Polytechnic University of the Philippines Federation of Junior Philippine Institute of Accountants Inter-Campus Debate Implementing Rules and Regulations

I. BASIC RULES 1. The contest is open to all bona fide JPIA students of the PUPFJPIA member campuses. 2. Each campus is expected to have one team (i.e. 3 members) and shall have the prerogative to choose its representatives. 3. The debate format that will be used is the All-Asian Debate. 4. Match-ups and venues are to be announced before motions are revealed. 5. The sides to be defended by the teams shall be determined by a coin toss. 6. Participating teams are required to have at least one (1) adjudicator on the contest date, elimination round. II. ADJUDICATION 1. The debate will be adjudicated by an odd number of panels. Adjudicators must have been debaters themselves or professors of debate. They must know the rules of AllAsian debate and they should be known for probity and integrity. Adjudicators will arrive at a decision on an individual basis. After a 10minute deliberation period, each adjudicator is required to submit the ballot to the Chair. After which, the adjudicators will verbalize their votes and give the oral adjudication. The chairman will then announce the winner. The chairman will turn over the ballots to the committee. While waiting for the result, members of the audience may deliver the oral adjudication. 2. The announcement of Best Debater and Best Speaker shall be done after the chair has announced the winning team of the debate match. The Best Debater must come from the winning team and the Best Speaker may come from either teams. 3. The adjudication of the debate will be based on Matter (40%), Manner (40%), and Method (20%). 4. For constructive speeches, the ceiling mark for Matter and Manner is thirty-three (33), for Method is seventeen (17). The floor for Matter and Manner is twenty-seven and Method is thirteen (13).

5. For reply speeches, the ceiling mark for matter and manner is sixteen point five (16.5) and for method eight point five (8.5). The floor for matter and manner is thirteen point five (13.5) and method is six point five (6.5). 6. There are no draws in competitive debating. 7. Decisions of the Panel of Adjudicators are final and irrevocable. 8. Issues and queries will be raised through formal communication and will be addressed by the committee of the academic contests appropriately.

III. MOTIONS 1. The motions to be included cover local, national, and international issues. All motions are direct or closed. 2. All participating colleges are required to submit three motions based on the themes given by the debate committee. The committee shall evaluate the motions and decide what motions will be included in the contest.

3. The motion or the issue that are to be debated upon will be drawn thirty (30) minutes before the start of the debate proper. Debaters will utilize this time to prepare for their respective cases. This rule is in line with the formal debate in the AllAsian rounds and current and international debate practices. 4. The teams will draw lots at the list of motions, thirty (30) minutes prior to the commencement of debates in those rounds. IV. ELIMINATION ROUNDS 1. Match-ups shall be made on the contest date. The team captains will draw lots and the teams that pick the same numbers shall compete for the first round. 2. If there are more than three teams that registered, the first round will be a knock-out round. If there are only three teams competing, a round robin shall be used to determine the two qualifying teams to compete in the finals. If there is an odd number of teams (five and above), the team that will luckily pick the clincher will automatically qualify for the next round. V. DEBATE PROPER 1. During the debate proper, the speakers both from the Government and the Opposition sides will be granted seven (7) minutes to deliver their constructive speeches. 2. After the first (1) minute of the speech, points of information are allowed. A member holding the floor must respond to opposing members offering points of information through a gesture or hand signal rejecting the offer, a verbal rejection of the offer, or verbal acceptance of the offer. On the last minute of the constructive speech, points of information will not be entertained to allow each speaker to summarize their cases. 3. The reply speaker on the other hand, will be given four (4) minutes to summarize his teams case. It is imperative that the reply speaker will not provide additional or new facts on the cases of their respective teams or else will be subjected to penalties. 4. Teams must prepare on their own. They must arrive at the chamber within ten (10) minutes of the scheduled commencement time for the debate. Teams failing to arrive on time will forfeit the debate at the discretion of the chair of the panel of adjudicators. 5. The alternate is allowed to prepare with the debaters but is not allowed to sit with them during the debate proper. VI. TIMING OF THE SPEECHES

1. The timing of each speech starts at the moment the speaker begins talking. 2. It is the duty of the timekeeper, a panel member or the chair of the panel to keep track of the time. 3. Speeches will be seven minutes in duration. After the first minute of the speech delivery, a tap will signal that points of information are entertained. The second tap, which is the end of the fifth minute, will signal the start of the protected time that disallows any acceptance of points of information. The timekeeper with two strikes of the gavel will signal the end of the seventh minute. 4. In case of overtime, an additional thirty (30) seconds is allowed for each speaker to finish or clear his case. VII. OTHER PROVISIONS 1. During the delivery of speeches, applauses, clapping of hands or shouting are not permitted. Instead, if the audience favors the arguments of each team, they should tap their armchairs. If they strongly agree to the argument, they should say hear/hear! On the other hand, if they disagree, simply say shame/shame! 2. Unruly behavior (e.g. embarrassing, insulting, harassing members of the committee and the panel of adjudicators) is not allowed. If this would happen, the members of the committee and the chairman of the Academic Contest will deal with this accordingly.
