Introduction to Clarina-Ballybrown

Clarina Village
Clarina(ClrAidhne)isasmallvillageinthetownlandofBallybrown,inthenorthernportionof theparishofPatrickswell,CountyLimerick.LocatedalongtheN69,approximately9kmwestof Limerick City, Ballybrown is a rural community that has expanded in recent years due to its proximity to Limerick City. The River Maigue, a tributary of the River Shannon, is west of the village,inthedirectionofAskeaton,19kmdistant.TheBarnakyleRiver,whichflowseasttothe Maigue,bordersthesouthernedgeoftheparish. SeeMaps1and2forClarinaVillageandBallybrownTownland.

Catchment Area
The catchment area identified for the purposes of this document extends beyond Clarina into surroundingareasthathave,traditionally,associatedthemselveswiththeVillage.Basedupon this catchment area, the local community, including population and demographic profile, extends into the wider Ballybrown Townland and Clarina DED. For the purposes of this document,italsoincludestheCarrigDED,northofClarinaVillage,which,byvirtueoftheroad structure, is linked closely to the Village, School, proposed Resource Centre and other local amenities. Whileitisacceptedthat,onadaytodaybasis,ClarinaVillageanditsimmediateenvironsform the primary catchment area for the ClarinaBallybrown Community Council, any future actions and developments will affect the community in the wider catchment area. This assumption is also supported by feedback from the community survey (discussed in Section 2) which recommendedtheinclusionofthewidercommunityinfutureactivities. SeeMaps3and4forthewiderCatchmentArea. Note:RegardingMap4,onvisualinspection,thecatchmentareaappearstoextendwellNorthof ClarinaVillage,whileonlyextendingslightlybeyondtheVillageinotherdirections.Thereason forthisisduetothefactthattheareasNorthoftheVillagearenotdenselypopulatedand,using the road network, are linked to the area adjacent to the Village. However, in other directions outsidetheVillageenvirons,thecommunitiestendtobelinkedtootherpopulationcentres,e.g. Patrickswell,LimerickCity,etc.ThislimitsthecatchmentareasurroundingtheVillageitself.

Clarina Village
Based on the Census 2006, the population of Clarina Village is recorded as 216 people, which classifies it as a Tier 5 Settlement1 under the Limerick County DevelopmentPlan20102016.

Wider Catchment Area


Usingthewidercatchmentareadescribedintheprevioussection,andillustratedonMap4above,thepopulationforthecommunitybeyondthevillageitselfis 1,650personsforClarinaElectoralDivisionand590personsfortheCarrigElectoralDivisiontotheNorthoftheVillage.

Thesearesmallersettlementsgenerallyranginginpopulationfrom150400peoplewithsomeessentialinfrastructure(i.e.Councilwaterand/orsewagefacilities)andarangeof communityinfrastructurethatprovideforconvenienceanddailyneedsofthelocalpopulationandsurroundingarea.Theyalsoprovidesomesmallscaleemploymentopportunities andlocallevelcommunityfacilities,suchasprimaryschools,churches,localsportingfacilitiesandacommunityhall.

Voluntary work by type of voluntary activity

ThepercentageofpeopleinCarrigandClarinawho,accordingtotheCensus,areinvolvedinvoluntaryactivityis17%and14%respectively,givingapercentageof 15%forthetotalpopulation.BaseduponthemorerecentClarinaBallybrownCommunitySurvey(seeSection2),thepercentageofthoseinvolvedinvoluntaryor community activities is 41%. The difference between the two figures can be explained by the fact that the Census refers to all people of all ages within the community,whilethequestiononthesurveyreferredparticularlytothepersoncompletingtheactualSurvey.

Limerick County Development Plan 2010 2016


TheLimerickCountyDevelopmentPlan20102016classifiesClarinaVillageaTier5Settlement. Itstatesthat:
AccordingtotheCensusin2006Clarinahadapopulation of 216. Its range of services includes a petrol station, vacant retail units, riding school, pharmacy, and playing pitch. There is capacity to provide water and sewerage treatment within the timescale of the Plan. Any developmentshallbelocatednorthofthesettlementcore.

Tier 5 Settlement
TheLimerickCountyDevelopmentPlanclassifiesTier5 Settlements2,ofwhichClarinaVillageisone,asfollows:
Tier 5 and Tier 6 settlements generally can be defined as a compact community usually though not exclusively titled a village with a traditional core, which has a number of the following features or facilities:achurch,school,pub/shop,communityhallandothercommunity/recreationalfacilitiesand someelementsofpublicinfrastructureandwhichfunctionasaservicecentreforawidercommunity These are smaller settlements generally ranging in population from 150 400 people with some essential infrastructure (i.e. Council water and/or sewage facilities) and a range of community infrastructure that provide for convenience and daily needs of the local population and surrounding area. They also provide some smallscale employment opportunities and local level community facilities,suchasprimaryschools,churches,localsportingfacilitiesandacommunityhall.
