LBC and Cycling

There was no going halfway: if LBC, Hari ng Padala, was going to organize a cycling race, it had to use its logistical and organizational strengths to create the biggest cycling race the country has ever seen. It was in this spirit that Ronda Philippines was born. LBC is serious in helping Philippine cycling. Ronda opens opportunities for the countrys elite cyclists. They now have their own grand race here at home. The 7 million peso total prize purse professionalizes their endeavors, and the prestige attached to such numbers speaks volumes about a state of Philippine cycling that is truly possible. Thirteen regional teams, two commercial teams, and the under-23 national team will compete in 2011. They have come out of regional qualifying rounds held nationwide earlier in the year. The support given to them ensures that these teams will stick together and train diligently, to raise the level of competition seen locally. These competitors will pedal through a route determined in consultation with true international professionals in the world of bike race organizing; Ronda will even have commisars who have worked on the Tour de France. LBC ensured that the latest technologies and methodologies in bike race organizing was brought in and utilized for Ronda. In conceiving Ronda, LBC knew that a cycling race of this magnitude could and needed to be more than competition. Consequently, Ronda is also part of LBCs on-going mission to move towards the direction of green sustainability. Furthermore, in coordination with various government and non-governmental bodies, LBC sees Ronda as a platform to promote sports tourism. And finally, Ronda is the Filipinos cycling race; at each race stop LGUs will welcome everyone with a fiesta-like celebration - an opportune time to show off these various sites along the Philippine nautical highway. So when Ronda kicks off on September 18, Philippine cycling catches its second breath. Breathing new life into it will be LBC, and the country takes center stage.

SPECIFICREGULATIONS
Article 1: Organization
LBC RONDA PILIPINAS is jointly organized by LBC Express Inc. and Multi Event Enterprise (MEE) and has its secretariat at LBC Express Solutions. Inc. 2308 Natividad Bldg. Don Chino Roces Extension (Pasong Tamo), Makati City, Tel: (63) 919-8967554 URL: < www.rondapilipinas.com >
It is held under the regulations of the Union Cycliste Internationale (UCI) and the Integrated Cycling Federation of the Philippines (PHILCYCLING). It is to be held from 24 Sept. to 9 Oct. 2011.
Article 2: Type of Event

This multi stage, road race event is open to the Mens Elite and Mens under 23 Category. The event is sanction by the Integrated Cycling Federation of the Philippines (PHILCYCLING).
Article 3: Participation
The event is open to Regional and local elite Club Teams. Under article 2.2.003 of the UCI regulations, teams must be formed of minimum of 4 and maximum of 6 riders together with 3 officials.
Article 4: Race Headquarters

At the start, the race Headquarters shall be opened starting on 22nd of September, 2011 in an appointed hotel/office location in Cagayan de Oro City, Mindanao, Philippines. Hours of operation: 09:00 hrs 21:00 hrs. Team Managers/representatives are requested to confirm their starters and collect their race numbers at the Race Headquarters from 14:00 15:00 hrs. This shall be on; Friday, 23rd of September, 2011. The Team Managers meeting, organized in accordance with Article 1.2.087 of the UCI Rules, in the presence of the members of Commissaries Panel, is scheduled on Friday, September 23, 2011, in Cagayan de Oro City from 15:30 17:00 hrs.

At each stage arrival, the mobile race headquarters shall be open located at each finish point and open for 2 hours prior to race arrival and for 30 minutes after. The Secretariat will also be open each evening at Race Headquarters/HQ Hotel until 2100 hrs.
Article 5: Radio Tour

Race information will be broadcast throughout each stage.
Article 6: Neutral Technical and Medical Support

The technical support service is provided by the Organizers. The neutral support is taken care by means of three (3) service cars. There will be Race Doctor with the race convoy and at least one (1) ambulance with medical/emergency personnel during all stages. These personnel and units are also on stand by during non race days. A list of hospitals along the race route will be published in the Race Manual and/or provided prior to the race.
Article 7: Time Bonuses

Bonuses under the articles 2.6.019 to 2.6.029 UCI Rules will be awarded as follows: Intermediate Sprints Stage Finishes : : 3, 2 and 1 for 1st to 3rd place. 10, 6 and 4 for 1st to 3rd place.
Article 8: Finishing Time Limits

Taking into account the characteristics of each stage, the finishing time limits have been set as follows: For stages: 2, 3, 4, 5, 6, 7, 8, 11 & 12 at 10% For stages: 1, 9 & 10 at 15%

The time limit may, in exceptional circumstances, be increased by the Commissaire Panel in agreement with the organizer according to the article 2.6.032.
Article 9: Classification
The race has 5 separate classifications: a. General Individual Classification On Time General Classification On time is decided by adding together the time taken by the riders on each stage, less any time bonuses and plus any time penalties. The rider leading this competition after stage 1 will wear the yellow jersey and receive a daily award after stage 2. In the event of equality in time, the leading rider will be decided in accordance with UCI Regulations 2.6.015. b. General Individual Classification on Points The general classification on points is decided by adding together the points awarded for each intermediate sprint and at each stage finish. The points awarded are as follows: Stage Finishes : 15,14,13,12,11,10,9,8,7,6,5,4,3,2,1 (for 1st to 15th) Intermediate Sprints: 5,3,2,1 (for 1st to 4th) After stage 1 the leader will be the rider with the most stage victories and/or places in the intermediate sprints counting for this classification. In the event of a tie, the leader will be the rider with the most stage wins and/or intermediate sprints. c. Best Climber (King of Mountain) Best Climber is decided by points awarded on each of the designated climbs of the race. Category of climbing: After the 2nd stage, the leader will wear a polka dot jersey. The leader will be the rider with the most points awarded on the designated climbs. In the event of equality, the leader shall be decided in accordance with the UCI Regulation 2.6.017.

Specific scale of points shall be given depending on the Category of a Climb indicated in the Route Schedule as follows: Category 4 = 3, 2, 1 pts for 1st to 3rd Category 3 = 4, 3, 2, 1 pts for 1st to 4th Category 2 = 6, 4, 3, 2, 1 pts for 1st to 5th Category 1 = 8, 6, 4, 3, 2, 1 pts for 1st to 6th HC Category = 10, 8, 6, 5, 4, 3, 2, 1 pts for 1st to 8th
d. Team Cassification On Overall Time The team award is decided on the total time of the first three riders in a team on each stage, excluding time bonus. If there is equality on time the leader will be decided in accordance with UCI Regulation 2.6.016. e. U23 (under23) Individual Classification On overall Time The U23 rider (born after 1989) individual classification on time is decided by adding together the time taken by eligible riders on each stage, less any time bonuses and plus anytime penalties. The rider leading in this competition after stage 1 will wear a White Jersey. In the event of equality on time the leading rider will be decided in the same manner as the overall general classification on time. The following 4 race classification jerseys shall also be worn daily after Stage 1: The general time classification leader RED The sprint points leader BLUE The king of the mountains classification The best U23 rider YELLOW GOLD
Jerseys awarded by the Organization must be worn for the whole of the following stage. For holders of more than one jersey at one time, the jersey to be worn shall be that with the highest ranking in the order of precedence as indicated above and the other jersey(s) shall be worn by the second place rider in the relevant classification.

Article 10: Prizes
The following prizes are awarded as attached. Cash prizes and other awards due to each rider and team may be claimed by the Team Manager on Sunday, October 9, 2011, after the race, in an appointed location and time within the Race Hotel/HQ. Details pertaining to this shall be placed in the Communiqu during the race proper.
Article 11: Awards Ceremony

In accordance with 1.2.112 of the UCI rules, the following riders must attend the official awards ceremony: *The winner of the stage *The leaders in the General, Points, Mountains and U23 classifications. The riders will present themselves at the final at the podium in a time limit of 5 minutes after crossing the finish line. Moreover, at the general finish of the event, the following riders must also present themselves at the final awards ceremony: The first 3 riders on General Classification and winners in the Points, Mountains, and U23 classifications are required to attend. The best 3 overall teams will also be required. Other attendees will be advised by the Organization through the Race Secretariat.
Article 12: Penalties

The UCI penalty scale is applicable (in Philippine Peso).
Article 13: General

a. Signing On Sheet Signing on sheet begins at 45 minutes and closes at 15 minutes before the race start. (Stages 2 to 12).

b. Riders Number All riders will be provided with a number plate which is to be affixed to their bicycle, 2 sticker helmet numbers plus 2 body numbers. All number panels shall be well fixed, must be as provided, not being cut, folded, defaced or modified. c. Refreshment Food and drinks may be taken from team vehicles after 30 km from the start each day and up to 10 km before the finish, behind the car of the Commissaire or as otherwise indicated by Commissaire. Feeding zones will be established on several stages (over 150 kms) as indicated on the route sheets. d. In-race Communications The use of radio links or the other means of remote communication with the riders is not permitted in this race. e. Penalties are also provided for any rider or person who infringes the general principles of the race, these regulations and internal disciplinary rules. Moreover, the race management has the right to dismiss persons from the race for the following reasons: *Improper Behavior *Acts of vandalism *Breach of the regulations f. Riders parents or relatives are not permitted inside the race, unless they are accredited by the Organization. g. The drivers of all race and team cars shall obtain the express agreement of the Race direction before allowing any additional accredited passengers and other drivers. h. One (1) team car may follow the race. The said Team Car must be driven by a license holder. i. The use of glass vessels is strictly forbidden, as is the throwing of any litter at the roadside. All personnel are reminded that the race passes through areas of wildlife and natural beauty. j. Cyclists and team officials are warned not to urinate in front of public or in front of worship houses (mosques, churches or temples) otherwise may face penalty as stipulated in the article 12.1.040 (28).
