Relevance of the research. Leasing is an important worldwide mechanism for priming of economy.

Similar to increase in capital invested in assets, leasing strengthens the management abilities and accuracy in supplies, insurance, commissioning, support after commissioning, maintenance and repairs. Leasing spends up the investment cycle and stimulates long-term relations between lessor and lessee, i.e. it promotes such development of management, which, being based on the human potential, orientates the operating activities towards the needs of the State and consumers; responds flexibly and makes timely changes in the management organization that address the environment challenges and makes it possible to obtain competitive advantages; all together it enables to survive in the long run and accomplish the goals set.

Relevance of this topic of stipulated by the fact that having established the business, an entrepreneur becomes socially independent of the state and moves from the employee group to the employer group; in case of proper support from the part of the state, it makes a person socially and economically confident. Kazakhstan places high emphasis on entrepreneurship. We want to see Kazakhstan as a country which is developing in line with the global economic trends; a country that absorbs all novelties created around the world and which occupies though small but its own definite niche in the world economy and which is able to adapt promptly to the new economic environment.

It means that leasing can be successfully used to implement the strategic plan of business development in the Republic of Kazakhstan. Moreover, this issue becomes even more relevant taking into account the technological constituent and the need to replace obsolete equipment and technologies in order to establish domestic production.

The object of the research id the activity of the participants of the leasing relationships, including the state, physical and legal entities, both the lessors and lessees as well as government institutions that may influence the leasing development

process, the sphere of production and consumption of leasing services in the territory of the Republic of Kazakhstan.

The scientific novelty of the research is as follows: it reveals contractions in understanding of leasing term in different sources; the it provides for the first time ever the historico-economic and legal (multidimensional) analysis of leasing development with simultaneous investigation of the causes that impair or promotes leasing development in Kazakhstan and states the urgency of the current problem points; there have been worked out comprehensive recommendations for

improvement of mechanisms of leasing use in the RK.

Practical significance of the research. Implementation of theoretical-methodological and practical developments resulting from the research findings would promote leasing development and, therefore, increase production effectiveness in different industries of the national economy, raise the personnel skills and development of entrepreneurship in general.

1.1 Leasing concept. Leasing is fairly widely used throughout the world and is considered as one of the most efficient ways of entrepreneurship organization. Knowledge of the leasing economic and legal mechanisms affords opportunity for its wide use. The term leasing originates from the English verb to lease, which is translated as rent or lease put property.
