Bagon Buwan
The real motive of conveying information through filming was truly achieved by the movie Bagong Buwan. The core story of power struggle here in Mindanao was keenly depicted on the movie, which in return, became a very effective channel to extend to the general public the real whats and hows in Mindanao. The movie was made non-fiction. It was derived, perhaps, not merely from thoughts but from reliable true stories of people chosen to live to tell the tale. Well, it talks about armed conflict, war, MILF, Muslims and the like. It talks about how lives are being affected through war and raging conflicts. It talks about the truth behind the Land of Promise.

Not to mention anymore, the actor and actresses at the rear of this production, the real theme generally was the driving factor that would give its viewers goose bumps. The story was really moving; it was lively so as the guns that seemed to have real-life bullets. The sound of the war weapons may sound old and crass but there is something in this movie that would easily capture the attention of its viewers. Packed with passion and emotions, it is no doubt that this movie has been a breakthrough to the film industry. Though, the picture rendered too many angle of stories and too many characters - it only instead add up to the uniqueness and over-all impact of the film. There is a smooth flow and coherence scene after scene which is no dragging at all. The setting was not that adventurous or maybe the camera did not just really capture the right shot but still there is this deep sense of sentimentality wrapped in the movie giving a sad atmosphere towards its audience world. After watching the film, a sense of sympathy and anger enveloped our souls. Taking this movie as a broader image of armed conflict here in Mindanao only understate the real fact that there is more abuse behind what is being seen in the film. True that MILF has been struggling to retrieve their homeland but it is also true that the more conflict our young generation are exposed to, the more negative effect would it bring for the future. Showing insincerity of giving autonomy towards the ARMM is also the weakest point of the government. If only the higher authority provides more provisions and attention towards Mindanao, the more chances the burden of the people be minimized. It was all the governments mistakes that brought relentlessness of war here in Mindanao. All throughout the experience, we believe that education has been the primary thrust of producing such film. To educate people about conflicts in Mindanao requires ample time but it is something that the movie has achieved in just almost 2 hours. Over-all, the movie guarantees hope and serenity if not at least peace. The new generation deserves this kind of film.

Panagalawa, Edukasyon at Media.

Surigao Mine
The Aquino government was well aware of the destructive effects of mining in Claver, Surigao de Norte even before the attack by the New Peoples Army took place last October 3. No less than the Presidential Adviser on Environmental Protection and the head of the Mines and Geosciences Bureau were informed of the practices of Taganito Mining Corporation according to a recent TV documentary.

He said their ship captain later reported that communist rebels had attacked the mining site and burned facilities. In the TV documentary Philippines for Sale aired last night on Reporters Notebook in GMA7, Presidential Adviser on Environmental Protection Neric Acosta was shown actual footage of destructive large-scale mining operations in Claver, Surigao del Norte. Neric was visibly shocked and even exclaimed My God, anu yan?. The documentary was shot weeks ago but was aired just last October 4, a day after NPA raided three mining companies in Surigao del Norte. The unnamed mining firm shown in the documentary was actually TMG, the same company that was shut down by the NPA raid

last October 3. Said Minda News: "Around 200 rebels from the NPAs guerrilla front 16 led by a certain Artem or Doming staged the attack, the military official said. "Reports from the police office in Surigao del Norte said the rebels used dump trucks and other heavy equipment to block reinforcements in Sitio Baoy, Barangay San Isidro in Gigaguit town and Barangay Lagdaon in Claver town, all in Surigao del Norte. "Osias said that aside from torching heavy equipment, the rebels seized thirty-two 9mm pistols from the Taganito Mining Corporation. "He said three groups of rebels simultaneously attacked the three mining firms located adjacent to each other in Claver, around 9a.m.

Opinion The AFP keeps on downplaying the incident as a mere extortion case. This is intended to cover up for their own incompetence, diminish the economic, political and environmental issues related to mining in Claver, Surigao del Norte and to obscure the connivance between the AFP and the large-mining firms. The mining company concerned was already quoted in the media that the NPA had not demanded money. Mining issues are part of the agenda in the peace talks between the NDFP and the Philippine government, especially in the topic of social and economic reforms. Rather than discontinuing the talks because of the NPA attacks, the PH government should pursue talks and take up issues such as large-scale foreign mining, environmental destruction and correct utilization of mineral resources.

Certificate of ANCESTRAL DOMAIN

Indigenous Peoples' Rights Act (IPRA) of the Philippines The Indigenous Peoples Rights Act (IPRA) of the Philippines was signed into law on 29 October 1997, after undergoing many years of legislative study and deliberation. The IPRA is the result of various consultations, consolidated bills related to ancestral domains and lands, and international agreements on the recognition of land/domain rights of the Indigenous Peoples (IPs). Certificate of Ancestral Domain Title (CADT) A Certificate of Ancestral Domain Title (CADT) is part of the Indigenous Peoples Rights Act (IPRA) of 1997. In general, the IPRA seeks to recognize, promote and protect the rights of the indigenous peoples of the Philippines. These include the right to ancestral domain and lands; right to self-governance and empowerment; social justice and human rights; and the right to cultural integrity. This legislation allows the well-established land-law system of indigenous peoples to gain recognition under Philippine law. The legislation also inaugurates the process of stabilizing indigenous peoples land rights in other parts of the country where settlers, business operations and government actions continue to usurp aboriginal ancestral lands. A CADT is way of recognizing and affirming indigenous peoples traditional systems of land tenure as creating rights entitled to legal protections. IPRA opened new possibilities for IPs to protect their home territories and their communities. A Certificate of Ancestral Domain Title (CADT) gives many rights to the community, including the control of land, air and sea resources, the right to stay in the territory, even the right to regulate entry of migrants. With their certificate, the community could also avail itself of a government Ancestral Domain Sustainability Development and Protection Plan, which is a package of economic and social services. But progress has been slow with IPRA, even from the demand side, meaning the applications made for a certificate of ancestral domain. This is because some IP communities are uncomfortable with this idea of titles. For those who do want to get such a certificate, they have to prove that they have lived in the area since time immemorial. There are various options here but all rest on written documentation for proof, including anthropological accounts. As of September 30, 2010 there are: 258 approved Certificate of Ancestral Land Titles (CALTs) with 8,609 right holders having a total area of 17,307.7072 hectares having 156 approved Certificate of Ancestral Domain Titles (CADTs) with 912,395 right holders having a total area of 4,259,331.544 hectares 87 Ancestral Domain Sustainable Development and Protection Plan (ADSDPP) formulated 296 Certification Precondition (CP) issued
