The totals reflect a striking imbalance which has occurred as a result of the various mergers and dissolutions which have occurred in the New York District Council of Carpenters which cannot be supported by the 1999 Bylaws. The general carpentry Locals which have two thirds of the members, have only 44 delegates, the specialties Locals have 43 Delegates. Locals 1556 and 2790 are new specialty locals which were chartered by Douglas McCarron and all of their Delegates were appointed by Douglas McCarron. These two locals received an additional 9 Delegates above what the 1999 Bylaws would allow them. In contrast, when Local 608 was dissolved, it had 18 Delegates to the Council and Local 157 had 11 Delegates, yet Local 157 is only being allowed to have 24 Delegates currently. The specialty locals and the general carpentry locals each have four individual locals. There is nothing in the 1999 Bylaws or the Current Bylaws to indicate that there should be any imbalance in the Delegate body between specialty and general carpentry locals. Yet the specialty locals have an additional 9 delegates in comparison to the general carpentry locals. Thirty-five per cent of the Delegates body have been appointed directly by Douglas McCarron with no input from the members or any Officer elected by the members of the NYCDCC. The Memorandums of Understanding were approved with 35 in favor and 28 opposed, a difference of 7 votes. Douglas McCarron appointed an additional 9 delegates in excess of what locals 1556 and 2790 were entitled to. Since it is highly possible that this may have affected the outcome of the vote, I have to ask that that vote be put aside. I feel that the members of those locals who have additional delegates above and beyond what they are entitled to be should be allowed to select the delegates who are to be removed so as to allow those members the greatest opportunity possible to protect their own interests.
