September 30, 2011 Hon. Maria Kristina "Krissy" Conti Student Regent University of the Philippines System Dear Madam: Greetings from the College of Arts and Sciences Student Council! The CRSRS (Codified Rules for Student Regent Selection) states the procedures and qualifications needed for selecting the Student Regent, the sole representative of the Student Body in the BOR (Board of Regents). It has provided a systematic way for selecting the Student Regent in the past. However, the CRSRS has also exhibited, in the past, several flaws which have been caused by vague and faulty elements found in it. In this light, the University of the Philippines Los Baos College of Arts and Sciences Student Council would like to strongly propose several amendments in the CRSRS (Codified Rules for Student Regent Selection). The amendments proposed by the council have been deliberated last September 28, 2011 (Wednesday) and September 29, 2011 (Thursday) through a parliamentary procedure involving all available councilors. The Chairperson served as the presiding officer and the Freshman Representative served as an observer during the reviewing and deliberations of the CRSRS. The amendments agreed upon and approved by the council are as follows: Article I: Definition of Terms Section 3 The UP Extension Program in Baler, Aurora must be added. Article II: Statement of Policies and Principles Section 2 A comma must be added in between age and physical abilities. The words academic standing must be removed. Article III: Qualifications of the Nominees Section 1 Another condition must be included. It must be stated as: e) S/he must satisfy the minimum academic requirements set by the University Code such that s/he must not incur the state of academic delinquency of probation or grave the semester immediately prior to her/his nomination. Section 2 Section 2 of Article III must be removed. Section 4 The words and irrevocable must be added after the word final in the last sentence of the section. The words through 1 council: 1 vote must be added after the word decision.

Article IV: Nomination, Acceptance, and Withdrawal Section 1.1 The words year level or department must be change to year levels or departments. Section 2 The words certificate and acceptance must be capitalized. The word concerned must be added after the word USC. Section 5 The word written must be inserted before the word consent. Section 6 The words search committee must be capitalized. Article V: Duties and Responsibilities Section 3 Section 3 of Article V must be removed. A Section 6 in Article II must be created and must state the following: Selection process should include precise historical background of KASAMA sa UP, including its role to revive the OSR. Article VI: College-wide Process Section 6 The first two sentences must be removed and replaced by the following statement: Such protest shall be acknowledged and decided upon within 5 working days after it is received by the CC. Article VII: Autonomous University-wide Process Section 2 The following statement must be added: In such cases that a duly elected college representative who is not constitutionally part of the CSC will represent the respective CSC, an authorization letter from the respective CSC must be presented. Section 7 The first two sentences must be removed and replaced by the following statement: Such protest shall be acknowledged and decided upon within 5 working days after it is received by the CC. Article VIII: System-wide Process Section 3.1 The words duly elected must be added before the words college representatives. The words from the CSC must be added after the words written authorization. Section 10 The UP Extension Program in Baler, Aurora must be added to the list of units. The voting system must be removed and replaced by the following statement: During the selection for the final three nominees, a scheme of 1 council: 1 vote will be used to ensure democratic and maximum student representation, while, during the final selection for the Student Regent position, the voting scheme of the UPLB CAS-SC 2011-2012 will be used (based on statistics and student population). The voting scheme is as follows: For every mother unit having a student population below 10,000, 1 vote will be given. For every mother unit having a student population between 10,001 and 20,000, 2 votes will be given. For every mother unit having a student population above 20,000, 3 votes will be given. *All extension programs and/or Regional Units will be absorbed during the caucuses by their mother units. Article IX: General Provisions A Section 5.1 must be added, stating the following: The newly amended Codified Rules for Student Regent Selection shall take effect for at least 2 consecutive terms upon its approval. After its 2 years of taking effect, the Codified Rules for Student Regent Selection will be open for new amendments. We look forward to your favorable response. Thank you very much!
