PSC Meeting 2011: When EGSLPs Assessed

May 26, 2011 is the day when EGSLP did presentation for their works in 2010. Project of Steering Committee (PSC) Meeting which is held each year, is the meeting when EGSLP presents reports of their works in a year. The report will be assessed by stakeholders both from Indonesia (BAPPENAS, BAPPEDA South-East Sulawesi and Gorontalo) and Canada (CIDA). The role of the PSC itself, based on the MOU of April 2, 2007, is to assess EGSLP performance, to review and approve the Annual Work Plans, to discuss key operational and to provide guidance and strategic direction to ESGLP. ESGLP has been doing its program related to sustainable livelihoods and NRM (Natural Resources Management) issues for 3 years. Until now, 171 VWG (Village Working Group) have been established, 10 WWG (Watershed Working Group) have been created, 5 CPFC (Collegial Program Facilitation Committee) have been formed for 2 provincial and 3 districts level. For the activities on community level, there are 495 CLESIs (Community-Level Environmental & Sustainable Initiative) are completed or underway. And for activities on watershed level, there is not WESI (Watershed-Level Environment & Sustainable Initiative) has yet been approved for funding, but in a few months some WESIs will be approved and run. Besides, in strengthening natural resources governance, there are a number of government agencies are providing training, extension services and technical support to communities on the basis of CLESI.

Chili Cultivation in Desa Lompotoo


Overview of EGSLP
The EGSL Program is designed to address, on a participatory basis and at the local level, environmental governance, the critical area of focus will be assisting poor communities to develop processes whereby they have greater access to and control over natural resources, in a way that promotes sustainable livelihoods while, at the same time, enhancing sound environmental management. The intent is to support and then showcase innovations in local governance by contributing to a critical mass of local successes in participatory NRM, conflict reduction and greater security of tenure and access to natural resources by poor men and women. Specific measures will be incorporated to ensure that womens access to and control over the use of natural resources is improved. The Program Goal is to assist the government and the people of Indonesia in the creation and protection of sustainable livelihoods through equitable access to, and sustainable management of, natural resources and the environment. The Expected Impact is reduced poverty through increased sustainable livelihood opportunities and well being for poor rural men, women, boys, and girls in selected watersheds in Sulawesi. The Program Purpose is to improve environmental and natural resource governance in selected watersheds in Sulawesi and demonstrate negotiated and sustainable solutions.

Workshop on WESI Administrative Procedure in Kendari and Gorontalo


After conducting Watersheds Workshops in South-East Sulawesi and Gorontalo, EGSLP holds workshop and training on WESI Administrative Procedure in SouthEast Sulawesi (25/7) and Gorontalo (27/7). Main purposes of this workshop are to ease and expedite duties of Watershed Working Group (WWG) in doing implementation of their plans for watershed treatment. Besides, it purposes to tidy up the administrative and financial procedure on watershed activities. But after all, this procedure is needed to make clear and transparent administration.

WESI Administrative Procedure Workshop in Gorontalo (27/7)

On June 19 24, 2011 Madam Deputy Director of Natural Resources and Environment, Dr. Ir. Rr. Endah Murniningtyas, M.Sc, and some representatives from BAPPENAS, and BAPPEDA of Gorontalo and South-East Sulawesi, have a visit for study tour purpose to Canada. The overall purpose of the study tour is to expose senior Indonesian government decision makers to Canadian institutions, models, and experiences from a community development and sustainable NRM perspective, having at its core center the concern for socio-economic development and overall social well-being, and also connect them with Canadian colleagues for openended discussions. There are two strategies which were purposed in this study tour; (1) Regional sustainable natural resources projects which was the

majority of time would be spent visiting Canadian natural resources initiatives using different governance model including Fraser Basin Council and Grand River Conservation, (2) Federal / Provincial government, through CIDA for its collaborative effort to support Indonesia sustainable development/ management of the Canadian landscape as well as the provincial government of British Columbia with its history of resolving land use conflicts, and its extensive experience in reconciling the often competing interests of natural resource based industries and environmental sustainability, and the recent reestablishment of its Environmental and Land Use Committee, and the Ministry of Forests, Lands and Natural Resource Operations.

This activity has started on June 18, 2011 with conducting Socialization and BIMTEK (Technical Guidance) I. Competent experts from Line Agency such as BP4K Bone Bolango help villagers in running their chili pilot garden. So villagers not only got the lesson material, they also got direct technical assistance in the field. The process has been running well and today they have some seedling ready to move into the ground.

Special Things on GESI Workshop


Gender Equality and Social Inclusion (GESI) workshops are often held in villages of South-East Sulawesi and Gorontalo. EGSLP knows that this program is good to be included, because Gender Mainstreaming should be promoted in all level areas, not only for government but also for grassroots. Gender Mainstreaming is not only a special programs, proPak Djufri was delivering material in GESI Workshop in jects and policies for women. Gorontalo. Meanwhile in Kendari, GESI Training was a great and fun workshop for villagers. It is because of the facilitators always have tricks to make the participants keep on fire during the seminar. Ice breaking or ice breaker, according to andragogi.com, this term is often used during the training session. Ice breaker aims to more engage participants and help get things off to a great start. Like Gender Training in Kelurahan Bungguosu, South-East Sulawesi. Start off at 9 am 5 pm; the participants look so enthusiast in this training. The facilitator is doing a well-designed ice breaker such as the little known fact (asking participants to share their names, occupations and fact about themselves), games and chicken dance.

Community Participation in Maintenance of Tertiary Irrigation Canals


VWG Mepokoaso was working with several farmers of Water User Association (WUA) and Women Farmers Group in conduct of maintenance of tertiary irrigation canals. This activity was proposed due to irrigation channels blocked. So the water which was expected to fulfill New water (irrigation) divider door just rice fields was reduced. The built. activity was done by clearing the channel of weeds and soil sediment (sediment) in accordance with instructions given from the Department of Agriculture. In this activity also added to the building sluice gates (water divider door) to meet the water supply for farmers which fields are located in areas of higher terrain. With these activities, the villagers became more aware of the importance of maintenance of tertiary channels if they do not want the rice fields of water shortage. This is a proof that the participation of citizens to maintain irrigation channels was enormous.

BAPPENAS to Visit Kendari and Gorontalo


In order to improve EGSLP program progress, stakeholders often to review the progress of the program directly to the field. In August 2011, BAPPENAS, as one of the stakeholders of EGSLP, visited Kendari (10-12/8) and Gorontalo (15-17/8) to review the progress of the program. During the visit BAPPENAS see some of the activities, either have completed or underway, that carried out by villagers.

All community members were busy with their activity to clean tertiary irrigation canals.

Not only men, women were also involved in this action.

Yellow Bamboo Plantation

Public Audit of Yellow Bamboo Plantation along River Bank


On Tuesday (26/7), indigenous people of Tuladenggi held public audit on one of their activities; Yellow Bamboo Plantation along river bank. K2PD Karya Ikhlas, organization of Tuladenggi whose a duty to execute all activities that funded by EGSLP in Tuladenggi, people of Tuladenggi were doing yellow bamboos plantation with purposes. Yellow bamboos are good to prevent flood and land slide. Besides those are also very valuable plants for Gorontalo community culture and customs, yellow bamboo is often used in the events of sacred and important as marriage, death and other customary procession. Public Audit of Yellow Bamboo Plantation is one of public audit activities that be conducted by communities (from villages which included in EGSLP area intervention) in Gorontalo and South East Sulawesi. Public Audit will be conducted after an activity is finished. It has goal as lesson learn of transparent, honest and fair values.
