INTRODUCTION
This document sets out minimum metering requirements for standard and replacement meters, as determined by Essential Energy, for category Type 5, 6, and 7 customers connected to Essential Energys electricity network. All metering installation types and Tier definitions are per the National Electricity Rules and the NEM Metrology Procedure.

GENERAL REQUIREMENTS
Where Essential Energy is the Responsible Person (RP), the RP responsibilities under the Rules are delegated to National Metering and Data (Essential Energys MPB/MDA).

2.1

Type 1-4 Installation


For Type 1-4 customers, all metering shall be as per agreements reached between the RP, the Customer and the MPB/MDA of choice.

2.2

Type 5 Installation
Provision of metering shall be electronic, with consumption registered in 30min intervals. Cost of metering shall be borne by Essential Energy unless otherwise specified by the National Electricity Rules. Provision of these services shall be in accordance with the NEM Metrology Procedure; and in accordance with Chapter 7 of the National Electricity Rules, as applicable.

2.3

Type 6 Installation
The cost of meter provision shall be borne by Essential Energy in accordance with the Rules and Metrology Procedure. Typically, the metering shall be electronic TOU capable meters. Device types are subject to change per contract tender.

2.4

Type 7 installation
Type 7 metering installations are unmetered loads. Calculation of energy data for Type 7 metering installations shall be in accordance with the NEM Metrology Procedure.

2.5

Sites Involving Cogeneration


The type of metering that is to be installed where cogeneration exists is largely dependent upon the installation type, the configuration of the installation and the requirements of the Financially Responsible Market Participant (FRMP). All metering must comply to NEM requirements. Installation of Types 1-4 meters may only be performed by an accredited Meter Provider, or their nominated agent. These meters remain the property of the Meter Provider. For franchise (type 5 & 6; small) co generation installations an electronic grid interactive meter, programmed for import/export power flow should be used (eg A11/EM1210).

The cost of the meter shall be borne by Essential Energy. The meter remains the property of Essential Energy. Provision of all services shall be in accordance with the NEM Metrology Procedure; and in accordance with Chapter 7 of the National Electricity Rules, as applicable. Common Neutrals: Are not permissible for any inverter circuit or sub main circuitry.

2.6

Sites Consuming Greater than 100 MWh


In accordance with electricity market rules:

all 1st Tier sites installed after 1st July 2008 consuming greater than 100 MWh per annum, and all 2nd Tier sites consuming greater than 100 MWh per annum

must be on interval metering.

2.7

Special Programs Metering


Meters selected under a special or structured Program may differ from the above standard meters. Any non standard meters specified must be endorsed by the RP and approved by Essential Energy.

2.8

Electronic Meter Programs


The Essential Energy Metering Services group shall be the responsible party for the provision and maintenance of electronic meters used. Any required program changes shall be coordinated by the Meter Laboratory. Non-standard meter programs will also be obtained through application to the Meter Laboratory.

3.1

CONTROLLED LOAD MANAGEMENT


Load Control Relay Programs
Essential Energy shall be the responsible for the provision, ongoing training and maintenance of the electronic FI (Frequency Injection) relays. Any changes in programs due to tariff migration, new applications of tariffs or the make of electronic FI relay purchased shall be coordinated by the Essential Energy. The programs used in the FI Plants throughout Essential Energy are also administered by Essential Energy.

3.2

Load Control Devices


Essential Energy installs either Elster LCR-212 or Enermet RORTC Ripple Control Receivers. Load control devices installed on customer premises within the geographical area of Essential Energy shall be programmable Frequency Injection relays. Devices shall be programmed as either FI Relays or Timeclocks. Essential Energy will not provide discrete electronic or electromechanical time clocks for the purposes of tariff-related load control. All load control devices provided by Essential Energy shall remain the property of Essential Energy.

Customers electing to take a whole-of-installation TOU tariff are responsible for the removal of the load control device and its associated metering equipment. Customers may choose to provide and install their own control device to switch loads within their installation, to gain benefit of the TOU tariff so elected.

3.3

Load Control Signals


Essential Energys load control platform supplies signals to the majority of its network area. There are some areas where no signal currently exists, and in these areas, timeclocks perform this function. Where tariffs align themselves with existing program schedules, an Essential Energy provided and owned load control device shall be used. Other tariff control-related arrangements are subject of negotiation between the customer and their Retailer of Choice; and at the customers cost.

GROSS METERING REQUIREMENTS


Whenever Grid Interactive metering is fitted to an installation, the principal tariff meters must be upgraded to the most current Time Of Use Electronic metering arrangements, with the exception of Controlled load equipment (Off peak meters and relays) and in some instances, where Master / Subtract metering arrangements prevail. In every case: Gross Metering and Net Metering arrangements are not permitted on the same installation Load control relays must be external to meters. Multi phase installations must have poly phase electronic meters for the principal tariff. For multi phase installations with single or two phase grid inverters, the grid meter must be connected to the heaviest loaded phases Type 5 / 6 current transformer (CT) metered sites must have the inverter meter wiring taken from the line side of the CTs (whole current grid meter installed by ASP, CT meter installed by Metering Services) A minimum space of 550mm x 550mm must be provided/ maintained for all current transformer metering installations. It may be necessary to provide additional metering panels to accommodate other metering devices. Approval must be granted prior Master/Subtract metering sites. to any proposed alterations to existing

The following list offers examples for meters and installation types, they are only offered as examples as devices may differ due to contract tender: Single phase installation, no controlled load: o EM1210 is installed to replace the existing General Supply meter. General rate meter replaced by EM1210 Existing Controlled load meter and receiver remain unchanged. General rate meter replaced by EM1210 An induction disc meter and receiver must be fitted to cater for the controlled load. 1 Poly phase principal tariff EM5100 meter plus an EM1210 is installed with the inverter connected to element 2 only. Single phase installation with controlled load (external load control receiver): o o

Single phase installation with controlled load (internal load control receiver): o o

Poly-phase installation with two or three single phase General rate Disc Meters: o

Poly-phase installation with two or three single phase General rate meters and one off peak meter: o 1 Poly phase principal tariff EM5100 meter plus an EM1210 is installed; off-peak meter and relay remain unchanged. Single EM1210 gross meter installed replacing A11L. A three phase EM5100 principal tariff meter for general rate and a three phase EM5100 gross grid meter for the feed in tariff.

GRID INTERACTIVE NET METERING REQUIREMENTS


Net metering entails fitting an appropriately programmed net meter to register both the principal tariff consumption within the installation while at the same time being capable of registering any excess energy being produced by a grid interactive generator and exported to the network. The Grid Interactive Net meter replaces the existing principal tariff meter for all whole current installations. For eligible current transformer metering installations, it will be necessary to contact the meter provider so that arrangements can be made to either reprogram or change the C/T meter to register both import and export energy.

MASTER / SUBTRACT METERING INSTALLATIONS


Metering installations comprising Master Subtract arrangements (eg Master meter on main switchboard, off peak meter elsewhere) are generally NOT compatible with Grid Interactive metering; rectification costs for compliance is the customers responsibility. Two options available to the customer in order to achieve this are described below: Remove the subtract metering and control equipment and have the customer apply for a Time of Use (TOU) tariff and in turn allow the customer to privately control their hot water and/or any other consumption within the peak and off peak periods of the time of use tariff Depending on the distance between where the subtract meter is installed and the master meter location, it may be feasible to install a dedicated circuit between the hot water service and the main switchboard and have the off peak metering relocated to the main switchboard. This solution is dependant on the meter box having sufficient free space available for the additional metering. If this option is chosen, special mention must be included on the Notification of Service Work (NOSW) form to clarify the billing arrangement. Specific information must be included to confirm that the status of the subtract meter has changed to a normal metering arrangement. Meter readings must be obtained and noted on the NOSW for all meters associated with this type of alteration.

Solar grid metering in rural installations must be carefully considered before works proceed. The installation of non-compliant metering could create significant rework and expense for the solar installer, service provider, electrical contractor and customer. Due to the diverse nature of rural installations metering arrangements must to be considered on a case by case basis. In order to achieve the best outcome for all parties concerned early contact by the solar Installer, service provider or electrical contractor, could offset costly alterations at a later date. On occasion when no other solution is viable, Essential Energy will approve existing master / subtract metering arrangements provided Mandatory compliance requirements can be complied with. (See clause 6.1 for details) The Contractor Accreditation & Auditing group may be able to offer technical assistance in this area.

6.1

Mandatory Compliance Requirements


The only instance where existing Master Sub arrangements can be made to comply with the requirements of feed-in metering is where: A GROSS metering solution has been selected; and: The inverter is wired directly back to the master meter position/main switchboard via a dedicated underground circuit (A + N + E); and There is sufficient space inside the existing master metering enclosure (main switchboard) to install additional metering and service equipment that may be required.

Depending on the installation, it may be necessary to make alterations to the metering location so that it complies fully with the current requirements for a main switchboard as opposed to a metering point only.

This could include the upgrading of conductors, service fuse, service neutral link, consumer neutral link, main earth and location of MEN connection. Note: If the meter box at the central metering position needs to be upgraded in terms of current carrying capacity or there is insufficient space available to fit the additional metering equipment, the main switchboard will need to be established in a new position fed from Essential Energys pole or structure. In addition to the principal tariff master meter a gross tariff meter will record the feed in tariff only regardless of whether the feed in tariff is single phase or multiphase. For installations comprising multiphase where the master meter is not an electronic register meter, the master meter must be upgraded to an electronic polyphase meter programmed to capture the entire consumption on one register. (Register 10) Single phase installations where the master meter is an induction disc meter will NOT require any further upgrade of the master meter, to an electronic register meter. For a multiphase installation where there are multiple inverters or a multiphase inverter it will be necessary to fit a gross polyphase electronic meter to capture the gross exported energy. For single phase installations where there is only one single phase inverter it will be necessary to fit a two element electronic meter and connect the inverter ONLY to element 2 of the meter to capture the gross exported energy. Note: In both instances, the original master sub metering shall remain unchanged and undisturbed in terms of their relationship." On ever occasion when it is proposed to maintain an existing Master / Subtract metering arrangement associated with a grid connected generator, prior application must be made and approval granted by the Contractor Accreditation & Auditing group. Approval will only be considered following the lodgement of a detailed installation layout plan and then only after all other potential options have been ruled out.
