A nal allocation of 1165
megalitres per annum has been
allocated to Blackall for its town
water supply.
A letter advising of the
availability of the Great Artesian
Basin Resource Operations Plan
was tabled at the Blackall Shire
Councils April meeting, where it
was received with disbelief.
Council submitted an objection
to the town water entitlement
of 1150 ML set out in the draft
ROP when it was released by the
Department of Natural Resources
and Water in July last year, saying
that based on historical data,
this amount was not sufcient
to sustain the town in its current
format and didnt allow for any
future growth or change of use.
This entitlement will only aid
in restricting the growth and
development of the town and will
have a serious detrimental effect
on the health and wellbeing of the
residents of the town, council
argued.
It said the proposed entitlement
was 355 ML less than the 10 year
average water use detailed in
council records and called for an
allocation equivalent to 1815 ML
per annum.
Council pointed to a number of
corrections it said needed to be
made to the DNR&W calculations,
such as the number of motel and
hotel rooms, caravan park sites
and retirement village dwellings.
Council claimed further
allocations for parks, showgrounds
and other sporting facilities,
hospital grounds, cemetery and
school ovals, and said that at least
19 ML per hectare was required to
sustain these green areas, rather
than the 1 ML/ha set down in the
plan.
It queried the omission of the
saleyard complex, the aquatic
centre and 23 rural connections
from the original calculations.
The towns entitlement was
raised from 1150 ML in the draft
plan to 1165 ML in the nal plan.
A DNR&W spokesman,
Toowoomba-based principal
water ofcer Dave Free said the
volumetric entitlement was based
solely on what the department
estimated would be needed for a
town water supply, which didnt
include rural connections.
There are some misconceptions
here, he said.
Water for stock and domestic
purposes doesnt require a
volumetric licence.
He believed that the water lines
supplying rural users would need
to be metered so that council
could deduct the amount going
down these lines from their total
usage.
Similarly, if a lot of waters being
used for a roadworks project,
council could ask for a one-off
permit for, say, 50 ML.
Mr Free said it was the intention
of licensing people from the
Longreach ofce to visit every
council in the region to explain
future processes.

All who attended agreed that the
weekend was a success with many
new horsemanship skills being
gained, which should stand riders
in good stead during the weekend
action at the showgrounds.
The Blackall Campdraft
Association has received 800
nominations for the eight events
which will be running over two
days this weekend.
This is the largest draft ever run

Anzac Day
As a concession to the warm
autumn weather in Blackall, the
organisers of Anzac Day this year
have brought the morning Shamrock
Street march and ceremony in
the Memorial Park forward by one
hour.
In recent years the temperatures
encountered during the morning
activities have been somewhat
oppressive especially for elderly
veterans and spectators.
To accommodate these concerns
the march this year will commence
at 9:40am and the ceremony in the
park at 10:00am.
Blackall RSL sub branch president
Terry Brennan said he hoped this
initiative would not only encourage
more elderly community members
to attend but more of the younger
community as well.
He said he was looking forward
to seeing more young families and
youth attend the events.
The dawn service will commence
at 6am in the memorial park,
which Terry said was attracting an
increasing numbers of spectators to
what he described as a very special
and emotional ceremony.
There will be signicant
community involvement in all Anzac
Day ceremonies.
The participation of Blackall State
School students in the conduct
of the ceremonies last year will
continue.
This year it is anticipated there will
be wider community representation
as well.
Terry indicated that a very
pleasing development last year was
the number of individual families
who expressed a desire to lay a
wreath during the morning service
in memory of loved ones who have
served their country in time of peace
as well as conict.
He encouraged any individual,
family or community organisation
that would like to order a wreath
and have not done so to contact sub
branch secretary Donny Daly.
Riders enjoy pony club camp
The Cone Break Pony Club
hosted the annual central west
zone 14 pony club camp at the
Blackall showgrounds just after
Easter.
The camp brought 60 children
and ve adult riders and their
families from Longreach,
Muttaburra, Barcoo, Blackall,
Barcaldine and Cone Break clubs
together for the three days.
The event kicked off with a meet
and greet barbecue on Sunday
night after everyone had set up
camp and settled their horses.
On Monday and Tuesday, groups
of riders rotated between the nine
disciplines offered.
Instructors included John
Crook-King (campdraft), Penny
Anderson and Gemma Cameron
(showjumping), Lauren Tindall
and Terry-Anne Rosenow
(polocrosse), Jan Taylor and Paula
Dean (stockmans challenge),
Anthony Moody (Catch a Cow),
Pam Seccombe and Mandy Egan
(mounted games), Virginia Wacker
(rst step ground skills), Ray
Langdon (horsemanship), and
Helen Aspinall, Kellie Harlow and
Amanda Schultz (cross country).
Assistants also accompanied the
instructors, not only to help but
to gain experience and training in
instructing.
This was made possible by a
grant from the state governments
Department of Local Government,
Planning, Sport and Recreation
under the Club Development
Program 2006.
The government provided
$5000 to the Cone Break club to
conduct instructor training and to
support horse sports to get more
Queenslanders active through
sport and recreation.
Instructors also had to choose
the boy and girl rider they felt best
presented themselves for Spirit of
the Camp awards, using a points
system.
This was closely contested, with
the female award going to Greta
Wood from Cone Break and the
male award to Robert Paterson
from the Barcoo Pony Club.
On Wednesday, the riders
participated in a relaxed day which
gave them the chance to practise
the skills learnt over the previous
two days, in mounted games and
other events.
Pony club members now look
forward to Longreach hosting the
zone camp in 2008.

Blackall councillors were
considering asking other western
shires affected by the ROP to join
them in taking a delegation to
Brisbane to meet with the Water
Minister Craig Wallace and voice
their concerns.
Cr Peter Skewes said it would
be a sad day when people were
reduced to playing on black soil
ovals similar to those experienced
in their childhood.
Cutting our current usage isnt
going to help the cities one bit with
their water crisis, he said.
Cr Barry Muir suggested asking
city-based politicians to live in
Blackall for a month in summer
with no air-conditioning and no
nice garden and see how they like
it.
Mr Free said while the climate
in Blackall was very different
to Brisbanes, people should be
aware that they had been allocated
nearly 10 times as much water per
person per day as had been set
down for Brisbane residents.
We looked at the number of lots
in the town plan and decided upon
an average of 2.7 people living on
each of those lots, he said.
This gave Blackall 1250 litres
per person per day, under the new
allocation.
In actual fact there are less
people living in Blackall than
our methodology allowed, which
means each person in the town
has 1985 litres to use each day.
In Brisbane we are aiming for a
target of 140 litres per person per
day.
Mr Free said 1250 litres per
person should be adequate
and had allowed for population
growth.
Up until now, Blackalls
entitlement has been 1050 ML per
annum, so we have increased their
entitlement under the new ROP.
Mr Free said his department
would be working with councils to
ensure they were happy with the
nal result and could account for
where all their water went.
If entitlements are exceeded, we
will need to talk to councils about
the best way to minimise their
water usage.
Council to account for water use
continued from page 1
The now-completed cultural
policy and plan for Blackall is to
be launched at the Living Arts
Centre on Tuesday, May 1.
Blackalls shire council initiated
and supported the development
of the plan, which saw extensive
community consultation, specic
training and an active committee.
According to Economic
Development Ofcer Louise
Campbell, the plan is an important
community document that will
assist individuals and community
groups to progress a dynamic
diverse direction for Blackalls
future community development.
It reects the people, the place
and our purpose in Blackall as a
community, she said.
Culture is important to our
ongoing existence, consisting of
everyday activities and if all these
cultural activities were taken from
our community there would be
very little left.
The cultural plan, which spans
the timeframe from 2005-2010,
is a living document and the
community is encouraged to use it
and be part of it.
There will be an annual review
including input and updates from
all residents to ensure an active
life of the plan.
Following the launch there will be
an inspiration session to develop a
diverse dynamic direction for the
arts centre to encourage growth of
Blackalls creative industries.
This will be facilitated by Emily
Harrison, Rural and Regional
Communities ofcer with the
Department of Communities.
Louise said the two events were
important community activities
and she welcomed attendance
from all sectors.

Centre
Blackalls Little Miracle meets IGA
Blackall IGA staff are once again raising money for the Mater Little Miracles
Appeal and recently they were joined by Blackalls little miracle Charlotte Olivia
Gardiner. Although Charlotte was a patient with the Royal Brisbane hospital,
Angie Gardiner was only too happy to endorse an appeal for families in a similar
situation. Pens, tattoos and Miracle Max key rings are available to purchase at
IGA and the staff at IGA hope to raise around $600 to help the Mater Hospital
make little miracles happen everyday. More information about the Mater can be
found at www.materfoundation.com.au or phone 1800 440 155

Ashley Adams achieved another
milestone in his shooting career at
the Target Rie Australia national
championships in Brisbane last week,
becoming the Australian Open prone
champion.
It has been many years since an
Australian has won the title and even
longer for a Queenslander, said Ashley.
The TRA nationals is made up of
Olympic competition-style events and
Ashley competed in four days of shooting
with a .22 rie in disabled and open
events.
He won every event in the disabled
section and came rst in the Jim Smith

and rst in the Dual Range event with a
score of 1179, narrowly beating two New

This puts him in Queensland open

Slazenger and Lord Wakeeld teams.
Ashley will not be slowing his hectic

Letters To The Editor
Parts pricing leaves a sour taste
We have been travelling for over three years in
all parts of Australia. Recently, while staying in
Barcaldine, we decided to take a day trip to Blackall
and Isisford to see the woolscour and Isis Downs
shearing shed. After thoroughly enjoying our guided
tour through the scouring plant and the various
tourist attractions of Blackall we had a great lunch
with friendly staff before heading out to Isis Downs.
Forty-three kms out of town our vehicle broke down.
After a short time a local person turned up with a
satellite phone and rang the RACQ agent. Within
an hour a very friendly mechanic turned up and
after a brief check of our vehicle, decided to load it
on the truck and take it back to town. On arrival at
the workshop the problem was diagnosed as a faulty
alternator and it was suggested to us the best solution
would be a new one. We agreed to this and asked if
they had one in stock. After checking, the mechanic
came back and said they didnt have one and it had to
be ordered. In later conversation we found out that it
had been ordered from Emerald and would not arrive
until 11am next day. As RAA members from South
Australia we were accommodated in Blackall as we
had no way of returning to Barcaldine for the night.
Next morning my partner departed on the coach
for Barcaldine in need of medication which we didnt
have with us. Whilst I was walking around town I
discovered a spare parts business nearby had a
suitable alternator on the shelf priced at $385. On
the arrival of the alternator from Emerald at 11.30am
the vehicle was xed and I was presented with an
account which included the price of the alternator as
$550 plus $33 freight. I asked the owners why they
didnt associate with other businesses in the town
and showed them a business card with the price of
$385 on it. The owner then told me his would be $80
better but I have since checked and have found that
not to be the case. In any case, $80 is less than the
extra $200 charged. I paid the bill and left town with
a very sour taste in my mouth.
In all the kilometers we have travelled in the
outback we have rarely found people that dont help
one another, especially in business. Nobody denies
anyone making a fair living but situations like this
go far beyond that. As we continue on our travels
around Australia we will think of this as an isolated
incident and still remember Blackall as a nice,
friendly outback town.

Call for pollies to come clean on amalgamation
The forthcoming Western Queensland Local
Government Association conference, to be held in
Blackall on April 26-27, may shed some light on
the discussions which have taken place regarding
the possible forced amalgamations of some western
Queensland shires.
It is disturbing that while rumours on the results
of these discussions are running rife in Brisbane,
relevant information is not available locally.
The people who make up the populations of these
shires are being kept in the dark regarding the future
of their councils.
It is to be hoped that our representatives at the
forthcoming conference will take the opportunity
to discuss the matter with representatives of the
Department of Local Government, and insist and
impress upon them that before any decision is made
on amalgamations, the various communities will be
consulted and their opinions respected.
Sixteen years ago six of these western councils
faced the prospect of becoming merged into three.
Strong and forceful representation by those councils
brought about a meeting with Tom Sherman,
chair of the Electoral and Administrative Reform
Commission, and convinced him that the proposed
amalgamations were not in anyones interest.
I believe the situation is the same today.
Yours Faithfully
Fred Rich,
Blackall
Lorna and Dally Holden enjoyed a lovely evening with
family and friends when they celebrated their 50th wedding
anniversary on April 6 at the Barcoo Hotel.

UNIVERSAL GARDEN CENTRE & GALLERY
Shes not very tall but no-one in
Blackall will overlook Ozzie Newell,
the new lessee at the Acacia Motor
Inn.
Her brilliant smile takes up where
her small stature leaves off and when
she says shes good for a joke you
know youre in good company.
When asked what message she
wanted to pass on to the residents
of her new abode, Ozzie was quick to
invite locals to come and see her.
I love stories, she said. Tell them
to come and tell me a yarn.
She has been in Blackall for six
weeks, moving up from St George
where she and husband Mike have
managed the Merino Motor Inn for
the past two years.
Mike will continue to run the St
George business while Ozzie takes
on the management of the Acacia
Motor Inn.
The couple has been involved in the
motel business for the past 15 years
in all parts of eastern Australia, from
Melbourne to New South Wales and
all round Queensland.
The motel brought me here, Ozzie
said. I thought I could improve the
services offered.
I know the town is looking forward
to the bistro being open again, and
Im looking forward to bringing it
back to its former glory.
She is offering three full-time
traineeships in hospitality and a
position for a full-time chef with
air.
Were a bistro so well have that
style of food on the menu, denitely
featuring beef and lamb.
When the bistro will be open for
business is not yet known but Ozzie
hopes to have it fully functioning
shortly.
If people keep an eye on the sign
out the front, theyll know nearly as
soon as I know, she said.
In her spare time, Ozzie is a
registered wildlife carer and had
only been in Blackall for two days
when a motherless joey found its
way into her welcoming home.
Six-week-old Skippy is now a star
attraction at the reception desk.
Ozzie says shes settling
into Blackall well.
I adore the business people here,
she said. Theyve really rallied round
and offered me lots of friendship
and support.
So when you see a smiling face
behind the wheel of a topless Mini
Moke, smile back and wave hello to
one of Blackalls newest residents.

Ozzie takes over at the Acacia
The motorbike events at this
years Blackall show should be
bigger and better, as in a bid to
attract more competitors, this
section is now open to bicycles as
well.
Organisers hope that riders of all
ages will be keen to participate.
Popular events for motorbike
riders which will again feature
this year include the ag race,
barrel race, gure eight race,
musical chairs, bang and go
back, and the challenging go
slow where the winner is the last
rider to cross the line rather than
the rst which is more difcult
than it sounds!
Motorbike events are open to
all age groups, and competitors
can enter any or all of the eight
events.
Bicycle events will be run in a 7
and under group and an 11 and
under group.
Four events are on offer for
competitors- the ag race,
bending race, barrel race and the
gure eight race.
Bicycle competitors only need
a helmet, while for the motorbike
events, a helmet, long trousers
and boots must be worn.
Nominations are $6 per rider
and will be taken from 8am on
Sunday, May 6, the second day of
an action-packed show.

The Blackall Show Triathlon
Challenge will take place on
Friday, May 4 from 4pm and it
promises to be bigger and better
than ever.
There will be four age groups (8
& under, 12 & under, 17 & under
and open).
Organisers would love to involve
lots of children and adults so
people are urged to make up a
team if that would be more fun.
We want everyone to have
a go and enjoy this wonderful
weather, Anne Sprague said.
Pushy Bikes in Emerald have
donated some great prizes.
Winners of each age group will
be presented with a medallion,
and Tony and Naomi Holloway
have offered ice creams for all
competitors.
Please watch for posters around
town outlining more details or
contact Jason Sprague for more
information.

C
Federal Member for Maranoa, Bruce Scott has today
condemned the Queensland State Labor Premier,
Peter Beattie, on his announcement of a plan to
amalgamate many local government authorities in
Queensland.
Mr Scott said Mr Beatties plan would see the
destruction of rural communities throughout rural
Queensland.
After reading the suggested proposal of which
councils should be amalgamated, I believe we will
see the now thriving communities become nothing
more than ghost towns, Mr Scott said.
The reality is that local councils in Queensland
are the lifeblood of the towns and surrounding areas
as they provide employment opportunities, promote
business and tourism opportunities, and largely
contribute to the economic wellbeing of the local
community.
Small businesses will struggle to survive, there
will be a reduction in jobs and tourism and regional
and rural development will cease.
If these super shires were to go ahead, it
would mean people living in these areas would be
inadequately represented at the local council level.
It appears that Beattie is drunk with power
and clearly his Blueprint for the Bush was for the
centralisation of rural communities, not for their
future decentralisation and regional development.
I am calling on the review board to use common
sense when assessing the future sustainability
of these regional and rural areas which will most
certainly be adversely affected should the suggested
proposal be accepted, he said.
Beatties blueprint to destroy
country towns
Plenty of art workshops for Heartland fest
Budding artists will have a wealth of workshops to
choose from at the Heartland Festival in May to try
something new or to expand their existing talents.
Colourful acrylic painting, innovative glass artistry,
and pretty oral art work are the classes being offered
during a very creative fortnight.
Now based in north Brisbane, artist Jenni Kelly will
have a good understanding of the lifestyle of those
attending her acrylic painting classes as she has
lived in all parts of the state, including Longreach
and Augathella.
Although self-taught, she was a member of the
Flying Arts School and attended regular classes with
the Toowoomba Art Society for the 13 years she lived
on the Darling Downs.
Her paintings reect the Australian landscape and
its wildlife but she is also becoming well-known for
her coastal subjects.
As well as tutoring at the Arts Centre from May 19-
23, Jenni will be the feature artist at the Heartland
Art Show which opens its doors to the public on
Friday, May 25.
Jenni has donated a colourful painting of lorikeets,
measuring 48 x 60cm to be rafed at the opening.
A rare opportunity to work with the unusual
medium of glass is also on offer, on May 16-17 if
enough interest is expressed within the next week.
Internationally recognised glass artist Shar
Moorman will travel out to undertake the two-day
workshop provided minimum numbers are met, Arts
West executive ofcer Julanne Doonar said.
She is taking bookings until the end of next week.
People interested in the painting classes need
to contact Cultural Association president Lesley
Heatley.
A one-day oral art workshop is also on offer, to be
run by Longreach orist Anna
Douglas.
Traditional bowl arrangements and bouquets will
be some of the subjects covered by Anna as she
passes on the tips she has learnt in her Longreach
business, Flowers On Swan.
Ill talk about how to care for owers, the different
styles that the various shapes of owers lend
themselves to, and will concentrate on using owers
that are easily available in home gardens, she said.
Participants will need to bring along foliage and
materials they want to work with, while Anna will
supply owers as part of the workshop fee.
Chinese lanterns and fabric painting are some of
the tantalising subjects being explored by Rebecca
Weaver and school students in the weeks leading up
to the Heartland Art Show, enabling Blackalls junior
artists to create work for a sensational display.
All these activities are building on the Heartland
Festivals reputation as one of non-stop action and
innovation for western Queensland.

In an unprecedented result, sheep from Koondoo,
owned by Colin and Roslyn Wood, took out all three
placings in the highest priced eece section of the
Barcoo Pastoral Societys annual wether trial.
The eeces, all from the 2004 drop, were valued
at $78.48, $76.87 and $67.18 and weighed between
eight and 10 kilograms.
They gave the property an unbeatable edge in the
2004 drop competition, where Koondoo was rst
with an average of $74.17.
The same pen became the supreme pen of wethers
when wool and carcase gures were combined to give
Koondoo an average of $109.38.
The Wood family also retained the Thornleigh wool
aggregate trophy for growers with sheep in two of
the four years of the trial, with gures just ahead of
Barcaldine sheep producers, the Counsell family at
Lyndon and the Chandler family at Home Creek.
Results were announced following the shearing
of the sheep in the trial run by the Barcoo Pastoral
Society, which took place at Avonleigh at the
beginning of April.
Peter Sealy of Elders Longreach was on hand to
value the eeces and assess the sheep for carcase
qualities and said he thought the wethers were in
excellent shape.
They are a good example of a dual purpose sheep,
he said.
They had good wool and would suit any meat
processor.
Koondoo cleans up with wether trial eeces
Theyre what most growers aim for.
The Scholes and Campbell families provided land
for the trial sheep to run on at Avon, which had
received reasonable winter rain last year and further
falls in late summer.
Wool-wise, the quality went right through the
teams, Peter said. I thought they were very stylish
overall.
He said the eeces from the Dohne team submitted
by Joe Taylor from Coolagh had blended in well.
I didnt notice any difference in them at all, he
said.
They nished with a wool average of $43.15 and
a meat average of $38.42, putting them in second
place overall in the 2005 drop section, on $81.58,
behind Lyndon with $88.27 ($59.68 wool, $30.08
meat).
Amongst the older wethers in the trial, Home
Creek won the 2003 wool average while the 2002
wool average prize went to Ranald and Rachel Noble
at Tarbarah.
James and Sarah Pearsons older wethers were
judged the best pen of meat sheep with an average
carcase value of $48.17.
A 69 kilogram wether from this team, with a fat
score of 4, proved to be the heaviest sheep on the
day.
Peter Sealy said it was great to see people working
towards a benchmark, either their own or a district
one.
Its healthy to see how youre traveling more of
us should do it, he said.
Ten new teams have been entered for the 2006 drop
competition, from Koondoo, Lorne, Home Creek,
Melrose, Warringah, Colart, Avonleigh, Bloomeld,
Cheero Downs and Lyndon.

New Insurance Option for Local
Community Groups
A new insurance program has been developed to
provide public liability and a range of other insurance
covers for not-for-prot community groups.
The program, Local Community Insurance Services
was put together by insurance specialists Jardine
Lloyd Thompson with the support of the Local
Government Association of Queensland. Blackall
Shire Council has welcomed the additional insurance
option for local groups.
Local Community Insurance Services will provide
insurance cover to a broad range of groups and events
that primarily involve volunteers and have funding
or turnover up to $5 million per annum. The service
will not shy away from groups just because their
activities were seen to involve some level of risk.
The program is internet-based with further
information and quotes available by visiting www.
localcommunityinsurance.com.au.
