cause. It is with full regard to the outcome that all in question honors the process of corrective action. The quality of Leadership must stand on the pillars of Justice and equality. We must set the Example for all to follow: Upon the issuing of the Letter of Discontent the accused must stand down from all appointed duties. The accused must prepare their case and appear on the date given for the hearing. The accused must reframe for contact with members involved as it pertains to discussing and or conflicts with the accusations. All parties involved must use proper judgment! The Presiding member will not discuss any issues about the case to any one concerning possible future outcomes. The presiding member must state the facts and only information pertaining to the case in the process of judgment. If for any reason the Presiding member cannot fulfill his or her duties the case must be refilled and retried by a newly appointed member to be determined by the membership body present for the proceedings at that point in time when the Presiding person has arranged for the appointment to take place. If for some reason the Presiding personnel cannot be held accountable for this action the membership will set all actions to be honored in a timely manner. Timely manner is defined as: a two-week period (14 days). Accused is defined as: The person who the charges have been brought upon. Witness is defined as: A person from the membership body who has attended the process and will validate their presence in future dates if required. Presiding Member is defined as: person conducting the court action, this person cannot be the accuser unless the actions in question have ranged potential damage on the body at large. If the ladder is the case it must be stated with in the body of the actions in question. The Presiding Member by default is the Chief of Staff. This appointment can be reappointed at the time of the issuing of the Letter of Discontent by the body at large. The Chairperson would be the next inline to serve as the Presiding Member if the Chief of Staff is not available and or is the person who actions or in question. The Central Committee must work to mandate the procedure to be conducted in the appropriate environment and that no outside influence monitors or address the process unless cleared by the body at large. The security / Bailiff will be the Minister of Defense or person appointed by the body at large if the Minister of Defense is the person in questioning or not available. The body at large will appoint the recorder of the proceedings at the time required for the hearing to be conducted. All other issues to be address must be made at time appointments for hearing. All involved must Overstand that this process is developing for the best interest of the People and all information gathered and learned from each process may and will be used to make better each proceedings so that we growth and learn how to better conduct ourselves in the interest of the people we serve.
