APPLICATION OF IT IMPROVES THE EFFICIENCY OF PORT OPERATIONS

Valencia, Spain: Application of IT system for the port community or Port Community System will improves the efficiency of the providers and customers of port services. Jose Garcia de la Gula, Director Port Community System Port Authority of Valencia, explained that IT system will disseminate the ships arrival information, as well as unloading of imported goods to the port community, automatically. This will reduce a lot of uncertainties in doing business in port. This system will also reduce the gas emission of trucks as they dont need to wait longer in the port due to better scheduling arrangement. Jose highlighted this during his meeting with the delegation from PT Pelabuhan Indonesia II and PT Telekomunikasi Indonesia in Valencia, Spain last week. He explained that Port Community System (PCS), developed by Port Authority of Valencia, is connected to customs & excises, as well as the port police authority. When the customs & excises send the data on the export cargo and custom declaration to the port community system the terminal operator will also receive the real-time data. The value add is, examination of 5,000 cargos will only need 3 minutes, compared to previously 4 hours. For the examination of cargos in the port, he mentioned, port authority of Valencia implemented one gate control system which is connected to customs & excises and police authority. This system works automatically in 3 seconds. Trucks that carry the cargo will enter the port without need to stop, said Gula. He also explained that members of port community of Valencia can access the information on arrival /departure of the ships, as well as loading / unloading schedule in the port. We charged 2,000 Euro per month for the shipping lines, and 200 Euro per month for the forwarder. Meanwhile, the director of sales department of Datenkommunikationssystem AG (Dakosy), Evelyn Eggers, explained that her company is now managing the IT system for the port community in Hamburg Germany. Dakosy is a joint venture company between forwarders, shipping lines, and terminal operator in Hamburg port, Germany. According to Eggers, IT system for port community can be developed by private companies that are willing to increase the efficiency of terminal operator, providers, and users of the port. Dakosys IT system integrates data from the cargo owners, shipping lines, logistics companies, custom & excise, and government agencies of the port. Information on ship position

Evelyn also explained the capability of Dakosys IT system to inform the position of the ship to the cargo owner, especially when there is a delay in arrival. The system will automatically reserve the trucks, as the trucks are not allowed to enter the port without notification on the ship arrival said Eggers. PT Pelindo IIs operations and technical director Ferialdy Noerlan said that Pelindo II will set up a subsidiary to specifically manage the IT system for the port community. This step is a follow up from their comparative study on information, communication, and telecommunication by visiting some leading terminal and port operators in Europe. They have visited Port of Hamburg Germany, Port authority of Valencia Spain, APM Terminals, and Dakosy an IT provider from Germany. This idea will be managed by separate subsidiary, as there is a unique value in it. He also mentioned that Pelindo II will be helped by Telkom in developing the IT systems for 12 ports under their management. During the early stage, Pelindo II will start the implementation of IT in the form of e-payment solution. He mentioned that the implementation of the new system will start from terminal 3 and car terminal of their Tanjung Priok port. He also mentioned a plan to adopt IT e-payment system in PT Jakarta International Container Terminal, TPK Koja, and PT Multi Terminal Indonesia.
