Bec wins RFDS Spirit of Qld award


Blackalls Rebecca Haughton was chosen as Miss Spirit of Queensland at an award ceremony and gala dinner held at the Brisbane Hilton Hotel on Friday, November 16. The Spirit of Queensland awards are the Royal Flying Doctor Services core fundraising initiative in the state, conducted annually to replace aircraft and purchase vital medical equipment for the service. Rebecca was presented with a glass trophy which symbolises the Spirit of Queensland awards, a brand new Holden Barina with personalised number plates SOQ 07 (Spirit of Queensland 2007), an overseas holiday anywhere in the world on QANTAS routes with accommodation, meals, air fares and spending money included, a barbecue, a digital camera, a $500 Retravision voucher, and an alcohol pack just to name a few prizes in the grand prize pool. This award is not mine it is ours, the communitys, Rebecca said. I could not have done this without the support of everyone. From the bottom of my heart, I sincerely thank you for everything that you have done. Rebecca was accompanied to the awards dinner by anc Luke Callow, father Stan Haughton, and aunt and uncle, Jenny and Warren Dredge. She said all were in shock when the 2007 Spirit of Queensland award winner was announced a small town girl who showed them where she came from, commented Jenny. Jenny, who was crowned Miss RSL Girl In A Million in 1982, also added it must run in the family! I wore red when I won Girl In A Million so its either the colour of the dress or were just a lucky family. This year, the Spirit of Queensland competition consisted of 12 entrants throughout the states outback, cities and its remote areas. The 2007 entrants managed to nearly double last years fundraising total even though there were 22 entrants last year. Rebecca raised a total amount of $37,692.45. During the year she and her team organised events at the Birdsville races, the Charleville B&S ball, sausage sizzles, rodeos, street stalls, rafes, multi draws, auctions, bar work, draws and many other activities. All of this would not have been possible without the dedication and support from my family, my friends and everyone that supported me in this community and surrounding districts, she said. To all the businesses, property owners, local community members, organisations, sporting clubs and committees a huge thank you is extended to everyone that donated

The management of the Barcoo Independent has been considering the future of the newspaper in 2008 and is seeking feedback from the Blackall community. The rst issue we need advice on is the price to put on the paper next year. For the rst three years we charged $1 and raised it to $1.10 this year. We are currently considering prices of $1.50 and $2. More often than not this year the paper has been 20 pages and sometimes even 24 pages, which is a considerable amount of news, photos, advertising and letters coming your way each fortnight. This takes a fair amount of time to collect, edit and get into shape, and costs us more to print and post as well. Feedback to date has been mixed some feel a rise to $2 is a bit steep in one go, while many other people we talk to feel that $2 a fortnight is a small price to pay to support a local paper and get a good dose of local news. Please make your thoughts known to one of us with the Barcoo Independent Sue Frost, Lyn Davison, Sally Cripps ASAP as we need to get subscription notices out to people with the last paper of the year, December 14. Ring us, email us, stop us in the street, but please give us your thoughts. The second issue to put before readers is more serious. The editor, Sally Cripps is simply not able to continue to put the hours into the papers production that she currently does. This usually amounts to three days each week, on a volunteer basis. The community needs to consider how the paper will manage without this contribution in future. The most ideal situation would be to nd a replacement

Local cattle market struggles to hold ground


The Blackall Combined Agents yarded 737 head at a sale on November 22, comprising both fat and store cattle. Even with good recent rainfall throughout Blackall and surrounding districts over the past fortnight, all grades of cattle struggled to hold ground on previous rates. Agents commented that the ever-strong Australian dollar was still directly affecting the export market. Export cattle were 8-10 cents easier but most grades fell in line with other sales held in Queensland last week. Swan Hill Cattle Co sold a magnicent line of Santa cows to top at 573 kg and $723 per head. A draft of Santa cows from Alice Downs Grazing Co topped at 124 c/kg for 623 kg and $773/hd to average 114 c/kg for 521 kg or $597/hd. Andrew and Chris Adams, Alloomber, Blackall sold 136 Red Angus/Brahman/Romagnola cross steers topping at 156 c/ kg for 497 kg and $668/hd to average 150 c/kg for 448 kg and

willing to undertake the same amount of work for free. If this isnt forthcoming, other suggestions are to pay someone to do this work, nd another group which could take the newspaper on, or close the paper down. Paying someone to edit the paper needs a lot more money than we currently have, or get in each fortnight through our advertising. We are considering sponsorship packages and requests for philanthropical support but this may only prolong the papers life by a year or so. Grants are a possibility but in the current climate of demonstrating commercial viability, may not receive a good hearing. Suggestions to hand the paper over to another group to be produced bring a lot more questions with it would the newspaper group wish to retain editorial control? would the community be happy if the paper reverted to a newsletter, with information columns but possibly less investigative news articles? if that group folded or didnt want to continue on with the paper, what would happen to it? None of us wants to see the paper close down, especially now that so many changes are taking place in the way we are governed, but there are some serious issues to consider if you want to keep it. We are planning to hold a meeting to discuss the Barcoo Independents prospects in February 2008 please be prepared to come along with your ideas on how you can contribute to its future viability.

STUD SHEEP FOR SALE

The Russell family at Swan Hill recorded a 97 per cent clearance at their annual bull sale, held on November 20. Of the 84 head offered, 81 were sold for a total gross amount of $391 500 or an average price of $4833. In the breakdown of breeds, 57 of 60 Santa Gertrudis bulls were sold, grossing $280 000. The top priced bull brought $10 500 and the average price was $4912. A total clearance of 16 Charolais/ Santa bulls brought a gross amount of $76 500, with a top price of $7000 and an average of $4781. All eight Red Angus/Santa bulls were sold, bringing a total of $35 000, a top price of $8500 and an average price of $4375.

Only one game of handicap singles was played last Sunday, November 25 and it was washed out after 22 ends. After going to a 7 2 lead after eight ends Don Daly began to waver, allowing Lou Kelly to go to a lead of 13 9 after 15 ends. Lou continued to play well to be in front by 25 11 when rain stopped play. After the rain stopped, Don decided the lead was too much to chase and conceded defeat. Sunday, November 18 saw only one game of pairs played, a game where one side could do no wrong and the other side could do no right. Gary Whiteld and Dave Carter had a dream start, getting to an 18-nil lead after only 7 ends and although Col Pngst and Dally Holden tried their best, the big lead was too much to give away. The nal score was 32 15 in favour of Gary and Dave who now play in the nals on Sunday, December 2. With all 540 kilometres of iron on the railway line from Yaraka to Jericho now gone and a start made on the all-weather bitumen road replacing it and continuing on to Windorah, its worth remembering the fear that abounded for many years over the possible closure of the line. Ergon reserves industrial estate lot


Ergon Energy may be the rst customer for an allotment in the Blackall Shire Councils proposed new industrial estate in the north-western part of town. The company expressed interest in purchasing a parcel, preferably lot 27, a corner block, in the proposed new estate. Blackall councillors resolved to negotiate for the sale of the lot with Ergon. Under the Local Government Act 1993 there are exemptions for the disposal of land to a government entity. No reserve prices for allotments have yet been set as development costs are still being ascertained. At its October meeting, council heard from consulting engineers Graham Wills of George Bourne and Associates that the costs of stormwater drainage, earthworks and sealed street construction were estimated at $846 000. The land the council wishes to put the estate on is very at so the rst step in the scheme would be to undertake earthworks to build allotments up, to allow drainage to the streets. This section, which could be done by council day labour, was estimated to cost $220 000. Construction of eight metre wide streets has been priced at $151 000. Mr Wills told council his plan was for stormwater drainage to be open table drains until council was able to construct infrastructure through to the

Arts West on funding knife edge


The future of western Queenslands only arts service organisation, Arts West hangs in the balance following the state governments withdrawal of its funding last week. A new funding model for small to medium arts companies, s2m, was announced in May but Arts West was not amongst the 43 arts groups to receive a slice of the $8.4 million on offer, after the announcement sparked a 12-week rush to submit applications under the new guidelines. It shared this disappointment with 20 other arts organisations around the state while seven were funded for the rst time. These funding arrangements are about breathing new life into the small to medium arts sector, by supporting the entry of new organisations into the mix, Acting Arts Minister Margaret Keech said. Arts West chair, Aramac-based Jill Dyer said it had been a big shock to receive the news of the funding removal but said she thought the organisation had a good chance of qualifying for IDI funding instead. This is shorthand for industry development initiatives, which the government says focuses on creative and business development. The IDIs will open up the arts sector to bold new directions and

partnerships but there was a very short timeframe to set anything up, she said. The group is planning to consult with all players in the central region, probably in February 2008, with the involvement of Arts Queensland, to focus on creating new service links. Organisations such as Flying Arts, tertiary institutions, SpeakOut, local government, regional galleries and tourism bodies will be invited to the think tank to, as Ms Dyer put it, see what we can do for each other. Arts Queensland says we need to change, to become more professional, expand markets and produce artists of international standing, and this will give us a chance to do that, she said. I think it will be a good process for us to go through, and will help us freshen up. I feel condent that we can secure funding this way and I do feel positive about the future. Ms Dyer noted that Arts West had social responsibilities too and said it couldnt lose sight of its

Ms Dyer said the most important thing now was for that membership to help celebrate 40 years of the regional arts body in 2008. The 40th School of Creative Arts, traditionally the organisations yearly highlight, bringing together artists from around the region to practise their art under one roof for almost a week, will take place in Longreach mid-year. Arts West is condent of being able to stage the school, even though it is some months away, as it has already budgeted its existing funding to take it up to that stage. Even if we do manage to secure a new form of funding, it will take at least six months before any money comes through so we are very fortunate, through good management, to have enough money to carry on for the time being, Ms Dyer said.

Western delegates journey to Cairns for RADF conference


The business of art and using art to glue communities together after amalgamation were some of the themes explored by delegates at the recent Regional Arts Development Fund state conference in Cairns. Blackall delegates Lisa Kings, Julanne Doonar and Sally Cripps were amongst those who grappled with topics such as fostering local arts-business relationships and museum and gallery initiatives during the three-day conference. The message from Brisbane Festival artistic director Lyndon Terracini, guest speaker at the conference, was to hang on to what you do, in your place. He told delegates that items made in one place often dont travel well or get interpreted properly in a different location. Demand that people visit you and see your creation in your place, he advised. Arts Queenslands deputy Director General, Leigh Tabrett told the 232 delegates that the RADF program was central to the departments role. Talent isnt clustered in the big cities, its found everywhere and support is needed to nurture it in regional areas, she said. Linking art to public spaces is one of the departments aims and the subject of one of the conference sessions, which explained the new art+place $12 million public art Mark and Virginia Minnis have sold the Ray White Rural Blackall business to Wayne and Tracey Green of Ray White Rural Longreach. Paton Fitzsimons has moved from managing the Barcaldine Ray White Rural ofce for the Greens to take over the management of the Blackall ofce. Residential real estate and property management will continue to be managed by fund guidelines. Presenters noted that the new fund recognises that innovative, creative and animated public spaces have a competitive economic edge and enhance social interaction and quality of life. The topic on the lips of many was coping with amalgamation and delegates were told by Positive Solutions director Cathy Hunt that it was those involved in their communitys artistic and cultural areas that help shape the direction of that community. In the transition process you can have a storytelling role, be part of the change management process, plan legacy projects, and help develop community engagement, she said. Local Government Association of Queensland presenter Natalie Kent asked delegates to think about their future local structure, whether it be sub-committees, advisory boards or reference groups. This all needs to be thought about now, she said. She asked how many RADF champions could be lost from shire council ranks as a result of the amalgamation process. Councillor numbers have decreased dramatically so you might not have that variety in future, she said. Natalie added that RADF funding Veronica Martin. All phone numbers will remain the same. Wayne said the Blackall business had grown at an incredible rate of knots over the last ve years, thanks to the support of existing clients. Both myself and Tracey thank Mark and Virginia for their constant support and service they have given to Blackall and the surrounding districts, he said.

Eve-lyn Rogers, Community Development Ofcer for the Aramac shire with Arts West executive ofcer Julanne Doonar at the RADF conference. could play a very important role in securing the histories of the councils that will be lost in the mergers. The Director of Creative Communities, Terry Gibson led a discussion on the immediate future of the RADF program, telling delegates that it would be business as usual after March 2008. He said that rather than implement new funding methodologies that would hold up the distribution of funds, the suggestion was to bypass the bidding process for 2008/09 and give councils the same amount that they received this year. This may be amended depending on feedback from the conference.

Federal polling results from BlackallTambo booths

Blackall and Tambo residents voted for candidates in the new seat of Flynn when they took part in the federal election on the weekend. In Blackall, Nationals candidate Glenn Churchill picked up 253 votes, compared to 248 cast for Australian Labor Party candidate Chris Trevor. In percentage terms, Mr Churchill was supported by 40.4 per cent of Blackall voters and Mr Trevor by 39.6 per cent. These gures equate to a 7.3 per cent swing against the Nationals candidate and a 4.3 per cent swing towards the ALP. Liberal candidate Jason Rose received 60 votes from Blackall people, or 9.5 per cent of the total vote. The next highest amount of support went to Family First candidate Matthew Drysdale with 27 votes, followed by Greens candidate Marella Pettinato, who polled 14 votes in Blackall. Tambo voters supported the Nationals Glenn Churchill to the tune of 166 votes or 61.4 per cent, while the ALPs Chris Trevor received 57 votes or 21 per cent. This is a swing away from the Labor Party by 9 per cent and to the Nationals by 6.7 per cent. The Liberals Jason Rose collected 20 votes or 7.4 per cent in Tambo. On a two candidate preferred basis there was a swing of 3 per cent to the ALP in Blackall and a swing of 3 per cent to the Nationals in Tambo. In voting for the Senate, 43 per cent of Blackall voters opted for the Liberal/National joint ticket and 36 per cent for the ALP team. Other parties to receive support from Blackall included Pauline Hanson (6.9 per cent), the Australian Shooters Party (1.8 per cent), and The Greens (1.80 per cent). Tambos Senate voting gures show that 58 per cent gave their preference to the Liberal/National ticket while 21.5 per cent voted for the ALP. There was support to the tune of 4.4 per cent for Pauline Hanson, 4.8 per cent for the Australian Fishing and Lifestyle Party, and 3.3 per cent for the Fishing Party.

BACAA calls for plebiscite support


BACAA spokesman Terry Brennan has called for all voters in the Blackall community to use the forthcoming plebiscite to express their opinions on forced council amalgamations. He said that the overall outcome in the electorate of Flynn in the recent federal election was disappointing from a BACAA perspective and hoped that it wouldnt translate to a lack of interest in taking part in the plebiscite. Glenn Churchill, who campaigned strongly against forced amalgamation, appears to have come out ahead in Blackall by a few votes, Terry said. I would have hoped for a much stronger vote for him, based on his strong anti-amalgamation stance. Terry believed that as a community, a strong enough message was not sent to the Labor Party that the community does not support amalgamation. Despite the election result, it remains my strongest belief that we as a community still care enough about the future of our town to participate in the pending postal vote on whether we agree or disagree with our forced amalgamation with Tambo, Terry said. Do not allow yourself to be trapped by an attitude of shell be right mate. Please vote and provide BACAA, our community and the state and federal governments with a true picture of how we feel on the issue. To achieve a genuine snap shot, we must all vote. elections where had been a concerted effort to make the council amalgamations issue cause damage to federal Labor, there had been a swing against the federal government. He has indicated that the results of any community polls would not alter the governments decision and direction on local government reform. It really doesnt matter what comes out of these polls - they have no standing. They stand outside the reform process. We are now less than four months away from the elections on 15 March 2008 for 73 local government areas in Queensland. The focus for local governments has now shifted to the implementation of the new structure. Plans are underway for another stalls day in April 2008 following the success of the CWA-run event at their hall one recent Saturday. Organisers said that from the moment the doors opened people came owing in, with ranges from handmade jewellery and woodwork to Body Shop and home decorating products to choose from. Garden ornaments were a great attraction outside the hall with many sales being made. As a result the CWA secured a number of items which will be used as rafes in its fund raising endeavours. The CWA will be holding its Christmas luncheon on Tuesday, December 4 at the Acacia Motel.

After this he gained valuable experience working in various positions in Brisbane and also working alongside his parents at the Blackall Cordial Works. His rst paying trip was to a local beauty spot - Lily Lagoon, Longreach, for billy tea and damper at sunrise. His rst tours were day trips to the Blacks Palace, Blackall Woolscour and Avington Station. His dream has now turned into a thriving business featuring tours around the Central West as well as tours from the desert regions of Innaminka and Birdsville through to the Gulf Savannah and the Tropical North. The Nev Noske standard match attracted a good rollup of competitors recently to wind up the Blackall Pistol Clubs shooting calendar for the year. It was good to see some junior shooters lining up and competing very well to take out the event. The winners trophy went to Rebecca Haughton with an off handicap score of 635 followed by Luke Callow on 600, with third place going to Robyn Lound on 590. Other scores in the competition were Arthur Elmy 585, Bruce McPaul 583, Doug Lane 579, Aub Carter 575, Len Russell 570, Spencer Astill 548, Peter Molle 503, Doug Church 450 and Lloyd Marsh on 440. Top off pistol was Aub Carter with 491, just ahead of Robyn Lound on 490. Congratulations went to Peter Molle and Noelene Gleeson who took out the Marsh Aggregate for 2007 Standard Match in their respective categories. The Blackall Pistol Clubs shooting calendar will recommence in February 2008.

School News
The Year 4/5 class at St Josephs recently carried out a Mission Fundraiser in the form of Ice-cream Spiders with many happy children at smoko time enjoying raspberry or lime spiders. The class raised $29.50 in total and this money will be added to the previous activities carried out by the Year 2/3 and Prep/One classes, for the Mission Month of October. *** Up and down, up and down, up and down students at St. Josephs are still running the length of their school oval to clock up the kilometres in the Blackall Marathon. Most classes begin the mornings with a run and many students are into the 30 km stretch, if not further! *** Emma Martin, a new teacher for St Josephs in 2008, spent a few hours at the school visiting the students and nding her way around in preparation for next year. Emma is from a small town in New South Wales and is looking forward to her experience in Blackall. *** LSODE encouragement award winners recently included Ivy Schmidt (Year 1) for her poetry reading, Declan Russell (Year 2) for his drama work, and Alannah Kemp (Year 6) for her lateral thinking. *** LSODE families attended their annual Graduation Night ceremony at the school in Longreach last Friday, with around 350 sharing in the proud evening. Annual encouragement award recipients from the Blackall cluster area included Georgia Sprague (Year 1), Ainsley Walker (Year 3), Jake Lloyd (Year 5), Alannah Kemp (Year 6), Lochie Rooney (Year 6), and Chris Read (Year 8). Chelsea Just had a very big night at the awards, receiving a Year 7 LOTE award, silver and gold sport awards for tennis, and the academic award for the best results in maths and Language Across Curriculum. Hilary Wood received the award for best all round student for her scholastic and sporting achievements, her participation in school community activities, and for her leadership qualities. Lochie Rooney was announced as Boree House captain for 2008. *** Local home tutors Ros Wood and Anne-Maree Lloyd nish up with the school this year and were presented with a parting gift by Blackall families at swim camp last week, to help them remember their years in the home schoolroom. Wemyss, Jessica Harse (Year 10), Kahli Cameron, Ellerah Campbell, Kyle Richardson (Year 11) and Danielle OBrien, Heidi Aspinall, Megan Richardson, Samantha Paton, Anna-Maree Haughton, Noralyn Jowett and Matthew Wemyss in Year 12. The Donna Neville award was presented to Shagun Gandhi and Glenn Frost and the Shirley Harlow Memorial Award went to Noralyn Jowett. Sporting Achievement awards in the Middle School were awarded to Elizabeth Loveday, Chelsea Hayward and Natalie Dendle. Megan Richardson, Danielle OBrien and Bradley Hayes received the Sporting Achievement awards for the Senior School, with the Sporting Excellence award presented to Matthew Wemyss. Anna-Maree Haughton and Heidi Aspinall received the OPAC Award, the National Party award went to Jessica Harse, and Matthew Wemyss received the ICPA Award. The ADF Leadership Award was presented to David Goodman, Kyle Richardson and Noralyn Jowett. Kyle Richardson also received the George Bourne and Associates award. Congratulations to all students for their consistent efforts throughout 2007.

Banks Park was a hive of activity for the Blackall area RAFS Christmas breakup party. Jennifer and Mel from Longreach Remote Area Family Services entertained the children with face painting, collage, painting, stories and water play. The day nished with a sausage sizzle and the presentation of goodie bags.

At the recent State School Presentation Night David Goodman, Noralyn Jowett and Kyle Richardson were presented with Australian Defence Force Leadership Awards. Prep students Anika Bird, Beau Turlan, Cooper Hauff and Bryce Harlow were presented with Graduation Certicates and a book at Presentation Night. Jacob Downie and Molly Hayes also graduated from Prep, but were absent on the night.

Blackall State School Year 12 students attended their Senior Formal on Thursday 15th November. The hall was stylishly decorated in silver and blue, with twinkling fairy lights all around.
