Introduction
Ethiopia has embarked on a process of reforming its TVET-System. Within the policies and strategies of the Ethiopian Government, technology transformation by using international standards and international best practices as the basis, and, adopting, adapting and verifying them in the Ethiopian context is a pivotal element. TVET is given an important role with regard to technology transfer. The new paradigm in the outcome-based TVET system is the orientation at the current and anticipated future demand of the economy and the labor market. The Ethiopia Occupational Standard (EOS) is the core element of the Ethiopian National TVET-Strategy and an important factor within the context of the National TVET-Qualification Framework (NTQF). They are national Ethiopian standards, which define the occupational requirements and expected outcome related to a specific occupation without taking TVET delivery into account. This document details the mandatory format, sequencing, wording and layout for the Ethiopia Occupational Standard which comprised of Units of Competence. A Unit of Competence describes a distinct work activity. standard format that comprises: Occupational title and NTQF level Unit title Unit code Unit descriptor Elements and Performance criteria Variables and Range statement Evidence guide It is documented in a

The ensuing sections of this EOS document comprise a description of the occupation with all the key components of a Unit of Competence: chart with an overview of all Units of Competence for the respective level including the Unit Codes and the Unit Titles contents of each Unit of Competence (competence standard) occupational map providing the technical and vocational education and training (TVET) providers with information and important requirements to consider when designing training programs for this standards and for the individual, a career path

Undertake Process Planning and Production Scheduling TXT TTP4 01 0511 This unit covers the knowledge, attitudes and skills required for reviewing process specifications, determining the production sequence, identifying production requirements and capacities and preparing schedules for process & production of textile products. Performance Criteria 1.1 Supporting engineering and production data is examined, where required. 1.2 Production processes to be used are determined. 1.3 Specifications are obtained and examined. 2.1 Steps required for the process are identified and flow charts are produced where required in accordance with standard operating procedures. 2.2 Material and parts lists are prepared also with CAD in accordance with standard operating procedures. 2.3 Tooling and/or equipment requirements are documented in accordance with standard operating procedures. 2.4 Process steps are documented and clearly represented in accordance with standard operating procedures.

Supervise Operations in a Textile Enterprise TXT TTP4 02 0511 This unit covers the knowledge, skills and attitudes to supervise operations within a textile enterprise.

Elements 1. Identify scope of supervisory responsibility

Performance Criteria 1.1 Machine operations, staff, resources and operation processes within work area are identified. 1.2 Scope and limitations of supervisory role are identified. 1.3 Production targets are determined. 1.4 Maintenance requirements are identified.

2. Provide technical support to operators

2.1 Operator roles and allocation of personnel are identified. 2.2 Operator productivity and ability to conduct work effectively and safely are monitored. 2.3 Training needs are identified and communicated to appropriate personnel. 2.4 Technical problems rose by operators regarding machinery, product quality, and operational safety are addressed. 2.5 Technical support in the skill and knowledge associated with operations is provided to operators.

3. Control production to achieve efficiency targets

3.1 Production standards are set or interpreted to meet production targets. 3.2 Corrective or preventative action is recommended and implemented. 3.3 Targets and procedures are communicated to relevant personnel in a logical and easily understood manner. 3.4 Supply of resources is managed and ensured as required. 3.5 Maintenance of machinery is scheduled as required.

4. This competency unit is for the design of a new product 'from scratch'. It assumes an understanding of the operation of all relevant equipment and processes but does not necessarily require them to be used personally. The competency assumes a working knowledge of all main processes and materials so that an informed choice can be made between them. All operations are performed in accordance with standard procedures and policies. Interpret Product Costs in Terms of Customer Requirements TXT TTP4 05 0511 This unit covers the knowledge, attitude and skills needed for a person to be able to identify the major cost components of their product/s, the basic relationship of these to customer benefits and use this to help minimize waste (defined as anything not delivering a customer benefit). It has a different focus to apply cost factors to work practices which focuses on costs in isolation whereas this unit regards all costs not directly leading to customer benefit as waste. It may apply to all employees.

Customer features/benefits are those characteristics of the product or services which add value to the customer, this value may be assessed in financial or features terms. The customer may be internal or external.

Performance may be thought of as the rate of output of the plant compared to the rate required to meet demand. Performance might also be thought of in terms of takt where takt time is the allowable time to produce one product at the rate and quality customers are demanding it. This is NOT the same as cycle time, which is the normal time to complete an operation on a product (which should be less than or equal to takt time). Customer-related targets are the internally set financial and operational targets that contribute to meeting customer features/benefits. Non-contributing cost Components Some costs incurred make a direct contribution to customer features/benefits. These costs continue to need to be incurred (although they may be minimized) in order to gain the customer feature/benefit. Other costs do not contribute to customer features/benefits (noncontributing cost components) and either must be maintained such as regulatory compliance and occupational health and safety (OHS) costs while other costs are not required and do not contribute to customer features and so should be eliminated if possible. This is also defined in terms of waste. Within manufacturing, categories of waste include: Excess production and early production Delays Movement and transport Poor process design Inventory Inefficient performance of a process making defective items. Waste for this unit may include activities which do not yield any benefit to the organization or any benefit to the organizations

Variable Occupational Health and Safety

Range Safe working practices include compliance on accepted policies, standard, strategies legislative and enterprise requirements. Recognize hazards commonly occurring at the workplace and follow health and safety instructions and procedures in the workplace. Inspection may include: Reading dials, gauges, meters Observations including those using sight, hearing, smell, feel Observations of product quality/faults/rejects. Servicing may include: Cleaning Lubricating Topping up Adjusting Procedures include: all work instructions, standard operating procedures, formulas/recipes, batch sheets, temporary instructions and similar instructions provided for the smooth running of the plant. They may be: written, verbal, computer based or in some other form. For the purposes of this Training Package, 'procedures' also includes good operating practice as may be defined by industry codes of practice (e.g. Good Manufacturing Practice (GMP), Responsible Care) and government regulations.

Performance Criteria 1.1 Instructions and procedures are ensured to be followed and duties performed in accordance with requirements of quality improvement system. 1.2 Conformance to specifications is ensured. 1.3 Defects are detected and reported according to standard operating procedures. 1.4 Performance of operation or quality of product or service is monitored to ensure customer satisfaction.

The strategies involve developing, monitoring and managing work activities and financial information, developing effective work habits, and adjusting work schedules as needed.

To this end, the person is typically engaged in on-going review and research in order to discover and apply new technology or techniques to improve aspects of the organizations activities.
