Cost: $29 processing fee We applied for a permit allowing us to occupy the plaza from 12 Oct 2011 31 Dec 2012. -we knew this would be denied -we knew we would reapply The city officials have been respectful and friendly, but have offered us only a permit for the night of 12 Oct.

For additional nights, we must reapply and pay the same processing fee. City council and the police department have advised: reapplication will also incur additional fees for additional police costs, sanitation, insurance, etc. -total cost: up to $5,000 per night (waived for original permit) We may occupy peacefully on the night of 12 Oct without citations. Occupation on other nights will incur repercussions if we dont vacate when asked. Legal loopholes: sleeping on sidewalks without blocking passage. 2 options: -occupy tonight under stipulations, and reapply -reapplication will incur additional fees -reapplication may be denied -do not accept the conditions of the permit, and decide on how to proceed 10 minutes allotted to comments and proposals Right to occupy sidewalks -Legal advice: confirmed public space, paid for by taxes -Police do not concur None of the signers of the permit will be held liable for subsequent action. Individual occupiers are liable for themselves. Legal council: -do not sign the permit -do not accept the citys conditions -develop petitions -keep reapplying People occupying outside of park hours without a permit risk citation and arrest. Sidewalks may be occupied every night until an acceptable permit is obtained. Sleeping on the sidewalk may incur repercussion.

Proposal: -do not submit permit for tonight -occupy the sidewalk -continue to pursue a year-long permit -petition every day until request is met Blocks -submit permit for tonight, pursue extended permit tomorrow -sidewalks dont provide enough room -stay on plaza, accept the consequences If occupying the plaza without a permit, individuals may be asked to leave twice before being issued a citation to appear. -if s/he dont appear, an arrest warrant will be issued If the individual remains in the plaza, he or she may be arrested and booked as John or Jane Doe -s/he will spend the night in jail -forced to prove identity to judge the next morning 3 minutes were allotted for discussion of options A proposal was made and consensus was reached: -refuse to accept the permit and the citys terms -we will be able to reapply and work for more agreeable conditions NOTE: This matter was taken up again later in the meeting as additional details came to light.
