INTRODUCTION
Inthemid1990s,theCaliforniaDepartmentofAlcoholandDrugPrograms,incollaborationwiththeCenter
for Applied Research Solutions (CARS), Inc. began to work toward improving the states prevention
informationsystem.Akeycomponentofthisinformationsystemwasthecontinuouscollection,monitoring
and reporting of selected communitylevel indicators that would serve as direct and indirect measures of
alcoholandotherdruguseprevalenceandrelatedproblems.Thisinformationsystemwasdesignedtoassist
with state and local prevention planning and policymaking by providing useful, systematic data about
preventionandtreatmentneedsandoutcomesthroughoutthestate.
Thepresentreportisthemostrecentproductofthisongoingeffort.Itdiffersfromearlierversionsinafew
importantways.
First,whilepreviousreportstypicallysummarizeddataformorethantwentyfiveindicatorsofhealth
andsocialconditionsthataretheoreticallylinkedtoproblemsubstanceuse,thecurrentversionis
morestreamlined,focusingonsevenkeyindicatorsofAODuseandabuseprevalenceandtheirdirect
consequences,includingimpactsonthecriminaljustice,healthandalcoholanddrugtreatment
systems.
Second,the2010reportupdatesinformationcontainedinearlierversions,butexpandsinitsdepthto
summarizedataforpopulationswithinthelargercounty,includingage,gender,andrace/ethnicitysub
groups.Thisexpandeddetailallowsformorepreciseanalysesofalcoholanddruguseproblemswithin
acountypopulationandenhancestheabilitytoeffectivelytargetpreventionandintervention
strategiestocommunityneeds.
Similar to previous reports, the 2010 version includes simple analytic tools to help users interpret the
informationpresented.Thisincludesuseofpopulationbasedrates(e.g.,thenumberofincidentsrelativeto
thetotalpopulation)tomakemeaningfulcomparisonsbetweengeographicareasthatdifferinpopulation
size,orcomparisonsbetweendifferingtimepoints.Dataispresentedatboththecountyandstatelevelto
allowcountyratestobeevaluatedagainstarelativeaverage.
Theoverallintentofthereportistoprovideasimple,easytouseresourcethathelpssynthesizethemost
relevant indicator data currently available to assess substance use problems, in an effort to optimize
preventionplanningandoutcomemeasurementeffortsincommunitiesthroughthestate.Specifically,itis
designedtosupporttheworkofplanners,policymakers,andpractitionersinthefieldin:
Determiningtheincidenceofalcoholandotherdruguseproblemswithincountypopulationsandsub
populations;
Monitoringtrendsinproblemincidencetoidentifyemergentissuesanddetectchangesinstatusover
time;
Establishingprogramresourcelevelsthatareappropriatetoaddressthenatureandextentof
preventionandtreatmentneeds;and,
Documentingprogresstowardachievingtargetedpreventionobjectivesandoutcomes.
Thereportcontainsinformationonseveralkeyindicatorsofalcoholanddrugprevalenceandconsequences
forCaliforniapopulationsineachofthefollowingsevenindicators:
1. Householdprevalenceofpastyearbingedrinking;
2. Admissionstopubliclyfundedand/ormonitoredalcoholandotherdrugtreatmentfacilities;
3. Arrestsfordrugrelatedcriminaloffenses;
4. Arrestsforalcoholrelatedcriminaloffenses;
5. Motorvehicleaccidentsinvolvingdriverswhohadbeendrinking;
6. Hospitalizationsforalcoholanddrugrelatedconditions;and,
7. Mortalityattributabletoacuteandchronicalcoholanddruguse.
IndicatorsofAlcoholandOtherDrugAbuseIntroductionLakeCounty,California

Each report contains data compiled from several sources, including a statewide, longitudinal survey of
California household populations, and state data systems housing public archival records from six central
agencies, including the California Department of Justice (DOJ), the California Highway Patrol (CHP), the
CaliforniaDepartmentofPublicHealth,VitalStatisticsSection,theOfficeofStatewideHealthPlanningand
Development (OSHPD), the Department of Alcohol and Drug Programs (ADP), and the University of
California, Los Angeles (UCLA). This reliance on statewide data sources ensures that the information
reported is drawn from reliable and valid measures that are routinely and uniformly collected across
jurisdictions (i.e., all counties use the same data collection), allowing for comparisons over time, across
counties,andbetweencountiesandthestate.
IndicatorsofAlcoholandOtherDrugAbuseIntroductionLakeCounty,California
KEYFINDINGS
Approximately34percentofLakeCountyresidentsage18andolderparticipatedinbingedrinking
in2007comparedtothestatewiderateof30percent.
Malesparticipatedmuchmorefrequentlythanfemales(49percentversus20percent)in2007.
Overall,admissionratestotreatmentfacilitiesinLakeCountyhavedecreasedslightlysince2000.In
2000therewereabout1,122admissionsper100,000comparedto1,078admissionsper100,000in
2008.LakeCountysAODadmissionratewashigherthanthestateoveralleachyear.Theremaybe
differencesindetoxificationandnondetoxificationserviceadmissiontrendsthataffectthisoverall
trend(seeTreatmentDataClarificationssectiononpage9fordetail).
Admissions due to methamphetamine use accounted for 29 percent of all admissions in 2008.
Admissions due to alcohol use accounted for roughly 25 percent of admissions, marijuana for 39
percentofadmissions,heroinfor1percentofadmissions,andcrack/cocainefor2percentin2008.
AdmissionrateswerehighestamongAmericanIndiansandBlacks,2,587and2,425per100,000in
2008,respectively.Theseratesmorethandoubledeachotherrace/ethnicitygroup.
Thehighestrateofadmissionswasfor25to34yearoldswitharateof2,949per100,000in2008.
Thenexthighestratewasfor18to24yearoldswitharateof1,722per100,000.Thenexthighest
ratewasforthose17yearsandyoungeratarateof1,579per100,000.
Crimeratesforfelonyandmisdemeanordrugoffensesdecreasedfrom1,143per100,000in2000to
973per100,000in2008,afterpeakingin2005at1,735per100,000.LakeCountysdrugarrestrate
washigherthanthestateeachyearuntil2007atwhichtimeitdroppedbelowandremainedsimilar.
Arrestsduetodangerousdrugoffensesaccountedforapproximately21percentin2008,narcotics
for roughly 7 percent of drug arrests, marijuana for 40 percent of drug arrests, and 31 percent of
drugarrestsin2008wereforotherdrugviolations.
Thehighestrateofarrestsfordrugrelatedcrimewasfor25to34yearoldswitharateof2,537per
100,000in2008.Thenexthighestratewasfor18to24yearoldswitharateof1,785per100,000.
34to44yearoldsalsohadahighdrugarrestrateat1,077per100,000in2008.
Crimeratesforfelonyandmisdemeanoralcoholoffensesdecreasedfrom3,459per100,000in2000
to 2,554 per 100,000 in 2008. Lake Countys alcohol arrest rate was higher than the state overall
eachyear.
Arrestsduetodrivingundertheinfluenceaccountedforapproximately45percentin2008,public
drunkennessforroughly53percentofalcoholarrests,and2percentofalcoholarrestsin2008were
forliquorlawviolations.
Thehighestrateofarrestsforalcoholrelatedcrimewasfor25to34yearoldswitharateof5,568
per 100,000 in 2008. The next highest rate was for 18 to 24 year olds with a rate of 3,883 per
100,000.

The rate of fatalities in alcoholinvolved accidents was significantly higher than the state overall
eachyear.
Males accounted for nearly threequarters of total parties who had been drinking in alcohol
involvedaccidentsin2008.DuringthisyearBlackshadtherateof243per100,000,Hispanicshad
111per100,000andWhiteshad205per100,000.
25 to 34 year olds (536 per 100,000) accounted for the highest rate of parties who had been
drinkinginalcoholinvolvedaccidentsin2008.Thenexthighestratewasfor18to24yearoldswith
arateof517per100,000.

Findings for Indicator 2: Admissions to Alcohol and Other Drug Treatment are based on total admissions
ratherthanuniqueclientcounts.Clientswithmultipletreatmentadmissionsduringtheyeartendtobiasthe
demographicandservicecharacteristicsdescribed.Thesefindingsincludeadmissionsforbothdetoxification
and other treatment services. Detoxification services are short term, often repeated numerous times, and
usedprimarilyforalcoholorherointreatment.Theinclusionofadmissionstodetoxificationservicesbiases
thedemographicandservicecharacteristicsdescribed.
TheSubstanceAbuseCrimePreventionAct(SACPA)wasimplementedinJuly2001.Clientsreferredbythe
criminal justice system compete for limited treatment services resources and are often given priority over
clients referred by other sources. In 2000, criminal justice referrals made up only 26 percent of all
admissions. By 2004, criminal justice referrals made up 42% of the admissions. The influx of these clients
withtheirspecificdemographicandservicecharacteristicsimpactthemakeupofthetreatmentpopulation
described in the key findings. For instance, clients referred by the criminal justice system rarely use
detoxificationservices,andmoreoftenhaveaprimarydrugotherthanalcohol.Also,SACPAreferredclients
donotfrequentlyusenarcoticreplacementtreatmentforheroin/opiateabuse.Consequently,thenumberof
admissions to detoxification services has decreased as well as the number of admissions with alcohol or
heroinastheirprimarydrugproblemcomparedwithpreSACPAlevels.
