PROJECT DESCRIPTION
General ENI has been awarded the Zubair project for the development of an oil field (ZUBAIR FIELD) in joint venture with Occidental, Korea Gas and Missan Oil COMPANY (as state partner), with Eni as operator. The Zubair Field is located in the southern area of Iraq, 20 km from Basra city. The structure of the Zubair Field is a relatively gentle anticline oriented NNW SE, approximately 60 km long and 10-15 km wide. The Zubair project is a brown field project in which two main phases can be defined: Rehabilitation Phase (or RP) in which includes the revamping of existing facilities to maximise production capacity of the existing treatment plants in order to achieve an oil production rate of 700 kBOPD at Q3 2013, after rehabilitation of wells, gathering network and overall facilities, plus installation of new facilities as required. These activities should be concluded within 36 month starting from the CED. Enhanced Re-Development Phase (or EP). During this phase the installation of new permanent production facilities to achieve the plateau rate of 1200 kBOPD of oil production has been foreseen. The oil will be produced from reservoir with natural flowing and artificial lift systems requiring also water injection to support reservoir pressure and maintain it above saturation pressure. This second phase should be finished within 6 years from the CED.

Objective The primary objective of this document is to define the minimum requirements for the design, manufacturing, delivery, installation and testing of the FIBER OPTIC CABLE for the following SITES: Zubair Degassing Station; Zubair Mishrif Degassing Station; Hammar Degassing Station; Hammar Mishrif Degassing Station; Rafidiya Degassing Station; Safwan flow station; Power Generation Plant; Gas Treatment Plant; New Tankfarm; Sea Water Intake; River Water Intake (To Be Defined); Field Office District; Radio Shelter; Fiscal Metering Site (If located outside DGS); New Remote Wells and Manifolds;

The FIBER OPTIC CABLE shall be the physical support to the WAN and LAN Systems that provides communications for voice and data services within Zubair Field SITES and FACILITIES. The FIBER OPTIC CABLE shall be installed by CONTRACTOR within the Degassing Station and Main SITES and remote FACILITIES areas, along new Gas and Water pipelines and between Degassing Station and new wells and manifolds SITES along new trunklines and flowlines. All CONTRACTOR ITEMS necessary for the safe and satisfactory operation of the system shall be included notwithstanding exclusions or omissions from the specification.

DEFINITION AND ABBREVIATIONS


Language and unit of measurement All TECHNICAL DOCUMENTATION exchanged on this PROJECT shall be in the English language. Units of measurement shall be in accordance with the International System (IS). Safety labels or announce shall be English and Arabic languages.

2.2

Definition COMMISSIONING Means that the functional systems of the FACILITY are mechanically completed and have been tested and pre-commissioned in accordance with the requirements of the CONTRACT and are therefore in readiness for commencement of the associated commissioning activities, as described in the applicable Appendix. OVERALL REQUIREMENTS
General This specification details the design and characteristics for the FIBER OPTICAL CABLE used for Zubair Field. The FIBER OPTICAL CABLE used for Zubair Field shall be used for data and voice connection between within various site. RTUs, ICSS, Telephones, WAN over FOC, LAN, security, video, trunkline monitoring and integrity signals shall be exchanged between within sites through backbone of fiber optical cables. The FIBER OPTICAL CABLE should be the preferred engineering solution for data exchange of above mentioned services. The function of the Fiber Optical System is to provide a physical layer of connectivity for the distribution of Telecommunications and Automation services along the pipelines, between within the Zubair Field DGSs, main SITES and FACILITIES for both Process and Non-Process areas. The FOC shall also facilitate telecom fiber optic connectivity to the Wells and Manifolds area. Along new oil trunklines, FIBER OPTICAL CABLE shall also be used for pipeline monitoring systems, for that purpose, three cables shall be laid along trunklines: n 1 (one) cable shall be used for LAN/WAN over FOC n 2 (two) cables shall be used for pipeline monitoring system (FOPIMS) This section gives the minimum requirements, reference standards, test and supply conditions for the supply of the fiber optical cables for Zubair Field. 5.1

TECHNICAL REQUIREMENTS
General Three Two types of Fiber Optical Cables (here called FOC Type 1, FOC type 2 and FOC Type 3) shall be supplied by SUBCONTRACTOR suitable for direct buried installation together with Oil trunklines/flowlines and Gas pipelines (FOC Type 1), Water Pipelines (FOC Type 2) and Over Head Lines (FOC Type 3). Type 1 FOC shall be suitable to be installed close to Oil trunklines/Flowlines and Gas pipelines while Type 2 FOC shall be suitable to be installed close to water Flowlines/pipelines. Type 3 FOC shall be suitable for Optical Ground Wires installation over power supply lines. Type 1 FOC shall also be suitable for installation within DGS and Main SITES and remote FACILITIES area for data/voice/video/CCTV signals distribution. Type 2 FOC shall be suitable for installation within DGS and Main SITES and remote FACILITIES area for CCTV Cameras signals distribution. Type 1, and Type 2 and Type 3 FOC quantities shall be defined by CONTRACTOR during engineering design considering at least 10% of spare quantities plus quantities above considered plus at least 10m for each manhole during installation. Type 1 and Type 2 FOC shall be included in the FOC SUBCONTRACTOR scope of supply. Type 3 FOC shall be included in the SUBCONTRACTOR supply of the Over Head Lines package.

5.2

Fiber Optical Cable Type 1 The Fibre Optical Cables Type 1 shall be of Corrugated Steel Tape Armoured, Loose Tubes Single Mode type (SM), suitable for direct burial installation. The number of cable cores shall be 24 The tubes shall be filled with filling compound and stranded, together with fibres, around a central dielectric strength member (FRP) to form a compact and circular core. Loose tube with 6 or 8 fibres shall be acceptable. Around the loose tube and fillers, polyester tape shall be applied. Over the cable core a 1st intermediate black PVC sheath shall be applied. Over the 1st intermediate sheath, to prevent cable from petrochemical and chemical compounds an inner jacket of Aluminium tape (coated on both side with a copolymer), HDPE and Nylon (PA) shall be applied. Cable armouring shall consist of a corrugated steel tube (copolymer coated on both side) located between the Nylon (PA) inner jacket and FR PVC outer jacket. The outer jacket along with the corrugated steel armouring shall protect the fibres from rodents and termites. Each single mode Optical fibre shall be designed to provide good performance at both 1310nm and/or 1550nm. The geometric and transmission characteristics shall fully comply with ITU-T-G-652D (06/2005).

Colour coding and labelling shall be according to IEC 60304. The colour-coding system shall be discernible throughout the design life of the cable. Cable markings shall be printed on the outer fibre cable jacket. The markings shall be permanent, insoluble in water and shall be legible for the duration of the cable life. Markings shall be printed at intervals not exceeding 2m. The outer jacket of fibre optical cable shall be printed as follow: Manufacturer name (MMMMM) Date of fabrication (mm/yyyy) Project name (Zubair Field Development Project) Fibre type (FO24 SM) The fibre optical cables mechanical characteristics shall comply with the following: Maximum Crush Resistance 4000 N/10cm (short term); Tensile Strength in Short term 3000 N (fibre strain < 0,33%)

Drum length shall be no shorter than 4000 m. The FO Cable Drum Schedule shall be provided by CONTRACTOR. The service life for fibre Optical cable shall be 25 years minimum. F.O.C. SUBCONTRACTOR shall provide the Fibre Optical Cable Technical Data Sheets for supplied FO cable and the Recommendations for FO Cable Installation and Laying. Fiber Optical Cable Type 2 The Fibre Optical Cables Type 2 shall be of the Corrugated Steel Tape Armoured Loose Tubes Single Mode type (SM), suitable for direct burial. The number of cable cores shall be 24 4. The tubes shall be filled with filling compound and stranded, together with fibres, around a central dielectric strength member (FRP) to form a compact and circular core. Loose tube with 6 or 8 fibres shall be acceptable. Around the loose tube and fillers, core wrap tape and reinforcement yarns shall be applied. Around the loose tube and fillers, polyester tape shall be applied. Over the cable core a 1st intermediate black PVC sheath shall be applied. Over the 1st intermediate sheath, to prevent cable from petrochemical and chemical compounds an inner jacket of Aluminium tape (coated on both side with a copolymer), HDPE and Nylon (PA) shall be applied. Fiber Optical Cable Type 3 The Fibre Optical Cables Type 3 shall be of the Galvanized Steel Wire Armoured Loose Tube Single Mode type (SM), suitable for overhead installation on high voltage electric lines. The number of cable cores shall be 24 The tube shall be filled with filling compound. Around the loose tube and fillers, reinforcement yarns and protections jackets shall be applied. Multiple tubes should be acceptable. Galvanized steel wires shall be stranded around central loose tube and protections to form a compact and circular cable armouring. Each single mode Optical fibre shall be designed to provide good performance at both 1310nm and/or 1550nm. The geometric and transmission characteristics shall fully comply with ITU-T-G-652D (06/2005).

FOC SUBCONTRACTOR shall also provide termination cables and accessories for interconnection between OPGW cables to Optical Distribution Frames.

5.5

Fiber Optical Cable Joint Splice and Enclosure The splice enclosures shall be suitable for a single mode FOC according to the Fibre Optical Cable Accessories Data Sheets indicated. In every splice enclosure, the cables shall be marked upon entry indicating the destination of each cable end. The recommended protection degree is IP67 according to IEC 60529. The service life for splice enclosures for aboveground and underground applications shall be 25 years minimum. The splicing enclosures for all FOCs covered by this Specification are included in the scope of supply of the F.O.C. Vendor. Joint splice closure quantities for FOC Type 1 and Type 2 shall be defined during engineering design phase with following criteria: n1 joint splice closure shall be considered every 4 km plus 10% spare of the total quantities. For FOC Type 3 joint splice closure, CONTRACTOR shall in charge to determinate appropriate criteria based on FOC Type 3 cable drums length.

General TECHNICAL DOCUMENTATION, as essential part of the system, shall be submitted to COMPANY/CONTRACTOR with specific dates for delivery. All documentation shall be supplied in English language. Following the minimum set of TECHNICAL DOCUMENTATION that shall be supplied with the system:

6.5 As-Built Drawings

On acceptance of the system by COMPANY, all construction drawings shall be updated to As-Built status to reflect the equipment and system configurations as actually installed. All drawings shall comply with COMPANY drawing standards and drawing format. Both hard and soft copies of As-Built drawings shall be submitted to COMPANY. 6.6 System Documentation Equipment service manuals shall permit the maintenance and repair of the equipment by trained and qualified technicians. The manuals shall contain circuit diagrams, part lists, test and alignment procedures and measurement parameters required to ensure that the equipment may operate within the intended design of type approval specifications. Cable shall be installed in accordance with the cable manufacturers specifications and the industry standards, observing cable tensile strength and bending radius limitations. CONTRACTOR shall provide a Cable Drum Schedule. For FOC Type 1 and Type 2, typically the cable drum will be supported on a mobile dispensed which then will travel parallel to the trench. The cables will be manually spooled off the drum and laid directly into the trench. The cable will not be pulled off the drum as the cable will be rotated manually so that the cable is always in a slack condition between the drum and the trench The cables shall be installed as far as practically possible in long continuous lengths without intermediate splices. Where necessary, cables shall be joined as per referenced technical specification. If damage is found during the post-installation test, the cable shall be replaced immediately where applicable. For FOC Type 3, CONTRACTOR/SUBCONTRACTOR shall provide the appropriate installation manual for approval. In case of cable damage and where replacement is not applicable, the CONTRACTOR shall provide a 100 m of new FOC between the double splice boxes. After the splicing, the splicing box shall be tested with an air compressor to evaluate the sealing.

8.1

BEDDING PADDING AND BACKFILLING OF TRENCH


Trench Bed Preparation In rocky and/or gravel areas or other areas where the material in the bottom of trench has potential to damage the cables, CONTRACTOR shall provide the trench bedding as per the relevant 00250600BLDQ82101 Trench Dimension for Pipeline/Flowline Typical Drawing. The trench bedding material shall be selected desert sand or fine graded material with a maximum particle size of 5 mm. The bedding material shall be free of salt, organic material and hard bodies. Under no circumstances shall the material used for bedding be contaminated by petroleum products, solvents, concentrated acids or alkalis, or corrosive chemical compounds. CONTRACTOR shall place the bedding material along the trench bottom with a minimum thickness of 150 mm throughout its length and shall uniformly grade it to give continuous to cables when lowered into place. The finished surface of the trench bed, shall be at a level necessary to achieve the minimum cables depth of cover.

8.2

Padding and Backfilling The CONTRACTOR shall not commence the padding and backfilling operations until COMPANY has inspected and approved the lowered-in cables. Before any section of trench is padded and backfilled, the CONTRACTOR shall survey and record "as-built" measurements which shall include the location and record of the cables joint number. Padding material shall consist of selected desert sand or fine grain soil meeting the requirements of Paragraph 8.1 of this Specification. The depth of the padding shall be such as to give the cables in place, the specified clearance from the hard backfill material. The padding material shall be carefully placed around the cables in layers uniformly graded. Backfilling of the trench will be performed as soon as possible after the padding. The CONTRACTOR shall plan the backfilling operation so that it can follow as closely as possible the lowering-in, in order to prevent exposing the cables to trench cave-ins and to adverse weather condition. Should it be impossible, for any valid reason, to complete the backfilling operations after lowering-in, CONTRACTOR shall carry out partial backfilling to protect the cables into the trench. Backfilling of the trench shall be completed within 24 hours from partial backfilling. The material used for backfilling will be trench excavated material, free from

construction debris, organic material or aggressive soil and shall not contain rock pebbles and heart clods greater that 1.000 cubic centimetres and 100 mm in any dimensions. The backfilling material shall be placed in such a manner that penetration of pebbles or clods into the padding layer shall be avoided. After backfilling the trench, CONTRACTOR shall form a berm over the cables trench with suitable material to avoid displacement of trench backfill material during the sand storm and similar event. The berm shall not be placed at crossings of roads ditches and the bed of oueds. Gaps on the trench berm shall be left at appropriate locations. The spoil material resulting from the excavation of the pipeline trench shall be disposed off along the Right Of Way in an acceptable manner. Backfilling shall be interrupted at the points where the cables sections are to be spliced. At these points the dimensions of the trench shall be sufficient wide to carry out the splicing in safe condition.

8.3

Installation of Warning Tape Warning tape shall be installed by CONTRACTOR in the trenches 150 mm minimum (between padding and backfilling) over the top of cables, all along the trench. The tape shall be provided by CONTRACTOR. The inscription shall be in English and Arabic languages Warning Fibre Optic Cable.

8.4

Line Markers The cables marker posts shall be located at 1km interval along the cables route unless otherwise specified on Construction Drawings, at crossing with existing pipeline, cables, roads, turning points and at splicing /joint locations required to signal the cables or as shown on the Construction Drawings. Cables markers to be installed shall be able to be read in either direction of the cables route and the kilometre post numbers shall indicate the actual as-built kilometre post from the origin of cables to the terminal.

8.5

Manhole for Joint Splice Closure Joint splice closure shall be installed in dedicated prefabricated concrete manhole. Manhole shall be supplied by CONTRACTOR with internal dimensions 1m x 1m x 1m and 70mm wall thickness (dimensions to be confirmed during engineering design). CONTRACTOR shall provide two types of passive markers to identify the location of each manhole: Buried passive markers Surface passive markers (Line Markers) Manhole shall be supplied with at least n1 hole in one side and n1 hole in the opposite side for cable entry/exit. 9.1

SPECIAL TOOLS AND TEST EQUIPMENT


Special tools SUBCONTRACTOR shall supply as part of the CONTRACT, all special, system specific tools required to operate and maintain the equipments and the system. These tools shall be different and separate from those tools used by CONTRACTOR to perform his installation and commissioning works. Tools shall be delivered in a new and unused condition directly to COMPANY and shall not be used for installation and commissioning activities.

9.2

Test Equipment SUBCONTRACTOR shall supply test equipments for the normal operation and maintenance of the system. These test equipment shall be different and separate from the test equipment used by CONTRACTOR to perform his installation and commissioning works. Test equipment shall be delivered in a new and unused condition directly to COMPANY and shall not be used for installation and commissioning activities. All test equipment shall have a valid calibration labels and certification traceable to known international standards.

10 TEST AND COMMISSIONING


10.1 General All components of the system shall be carefully tested in the manufacturer's workshop and at site before commissioning.

10.2 Factory Acceptance Test (FAT) All materials shall be tested at SUBCONTRACTOR factory site or at a location defined by CONTRACTOR and approved by COMPANY, prior to clearance for shipping and shall include test certifications. Factory Acceptance Test will be to demonstrate adherence of the equipment and materials to the design standards and functional compliance with the specification. The FAT also includes a testing of all interfaces to other systems. Prior to the FAT activities, FAT procedures will be supplied by VENDOR for CONTRACTOR and COMPANY approval. COMPANY personnel may, at COMPANY discretion, attend the FAT. In this case, CONTRACTOR will ensure that all tests shall be carried out in presence of COMPANY personnel. If COMPANY declines to attend the FAT, the tests shall be carried out and the result submitted to COMPANY for approval. All FAT tests shall be documented with the result obtained and their success or failure. Test results shall be submitted to COMPANY prior to clearance of the FAT and authorization to shipping. Test results shall include a list of test equipment used with last calibration date and the acceptable period between calibrations. Each particular cable length shall be factory acceptance tested and shall be delivered together with the respective test reports. Attenuation tests of each fibre at 1310 +30/-15 nm and at 1550 +30/-70 nm with OTDR according to IEC 60793-1 (Parts 1-40 to 1-49) Dispersion tests of each fibre at 1310 and 1550 nm according to IEC 60793-1 (Parts 1-40 to 1-49) shall be performed. Zero dispersion slope shall be performed. These measurements shall be performed on each fibre prior to cable manufacturing and on the fabricated cable. Tension and temperature test of the FOC, as a homologation test, and determination of resulting attenuation and variation in attenuation according to IEC 60793-1 (Parts 1-40 to 1-49) shall be performed. 10.4 Shop Inspection Testing SUBCONTRACTOR shall be responsible for all testing of materials and equipment prior to delivery. No equipment or materials shall be delivered until all applicable tests have been completed and all defects rectified and re-tested successfully. Documentary evidence shall be available for COMPANY/CONTRACTOR review upon request. The COMPANY/CONTRACTOR reserve the right to witness testing or to request additional testing according to their requirements. The certificate of works test and inspection shall not be accepted until all items on the Test and Inspection Schedule are completed and signed off by SUBCONTRACTOR QA/QC personnel and COMPANY/CONTRACTOR has witnessed tests according to their requirements. Dimensional Tests SUBCONTRACTOR shall carry out tests on incoming goods, to verify the integrity of the materials manufactured. Dimensions shall also be tested random (one for each cable length) during the manufacturing process.

10.5 Site Acceptance Test After cable installation activities at site, a Site Acceptance Test (SAT) will be carried out in order to verify the full operational functionality of the system and witnessed by COMPANY personnel who shall certify the acceptance of the system. The SAT will be conducted at first on stand-alone system equipment and then on networked equipment, where applicable. Prior to the SAT activities, SAT procedures will be supplied by SUBCONTRACTOR for CONTRACTOR/COMPANY approval. All SAT tests shall be documented with the result obtained and their success or failure. Test results shall be submitted to COMPANY prior to clearance of the SAT Test results shall include a list of test equipment used with last calibration date and the acceptable period between calibrations. A site acceptance test shall be performed by CONTRACTOR to verify the full operational functionality of the Fiber Optical cables and witnessed by COMPANY personnel who shall certify the acceptance of the cables. The Optical Time Domain Reflectometer shall be used to verify the integrity of the Fiber Optical Cable after installation that shall be carried out without any damage The SAT shall be conducted on cables, but not connected to any existing network equipment. If network connection is necessary to verify functionality, it shall be arranged with COMPANY for limited test access to be provided.

On satisfactory handover, CONTRACTOR shall connect the installed system to the systems for overall voice and data system connection and testing. Prior to the SAT, CONTRACTOR shall submit a test procedure to COMPANY for approval.

10.6 Certificate of Acceptance At the satisfactory conclusion of the FAT, a factory Certificate of Acceptance shall be provided by the SUBCONTRACTOR for signature by the CONTRACTOR/COMPANY. At the satisfactory conclusion of the SAT, a final Certificate of Acceptance shall be provided by the SUBCONTRACTOR. Certificate shall be all test records, receipt for documentation and spare parts plus any other pertinent records regarding the SUBCONTRACTOR delivery. The document becomes a Certificate of Final Site acceptance, which COMPANY shall review and approve.
