(G-5) JOB QUALIFICATIONS: To be selected for a position, an applicant must (1) meet the minimum requirements of the job posting, (2) pass a written exam (if applicable), (3) satisfy a background check (which may be extensive), and (4) pass an oral interview, during which the interview will further evaluate the applicants qualifications. (5) Transcripts must be submitted upon candidate processing if the position requires a degree. Internal Applicants who are current employees must have worked in their current position long enough to pass probation to be eligible to apply for the position. In addition, applicants are also subjected to an internal investigation which includes an evaluation of their work record, safety and discipline records, their performance assessments and time and attendance records (including late starts and early quits) for the preceding 12 months. A Bachelor of Arts or Science Degree is required.


EXPERIENCE:

A minimum of five (5) years experience in environmental and highway planning, design or construction is preferred.
THE FOLLOWING SKILLS AND ABILITIES ARE REQUIRED/DESIRED:

Experience managing multiple projects is required. Supervisory experience in planning and environmental studies is required. Experience in administering multiple simultaneous consultant contracts and managing challenging schedules is required. Excellent organizational skills are required. Excellent written and verbal communication skills are required. Proficiency in Microsoft Word and Excel is required. Supervisory experience in environmental planning studies and geometrics is desired. Transportation experience is desired.

Senior Environmental Planner Position Description


POSITION PURPOSE This position provides for overall project program coordination of all environmental programs for the Tollway's capital program. The position oversees contract management and coordination between the Tollway and consultant firms and regulatory and permitting agencies for all capital projects for the Tollway. NATURE AND SCOPE: The Senior Environmental Planner reports directly to the Deputy Chief of Engineering for Planning. Reporting to this position are the Environmental Planner and the Environmental Engineer. This position is responsible for all environmental project management, support and/or oversight from inception to completion of projects, which includes but not limited to: New transportation corridors Widening of existing Tollway facilities Improvements to Plaza and Oases Assist with phasing and design requirements Assist with establishing construction schedules Provide contract and project status updates / reports Assist with coordination of public input and responses Oversees regulatory and permitting agency review and permit processes The incumbent must possess excellent organizational skills in order to effectively manage complex and often controversial studies and projects. This position will ensure all planning, design and construction is in conformance with applicable environmental regulations, and ensures that work is coordinated effectively with involved parties, as scheduled.

PRINCIPLE ACCOUNTABILITIES:
1. Determines potential environmental, socio-economic, and cultural / historical / archaeological effects of ISTHA projects. Analyzes and recommends appropriate study methodology and documentation for all phases of project development, from scoping through construction. Ensures proper coordination with appropriate federal, state, and local resource and regulatory agencies in order to obtain necessary permits and approvals. Recommends feasible alternatives which continue the project while maintaining the integrity of the environment and recommends mitigation measures where impacts are unavoidable. Reviews environmental documentation prepared by internal or external staff, including NEPA documents (Environmental Impact Statements and Environmental Assessments), technical memoranda, and ISTHA-specific environmental documentation. Develops policies, guidelines, and procedures to ensure ISTHA compliance with various environmental, socio-economic, and cultural / historical / archaeological regulations. Manages and oversees the efficient use of project or study budgets on environmental studies and initiatives. Develops environmental research, both pre- and post-construction, and monitors projects to provide solutions to various special problems as they are encountered. Performs traffic noise studies and coordinates results with the public. Other duties as assigned.
